Comprehensive review of monographic paleontological collections from the Earth Science Museum at Moscow State University is undertaken. Systematic and number composition, territory of collecting and the age of enclosing deposits are analyzed. The importance of monographic collections as a fundamental element for the description of new taxa, stratigraphic constructions and correlation of deposits of the same age in remote areas is emphasized. Directions of research work with materials of the monographic collections are shown. Information on the form of accepting collections in Museum from authors is provided.
Accounting documents library collection is the basis of government statistics, reporting and planning the activities of the library, helps ensure the preservation fund. Accounting reflects the flow of documents in the library fund, their retirement under the fund, the amount (volume) of the library and its branches, the documents on topical species, linguistic and otherwise sign.
Анализируется сборник научных трудов к 60-летию доктора исторических наук, профессора, заведующего кафедрой русской истории (ХIХ–ХХI вв.) РГПУ им. А.И. Герцена А.Б. Николаева. В статьях сборника показан его вклад в изучение роли Государственной думы в Февральской революции и конструировании новой власти. Отмечается научно-организаторская роль А.Б. Николаева, прежде всего в организации ежегодных научных конференций по истории российского парламентаризма «Таврические чтения». Подчеркивается значение рецензируемого сборника с историографической и источниковедческой точки зрения. Показано, что в сборнике, с одной стороны, отражено развитие историографической мысли по одной из важнейших проблем Великой российской революции 1917 г. – роли Государственной думы в революционных событиях, с другой – в целом ряде статей вводятся в научный оборот новые материалы по политической истории России начала ХХ в. The review analyzes the collection of papers dedicated to the 60th anniversary of Andrei B. Nikolaev, Doctor of Historical Sciences, Professor, Head of the Department of Russian History (19th – 21st Centuries) of Herzen State Pedagogical University of Russia. The articles in the collection highlight A. Nikolaev's contribution to the study of the State Duma's role in the February Revolution and in the construction of new authority. Scientific and organizational role of A. Nikolaev, primarily, in the Tauride Readings, an annual scientific conference on the history of Russian parliamentarism, is pointed out. The importance of the collection under review is emphasized from the point of view of historiography and source study. It has been shown that, on the one hand, the collection reflects the development of historiographical thought concerning the role of the State Duma in revolutionary events, one of the most important issues of the Great Russian Revolution of 1917. On the other hand, new materials on political history of Russia in the early 20th century are introduced into scientific circulation in a number of articles of the collection under review.
The processes occurring in the world economy at this stage of development (increased inflationary trends, the growth of the general economic and political instability, the problem of non-payment, including payments), leading to increased economic risks in settlements between economic entities, which, in turn, causes the use of debt collection and factoring services. In this work analyzed trends in the market of collection services, their taxation and accounting in the aspect of providing collection services on the basis of factoring agreement that, in our opinion, opens up new prospects for the development of collection activity. In the conclusion proposed a methodical approach of the accounting in collection companies and their clients of factoring operations in the system of accounts in terms of their types, which will contribute to a better and fuller reflection of information on such transactions in the financial statements of companies. ; Процессы, происходящие в мировой экономике на данном этапе ее развития (усиление инфляционных тенденций, рост общей экономической и политической нестабильности, проблемы неплатежей, в том числе при расчетах), приводят к увеличению экономических рисков при осуществлении расчетов между субъектами хозяйствования, что, в свою очередь, вызывает необходимость использования коллекторских и факторинговых услуг. В настоящей работе проанализированы тенденции развития рынка коллекторских услуг, их налогообложение и учетное отражение в аспекте предоставления данных услуг на основании договора факторинга, что, по нашему мнению, открывает новые перспективы для развития коллекторской деятельности. В заключении предложено методический подход в части учетного отображения коллекторскими компаниями и их клиентами операций факторинга в системе счетов бухгалтерского учета в разрезе их видов, который будет способствовать более качественному и полному отражению информации о таких операциях в финансовой отчетности компаний.
