The U.S. Department of Labor's "Work Force 2000" project has identified long‐term trends that will affect future employment and training policy. These include demographic trends such as a decline in the pool of young labor market entrants and an increase in women, minority, and immigrant workers; the continued shift from goods‐producing industries to the service sector; and continued technological innovation in response to increased international competition. These projected changes in the labor market and workplace present a national challenge and an opportunity to tackle the longstanding problems of disadvantaged workers. Cooperative public and private programs to eliminate illiteracy and increase job skills and competencies, ease labor mobility and provide retraining, and attack underlying social problems that support the cycle of welfare dependency and unemployment are needed to provide the workforce America needs for the future.

Partnership approaches to governance between national government agencies, local authorities, local communities and businesses have become the norm across all sectors of government, and nature conservation is no exception. As a result, the development of partnerships is becoming an increasingly common approach to managing common pool resources (CPRs). This thesis examines the state of current approaches to the governance of CPRs and in particular the impacts of the recent emergence of the partnership paradigm on CPR management. The research draws heavily on CPR theory and social capital literature to develop an understanding of the way governance structures and institutional arrangements can influence the development of partnership capacity and consequently improve the management of the protected areas. The 1994 Habitats Regulations stipulate the creation of partnerships to manage European Marine Sites (EMS), providing a useful framework within which to explore the partnership approach to nature conservation. The research has been conducted through the in-depth analysis of two case studies, The Wash and North Norfolk Coast and North East Kent. The two sites represent very different types of EMSs; this is a reflection of both the nature of the sites and the people who interact with them. Consequently the research has been able to explore a range of challenges relating to the implementation of the partnership approach as well as highlighting a number of examples of good practice. The research has demonstrated that partnerships between the state and the wider stakeholder community can be a useful tool for managing CPRs. However, for them to be successful it is essential that all parties are fully aware of their role and the scope of their influence. The research has also shown that social capital plays a vital role holding partnerships together and can be generated through a shared community interest in environmental management.

The final version is available from Elsevier via the DOI in this record ; In addiction, apparently causally significant phenomena occur at a huge number of levels; addiction is affected by biomedical, neurological, pharmacological, clinical, social, and politico-legal factors, among many others. In such a complex, multifaceted field of inquiry, it seems very unlikely that all the many layers of explanation will prove amenable to any simple or straightforward, reductive analysis; if we are to unify the many different sciences of addiction while respecting their causal autonomy, then, what we are likely to need is an integrative framework. In this paper, we propose the theory of "Externalist" or "4E" – for extended, embodied, embedded, and enactive – cognition, which focuses on the empirical and conceptual centrality of the wider extra-neural environment to cognitive and mental processes, as a candidate for such a framework. We begin in Section 2 by outlining how such a perspective might apply to psychiatry more generally, before turning to some of the ways it can illuminate addiction in particular: Section 3 points to a way of dissolving the classic dichotomy between the "choice model" and "disease model" in the addiction literature; Section 4 shows how 4E concepts can clarify the interplay between the addict's brain and her environment; and Section 5 considers how these insights help to explain the success of some recovery strategies, and may help to inform the development of new ones.

The purpose of this study was to determine the attitudes and beliefs of school-based agriculture education (SBAE) students toward international agricultural concepts. This study builds on several previous studies (Conner, Greer, & Stripling, 2017; Elliot & Yanik, 2002; Heinert, Lavery, & Roberts, 2014; Radhakrishna, Leite, & Domer, 2003). To explore new geographic regions of the United States, two states, one from the Midwest and one from the Northwest, were purposively identified. A 46-item instrument that measures attitudes, beliefs, understanding, and instruction in relation to international agriculture developed by Radhakrishna et al. (2003) was administered to students in three schools representing both rural and urban areas. A total of 133 surveys were returned, for a 55.2% response rate. Overall, students held positive attitudes and beliefs toward international agricultural concepts. Students expressed a need to understand basic geography in relation to international agricultural concepts, and students strongly agreed to concepts and information necessary to understand international agricultural concepts. When historical data were synthesized with data from this study, mean scores from all five studies across all four constructs were consistently high. Future research should focus on how students develop their attitudes and beliefs about international agriculture.

