This paper sheds light on the performance of Latin American governments in attracting foreign direct investment (FDI) through trade policies, specifically by signing free trade agreements with other countries. The relationship between FDI and trade for Latin America has previously been analyzed, but the relationship between the degree of «openness» (imports plus exports divided by the domestic product) and FDI has not been conclusive. At the same time, the effect of specific trade policies on FDI flows has not been extensively studied. Some state trade policies could produce a significant impact in attracting FDI. Specifically, through the implementation of a number of free trade agreements, several Latin American countries have been able to attract greater flows of foreign direct investment. The implementation of such free trade agreements formed part of a more general scheme of economic reforms launched by Latin American countries since the mid-1980s. The goals of these reforms were to adjust the region's economies and improve their competitiveness by liberalizing trade, privatizing, and deregulating their markets. Those countries that signed more free trade agreements – or signed them with the largest economies in the world – increased their ability to attract FDI. I test the impact of this policy on the behavior of FDI flows through a panel data model for 17 Latin American countries for the period between 1985 and 2003.

USING COHORT ANALYSIS, THIS STUDY ADDRESSES THIS PRIMARY QUESTION: WHAT ARE THE RELATIVE EFFECTS OF APPOINTING PRESIDENT, MATURATION, AND TIME PERIOD ON U.S. TRIAL JUDGES' VOTING BEHAVIOUR ON CIVIL RIGHTS AND CIVIL LIBERTIES CASES? SPECIFICALLY, THE AUTHORS MEASURE THE RELATIVE IMPACT OF THESE VARIABLES ON THE LIBERALISM OF KENNEDY, JOHNSON, AND NIXON APPOINTEES TO THE FEDERAL DISTRICT COURTS. THE DATA FOR THE STUDY ARE 4,553 OPINIONS ISSUED BY THESE THREE PRESIDENTS BETWEEN 1969 AND 1976 THAT WERE PUBLISED IN THE FEDERAL SUPPLEMENT. IN PART, THE STUDY REVEALS THAT THE EFFECTS OF APPOINTING-PRESIDENT COHORTS ARE MUCH STRONGER THAN THE INFLUENCE OF MATURATION OR TIME PERIOD. THE AUTHOR ALSO FOUND THAT THE KENNEDY AND NIXON COHORTS HAVE REMAINED RELATIVELY STABLE OVER TIME AND UNAFFECTED BY MATURATION EFFECTS. THE JOHNSON COHORT, ON THE OTHER HAND, HAS BECOME INCREASINGLY MORE LIBERAL ACROSS TIME, PARTICULARLY SINCE THE ADVENT OF THE BURGER COURT.
No city in the United States is a synonymous with unbridled growth and land speculation as the sprawling Texas city of Houston. The book offers a vision for a future Houston as a global city, beyond its current petro-economy, its laissez-faire land speculation, and its notorious sprawl. It speculates about new forms of urbanism that offer resiliency against our changing climate as well as new models for development in fast-urbanizing regions. Though Houston is described as a city, its massive size makes it regional or even megaregional in scale--including a patchwork of satellite downtowns and suburbs, a vast floodplain of bayous and coastal prairie, as well as a long stretch of Gulf Coast. Its lack of zoning means ad hoc developments scatter across the landscape with little formal planning, where urban developments are always provisional and negotiable. Using maps, photographs, timelines, and collages, the book lays out the conditions for new urbanization in this fragile landscape

The article examines the origins and development of narratives about historical and present-day contacts with al-ien civilizations (ufology) in the USSR after World War II. The current research literature usually interprets ufology as a form of quasi-religious and mythological thinking, yet my study of the genealogy of Soviet ufology demon-strates that the development of alternative knowledge about the outer space was a by-product of the state-sponsored propaganda of scientific knowledge. This relationship suggests that the common understanding of the public com-munication of science as a mere tool for the transfer of knowledge from experts (scholars) to the public is simplistic and misleading. By bringing together science popularizers and broad audiences in a communication chain, the postWWII Soviet mass scientific literacy campaign required the former to mater new narrative forms to appeal to the latter. The narrativization of science for its public communication means that popular science genres exist in a rhetor-ical and literary context, rather than belonging to the domain of the production and verification of scientific knowledge. This makes stories and their structural elements (plot development, internal conflict, and the hierarchy of characters) a key aspect of science communication. Consequently, a history of ufology in the post-World War II USSR serves as an illustrative case revealing how the epistemological polyphony and diversity emerged in late Sovi-et society
