Cet article examine l'évolution du welfare mixdans les pays méditerranéens à partir des résultats d'une recherche conduite en Italie sur les immigrés marocains et à l'aide de comparaison plus larges issues du projet européen Soccare. Une nouvelle forme de travail de soins aux personnes âgées dépendantes est apparue, prise en charge par de nouveaux migrants travaillant souvent dans le cadre de l'économie souterraine. Cette forme de privatisation relève davantage de la famille que du marché, et la frontière entre relations professionnelles et affectives est difficile à percevoir. Ces rapports complexes entre les travailleurs et les familles des personnes âgées est explorée par le biais d'entretiens biographiques qui révèlent, au-delà d'une apparente acceptation réciproque, bien des ambivalences et des incompréhensions culturelles.

The article contributes to the current debate on welfare regimes, bringing together the widespread need for a fourth welfare regime besides Esping-Andersen's well-known typol ogy, and the results of its feminist critique. It is particularly in the case of Southern European countries that a gendered point of view seems crucial, to define the specificities of a different path in developing social protection. On the other hand, comparative analyses on gender and welfare state only seldom consider Mediterranean countries. In these countries the concept of subsidiarity formulated for continental-corporatist welfare regimes has to be modified: the family is still centre stage, but in the sense that only certain social risks are covered largely by the welfare state, those against which the family cannot protect itself. On the contrary, the state does not support families' normal functioning, as usually happens in etatist conservative countries. The only form of help on the part of the state has so far been to tolerate family strategies which bring together many 'bread-crumbs' of revenue. Since this relationship between the family and social policies has usually remained invisible, it is highly probable that today's rationalizing interventions on social provisions may have even worse effects on women's condition. Some recent transformations of Italian welfare state are analysed as an example of such a danger.

The use of the concept of strategy as a theoretical tool in the investigation of women's purposive, everyday practices is explored, focusing on strategies related to working & mothering in the context of larger social changes. The sociological conception of strategy is closely related to Pierre Bourdieu's notion of habitus; issues of agency & structure are considered. Other conceptualizations drawn from economics & history are compared & the use of the concept in various national contexts is examined. It is argued that social change is key in explaining the purposive & quasirational dimensions of social practices in women's lives; such strategies become more complex & widely used in the absence of social policies to deal with such changes. Examples are provided from several European countries on employed mothers' strategies to balance their family & work roles, comparing rational, packaging, coping, & indirect/unconscious strategies. Abstract In the framework of the SOCCARE Project, focusing on families dealing with a double front of care for children and frail elderly people, similarities can be found in Italy, France and Portugal beyond their different welfare regimes. The comparison of family histories and caregiving strategies, by the methodology of case‐matching, gives an interesting overview of the relationship between the debate on social care and that on the intergenerational contract. The paper aims to understand which are the available combinations of family, informal and institutional resources making a heavy burden of care "acceptable and still normal": this focuses both typical situations of each country and common features through the countries. The results show how changes in the representations of obligation and duty in the intergenerational pact produce different outcomes and demands in welfare systems. The analysis of shifting boundaries between the public and private spheres in care provides useful policy recommendations, aimed at improving choices and "sustainable" responsibilities of individuals, families and social networks. Sustainable policies seem to be more dependent on family and structural types and resources of networks than on different welfare and services support.

Der erste Teil des Aufsatzes zeigt, wie der Begriff Strategie in unterschiedlichen theoretischen Ansätzen und Länderkontexten verwendet wird. In der französischen Soziologie wird er verwendet, um eine gesellschaftliche Ordnung reproduzierende soziale Praxis zu beschreiben (Bourdieu); die historische und ökonomische Familienforschung in Italien und Großbritannien verwendet den Strategiebegriff um zu zeigen, wie Familien verschiedene Ressourcen zur Sicherung ihres Lebensunterhalts kombinieren. Im zweiten Teil des Beitrags wird diskutiert, ob das Konzept der Strategie geeignet ist, um das Verhältnis von Erwerbstätigkeit und Mutterschaft zu untersuchen, ob das Alltagsleben von Frauen mit Hilfe eines Konzepts verstanden werden kann, das Aspekte wie Ziele, Zwecke und Kalkulation in den Vordergrund stellt. Der dritte Teil des Aufsatzes stellt unterschiedliche Typen von Strategien erwerbstätiger Mütter zur Vereinbarung von Kinderbetreuung und Erwerbsarbeit vor: rationale Strategien, Bündelungsstrategien, Bewältigungsstrategien, indirekte und unbewusste Strategien. Previous empirical research from Norway, Italy, & Spain is drawn on to compare the child care & coping resources of the first generations of mothers to enter the paid labor force after WWII; analysis for Norway focuses on the early 1970s & Italy & Spain in the 1990s. Changing labor market opportunities for women & the provision/use of formal vs informal child care services are compared across countries, along with related policy developments. Differences between countries are related to variations in economic & cultural context; changes in the social & political construction of motherhood are also considered. Analysis reveals the key role of kinship, intergenerational, & informal support in allowing women -- particularly mothers -- to enter the workforce & promote national movements toward a viable model of the dual-career/dual income family. It is suggested that traditional beliefs about the role of the welfare state in providing child care services for working mothers may be overrated & the role of kinship & other forms of informal support underrated. Die Verfasserinnen vertreten die These, dass für die erste Generation berufstätiger Mütter in den drei behandelten Ländern die Bedeutung der vom Sozialstaat geleisteten Unterstützung überschätzt und der Rückgriff auf Verwandte und andere Formen informeller Hilfen unterschätzt wird. Zunächst wird die Ausgangslage in den drei Ländern dargestellt, wobei den Arbeitsmarktbedingungen und den formellen und informellen Betreuungsangeboten besonderes Augenmerk gewidmet wird. Im Anschluss daran wird verglichen, welche Bewältigungsstrategien berufstätige Mütter in diesen Ländern entwickeln, um Beruf und Betreuungsarbeit zu verbinden. Zudem werden zentrale Elemente der gesellschaftlichen und politischen Konstruktion von Mutterschaft herausgearbeitet. In den drei betrachteten Ländern, so das Fazit der Verfasserinnen, ist die Modernisierung von Mutterschaft den sozialpolitischen Reformen vorausgegangen; die Mehrfachbelastung berufstätiger Mütter konnte nur mit Hilfe von Verwandten, sozialen Netzwerken oder anderen informellen Arrangements bewältigt werden.
