This article addresses the deficiency in the area of human rights scholarship in International Relations (IR) by examining the theoretical advancements in IR theory that have led to the emergence of non-state collective actors as a pertinent research topic. It provides a review of the trajectory of the constructivist theoretical approach, which has brought major advancements in how international non-state actors are conceptualised in the human rights IR literature. This considers the limitations and implications of side-lining collective non-state actors within IR theory, arguing that expanding the theoretical understanding of how different collective actors are constituted and attributed with agency can enrich IR human rights scholarship. The article also proposes a potential way forward with respect to non-state collective actors in human rights in IR by identifying a research programme based on practiceoriented approaches to help broaden the ability of scholars to foster interdisciplinary conversations. Expanding along these lines would bridge the existing boundaries within scholarly and disciplinary contexts. Doktorska disertacija preučuje specifično usmeritev mednarodne ekonomije, in sicer področje politik razvojne pomoči. Znotraj tega vsebinskega okvirja smo se osredotočili na njeno učinkovitost predvsem zaradi aktualnosti problematike kot številnih s tem povezanih globalnih izzivov. Razvojna pomoč, kot osrednja tematika disertacije, predstavlja temeljni koncept, s katerim države poskušajo razreševati razvojne razlike v svetu. Preučevanje učinkovitosti razvojne pomoči je v okviru ekonomskih znanosti zelo perspektiven koncept, predvsem zaradi dejstva, da je prepad med razvitimi državami globalnega severa in globalnega juga večji kot kadarkoli, dosedanje študije, kot tudi modeli razreševanja pa niso ponudili učinkovitih rešitev za spremembe oz. izboljšanje trenutnega stanja. Vse omenjeno smo preučevali na skupini držav Afrike, Karibov in Pacifika (AKP) iz dveh glavnih razlogov. Prvič, ker je velika večina držav v skupini dolgoletnih prejemnic razvojne pomoči, in drugič, ker omogoča dobro podlago za preučevanje, saj v njo spadajo tako najrevnejše podsaharske države, kot tudi otoške države, ki so v zadnjih letih doživele hiter gospodarski napredek. Struktura disertacije temelji tako na teoretičnem kot tudi aplikativnem delu. V prvem delu, tako predstavimo temeljne teoretične pojme iz razvojne ekonomije odnosov sever-jug, zgodovino sodelovanja držav AKP-ja z različnimi mednarodnimi akterji in teoretične opredelitve razvojne pomoči in njene učinkovitosti. Drugi del je namenjen aplikativni raziskavi učinkovitosti politik razvojne pomoči. Države skupine AKP smo tako razdelili v dve skupini. V skupino A, kjer so tiste, ki so prejele več razvojne pomoči, in skupino B, kjer so tiste, ki so prejele manj. Predpostavljali smo, da so države, ki so prejele več razvojne pomoči, naredile večji razvojni napredek. Njihov napredek smo preučevali na petih ekonomskih in socialnih razvojnih indikatorjih: BDP na prebivalca, obseg izvoza blaga in storitev, smrtnosti otrok do petega leta starosti, rast pričakovane življenjske dobe in število migracij. Na podlagi pridobljenih rezultatov za posamezno področje smo nato generalno sklepali ali so politike razvojne pomoči dosegle svoj namen, torej ali so bile učinkovite. Iz vsebinskega vidika je disertacija izvirni doprinos k ekonomski znanosti pri preučevanju problematike sedanjega sistema podeljevanja razvojne pomoči in posledično njene učinkovitosti, raziskovanja razvojne problematike v državah skupine AKP ter predlogom razreševanja sodobnih izzivov mednarodnega razvoja. Prav tako zapolnjuje vrzel pri preučevanju koncepta mednarodnega razvoja s kvalitativnimi metodami raziskovanja, saj so obstoječe raziskave izrazito kvantificirane. Ker je disertacija napisana v slovenskem jeziku je tudi prispevek k maloštevilni literaturi na tem področju in k nadaljnjem raziskovanju mednarodne razvojne problematike in s tem povezanih globalnih izzivov. ; This PhD dissertation studies a specific direction of international economics — the field of development aid policies, and focuses on its efficiency, mainly due to the relevance of the issue, since it is associated with numerous global challenges. Development aid, as the central theme of this dissertation presents the underlying concept, with which countries attempt to resolve developmental differences around the world. Studying the efficiency of development aid in terms of economic sciences is a very promising concept, mainly due to the fact that the gap between the developed countries of the global South and the global North is larger than ever, and current studies, nor resolution models, offered any effective solutions for changing or improving the current state. All of the above was studied on the African, Caribbean and Pacific Group of States (ACP) for two main reasons: Firstly, because the vast majority of these countries is a long-term beneficiary of development aid and secondly, because this provides us with a sound foundation for studying, including both the poorest Sub-Saharan countries and island states, which experienced rapid economic development in recent years. Thus the structure of this