This book traces the history of urbanization in China and discusses major problems and challenges the country is facing as it undergoes a profound social transformation. The author argues that as China tries to build not just more but also better cities, i.e., cities that are not only economically competitive but also people- and environment-friendly, it should adopt urbanization strategies and policies that promote integrated development for both rural and urban areas, and coordination among otherwise disparate objectives - such as industrialization, ecological modernization, informatization and cultural heritage preservation - nationwide and at various scales.--

This book focuses on China's urban development. In China, the process of allowing more rural migrants to become registered city residents in urban areas remains stagnant despite its importance to the Chinese government and the existence of a national consensus about it. Cities can compulsorily purchase land from farmers at low or even no costs, and most farmers, whose families have relied on the land to make a living for generations, do not profit from increases in land value. Breaking down the established distributive system of rights and privileges requires legislation and law enforcement. To this end, we need to break through the current pattern of interests and respect the "citizenization-relevant" rights of rural migrant workers

Abstract: An issue of growing salience in Chinese politics is the widening income disparities between the more prosperous coastal region and the interior regions. This article provides a preliminary assessment of a government initiative to promote interior development through rural enterprises. It first discusses the factors that led central leaders to consider disparities in regional rural enterprise development as the crux of rising regional inequalities and thus the rationale for a regional policy centered on rural enterprises. Next, the key policy components, including credit availability, tax incentives, and an effort to induce interregional cooperation, are presented. Local government responses are described and analyzed, as is the East-West Rural Enterprise Cooperation Project. The conclusion is that while the rural enterprise initiative has been a worthwhile effort, it will probably have only limited impact on the reduction of regional disparities.

Due to economic decentralization, the restoration of economic incentives, and the Chinese government's unbalanced regional development strategy, China's economic growth has been accompanied by widening income inequalities between the more prosperous coastal region and inland areas. The authors explore a major PRC government programme, centred on rural enterprise development, to solve the regional development problem in China. (DÜI-Sen)