Introduction. Natural science collections play a prominent role in the study of nature and species evolution, conservation of biological resources of the planet, ensuring nation's food security and solving fundamental and applied problems in the various sciences. The increasing role of collections determines the need for effective management of collection funds, safe and reliable storage of samples and information about them meeting the world-class standards, enhancing accessibility to original samples and digitized databases. Nonetheless the legal status of collections negatively affects the availability of public funding allocated to scientific infrastructure. Underfunding of natural science collections is the challenge of global relevance. But the situation of Russian scientific collections is compounded by the fact that the current legislation regulating research infrastructure considers only two types of objects (core facilities and large-scale research facilities). Since scientific collections do not belong to any of these categories, they are not eligible for government funded support of research infrastructure. To organize earmarked financing of natural science collections government spending agencies need criteria for their valuation. The aim of this paper is to analyze the applicability in the Russian Federation of the system for the valuation of natural science collections implemented in the Netherlands and to propose recommendations for its further development. Methods. The study is based on the results of monitoring of Russian core research facilities and large-scale research facilities and on the analysis of international experience of evaluation of natural science collections. The article presents experience of different countries in promoting separate collection of waste. The purpose of the article is to summarize the scientific conclusions of Russian and foreign scientists in the field of household waste management. The author provides an overview of current scientific publications from Russian and foreign sources on the methods used in different countries to stimulate separate collection of household waste, successful results and problems of implementation, directions of waste management policy. The study evaluates the methods of stimulating separate collection in different countries. The policy of household waste management in Western Europe, the USA and Japan receives a high scientific assessment, the principles of stimulating sepa rate collection are enshrined in legislation. New in the practice of separate waste collection is the search for cost-effective and most environmentally friendly technologies. In the countries of Eastern Europe, changes in traditions and organization of housing and communal services are required to meet the high standards of developed countries. Some countries are implementing separate waste policy elements. China is seeking a comprehensive incentive for separate collection. The article deals with the problems of bioethical regulation of collection, storage, processing and disclosure of genetic data. Direct-to-consumer genetic testing is used as an example, because it is related to the greatest ethical and legal risks. Many of the risks of this practice that have been identified in the professional literature may also be relevant for other procedures of genetic data collection. The need to minimize these risks actualizes the distinction between therapeutic and non-therapeutic biomedical research. This distinction served as one of the conceptual foundations of the earlier versions (prepared before 2000) of the Declaration of Helsinki of the World Medical Association.It is shown that this distinction was removed from the text of the declaration, because there had already been models of more precise regulation of biomedical research adopted at the national level. They were based on the very same distinction applied to individual procedures and manipulations. In this regard, this distinction can be a guideline for both the internal regulation of biomedical practices, which are approved by the local ethical committee, and for the legal regulation of collection, storage, processing and disclosure of genetic data.As a model of external bioethical regulation of these practices, a three-step system of ethical assessment for biomedical research used in the European Union is presented. At the first stage, the most general form of a request for research support is the so-called "genetic screening". On the second stage, the full research design is thoroughly analyzed by an expert panel consisting of no less than 5–6 bioethics specialists. At the third stage, during the implementation of the approved research design, it undergoes a regular ethical audit. ; В статье рассматриваются проблемы биоэтической регламентации сбора, хранения, обработки и разглашения генетических данных. В качестве примера использована практика генетического тестирования, не требующая участия врача-генетика (direct-to-consumer genetic testing), поскольку она связана с наибольшими этико-правовыми рисками. Многие обозначенные в литературе риски этой практики могут быть релевантны и для других процедур сбора генетических данных. Необходимость их минимизации актуализирует различение между терапевтическими и нетерапевтическими биомедицинскими исследованиями. Это различение служило одной из концептуальных основ ранних версий (подготовленных до 2000 года) Хельсинской декларации Всемирной медицинской ассоциации.Показано, что это различение было изъято из текста декларации, потому что уже существовали образцы более тонкого регулирования биомедицинских исследований, принятые на национальном уровне. В их основу было положено то же самое различение, применявшееся к отдельным процедурам и манипуляциям. В этой связи это различение может стать ориентиром как внутренней регуляции биомедицинских практик, утверждаемых локальным этическим комитетом, так и ориентиром для правовой регламентации сбора, хранения, обработки и разглашения генетических данных.В качестве образца внешнего биоэтического регулирования этих практик приводится трехступенчатая система этического сопровождения биомедицинских исследований, используемая в Евросоюзе. На первом из этапов самая общая форма заявки на поддержку исследования проходит так называемый «генетический скрининг». На втором — полный дизайн исследований подвергается тщательному анализу экспертной панелью, состоящей не менее чем из 5–6 специалистов по биоэтике. На третьем этапе, в ходе реализации утвержденного дизайна исследования оно проходит регулярный этический аудит.