dissertation relies on both theory and application. The first part presents the fundamental theoretical terms from developmental economics, North-South relations, the history of cooperation among ACP countries with various international players and theoretical determination of development aid and its efficiency. The second part is intended for applied research of the efficiency of development aid policies. ACP countries were divided into two groups, group A with those receiving the most development aid and groups B with those receiving the least. We presumed that countries that received the most development aid made the most progress. Their progress was studied according top five economic and social indicators of development: GDP per capita, exports of goods and services, mortality of children under five years of age, growth in life expectancy and the number of migrations. Based on data retrieved for specific fields, we generally presumed whether development aid policies had achieved its purpose – if they were efficient. From the substantive aspect, this dissertation is an original contribution to the science of economics in its study of the problems in the existing system for distributing development aid and consequently its efficiency, to research of development problems in ACP countries and to proposals for meeting the modern challenges of international development. It also fills the gap in the study of the concept of international development through qualitative research methods, since existing research is extensively quantified. Since this dissertation is originally in Slovenian, it also adds to the scarce literature in this field and to future research of international developmental issues and the global challenges they bring.
V magistrskem delu smo raziskali dejavnike poslovnih pogajanj med partnerji iz Slovenije v odnosu s partnerji iz držav razpadle Jugoslavije. Opisani so dejavniki in karakteristike poslovnih pogajanj v splošnem pomenu, kot tudi vpliv dejavnikov kulture, ki se odražajo v sklopu mednarodnih poslovnih odnosov in pogajanj. Kulturna dejstva so temelj, na katerem slonijo poslovni odnosi, kadar se v procesu srečujejo poslovni partnerji iz različnih držav, kar pomeni, da moramo biti pozorni na razlike v komunikacijskem procesu, spoštovanju tuje kulture in njihovih navad, ponekod celo religije. Razlike med našimi in tujimi dejavniki kulture, oz. vsaj poznavanje in spoštovanje le-teh, so ključ za graditev in ohranjanje dolgoročnih poslovnih odnosov. Razlike so pravzaprav prisotne povsod, ne le na globalni ravni poslovanja, najdemo jih že tudi na lokalni ravni, saj so si podjetja, njihove usmeritve in cilji, drugačni. Potrebno se je prilagoditi drugim, če želimo doseči nekaj, kar nam predstavlja korist. Soočanje in osvajanje medkulturnih razlik nam pomaga pri razumevanju medkulturnih dimenzij, pri čemer se je potrebno zavedati, da se bomo tega učili skozi celotno življenje. Kultura je namreč širok spekter pojmov, družbenih norm in vrednot, da bi jih lahko popolnoma prevzeli in se z njimi popolnoma poistovetili. V magistrskem delu so zaradi tega razloga predstavljeni le določeni dejavniki in definicije. Teoretični del ob definicijah in opredelitvah poslovnih pogajanj in mednarodnih pogajanj vsebuje še predstavitev držav nekdanje Jugoslavije, v raziskovalnem delu pa smo povzeli še dejanske izkušnje respondentov poglobljenega intervjuja, ter pridobili pomembne informacije in smernice, ki bodo koristno predstavljene za druge poslovneže, ki že aktivno sodelujejo ali pa imajo namen v prihodnosti sodelovati s poslovnimi partnerji v raziskovani regiji. V sklepnem delu so povzete glavne ugotovitve, in sicer lahko zapišemo, da je za uspešna poslovna pogajanja z državami, ki so nekoč sestavljale mogočno Jugoslavijo, potrebno poznavanje oz. bolje rečeno spoštovanje njihove religije, ki je ponekod zelo izrazita, dejavnik, ki pa zagotavlja pristne in dolgoročne odnose z njimi, pa je faktor človečnosti. Odnosi namreč temeljijo na poznavanju ljudi na osebni in poslovni ravni, ki ju je potrebno usklajeno vzdrževati (tudi v času, kadar nismo v proaktivnem sodelovanju s partnerjem, je potrebno ohranjanje odnosa v obliki osebnega stika in poslovnih daril). Prav tako smo ugotovili tudi, da se način pogajanj iz držav nekdanje Jugoslavije ne razlikuje več močno od evropskega, saj aktivno stremijo evropskim standardom. ; In this work, we examined the factors of business negotiations between partners from Slovenia in relation to partners that came from the stats of former Yugoslavija. The factors and characteristics of business negotiations in the general sense are described, as well as the influence of cultural factors, which are reflected in the framework of international business relations and negotiations. Cultural facts are the foundation upon which business relations are based, when business partners from different countries meet in the process, and that means that we must pay attention to the differences in the communication process, respect for foreign culture and their habits, and sometimes even religion. Differences between our and foreign factors of culture, at least knowing and respecting them, are the key to building and maintaining long-term business