The social sciences in the new world order ; Las ciencias sociales en el nuevo orden mundial ; As ciências sociais na nova ordem mundial
Current science conceives not only the hard sciences and technology as a national economic resource of the dominant states, but also, hand in hand with the knowledge-based economy, assigns new missions to the social sciences. On the other hand, the new forms of State that began to take shape in some countries after the neoliberal reforms of the 1980s and 1990s generate new challenges for the social sciences. In this article, these aspects are analyzed, and a construction of the cumulative social sciences is proposed, focused more on explaining the reality of life and empirical work than on discussing supposed big or small theories once again. It is concluded that, in the future of the social sciences, ethical, ideological and epistemological issues will be the order of the day regarding issues such as development, globalization, diversity, public policies, democracy, citizenship, responsible innovation, possible and desirable futures and crossroads. ethics. ; La ciencia actual concibe no sólo a las ciencias duras y la tecnología como un recurso económico nacional de los estados dominantes, sino que de la mano de la economía basada en el conocimiento asigna nuevas misiones a las ciencias sociales. Por otro lado, las nuevas formas de Estado que comenzaron a gestarse en algunos países a partir de las reformas neoliberales de los años 1980 y 1990 generan nuevos desafíos a las ciencias sociales. En este artículo se analizan estos aspectos, y se propone una construcción de las ciencias sociales acumulativa, centrada más en explicar la realidad de la vida y el trabajo empírico que en discutir una y otra vez supuestas grandes o pequeñas teorías. Se concluye que, en el futuro de las ciencias sociales estarán a la orden del día cuestiones éticas, ideológicas y epistemológicas en torno a temas como desarrollo, globalización, diversidad, políticas públicas, democracia, ciudadanía, innovación responsable, futuros posibles y deseables y encrucijadas éticas. ; A ciência atual não apenas concebe as ciências duras e a tecnologia ...

Global social science discourse: A Southern perspective on the world

The relationship of social science and society is actively under discussion today in processes of social identity-making in the world at large. This article explores how, in different contexts, powerful institutions such as universities, disciplines, states, and more recently, a varied array of social movements struggle to define principles by which to determine which knowledge holders should be included, and on what terms, within social science. The analysis starts by reviewing the dominant discourse about academic social science and speculates on some of the factors influencing it, which are contingent upon the social relations and identities built around it in the setting of a powerful institution such as the university. Next it refers to the community of practice that grew around development thinking and practices since the early 20th century, mainly in governmental and nongovernmental institutions, aiming at social intervention. Finally, the analysis identifies the huge world expansion of social science in recent decades and its implications in the era of globalization. In view of persisting asymmetries and inequalities, this article asks about the possibility of alternative ways of practicing research. It suggests the need for a comparative frame that would foster organic interconnections between multiple voices and nourish a diversity of approaches.

Die intellektuelle Hegemonie des Westens wurde nach Meinung des Autors in Lateinamerika wie in anderen peripheren Regionen der Welt von einzelnen Wissenschaftlern und Denktraditionen herausgefordert, bevor die jüngste "post-koloniale" Wissenschaftstheorie des Nordens in Mode kam. Die Wissenschaft und vor allem die Sozialwissenschaften öffneten den Süden sehr früh für vernachlässigte Subjekte, Themen und Aktionen und gaben Raum für eine kritische Neubewertung des nicht-westlichen Wissens als Teil der Wiederentdeckung von hybriden Traditionen, Identitäten und Kulturen. Die aktuelle Internationalisierung oder Globalisierung der Sozialwissenschaften erscheint aus dem Blickwinkel der so genannten peripheren Regionen als ein heterogenes und multizentrisches Verfahren, um den Transfer des Wissens über verschiedene Kulturen und Zivilisationen hinweg zu fördern. Der Autor zeigt in seinem Beitrag, dass die Sozialwissenschaften ein Teil des Prozesses der Komplexifizierung und Internationalisierung der Gesellschaft sind. In einer Region wie Lateinamerika, die durch Wirtschaft und Politik getrennt und durch Kultur und sprachliche Verbundenheit vereint ist, bedeutet Globalisierung, die Rolle von Wissen und Technologie sowie den Einfluss von Migration und Diaspora zu verstehen, und Wege in die Zukunft und die weitere Transformation der Sozialwissenschaften unter neuen institutionellen Bedingungen zu beurteilen. "El hombre del maíz de la Argentina": Salomón Horovitz y la tecnología de la investigación en la fitotecnia sudamericana

En este trabajo analizamos la trayectoria científica y académica de un investigador pionero y constructor de instituciones en la genética vegetal sudamericana, Salomón Horovitz Yarcho (1897-1978), considerando tres etapas principales de su desarrollo: antes de su ida a EE.UU. como estudiante de postgrado, donde vio de cerca el auge de los maíces híbridos; su labor profesional en la Argentina desde su retorno de EE.UU. en 1932 hasta 1947, estrechamente vinculada al desarrollo de la fitotecnia y la genética vegetal en la etapa de institucionalización de la investigación y el desarrollo (IyD) en ese país y, por último, la fase final de su carrera profesional en Venezuela, donde se estableció en forma permanente hasta su muerte en 1978, siendo también allí partícipe directo de la institucionalización de los estudios de genética de plantas y modernización de la agricultura. El trasfondo estuvo marcado por los cambios económicos y políticos en ambos países y el clima de opinión que se desarrolló en ese período de guerra fría en la región. En conexión con este último punto, en particular, la controversia generada en torno al desempeño de Derald G. Langham y la Fundación Rockefeller, por un lado, y del Ministerio de Agricultura venezolano y Horovitz, por el otro, arrojan una luz inesperada a la trayectoria de un investigador que, de otro modo, parece haber sido poco inclinado a los avatares de la política y la diplomacia y cuyo recuerdo queda como el de un maestro despertador de vocaciones y ejemplo de disciplina, rigor metodológico y modestia personal en una etapa seminal del desarrollo de la investigación científica en la región.
