Dieser Beitrag beleuchtet die wesentlichen Ergebnisse einer 2012 veröffentlichten Studie über die Finanzierung von Erwachsenen- und Weiterbildung in Österreich, die vom Institut für Höhere Studien im Auftrag der Arbeiterkammer Wien durchgeführt wurde. Nach Darstellung der Ausgangslage und der methodischen Vorgehensweise wird ein Einblick in die Höhe und Aufteilung der öffentlichen und privaten Finanzierung von Weiterbildung gegeben. Dabei werden die Entwicklung der öffentlichen Budgets, der vom AMS aufgebrachten Mittel für die Qualifizierung von arbeitslosen Personen ebenso aufgezeigt wie die betrieblichen Weiterbildungsausgaben und Aufwendungen der privaten Haushalte. Ein Ländervergleich mit Finnland, Schweden, Großbritannien und Australien zeigt, dass die durchschnittlichen Weiterbildungsausgaben pro Erwachsener/m in Österreich am höchsten sind. Dies ist auf einen überdurchschnittlichen Beitrag der privaten Haushalte an der Finanzierung zurückzuführen, während die öffentlichen und die betrieblichen Ausgaben im Mittelfeld der Vergleichsländer liegen. (DIPF/Orig.) ; This article examines the results of a 2012 study of funding for adult and continuing education in Austria that was conducted by the Institute for Advanced Studies on behalf of the Chamber of Labour in Vienna. A presentation of the initial situation and the methodological approach is followed by information about the amount and breakdown of public and private funding of continuing education. The development of the public budget and the funds procured by the Public Employment Service (Arbeitsmarktservice – AMS in German) to increase the qualifications of unemployed people is shown as well as company expenses for continuing education and spending by private households. A comparison of Austria with Finland, Sweden, the United Kingdom and Australia shows that Austria has the highest average expenditure per adult in the continuing education sector. This can be attributed to the higher than average contribution of private households to the funding, whereas public and corporate expenditure lies within the average range of the countries that were compared. Der Beitrag beschreibt einen Ansatz zur Gesamterfassung der Finanzierung der Erwachsenenbildung (EB/WB) in Österreich, gegliedert nach öffentlichen und privaten Beiträgen, und diskutiert diesen Ansatz im Rahmen der Entwicklung einer Wissensbasis für die Förderung und Politik im Bereich der EB/WB. Die Ausgaben werden in verschiedenen Varianten dargestellt, für 2009 ergeben sich 0,7 Prozent des BIP an direkten und 1,2 Prozent des BIP an direkten und indirekten Ausgaben/Kosten zusammen. Den größten Beitrag leisten die Unternehmen mit ca. 40 Prozent, gefolgt von den öffentlichen Ausgaben mit 30 bis 34 Prozent und den individuellen Ausgaben mit etwas unter 30 Prozent. Unter den öffentlichen Ausgaben ist der Anteil der Arbeitsmarktpolitik hoch und tendenziell steigend.

"Der vorliegende Beitrag präsentiert die soziologische Analyse eines automationsunterstützten sog. 'intelligenten' bzw. 'smarten' Videoüberwachungssystems zur Detektion von Kfz-Delikten. Das Überwachungssystem soll verdächtiges Verhalten in Garagen durch softwarebasierte Videoanalyse eigenständig erkennen und weitere Schritte zur Verfolgung der Täter einleiten. Hierzu ist geplant, das System mit diversen Funktionen und Sensoren aus dem Bereich der Gebäudeautomation zu koppeln. Die Analyse des Überwachungssystems zeigt eine deutliche Diskrepanz zwischen technischer Machbarkeit und den tatsächlichen Anforderungen im Alltag. Trotz der hohen jährlichen Deliktfallzahlen im städtischen Bereich, ist die Zahl an Vorfällen in den einzelnen Garagenobjekten verschwindend gering, vor allem in Relation zur Frequenz an Bewegungen und der Heterogenität an Aktivitäten. Zudem gibt es keinen haltbaren Nachweis darüber, wie typische Verhaltensmuster von Tätern tatsächlich aussehen. Dies hat eine hohe Zahl an Fehlalarmen zur Folge, weil auch normale Situationen als verdächtig eingestuft und als sicherheitskritische Momente vom Überwachungssystem produziert werden. Darüber hinaus gibt es eine Reihe an grund- und datenschutzrechtlichen Problemen. Es besteht die Gefahr diskriminierender automatisierter Einzelentscheidungen mit strafrechtlichen Konsequenzen für die Betroffenen. Der Einsatz eines derart konzipierten "intelligenten" Überwachungssystems scheint auf Basis der vorliegenden Analyse nicht nur ineffektiv, sondern auch unverhältnismäßig." (Autorenreferat)

Objective: This study investigates the impact of the COVID-19 pandemic on the employment situation of parents and in turn on the subjective financial well-being of families with children in Austria. Background: The pandemic had strong repercussions on the Austrian labour market. The short-time work (STW) programme covered a third of employees in the first half of 2020 and helped to maintain employment levels. We provide evidence on how an unprecedented labour market crisis of this sort and in particular the exceptionally wide use of STW had affected the employment situation of parents and the financial well-being of different types of families. Method: The study draws on register data and representative panel survey data. The latter cover 905 families with minor children and include information on the employment situation of parents and the financial well-being of families before crisis onset, three months and ten months after its onset. Results: Register data show that mothers were not more strongly affected by the labour market crisis of 2020 than childless women or fathers. According to survey data, about a third of couples with minor children experienced income losses. Despite the wide use of STW and government support to families, the share of families in financial difficulties has substantially increased, especially among those with many children and single parents, many of whom were at risk of poverty already before the crisis. Conclusion: Substantial shares of dual-earner families that had low poverty risks before the crisis were in financial difficulties in 2020. Potential spill-over effects of financial shocks on children are discussed.