relationships. The differences are actually present everywhere, not only at the global level of business, but also at the local level, as companies, their policies and goals are different. It is necessary to adapt to others if we are to achieve something that benefits us. Facing and conquering intercultural differences helps us to understand intercultural dimensions, and we must be aware that we will learn this throughout our lives. Culture is a wide range of concepts, social norms and values, so that they can be completely taken over and fully identified with them. For this reason, in this work only certain factors and definitions are presented. Theoretical part of this work contains the definitions of negotiations and the international negotiations. There is also the presentation of countries that form ex Yugoslavija, while while in the empirical part of this work we summarized the actual experiences of the employees, that have been conducted in the in-depth interview, and obtained important information and guidelines that will be usefully presented to other business people who are already actively involved or have the intention to cooperate with business partners in the research region in the future. The concluding part summarizes the main findings. We can say, that for successful negotiation in the countries of former Yugoslavija, you need to know ther religion and respect it, and that is the factor that will guarantee long term relationships with them. Most of all, they need you to be a person, a good man. Personal relations are more important than making business, relationships are based on knowledge of people on a personal and business level, which need to be maintained in a coordinated manner (even when we are not in proactive cooperation with a partner, it is necessary to maintain a relationship, to contact or to visit them, to bring them gifts). We can also conclude that the way of negotiations in the countries of the former Yugoslavia does not differ much more strongly than the European one, since they actively strive for European standards.
The war in Ukraine is the most significant threat to the peace of the Euro-Atlantic area in decades. After 4 years of Trump's weakening of transatlantic relations, Biden's presumed foreign policy doctrine includes their quick renewal, or re-Atlantisation. The article problematises the 'new' strategy of containment given Russia's aggression, the state of transatlantic relations, and the current global order's configuration, whereby the transatlantic bond is being strengthened and the formation of Biden's foreign policy doctrine is being followed by a 'grand-strategic' shift. Four different models of transatlantic relations (mutual autonomy, strategic autonomy, strategic partnership, situational partnership) are discussed where variables include the approach taken by the USA to transatlantic relations, and the approach of Europe's EU and NATO members to transatlantic relations are addressed. The main argument is that transatlantic relations during Biden's mandate have constantly oscillated between a stra-tegic partnership, especially related to common goals of democracy promotion and containment and situ-ational partnership. Med pomembnimi mejniki v razvoju evropskega sistema DDV moramo vsekakor omeniti 1. januar 1992, ko so bile odpravljene davčne meje med državami članicami Evropske unije. Če se je do tega datuma dobava blaga v drugo državo članico Evropske unije štela kot izvoz blaga, ki so ga nadzorovali carinski organi, je s tem dnem odpravljen oziroma prepovedan nadaljnji sistematičen nadzor blaga, ki se dobavlja iz ene države v drugo. Carinski organi so izgubili svoje pristojnosti za nadzor tega dela trgovine na notranjem trgu ; obstoječe nadzorne mehanizme so nadomestili novi, pristojnost pa se je prenesla na davčne organe. Del nalog, ki jih je do vstopa Slovenije v Evropsko unijo opravljala carina, je odpadel na davčne zavezance. Ob vstopu Slovenije v Evropsko unijo se je povečala tudi zunanjetrgovinska menjava. Zaradi povečanega poslovanja Slovenije z državami članicami Evropske unije so se začeli pojavljati tristranski posli in posledično tudi verižni posli med večimi udeleženci. Pravi tristranski posli potekajo med tremi udeleženci (pridobitelj, dobavitelj in prejemnik), ki so identificirani za davek na dodano vrednost v svoji državi Evropske unije. Blago poteka med udeleženci v verigi, in sicer od dobavitelja do prejemnika blaga. Pridobitelj nastopa med njima le kot neke vrste posrednik. Ti posli so z davčnega vidika v Zakonu o davku na dodano vrednost posebej urejeni. Problem nastopi pri nepravih tristranskih poslih in verižnih poslih, npr. ko je eden od udeležencev fizična oseba, ko nastopa udeleženec iz tretje države, ko so udeleženi več kot trije davčni zavezanci, itd… V okviru magistrske naloge bom analizirala osnovne značilnosti pravih tristranskih poslov, nepravih tristranskih poslov in verižne posle. Glede na to, da je pri pravih tristranskih poslih določen kraj obdavčitve in pogoji, na osnovi katerih kupec ne obračuna DDV od pridobitve blaga, je potrebno pri nepravih tristranskih poslih in verižnih poslih pred določitvijo kraja in časa nastanka davčne obveznosti ugotoviti, kje je dobavitelj prenesel