Civil legal and civil-procedural legal relations are one of the most significant categories in the science of civil and civil-procedural law, the relationship of which is not fully studied in science, so it is necessary to reveal the essence of their correlation and find differences between them. In the legal doctrine, there is a small number of works that would reveal the content of the relationship of such legal relations, the algorithm and criteria for their comparison are not fully developed, the scientific approaches to the separation of the criterion of their comparison are not revealed. In this regard, it is necessary to fulfil the doctrinal study of civil legal and civil procedural legal relations, both separately and jointly, using a particular criterion. The following methods were used in the study of the relationship between civil legal and civil-procedural legal relations: formal-legal, generalization, method of analysis of normative documents, articles and monographs, comparative legal method. As a result of the research, the connections between such categories as civil legal relations and civil procedural legal relations were clarified, and the criteria for their comparison were singled out.

The discussion on the advantages of establishing civil service as a career in political systems where government employees are subject to the discretion of politicians & public officials tends to ignore the technical aspects that are characteristic in these types of structures. This article introduces these technical aspects to the debate, thereby enriching it. It has two main objectives. First, it emphasizes the inherent virtues of civil service systems with regard to the management of human resources in public organizations. These virtues are suggested in many of the arguments that support establishing civil service as a career in Mexico. On the other hand, however, the article describes the problems that civil service has to deal with on a daily basis. These problems are largely unknown to the public. The author's intent is to present a more comprehensive & balanced view of the issue & provide the basis for further discussion. The article (1) presents certain basic elements that are used internationally to describe civil service, (2) gives a detailed account of those administrative systems that usually form the "backbone" of any public function, (3) describes the "latent systems," & (4) describes the problems that specialists & administrators must consider as they introduce a civil service system. 16 Tables, 2 Figures, 107 References. Urges that a philanthropic culture be inculcated in Mexican society; a strengthened third sector that would complement both state & private investment in the construction of a civil society would be a great force for good. The intellectual roots of this line of thinking (from the French Revolution to publications by leading Mexican cultural figures such as Carlos Fuentes) are traced, & an overview of current thought in Mexico on the value of such a philanthropic impulse is included. Five proposals are offered; it is urged that social capital be created in the form of (1) human resources (voluntary & organized), (2) economic resources, (3) wide distribution to all regions of the country, (4) establishment of a virtuous circle for philanthropic activity, & (5) promotion of a positive attitude toward cultural diversity & tolerance. La escena politica contemporanea latinoamericana muestra la activacion de un arco amplio de grupos y organizaciones, englobados por observadores y analistas bajo el nombre comun de "sociedad civil". Asimismo, las grandes manifestaciones de oposicion a las dictaduras militares del pasado reciente estuvieron a cargo, ante todo, de actores que se identificaban a si mismos de manera amplia por su pertenencia a la poblacion civil, mas que a organizaciones politicas y laborales determinadas. En el Uruguay, el estado esta transfiriendo a la sociedad civil algunas tareas, y los partidos politicos buscan relacionarse con ella. Por su lado, desde la misma sociedad civil se reclama intensificar esas relaciones. Sin embargo, estas vinculaciones plantean problemas formidables.
