The reported study seeks to deepen our understanding of the role of nation state government in relation to globalisation, and in particular in relation to Europeanisation. Using current policy of the Flemish government (Belgium) as a case, this study demonstrates the emergence of a new mode of government or regulation, that is, government through 'feedback on performance'. Additionally, other scales of government (at school and class level) will be discussed briefly in order to display the wide distribution of government through 'feedback on performance'. Hence, [the author] regards this proliferation of government through 'feedback on performance' as indicating a general shift in how we are governed and govern ourselves. In the final section, [the author] formulates some critical thoughts concerning the proliferation of 'feedback on performance'. The assurance of quality' seems to be an imperative dominating both scientific and political discourses on education. For the content of the notion 'quality' depends on the voices of different actors within education, it is argued how 'quality' and 'quality- assurance' have a strategic dimension. To develop this argument we offer an elaboration of Foucaults analysis of governmentality and biopolitics. We point out how our actual thinking about the teacher and school as positioned in an evironment, and about 'quality' in general, is linked up with transformations in governmental strategies.

AbstractThe aim of this chapter is to reconsider the concepts 'educationalization' and 'the grammar of schooling' (see also Depaepe, 2005) in the light of the overwhelming importance that is ascribed to 'learning' today. Additionally, we want to indicate that concepts such as 'disciplinary power' and 'panopticism' are no longer adequate to understand what is at stake in so-called 'learning societies' and 'learning environments.' The article focuses on the way in which voice operates within the current discourse of democracy, citizenship, and learning. Based on an analysis of «learning devices» and «citizenship devices» we will show that the individual is asked to articulate him or herself in particular ways as evidence of engagement, of inclusion, and of participatory democracy. It is someone's «personhood» –issues related to identity, preferences, feelings of ownership– that comes to count as evidence of civic engagement and political involvement. This process of personalization –the inscription of the individual as a person that turns him or her into a European citizen– will be described as an important aspect of the current mode of governmental subjectivation. To address this we explore, in line with Jacques Rancière, the notion of «political subjectivation». While governmental subjectivation involves a process of identification with the order of society, political subjectivation is a paradoxical process of deidentification with the social order. Background: Groin hernia management has a significant worldwide diversity with multiple surgical techniques and variable outcomes. The International guidelines for groin hernia management serve to help in groin hernia management, but the acceptance among general surgeons remains unknown. The aim of our study was to gauge the degree of agreement with the guidelines among health care professionals worldwide. Methods: Forty-six key statements and recommendations of the International guidelines for groin hernia management were selected and presented at plenary consensus conferences at four international congresses in Europe, the America's and Asia. Participants could cast their votes through live voting. Additionally, a web survey was sent out to all society members allowing online voting after each congress. Consensus was defined as > 70% agreement among all participants. Results: In total 822 surgeons cast their vote on the key statements and recommendations during the four plenary consensus meetings or via the web survey. Consensus was reached on 34 out of 39 (87%) recommendations, and on six out of seven (86%) statements. No consensus was reached on the use of light versus heavy-weight meshes (69%), superior cost-effectiveness of day-case laparo-endoscopic repair (69%), omitting prophylactic antibiotics in hernia repair, general or local versus regional anesthesia in elderly patients (55%) and re-operation in case of immediate postoperative pain (59%). Conclusion: Globally, there is 87% consensus regarding the diagnosis and management of groin hernias. This provides a solid basis for standardizing the care path of patients with groin hernias.

First paragraph: With a view to meeting the demands of the knowledge economy and taking up a leading role in its further development, Europe and its member states are urging universities and institutions for higher education more generally to innovate and modernise themselves. Organisational structures, governance and management systems, curricula and teaching methods, and funding and incentives mechanisms are no longer considered to be adequate to guarantee that European universities can keep up with global competition in education, research and innovation. Innovation and modernisation are also considered to be necessary with regard to the public (i.e. social, cultural and political) role of universities. Today's knowledge-intensive economies and societies are regarded as in need of up-to-date policies on equal opportunities, participation and access, and of strategies for knowledge-driven local and regional economic, social and cultural development. In addition to this and based on a concern about European citizenship, democratic involvement and social cohesion, there is a requirement for the development of curricula, extra-curricular activities and participation structures that offer students opportunities to develop civic competencies.