lastništvo na blagu na pridobitelja in kje mu je izročil blago. Z davčnega vidika so ti posli zelo zahtevni, zato je v Šesti smernici določena posebna ureditev, ki želi te posle poenostaviti in jih obdavčit le enkrat. ; Among the important milestones in the development of the European VAT system, we must certainly mention the January 1, 1992, when fiscal borders between the Member States of the European Union were abolished. If the supply of goods to another Member State of the European Union, to this date counted as export of goods, which were monitored by the customs authorities, from that date, the systematic control of goods, which were supplied from one country to another, vas forbidden. Customs authorities did lose their powers to control this part of the trade in the internal market ; the existing control mechanisms were replaced by new ones ; competence has been transferred to the tax authorities. Parts of the tasks which are to Slovenia's entry into the European Union perform by customs authorities, vas transferred to taxpayer. When Slovenia joined the European Union, it has also increased its foreign trade. Due to the increased Slovenian business with EU Member States, trilateral transactions and, consequently, chain transactions between multiple participants have started to emerge. Real tripartite transactions take place between the three parties (the acquirer, supplier and recipient) who are identified for value added tax in its own European Union country. Goods are transferred between the actors in the chain, from the supplier to the consignee. The acquirer is getting between them only as a sort of agent. These transactions in tax terms are specifically decorated in the Law on Value Added Tax. The problem occurs in the quasi-tripartite transactions and chain transactions, for example when one of the participants is a person, when a participant is from a third country, when they are more than three taxpaying participants, etc. In this master's thesis I will analysed the basic characteristics of real trilateral business, quasi-tripartite business and chain business. Given that the real trilateral engagements have known place of taxation and the conditions, based on which the buyer does not charge VAT on the acquisition of goods, are known, for the quasi-tripartite transactions and chain transactions it is necessary before determining the location of taxation and the time when the tax liabilities arise, to determine where the supplier transferred ownership of the goods to the purchaser and where he handed over the goods. From a tax perspective, these transactions are very complex, fir that the sixth guideline provides a specific regulation, which seeks to simplify this business and be taxed only once.
The need for legal regulation of essential local community relations derives from the nature of these relations, because vital conditions for life & work are regulated in a local community. In a locally conditioned form of association of people, the relative stability & predictability of relationships, which present a potential conflict of interest, can be achieved through the legal institutionalization of citizens' communication. The necessity for rationalizing the legal regulation of social relations has been emphasized lately. These trends need to be followed also in legal defining of regions. A detailed normative definition & over-organization of local self-government & performing governmental functions represent an obstacle to the implementation of authentic interests of local residents. The very satisfaction of the common needs & interests of the population in the future region represents a functional element in the legal image of the regional self-government. This image includes also territorial & organizational components. From this point of view, it is necessary to very carefully analyze the new Article 143 of the Constitution of the Republic of Slovenia that allows starting establishing regions as a second level of local self-government. In adopting acts that define system frameworks of regions, particular attention needs to be paid to the process of forming regions, to their financing & to delegating some tasks from the state competence to regions. Termin samoodločbe je zapisan v ustanovitvenih dokumentih večine državnih ustav ter mednarodnega prava, prav tako pa predstavlja sredstvo za legitimizacijo države ter nadnacionalnega reda. Točna definicija in njeni parametri pa so v resnici stvar debate, ne glede na to ali izhajajo iz logike notranjosti državniškega sistema ali iz logike njegove zunanjosti. Magistrsko delo najprej sledi "klasičnemu" pojmu samoodločbe v njegovi zgodovinski partikularnosti znotraj mednarodnega sistema, pri čemer poudari veliko napetost med samoodločbo in državno suverenostjo. Nakar se obrne h kritični politični teoriji, da bi izkopalo definicijo samoodločbe, pri kateri popusti poseben odnos samoodločbe z državnim sistemom in pojmom suverenosti. Takšno pojmovanje samoodločbe je za potrebe naloge poimenovano "rizomatično" in se nato uporabi pri analizi štirih primerov z namenom, da se pokaže, kako lahko tak pojem samoodločbe uporabimo za razumevanje možnosti, ki jih vzpostavljajo najnovejša politična gibanja. Temeljni argument