The normative content of the article 6 of the Italian Constitution, which establishes the protection of linguistic minorities, is one of the most beautiful expression of democracy and inclusion in our country. It guarantees positive protection in order to preserve the linguistic and cultural heritage of minorities in accordance with the principles of pluralism and tolerance. Protection, cannot disregard the uses and customs that characterize it, from the history it has behind, it, from the particular use of public and private space. The characteristics and ways of experiencing the places of the house or town by the Arbëreshë minorities are unique and very interesting. It is unthinkable that the urban aspect of the settlements, the spatial and architectural differences that characterize them is left out in a project for the Arbëreshë minorities. It is essential to protect these places that are the theatre of all those artistic and cultural expressions that belong to this population and that need integrated conservation and safeguard projects. The knowledge of the territory is fundamental to understand the historical-geographical conditions that led to those forms of habitation and that today are disappearing due to a lack of urban planning of the villages that values the inhabited area rather than devaluing it. It is now widely agreed that the current "crisis" of the body area is not only economic but also environmental. This issue combined with that of the green economy could provide an opportunity to intervene in the non-municipal territorial systems, once vital to the local economy, and now left to themselves in favor of the urban areas, places more cost effective. Starting from the directions of the Programme for the United Nations Environment Programme (UNEP) could be defined development policies in order to improve the competitiveness and attractiveness of rural territorial systems through the exploitation of local resources present on these territories, with the aim to promote the sustainable development of the various activities in order to create an integrated network. The research shows the different dynamics of the creation of a network of Eco-Villages, with the aim of the new functions existing urban housing stock and improving, thus, the quality of life of mountain villages. This model can effectively represent one of the possible solutions to the depopulation in preserving and protecting the natural environment through the promotion of the green economy, based on the use of sustainable production systems, in compliance with environmental requirements, in the activation of renewable energy systems and tourist attraction in the historical and cultural heritage of the mountain. In fact, these resources if managed in the right way, through careful planning, could be the driving force for a model of sustainable development and at the same time could initiate a redevelopment and enhancement of the rural villages, which often host an architectural heritage of great value, improving so the quality of life of the citizens who live there. So it is necessary, for rural contexts, introduce instruments, innovative ways and means of intervention capable of revitalizing the mountain areas. This paper represents an advance study on the issues that have affected the construction of a network of ecovillages investigating issues related to the local economy, landscape and, more generally, environmental sustainability. ; È ormai opinione largamente condivisa che l'attuale "crisi" dell'organismo territoriale non sia soltanto economica ma anche ambientale. Quest'ultima tematica unita a quella della green economy potrebbero rappresentare l'occasione di intervenire sui sistemi territoriali non urbani, un tempo vitali per l'economia locale, ed oggi abbandonati a se stessi a favore delle aree urbanizzate, luoghi economicamente più vantaggiosi. Partendo dalle indicazioni del Programma per l'Ambiente delle Nazioni Unite (UNEP) si potrebbero definire politiche di sviluppo al fine di migliorare la competitività e l'attrattività dei sistemi territoriali rurali attraverso la valorizzazione delle risorse endogene presenti su tali territori, con l'obiettivo di favorire lo sviluppo ecosostenibile delle diverse attività al fine di creare una rete integrata. La ricerca svolta presenta le diverse dinamiche legate alla creazione di una rete di Eco-Villaggi, con lo scopo di rifunzionalizzare il patrimonio edilizio e urbanistico esistente, migliorando, così, la qualità della vita dei centri montani. Questo modello può rappresentare concretamente una delle possibili soluzioni allo spopolamento, nel conservare e tutelare lo spazio naturale attraverso la promozione della green economy, basata sull'utilizzo di sistemi di produzione sostenibili, nel rispetto dei requisiti ambientali, nell'attivazione di sistemi energetici rinnovabili e nel richiamo turistico del patrimonio storico-culturale della montagna. Infatti queste risorse se gestite nel modo corretto, attraverso una attenta pianificazione territoriale, potrebbero rappresentare il volano per un modello di sviluppo sostenibile e allo stesso tempo potrebbero avviare una riqualificazione e valorizzazione dei borghi rurali, che spesso ospitano un patrimonio architettonico di notevole pregio. Risulta necessario, per i contesti rurali, porre in atto strumenti, modalità e forme innovative d'intervento capaci di rivitalizzare le aree montane. Il presente contributo rappresenta un avanzamento di studio sui temi che hanno interessato la costruzione di una rete di ecovillaggi approfondendo problematiche relative all'economia locale, al paesaggio e, più in generale, alla sostenibilità ambientale.