This article uses the PIAAC findings to test the estimate of the size of the target groups taken as the basis for the Initiative for Adult Education during programme period 2012-2014 and comes to a significant conclusion: The PIAAC survey 2011/12 has validated the previously estimated size of the target group of the Initiative for Adult Education, which has significantly increased – by a conservative estimate – from 50,000 to 243,000 people. For these estimates, the authors refer to a project report on basic analyses for the Initiative for Adult Education which they published in January 2014 by order of the former federal ministry of education, today federal ministry of education and women's affairs. This paper develops a status attainment model that brings in the cross-country perspective in the status attainment process. We amend the conventional model of individual status attainment by splitting educational achievement into educational credentials and measured skills and by including information on motivation for further learning. Within a two-level path-model framework social status attainment processes at the individual- and country-level are explained by analyzing mediating and moderating variables simultaneously. Overall, family background effects on educational achievement both in terms of formal attainment levels and worker skills are strong, but socio-economic outcomes are largely determined by educational certificates while skills make a difference only to a minor extent. As the direct family effect on status attainment is small, it follows that the influence of families is mainly mediated by the acquisition of educational credentials and not by worker skills. Our results further show that individual level path dependencies vary across countries. This variation is associated with differentiation in a country's skill formation system in terms of vocational specialization and the degree of economic coordination measured via the extent of collective bargaining coordination. Vocational specialization relates to higher skills levels of young workers and higher parental effects both on worker skills and status, as well as higher effects of credentials and learning motivation on social status. Higher levels of bargaining coordination correspond to higher worker skills as well, but unlike vocational education, a higher degree of coordination is associated with lower family effects on educational outcomes and social status.

Die vorliegende Arbeit analysiert die Gruppe der Asylberechtigten (inkl. subsidiär Schutzberechtigte) mit Arbeitsmarktzugang. Im Fokus der Analyse stehen fünf Kohorten, definiert nach dem Zeitraum, in dem die Flüchtlinge einen positiven Bescheid und damit Arbeitsmarktzugang erhielten. Die fünf Kohorten werden hinsichtlich ihrer Arbeitsmarktintegration verglichen und wir versuchen Unterschiede in der durchschnittlichen Dauer bis zur Aufnahme der ersten Erwerbstätigkeit in Österreich mit Hilfe von individuellen und strukturellen Merkmalen zu erklären. Wichtigste Ergebnisse: Die Eingliederung in Beschäftigung sowohl bei weiblichen als auch männlichen Asylberechtigten der beiden letzten Kohorten (2012-2016) erfolgte langsamer als in den ersten Kohorten (2001-2011). Die Charakteristika der Herkunftsländer tragen substantiell zur Erklärung der unterschiedlichen Integrationschancen der Asylberechtigten bei, insbesondere die Beschäftigungsrate von Frauen und Männern und die Geschlechterkultur im Herkunftsland. Auch die Arbeitsmarktbedingungen zum Zeitpunkt des rechtlichen Arbeitsmarktzugangs in Österreich zeigen Auswirkungen, insbesondere auf männliche Asylberechtigte. Es zeigen sich weitere interessante geschlechtsspezifische Unterschiede in den Bestimmungsfaktoren der Dauer der Arbeitsmarkteingliederung (z.B. hinsichtlich der Bildung der Asylberechtigten und hinsichtlich der Größe und Dynamik, der in Österreich ansässigen Bevölkerung aus dem eigenen Land).

Dieses Papier reflektiert und ergänzt eine frühere Studie im Auftrag des Bildungsministeriums über die Verwaltung des österreichischen Schulwesens. Ausgangspunkt sind drei widersprüchliche Beobachtungen, erstens die Kluft zwischen hohen Ausgaben und schwachen Leistungen in den internationalen Testungen, zweitens die verbreitete Wahrnehmung in den politischen Diskursen, dass trotz der hohen Ausgaben zu wenig Ressourcen verfügbar wären, und drittens ein breiter Konsens über Defizite des Governance-Systems mit zu hoher Komplexität und zu wenig Verantwortung und Spielraum bei den Schulen. Es wird versucht auf Basis der Ergebnisse und Argumentationen der früheren Studie diese Widersprüche aufzuklären und Entwicklungsmöglichkeiten auszuloten.

This study explores how researchers' analytical choices affect the reliability of scientific findings. Most discussions of reliability problems in science focus on systematic biases. We broaden the lens to emphasize the idiosyncrasy of conscious and unconscious decisions that researchers make during data analysis. We coordinated 161 researchers in 73 research teams and observed their research decisions as they used the same data to independently test the same prominent social science hypothesis: that greater immigration reduces support for social policies among the public. In this typical case of social science research, research teams reported both widely diverging numerical findings and substantive conclusions despite identical start conditions. Researchers' expertise, prior beliefs, and expectations barely predict the wide variation in research outcomes. More than 95% of the total variance in numerical results remains unexplained even after qualitative coding of all identifiable decisions in each team's workflow. This reveals a universe of uncertainty that remains hidden when considering a single study in isolation. The idiosyncratic nature of how researchers' results and conclusions varied is a previously underappreciated explanation for why many scientific hypotheses remain contested. These results call for greater epistemic humility and clarity in reporting scientific findings.