magistrskega dela je, da ko jih razumemo v okvirju državnega sistema kot sedanjo ali prihodnjo "aktivno" pravico, se dejanja samoodločbe zreducirajo na normativni determinizem zgodovinsko kontingentnih odnosov sil, saj se bodisi ujamejo v pogoje obstoječih dejavnikov znotraj konstituiranega sistema bodisi njihovo uresničitev pogojuje učinkovitost sile, ki jo lahko izvršujejo, da bi izničili funkcije sistema, ki slonijo na obstoječih pravilih. Ko pa jo razumemo onkraj zaprte logike državnega sistema, lahko samoodločba pomeni izražanje neomejene konstituirajoče oblasti in kolektivne imaginacije, ki sprosti nove vektorje možnosti človeških političnih odnosov. ; The notion of 'self-determination' is enshrined in the founding documents of international law and most state constitutions as a means of legitimating the current state and supranational order. However, its precise definition and parameters are the subject of debate—both when understood from within the logic of the state system and from outside it. This thesis situates the "classic" notion of self-determination within its particular historical position inside the international system, highlighting its deep tension with the norm of state sovereignty, before turning to critical political theory to unearth a definition of self-determination wherein its particular relationship to the state system and the total notion of sovereignty is relaxed. This conception of self-determination is, for the purposes of this thesis, termed 'rhizomatic,' and applied to four case studies to demonstrate how it might be used to understand the possibilities created by recent political movements. The primary argument of this thesis is that, when understood inside the state system as a present or future 'active' right, acts of determination reduce to the normative determinism of historically contingent relations of force because they are either resolved on the terms of existing actors within the constituted system or by the effectiveness of force they can exert to deny the system's function based on its previous rules. However, when understood beyond the closed logic of the state system, self-determination can be taken to mean manifestations of boundless constitutive power and collective imagination that unleash new vectors of possibility for human political relations.
Predmet doktorske disertacije je upravljanje zunanjetrgovinske politike države ob upoštevanju delovanja nadnacionalnih entitet, pri čemer je naš osrednji cilj identificirati optimalen način realizacije nacionalnih interesov v okviru nadnacionalne entitete (tj. Evropske unije). Zunanjetrgovinska politika je eno izmed najstarejših ekonomskih področij, o katerem so tekle resne akademske razprave že v Antični Grčiji pred več kot 2000 leti. Vendar o razvoju svetovne trgovine kot sistematičnem globalnem načinu trgovanja govorimo šele od 15. stoletja dalje. Za boljše razumevanje področja v doktorski disertaciji najprej opredelimo teoretska izhodišča, v okviru katerih predstavimo teorije mednarodne menjave ter analiziramo vlogo države in ekonomske diplomacije skozi različna zgodovinska obdobja (merkantilizem, liberalizem, protekcionizem, intervencionizem ter obdobje liberalizacije in globalizacije). Kot najpomembnejše teoretično izhodišče od Davida Ricarda dalje identificiramo ugotovitev, da svet ni ničelna vsota – vse države z zunanjo trgovino pridobivajo. Kljub temu da so države skozi različna zgodovinska obdobja (glede na gospodarske razmere) vodile različne zunanjetrgovinske politike (protekcionistične ali liberalne), teorija in praksa potrjujeta, da liberalna zunanjetrgovinska politika povečuje konkurenčnost gospodarstva. Študije ekonomistov (Sachs in Warner 1995, 35 ; Frey v Pruslecki 2008, 5 ; Krueger 1980, 289) namreč kažejo, da države z liberalno zunanjetrgovinsko politiko dosegajo višjo gospodarsko rast od tistih s protekcionistično. Kot potrditev teze navajamo izsledke analiz, ki kažejo na višje stopnje gospodarske rasti v t. i. hitro rastočih gospodarstvih (državah BRIICS ‒ Braziliji, Rusiji, Indiji, Indoneziji, Kitajski in Južni Afriki). Slednje so na podlagi liberalizacije trgov v zadnjih dvajsetih letih dosegale višje stopnje gospodarske rasti od razvitih gospodarstev. Glede na to da je predmet disertacije zunanjetrgovinska politika v okviru Evropske unije (EU), ki jo Slovenija sooblikuje, se v okviru analize ukrepov osredotočimo na ukrepe zunanjetrgovinske politike EU, vlogo nacionalnih in nadnacionalnih (vladnih in nevladnih) akterjev ter povezavo vsebin z drugimi politikami. Ključni akterji v procesu formalnega delovanja na področju zunanjetrgovinske politike EU so: Evropska komisija (Direktorat za trgovino), Svet EU (Odbor za zunanjetrgovinsko politiko, Coreper in Svet za zunanje zadeve), Evropski parlament ter nevladni akterji (združenja, nevladne organizacije) kot nadnacionalni akterji in (vladni in nevladni) akterji na nacionalni ravni držav članic EU. Prioriteta zunanjetrgovinske politike EU je multilateralna zunanja trgovina, vzporedno pa potekajo pogajanja s številnimi državami oz. regijami za sklenitev preferencialnih trgovinskih sporazumov. Med ukrepi zunanjetrgovinske politike EU je pomembna še Strategija dostopa na trg, v okviru katere se dosegajo