Objective The emergence of infectious diseases pose major global health threats. Estimates of total in-country human pathogen diversity, and insights as to how and when species were described through history, could be used to estimate the probability of new pathogen discoveries. Data from the Lao People's Democratic Republic (Laos) were used in this proof-of-concept study to estimate national human pathogen diversity and to examine historical discovery rate drivers. Methods A systematic survey of the French and English scientific and grey literature of pathogen description in Laos between 1874 and 2017 was conducted. The first descriptions of each known human pathogen in Laos were coded according to the diagnostic evidence available. Cumulative frequency of discovery across time informed the rate of discovery. Four distinct periods of health systems development in Laos were identified prospectively and juxtaposed to the unmodelled rate of discovery. A model with a time-varying rate of discovery was fitted to these data using a Markov-Chain- Monte-Carlo technique. Results From 6456 pathogen descriptions, 245 discoveries of known human pathogens in Laos, including repeat discoveries using different grades of evidence, were identified. The models estimate that the Laos human pathogen species diversity in 2017 is between 169 and 206. During the last decade, there has been a 33-fold increase in the discovery rate coinciding with the strengthening of medical research and microbiology. Conclusion Discovery curves can be used to model and estimate country-level human pathogen diversity present in a territory. Combining this with historical assessment improves the understanding of the factors affecting local pathogen discovery. Background Current knowledge of the epidemiology of Clostridium difficile infection in Asia, and in particular the Greater Mekong Subregion, is very limited. Only a few studies from Thailand and Vietnam have been reported from the region with variable testing methods and results, and no studies from Lao People's Democratic Republic (PDR). Therefore we investigated the presence of C. difficile in a single centre in the Lao PDR and determined the ribotypes present. Method Seventy unformed stool samples from hospital inpatients at Mahosot Hospital, Vientiane, were tested for the presence of C. difficile using selective differential agar and confirmed by latex agglutination. C. difficile isolates were further characterised by ribotyping and toxin gene detection. Results C. difficile was isolated from five of the 70 patients, and five different ribotypes were identified (014, 017, 020, QX 107 and QX 574). Conclusion This is the first isolation of C. difficile from human stool samples in the Lao PDR. These results will add to the limited amount of data on C. difficile in the region. In addition, we hope this information will alert clinicians to the presence of C. difficile in the country and will help inform future investigations into the epidemiology and diagnosis of C. difficile in Lao PDR.

Universities are being called upon to internationalize curriculum as the need for a globally competent workforce increases. Without globally-competent faculty, international integration within higher education cannot occur. Literature indicates that participation in short-term international agricultural education experiences is important to increasing agricultural faculty members' cultural awareness. However, the best way to design and implement such experiences for faculty is uncharted. The purpose of the study was to identify best practices for facilitating a short-term international agricultural education experience for faculty in the agricultural and life sciences that encouraged learning, discussion, and reflection leading faculty to further integrate international perspectives in their agricultural courses in the U.S. Through a qualitative research design, reflective observations and statements from a planning team conducting a shortterm international agricultural education experience in Ecuador were used to provide a thick, rich description of the successes/challenges faced while designing and implementing the experience. The results provided a list of best practices future planning team members can use to emphasize learning before, during, and after a short-term international agricultural education experience for faculty.

The I-Voting system designed and implemented in Estonia is one of the first nationwide Internet voting systems. Since its creation, it has been met with praise but also with close scrutiny. Concerns regarding security breaches have focused on in-person election observations, code reviews and adversarial testing on system components. These concerns have led many to conclude that there are various ways in which insider threats and sophisticated external attacks may compromise the integrity of the system and thus the voting process. In this paper, we examine the procedural components of the I-Voting system, with an emphasis on the controls related to procedural security mechanisms, and on system-transparency measures. Through an approach grounded in primary and secondary data sources, including interviews with key Estonian election personnel, we conduct an initial investigation into the extent to which the present controls mitigate the real security risks faced by the system. The experience and insight we present in this paper will be useful both in the context of the I-Voting system, and potentially more broadly in other voting systems.
