Después de más de treinta años, la ley de costas española ha sido profundamente modificada. Sigue en vigor, excepto en aquellos aspectos que se han revisado, pero los cambios son tan profundos que se ha dibujado un escenario notablemente distinto al anterior. En este trabajo se recogen los motivos que han hecho de la ley de 1988 una norma difícil de aplicar, así como la controversia generada especialmente por la transformación de los propietarios de viviendas situadas en el dominio público, en titulares de un derecho de ocupación temporal. Los efectos de los informes de la Comisión de Peticiones del Parlamento Europeo, emitidos en 2009 y 2013, han sido también determinantes en la redacción de la Ley 2/2013 de protección y uso sostenible del litoral y de modificación de la Ley 22/1988, de Costas. ; More than thirty years after, the Spanish Coastal Law has been deeply modified. Remains in force, except in those aspects that have been revised, but the changes are so profound that a noticeably different from the preceding stage is drawn. This work includes the reasons that have made the 1988 Coastal Law very difficult to apply, and the controversy generated by the transformation of households located in public domain in holders of a right of temporary occupation. The effects of the reports of the Committee on Petitions of the European Parliament, issued in 2009 and 2013, have also been determinant in the drafting of the law 2/2013 of protection and sustainable use of coasts and modification of the 22/1988, former law of coasts.

Son numerosos los análisis acerca de la sociedad palestina que focalizan su atención en la dualidad Fatah-Hamas, mientras que se tiende a considerar a la sociedad israelí como un conjunto homogéneo, que se mueve al dictado de su gobierno. Pero la realidad es otra. Este trabajo se centra en las razones que permiten hablar en Israel de un movimiento de disidencia, de oposición contra las políticas de ocupación del gobierno y que lucha por la eliminación de las desigualdades entre judíos y árabes en Israel. Para ello se identifican dos problemas: la ausencia de una oposición política capaz de liderar ese proceso, y por otro, la gran brecha que existe entre las dos nacionalidades mayoritarias en el Estado[1] . Como reacción a ambas cuestiones surge en los últimos diez años un movimiento social compuesto por organizaciones no gubernamentales (religiosas, activistas, de investigación y análisis social.), que ejerce de contrapeso puntual a las políticas de ocupación, y actúa como agente opositor, a veces incluso con ramificaciones internacionales. Aunque de dimensiones reducidas, este movimiento alcanza una notable repercusión en los medios de comunicación, y produce efectos multiplicadores en las sociedades occidentales, dado que cuestiona desde dentro la política de ocupación de territorios y sus métodos, cuando no se opone abiertamente a ella. Se trata de organizaciones no gubernamentales, colectivos de defensa de los derechos humanos, o grupos de activistas que, por sus planteamientos heterodoxos, adquieren a veces una relevancia notoria en los medios de comunicación, aunque su verdadera repercusión social interna es, de momento, limitada ; There are plenty of analysis about the Palestinian society, most of them focused in the duality Fatah-Hamas, while the Israeli society tends to be considered as an homogeneous group that follows his Government guidelines. But in fact, there are disent movements in Israel that fight against the occupation policies of the Government, as well as for the elimination of the inequalities between Jews and Arabs in this country. This work tries to explain why this happens. We identify two problems: the absence of a political opposition able to deal with this process, and the huge gap that exists between the two majority nationalities in the State. As a reaction to both issues, a social movement composed by non-governmental (religious ones, activists, research and social analysis.) organizations has arisen in the last ten years. It acts as a punctual counterweight in front of the occupation policies, as well as a political opponent, sometimes even with international ramifications. Although of reduced dimensions, this movement reaches a remarkable impact in the media and it has multiplier effects in Western societies, for it puts in question from the inside the occupation policy of the territories and its methods, and often it opposes directly. These are non-governmental organizations, collectives in defence of human rights and groups of activists that sometimes acquire an important relevancy in the media due to their heterodox approaches, but with poor social effects indide Israel at the moment

El conflicto del Kurdistán es uno de los de mayor duración y gravedad en Oriente Medio; y sobre todo, debe considerarse un conflicto regional, que interesa no sólo a Turquía, sino a las relaciones económicas, militares y diplomáticas entre Occidente y el mundo islámico. Los trámites para la adhesión de Turquía a la Unión Europea (desde 1999), la invasión de Iraq (2003-2011) y las revueltas árabes de Siria (2011) son cuestiones en apariencia tangenciales que han afectado directamente a la situación de los habitantes del Kurdistán. Los kurdos, residentes en un terreno que rezuma agua y petróleo, y en el paso estratégico de las líneas de oleoductos y gaseoductos que abastecen o abastecerán a Occidente, han visto cómo sus aspiraciones de obtener un estado libre e independiente, que alguna vez le fueron reconocidas, están hoy más lejanas que nunca. La adecuada gestión del dominio público marítimo terrestre español debe afrontar, en el momento actual, algunos de los problemas más graves de los últimos veinte años. En efecto, dos décadas después de la aprobación de la ley de costas en vigor, el deslinde de las costas en España sigue estando incompleto, la asignación presupuestaria al programa «actuaciones en la costa» es claramente insuficiente (menor, por ejemplo, que el presupuesto de una universidad media), mientras que las concesiones —por definición, ocupaciones temporales del dominio público— tienden a perpetuarse, con prórrogas que responden a motivaciones políticas, y no a una verdadera recuperación de espacios públicos, como demuestra la controversia en 2009 sobre la permanencia o no de los llamados chiringuitos. El informe Auken, por último, ha obligado a replantear la política española, que en los últimos años tendía a una aplicación estricta y rigurosa del articulado legal, causa de numerosos conflictos jurídicos y territoriales. Se contraponen así, ante la opinión pública, ciertas operaciones de demolición de algunas viviendas, frente a la aparente impunidad de grandes inmuebles ubicados en emplazamientos similares.