sinergije na podlagi okrepljenega partnerstva med Evropsko komisijo, državami članicami in gospodarstvom. Ugotavljamo, da postaja v obdobju globalizacije zunanjetrgovinska politika izrazito večplastna ter da izginjajo meje med zunanjimi in notranjimi politikami. Na primeru pogajanj t. i. Razvojne agende iz Dohe, ki potekajo v okviru Svetovne trgovinske organizacije, potrdimo tezo o prepletanju pogajanj na različnih ravneh (bilateralni, regionalni in multilateralni) in vsebinski povezanosti zunanjetrgovinske politike z drugimi politikami (z razvojno, s kmetijsko ipd.). Slednje potrjujejo tudi strateški dokumenti EU (Strategija Evropa 2020 ; Trgovina, rast in svetovne zadeve ter Globalna Evropa: konkurenčna v svetu), v katere je zunanjetrgovinska politika vključena kot pomemben sestavni del politike konkurenčnosti. ; The doctoral thesis focuses on a country's external trade policy management in relation to the processes witin subnational entities. Our main goal is to identify an optimal approach to realizing national interests in the context of a subnational entity (i.e., the European Union). External trade policy is one of the oldest economic policies. The first discussions on trade issues started among philosophers in Greece 2000 years ago, but global trade as a systematic process emerged in the 15th century. At the beginning of the doctoral thesis, the focus is on the theoretical background ‒ theories of external economic co-operation. We analyse the role of the state and economic diplomacy in different historical periods (mercantilism, liberalism, protectionism, interventionism, liberalisation and globalisation). The most important theoretical finding is (discovered by David Ricardo and confirmed in subsequent theories) that all states, engaged in external trade, gain (we talk about the so called positive sum). Although countries led different external trade policies during various historical periods (liberal or protectionist), theory and experience show that the liberal external trade policy increases competitiveness of an economy. Studies of several economists (Sachs and Warner 1995, 35 ; Frey 1984 ; Pruslecki 2008, 5 ; Krueger 1980, 289) also confirm, that countries with a liberal external trade policy record higher growth rates than those in favour of protectionism. Emerging economies (the so called BRIICS countries ‒ Brasil, Russia, India, Indonesia, China, and South Africa) record higher growth rates in the last twenty years – after liberalising their markets. We analyse the European Union (EU) external trade policy measures, the role of national and subnational (state and non-state) actors, and the interconnectedness of the external trade policy and other national policies. The key actors in the formal process of creating EU external trade policy are: European Commission (Directorate General for Trade), Council of the EU (Trade Policy Committee – formerly 133 Committee ; Coreper, Foreign Affairs Council), European Parliament, non-state actors (associations, non-governmental organisations (NGOs)) as well as actors in the member states (state and non state actors: ministries, diplomatic network, business associations, chambers of commerce, NGOs, etc.). The priority of the EU external trade policy is multilateral trade – successful conclusion of the WTO Doha Development Agenda. In parallel, EU is negotiating preferential trade agreements with several countries and regions. One of the most important trade policy measures is also Market Access Partnership, where active involvement of member states and the business sector is expected. Globalisation has changed the patterns of global economic co-operation and global trade. External trade has become more complex (linked to the competition, energy, environment and sustainable development policies) and the number of actors (state and non-state) involved in the policy has increased significantly. The boundaries between external and internal policies disappear as well. We show the interactions between different actors, negotiating levels, and policies on the World Trade Organisation Doha Development Agenda case, where the positions of the negotiations have to be agreed on at different levels: national, bilateral, regional, and multilateral. External trade policy is an important part of the EU strategic documents (Global Europe: competing in the world, EU 2020), and therefore an important element of the competitiveness policy. The thesis also confirms that the role of economic diplomacy in trade issues has gained importance during the last twenty years. Saner and Yiu (2003) argue that the main function of the post-modern economic diplomacy is representation in the international organisations and influence on other countries' policies.
