Youth is a special social category, which due to a set of psychophysiological characteristics that create the desire of the young generation for selfmanifestation and self-realization, needs comprehensive assistance and support from the state. This creates the need to analyze the current state of state youth policy formation and implementation in Ukraine during 2014-2018 as this period is characterized by a change in the value and meaning component of the Ukrainian society, a number of accompanying socio-political events and the desire of young people for a European way of life. It should be noted that the young generation is the main forwarder and carrier of post-material values because of the fundamentally different conditions of the initial stage of socialization and the subsequent personality formation. As a result, using the generational theory of American researchers N. Howe and W. Strauss, modern Ukrainian youth can be regarded as the Millennial generation (or Generation Y, Z). According to the basic principles of this theory, modern youth is the bearer of a different, more progressive and pragmatic worldview, which is conditioned by the rapid development of information and communication technologies as well as processes of democratization in the post-Soviet space. Therefore, given the diversity of socio-political conditions of the younger generation in North America and the Eurozone, it is worth adapting this generational theory to Ukrainian realities. Having analyzed the process of Ukrainian youth socialization, we are faced with the need to find out the specific impact of socialization institutions on the values and behaviors of the youth in Ukraine.The thesis emphasizes the significance of the axiological factor in the process of general socialization of youth, whose influence is exacerbated by the excessive use of the Internet and social media. Thanks to the spread of the virtuality phenomenon in the real life and the reassessment of values, in the outlook of the modern young generation, we can observe a fallback to materialism, which is not conducive to the formation of democracy and the process of European integration. Much attention is paid to clarifying the role and functions of classical socialization institutions in a transitional period, where the emphasis is placed on the institute of education, during which a complex personality formation takes place. But with the expansion of communication tools, today's youth spend most of their leisure time not in educational activities, not with family or among friends, but prefer a virtual space that absorbs and fills the living space of society.It is noted that the significant impact of virtual space (especially social media), makes youth a daily consumer of diverse content, among which material values are dominant. Thus, cyberspace is a collection of "public values" that become one of the leading tools of socialization alongside the classical institutions.Thus, it can be stated that socialization institutions, which in a rapidly changing world should be divided into traditional and innovative, are a mechanism for implementing state youth policy at different levels of political power. Studying the specifics of youth policy-making through the level of trust, participation of the young people in social and political life and migration levels, we conclude that traditional socialization institutions (family, educational institutions, political parties, NGOs and media) have less influence on outlook of youth if compared to innovative ones (the Internet, social media, trends and brands), among which cyberspace in general is becoming dominant.Therefore, it is possible to increase the level of trust and participation of the young people in social and political life, as well as to minimize emigration flows of the intellectual community by reorienting the vector of state youth policy formation in line with the challenges of today, focusing on the development of information and communication technologies and actively using the medium, where the younger generation spends most of its time. ; Молодь – особлива соціальна страта, яка більше за інші верстви населення потребує всебічної допомоги та підтримки зі сторони держави через сукупність певних психофізіологічних характеристик, завдяки яким молоде покоління прагне до самовираження та самореалізації. А отже, процес формування та реалізації державної молодіжної політики в Україні потребує якісного оновлення саме інноваційними чинниками, до яких сучасна молодь має схильність через зміну ціннісно-смислової складової українського соціуму, низкою супутніх суспільно-політичних подій та прагненням молоді до європейського способу життя. Відзначимо, що саме молоде покоління є головним ретранслятором та носієм постматеріальних цінностей через кардинально інші умови первинного етапу соціалізації й подальшого становлення особистості. В результаті чого, сучасну українську молодь можна розглядати як покоління "Мілленіалів" (або покоління "Y", "Z"), спираючись на теорію поколінь американських дослідників Н. Гоува та В. Штрауса.