Abstract During the last decades in Brazil, two societal projects strived for hegemony: a democratic and participatory project disputed against an alliance of the emerging bourgeoisie with traditional political forces. The PT-led government, driven by Lula da Silva (2003–2010) and Dilma Rousseff (2011–2016), representative of the democratic and participatory line, implemented many innovative policies concerning notably social citizenship rights and industrialization. Perhaps, like many other Latin American countries during the first pink tide, it was unsuccessful in transforming the old economic, political, and social frameworks to provide a suitable environment for new politics. The text examines this period, emphasizing improvements in political participation, inclusive social policies, and the relationship between the government and social movements, as well as some flaws that hastened its demise.
Gegenstand des Beitrags ist die Armut in Lateinamerika. Den Ausgangspunkt bildet die Schwierigkeit, Armut zu definieren und die Vielfalt ihrer Erscheinungsformen in den Griff zu bekommen und zu messen. Anhand ausgewählter Daten wird das Ausmaß der Armut in Lateinamerika dargestellt. Dabei wird deutlich, dass es sich dabei nicht um topische Mangelerscheinungen einer an sich guten Gesellschaft handelt. Die Frage der Armut ist zugleich die Frage nach den gesellschaftlichen Strukturen der Region insgesamt. In Anlehnung an Neves und de Souza wird die These vertreten, dass es sich bei den lateinamerikanischen Gesellschaften um einen anderen Gesellschaftstyp als in den modernen Demokratien handelt - um eine periphere Moderne. <p>A preservação da identidade cultural coletiva, em sua tensão com a integração de novos membros, foi objeto de discussão entre Taylor e Habermas em seus textos sobre política de reconhecimento. Para ambos, a ideia de nação deixou de ter força agregadora suficiente em estados modernos. Face à diversidade fática, surge a dupla pergunta: o que pode manter a unidade de uma comunidade política nas atuais sociedades e como novos membros podem ser nela integrados? O texto trata dessa questão, reconstruindo aquele debate e as alternativas propostas pelos dois autores, levando em consideração tanto a crescente individualização das formas de vida como a migração transnacional.</p><p><strong>POST-NATIONAL CONSTELLATIONS AND THE QUESTION OF SOCIAL INTEGRATION </strong></p><p>The preservation of collective cultural identity in tension with the integration of new members was the topic of a discussion between Taylor and Habermas in their texts on recognition policy. For both the idea of nation per se no longer has enough aggregating force in modern states. Faced with factual diversity, two questions arise: What could help to maintain the unity of the political community in the given society? And second, how can new members be socially integrated? The text addresses these questions, reconstructing that debate and the alternatives proposed by the two authors, taking into account both the increasing individualization of life forms and transnational migration.</p><p>Keywords: Recognition. "This article analyzes the trajectory of the Workers' Party (PT – Partido dos Trabalhadores) in Brazil, emphasizing the three points in time that most marked its history: its origin and initial proposals as an ideological oriented socialist party, the changes that occurred when it began to administrate several medium-sized and large cities and implanted the Participatory Budget (Orçamento Participativo), and finally, its victory in the presidential elections and the main lines of the policy implemented." O objetivo deste texto, introdutório ao núcleo temático sobre a atualidade política da Teoria Crítica, é estabelecer um quadro referencial. Em um primeiro momento, coloca a questão da relação fundamental entre política, crítica e teoria social – atual já no tempo de Max Weber e na sua fundamentação das ciências sociais ao lado do político, a qual nunca perdeu a sua atualidade política. Em um segundo momento, por meio de uma retrospectiva histórica, são enfatizados aspectos fundamentais da forma de crítica da Teoria Crítica. Para tanto, recorremos a duas referências. Já Jean-Jacques Rousseau se ocupou da relação entre desigualdade e emancipação através de sua análise da alienação devida às condições sociais. Com Walter Benjamin a experiência com a política torna-se o ponto de partida para uma crítica da interconexão constitutiva entre o indivíduo e suas condições sociais. Ao assumir esses enfoques, a própria Teoria Crítica torna-se um instrumento para tornar o progressivo processo de sociação menos desigual e menos alienador – e a atualidade política permanente dessa escola de pensamento se torna evidente. Finalmente, sugerimos uma breve sistematização dos textos, em diálogo entre cientistas alemães e brasileiros, perguntando pelo lugar da política nas teorias sociais; pela relevância da política para diferentes teorias sociais atuais, notadamente pós-colonial e teoria crítica; por diagnósticos atuais de realidade feitos na perspectiva da Teoria Crítica.