This article examines the condition of Indonesia's Micro, Small and Medium-sized Enterprises (MSMEs) during the COVID-19 pandemic, particularly with respect to carrying out a digital transformation, and whether the COVID-19 pandemic has forced them to accelerate this transformation. This study found that Micro, Small and Medium-sized Enterprises – MSMEs during COVID-19 have been in an unstable state due to the impact of the restrictions imposed by COVID-19related policies. Nevertheless, MSMEs have been supported by the government, academics, and digital media in efforts to revive and accelerate the digital transformation with a view to surviving. The use of social media has helped MSMEs' programmes and services optimise their business performance. Job simplification was introduced to more efficiently create and reach a broader range of consumers by doing promotion, service delivery, accessing media and cooperating with third parties. The speed at which the digital transformation has occurred is reflected in an improvement in MSMEs' entrepreneurial skills and competencies. Abstract. The article presents an attempt to make sense of Adolf Bibič's oeuvre as a whole. It reveals his broader intellectual (and also political) project along with his coherent and systematic analysis of what may also be understood as the 'possibilities' of political science. We claim that Bibič's various analyses and interventions actually pivot on the question of the future or, even better, the role and position of political science in it. We name this aspect of Bibič's oeuvre the 'political science of the future', which necessarily returns to the history of political ideas and political history to even be able to understand the current political relations and their contradictions. The ambition and capacity of the 'political science of the future' is not merely an explanation of what exists since, as Bibič states, political science is the key science for facing the challenges of the future and, accordingly, vital for our existence – political and physical. V zadnjih desetletjih je opaziti močan porast neposrednih investicij v mednarodnem okolju. Zaradi ugotovljenih številnih pozitivnih učinkov, ki jih imajo na državo prejemnico, je v razvitih državah in državah v razvoju posledično prišlo do liberalizacije politike do TNI in zmanjševanja regulativnih ovir na številnih področjih, predvsem z namenom oblikovanja prijaznega poslovnega okolja za tuje investitorje in željo privabiti čim več investicij v državo. Zelo dober primer so države Srednje in Vzhodne Evrope, v katerih je prav na ta račun v zadnjem desetletju prišlo do močnega porasta TNI. To lahko opazimo še posebej na Češkem, Poljskem in Madžarskem. Slovenija pa je kljub svoji razvitosti po drugi strani država, kjer so prilivi vhodnih TNI še vedno zelo skromni. Cilj magistrske naloge je bil ugotoviti, katere so tiste pomanjkljivosti in prednosti slovenskega okolja v primerjavi s konkurenčnimi državami SVE regije, ki odvračajo tuje investitorje od Slovenije. Zanimalo nas je tudi, kako s politiko do TNI, ki jo izvaja država za privabljanje tujih investitorjev ugotovljene pomanjkljivosti popraviti. Politika do TNI, oziroma konkretneje, spodbude, ki jih vlada pripravlja za privabljanje TNI, so šele sekundarnega pomena pri odločanju investitorjev za določeno državo. Te pridejo do izraza, ko se investitorji odločajo med makroekonomsko podobnimi državami, ki že zadostijo njihovim primarnim tržnim potrebam. Kljub temu pa so z vidika države spodbude tisti instrument, s katerim je mogoče relativno hitro in enostavno povečati konkurenčnost poslovnega okolja ali privabiti investitorje v določene panoge. Zato predstavlja pomembno orodje pri izboljševanju elementov investicijske klime. Ugotovili smo, da v Sloveniji kljub majhnemu trgu največje pomanjkljivosti niso v tržnih dejavnikih (kot so dostop do trga ali naravnih virov), temveč v dejavnikih investicijske klime, predvsem ekonomsko-regulatornega okolja države ter podpore podjetništvu. Analizirane države se soočajo z nekaterimi zelo podobnimi ovirami, kot so administrativne ovire za tuje investitorje, nezaupanjem v vlado ter rigidnostjo trga delovne sile. V Sloveniji močno izstopajo še slabo makroekonomsko okolje, visoko obdavčenje delovne sile ter težavno pridobivanje dodatnih virov financiranja. Vendar ima Slovenija na drugi strani zelo kvalitetno delovno silo, inovativno moč, dobro kvaliteto življenja ter dokaj enostavno poslovanje v primerjavi z izbranimi državami, kar povečuje njeno konkurenčnost. Državne spodbude v Sloveniji so naravnane v smeri odpravljanja ugotovljenih tržnih pomanjkljivosti, vendar so te zastavljene preveč široko in so posledično neprilagodljive dejanskim potrebam investitorjev. Z njihovo primerjavo smo ugotovili, da bi jih bilo smiselno prestrukturirati v smeri individualnih paketov spodbud, večjega deleža povratnih sredstev ter jih ciljno usmeriti na nekaj ključnih področij. Zavedati se moramo, da državne spodbude same po sebi ne bodo naredile bistvene spremembe. Lahko pa s ciljno usmerjenim pristopom države in skupaj s preoblikovanjem ostalih elementov poslovnega okolja izboljšajo konkurenčnost in vplivajo na to, da Slovenija postane privlačnejša država za mednarodne investicijske projekte. ; Over the last decades there has been a sharp increase of the direct investments in international environment. In the developed and developing countries the process of liberalisation of policy towards FDI and the reduction of regulatory obstacles have been made in many areas due to numerous established positive effects which have impacted the recipient country. In particular, the aim is to create a friendly business environment for foreign investors and a desire to