The comparison of distinct societal processes expressing key universals in societal progress permits a fusion of local and wider logics. Two main stereotypes are examined to compare their workings and their outcomes: the Western free market democratic, and the Chinese party-state driven.

The issues of whether traditional Chinese social norms constitute a surrogate form of civil society & whether Chinese notions of trust serve to hinder modernization are addressed. It is asserted that the People's Republic of China's strong central government will prevent implementation of Western modernizing processes. Conventional small family businesses, large enterprises that utilize hybrid traditional & modern management strategies, & protocapitalist forms that exist under state direction are analyzed to determine how modernization has influenced China. Although Chinese forms of trust are differentiated from US forms by their emphasis on personal reciprocity, it is contended that both forms attempt to foster cooperation in their respective societies. The relative success of the Chinese capitalist model is attributed to three interrelated factors: quality of decision making, establishment of strategic partnerships, & intense managerial approaches. Nevertheless, it is concluded that China will not experience intensive economic growth until the transition from totalitarianism to pluralism is completed. J. W. Parker
One of the questions most consistently debated by analysts of the current state of economic and business progress in Pacific Asia is: 'Will the large ethnic Chinese business groups of the region make the transition to professional management and become multinationals?'.