Таким чином можна констатувати, що інститути соціалізації, які в умовах стрімко змінюваного світу варто поділяти на традиційні та інноваційні, є механізмом реалізації державної молодіжної політики на різних рівнях політичної влади. Досліджуючи специфіку формування молодіжної політики через рівень довіри, участі молоді у суспільнополітичному житті та рівень міграції, ми приходимо до висновку, що традиційні інститути соціалізації (сім'я, інститути освіти, політичні партії, громадські організації та ЗМІ) поступаються впливом на світогляд молоді інноваційним (Інтернет, соціальні мережі, тренди та бренди), серед яких домінуючим стає кіберпростір загалом.З'ясовано вектори формування державної молодіжної політики України відповідно до викликів сучасності, розвитку інформаційнокомунікаційних технологій та активного використання віртуального простору

Dissertation work is devoted to establishment of theoretical and methodological aspects of formation and realization of the state youth policy Ukraine, to its characteristic and justification of recommendations on its introductions. In a research it is opened a subject of scientific research which is based on the theory of information society and neoinstitutional approaches. These approaches are focused on identification of specifics of functioning of modern political system and separate institutes which influence process of formation and realization of youth and the state youth policy in Ukraine. It is defined that the youth is at the same time is an object and subject of system transformation.It is noted what in a consequence of the social characteristics and the sharpness of perception surrounding environments young people is that part of society in most of which quicker there is an accumulation and realization of negative protest potential.With it is established that a necessary component of youth policy is the state youth policy, which can be considered as activity of the state, its institutes which are directed to realization of potential of youth. It is characterized by existence of legislatively fixed ideas concerning a role and the place of youth in forward development of society and includes the system of the various governmental activities promoting realization of these ideas.The subject of state youth policy is the state and its special bodies which activity to a greater or lesser extent with development of the person is sub (education, culture, physical development, work, leisure, etc.). The phenomenon of "innovative activity" of youth (P. Druker, Nelson is considered, G. Silverberg, Mr. Foster, J. Schumpeter and others) which is made out in the state youth policy also carries out both economic, and social function, covers all aspects of life of the younger generation, and subsequently is made out in standard and legal practice. ; Дисертаційна робота присвячена встановленню теоретико- методологічних аспектів формування та реалізації державної молодіжної політики Україну, її характеристиці та обґрунтуванню рекомендацій щодо її впровадження. У дослідженні розкрито предмет наукового дослідження, який ґрунтується на теорії інформаційного суспільства та неоінституціональному підходів. Ці підходи орієнтовані на виявлення специфіки функціонування сучасної політичної системи та окремих інститутів, які впливають на процес формування та реалізації молоді та державної молодіжної політики в Україні. Визначено, що молодь є одночасно об'єктом та суб'єктом системної трансформації.Суб'єктом державної молодіжної політики є держава та її спеціальні органи, діяльність яких більшою чи меншою мірою пов'язана з розвитком людини (освіта, культура, фізичний розвиток, праця, дозвілля тощо). Розглянуто феномен «інноваційної діяльності» молоді (П. Друкер, Р. Нельсон, Г. Сільверберг, Р. Фостер, Й. Шумпетер та інших), яка оформлюється у державну молодіжну політику та виконує як економічну, так і соціальну функцію, охоплює всі сторони життя молодого покоління, та згодом оформлюється у нормативно-правову практику.Виявлено, що державна молодіжна політика має певні моделі свого розвитку, які відрізняються внутрішньою логікою свого формування: універсалістська (скандинавські країни), яка ґрунтується на соціал- демократичній (суспільній або солідарній) системі соціального забезпечення; громадівська (Великобританія), яка реалізується в межах ліберальної системи соціального забезпечення; протекційна (центральноєвропейські країни), яка орієнтована на консервативну систему соціального забезпечення; централізована (країни Середземномор'я), яка побудована на принципах субінституціональної системи соціального забезпечення.Проаналізовано статистичні дані досліджень міжнародних організацій, зокрема Freedom House з питань демократизації країн перехідного типу («Nations in Transit-2018»), де визначено, що в Україні, як і в усьому світі спостерігається загальний спад демократичних процесів. Головними чинниками демократичного регресу є «illiberalism», корупція, інформаційні війни, дезінформація населення та урізання свободи слова саме у віртуальному просторі.