attract the largest possible number of investments to the country. A very good example of this practice are countries of the Central and Eastern Europe in which there has been an increase of FDI in the last decade. That was observed particularly in the Czech Republic, Poland and Hungary. On the other hand, despite its development, Slovenia is the country where the inflows of the inward FDI are still very modest. The purpose of the thesis was to determine which are these weaknesses and strengths of the Slovene environment in comparison with competitive countries of the CEE region, which discourage foreign investors from Slovenia. We were interested in knowing if these weaknesses can be improved with Slovenian policy toward FDI. The policy towards FDI or more specifically the incentives established by the Government to attract FDI are only of secondary importance in choosing investors for a particular country. These incentives become important when the investors decide between similar macroeconomic countries that already meet their primary market needs. Nevertheless, from the point of view of the state, the incentives are the instrument that can relatively quickly and easy increase the competitiveness of the business environment or attract investors to certain sectors. Therefore, it represents an important tool in improving elements of the investment's climate. We have noted that the biggest shortcomings in Slovenia are present in the factors of investment's climate and not in the market factors. Analysed countries are facing some similar obstacles, such as administrative obstacles for foreign investors, non-confidence to the government and rigidity of the labour market. In Slovenia there is a strong stand out of poor macroeconomic environment, higher taxation of labour and additional funding sources which are difficult to obtain. However, Slovenia has, on the other hand, a high quality workforce, innovative strength, good quality of life and fairly simple business in comparison with other countries of matter, which increases its competitiveness. In Slovenia, state incentives go in the direction of eliminating the identified deficiencies in the market. But the setting of these is too wide and consequently inflexible of real needs of investors. By comparing these, we reached findings that it would be reasonable to restructure it in the direction of the individual packages of incentives, with greater proportion of return funds and target them to focus on a few key areas. We need to be aware that state incentives by itself won't make any significant changes. But with more targeted approach of the state and together with the transformation of other elements of the business environment, we can improve the competitiveness and influence on Slovenia becoming more attractive country for international investment projects.
Abstract. The author assesses the relevance and analytical significance of authoritarian liberalism and interprets it as one of the modern conceptual models of ordoliberalism and European integration. The basic concepts of authoritarian liberalism and ordoliberalism emphasise the political and ideological connection between the authoritarianism of the strong state and the economic liberalism of market rationality. As a flexible market-oriented form of authoritarian liberalism, ordoliberalism means a rational strategy for maintaining and promoting the European integration project towards which the market economy and the technocratic elite are moving to contain crises. Due to the presence of the values of political liberalism, pluralism and the rule of law, authoritarianism in this structure is not repressive or monocentric, but subject to democratic criticism in relation to the supranational regulation of European integration. Known from ancient authors such as Herodotus, Thucydides, and Plato, and more than 2,500 inscriptions, proxeny (a form of public guest-friendship) is the best attested interstate institution of the ancient world. This book offers a comprehensive re-examination of our evidence for this important Greek institution and uses it to examine the structure and dynamics of the interstate system of the Greek world, and the way in which these were transformed under the Roman Empire. Based on a detailed analysis of the function of the formulaic language of honorific decrees, this volume presents a new reconstruction of proxeny, and explores the way in which interstate institutions shaped the behaviour of individuals and communities in the ancient world. It draws on other material which has not been systematically exploited to reconstruct the proxeny networks of Greek city-states. This material reveals the extraordinary density of formal interconnections which characterized the ancient Greek world before the age of Augustus and reflected both trade and political contacts of different kinds. 0It also traces the disappearance of both proxeny and the broader institutional system of which it was part. Drawing on nuanced analysis of quantitative trends in the epigraphic record, it argues that the Greek world underwent a profound reorientation by the time of the Roman Principate, which fundamentally altered how Greek cities viewed relations with each other.