Strategic planning responds in a sustainable manner to the requests coming from the territory and from the settled community. The work presented here is inspired by the processes of democratization and concertation that represent, in fact, the innovative character of planning as a whole. What is presented can be understood as a best practice carried out on the territory of the area to the right of the river Crati in the province of Cosenza and represents an applied experience of participation from below, between the public and private stakeholders, in the awareness of having triggered endogenous processes of sustainable development. The Kratos strategic plan becomes not only a substantial link for transnational development scenarios, but above all an example of self-sufficient self-governance, demonstrating that it has the capacity to manage its territory, through the awareness of its local potential and the ability to intervene in the phases successive territorial planning. Ciò che si presenta è un estratto del percorso di pianificazione strategica maturato in modo partecipato sulla costa Jonica calabrese, perseguendo obiettivi condivisi in chiave ambientale. Il documento è stato redatto in linea con l'approccio richiesto dall'Unione Europea in relazione alla valutazione ambientale strategica e nel rispetto della pianificazione ambientale regionale. Può ritenersi un buon esempio di Pianificazione Strategica realizzato dal basso con il coinvolgimento attivo degli attori sociali ed economici. Il piano strategico della città di Crotone è rappresentativo di una reazione culturale nell'Italia Meridionale e rispecchia pratiche analoghe in Europa. La città si dota di uno strumento importante di indirizzo per una "Primavera del mezzogiorno" e si riappropria del "diritto alla Città", riaprendosi al mare ed interpretando un nuovo valore d'impresa, superando i fenomeni politici esogeni dei decenni passati, con politiche di rigenerazione degli insediamenti costieri in relazione alla città. In un certo senso si affida ai nuovi valori di sostenibilità che determinano l'impresa produttiva del turismo e della cultura, riconnettendo il sistema costiero al tessuto densamente antropizzato, attraverso connessioni ecologiche di semplice fruibilità. ; A strategic planning with the participation of stakeholders about municipality.Pursuing shared for sustainable environment, and innovative line for the VAS approach required by the European Union. Abstract The economic and social events of the past decade have led to a substantial evolution in the basic approach of the cohesion policy. This evolution has led us to consider it essential to concentrate resources on a few key priorities for the stimulation of growth, to be smart, sustainable and inclusive. The principles forming the basis of the new strategy Europe 2020, have become even more stringent in light of the state of emergency, which led, at European and national level, the need to develop the exceptional measures in the programming and reprogramming financial resources, in particular related to structural funds. Two factors are critical for the success of the operational programs that will be drawing in the coming months: - the territorial dimension, according to a multilevel governance approach, the list of centers in the identification of priorities and objectives; - the partnership principle which (institutional and socio-economic) indispensable in the development of cross-lines on which to develop the actions. These are also the elements identified as essential in the new structure on the Structural Funds programming for the upcoming 2014-2020 cycle, which is based on' "Partnership Agreement" signed between the European Commission and Member States, the definition of the general framework on which to develop so integrated with the national Reform Plans, national strategies for growth and cohesion. For the construction of an economic development strategy for the internal areas is part of the "territorial capital" unused present in these territories: the natural capital, cultural and cognitive, the social energy of the local population and potential residents, the productive systems (agricultural, tourism, manufacturing). The territorial capital of inland areas is now largely unused as a result of a de-anthropic process. In a local development strategy, the capital is not used should be considered as a measure of the potential for development. The presence of innovative subjects that do exist in internal areas such as advanced manufacturing garrisons may represent the trigger. The local development policies are, first, the activation of the latent political capital. In summary, the strategy pursues five objectives-intermediate: increasing welfare of the local population; increase in local labor demand (and employment); increase in the degree of use of the territorial capital; reducing social costs of de-anthropogenic (hydrogeological, deterioration of the historic capital and architectural and human landscapes, destruction of nature); strengthening of the local development factors. The ultimate goal of the development strategy for internal areas is the reversal of demographic trends: declining population and birth rate, migration, increase in the elderly population to an extent even higher than the national average. This will be done by strengthening the role of infrastructure, thinking of their upgrading and efficiency of the transport system as a prerequisite for the implementation of an economic development strategy for internal areas, for cities and metropolitan cities.
