The article presents the concept of strategic planning adapted to the realities of social assistance and attempts to prove that this concept significantly affects the demand for research on local social problems that is carried out in local social assistance institutions. This increasingly significant activity, mainly concerning diagnosing and forecasting, influences both the identification of new tasks of social welfare and, consequently, new elements of its organizational structures, which were called local laboratories for research on social policy in the title of the article, and the need to delegate these tasks to specialists in social policy.
The article provides an analysis of the powers of the President of the Republic of Poland, which may have an impact on counteracting and moderating constitutional crises and constitutional rot. It aims to describe the potential actions that the head of state may take in a constitutional crisis to restore the stabilization of the state and the constitutional order with its values. The study also includes a reflection on the influence of the style of the presidency on the effectiveness of arbitration.
The prestige of law is one of the most crucial issues addressed in the sociology of law. The awareness of the degree of acceptance of the law by its addressees is a fundamental factor in the introduction of possible changes in the legal system.The notion of "prestige of law" was introduced to empirical sociology by Adam Podgórecki in the research he conducted in Poland in 1964.A new perspective in the study was to go beyond classical socio-demographic variables and put an emphasis on personality variables. It was also one of the first such studies internationally. In the fifty years that have passed since A. Podgórecki's research, similar studies, even using exactly the same questions, have been repeated many times in both nation-wide and local studies. It should be assumed that the changes taking place in Poland and in the consciousness of its citizens during that time, such as the change of the system, increasing civil rights and freedoms, Poland's accession to international organizations, etc., might be reflected in the increasing level of the prestige of law. But did it happen? Unfortunately not. The analysis of empirical research devoted to the prestige of law in the following article, especially after the political transformation that took place in 1989, but also nowadays, is an attempt to explain the reasons for its persistently low level. ; Prestiż prawa to jedno z najważniejszych zagadnień podejmowanych w socjologii prawa. Wiedza na temat stopnia akceptacji prawa przez jego adresatów jest czynnikiem podstawowym dla wprowadzenia ewentualnych zmian w porządku prawnym. Pojęcie prestiżu prawa zostało wprowadzone do socjologii empirycznej przez Adama Podgóreckiego w badaniach pod tym tytułem, które przeprowadził w Polsce w 1964 r. Nowym ujęciem w przeprowadzonych badaniach było wyjście poza klasyczne zmienne socjodemograficzne i położenie nacisku na zmienne osobowościowe. Było to też jedno z pierwszych takich badań w skali międzynarodowej. W ciągu pięćdziesięciu lat, które minęły od badań A. Podgóreckiego, podobne badania, nawet przy użyciu dokładnie tak samo sformułowanych pytań, powtarzane były wiele razy, zarówno w badaniach ogólnokrajowych, jak i lokalnych. Należy założyć, że zmiany zachodzące w Polsce i w świadomości jej obywateli przez ten czas, takie jak zmiana ustroju, zwiększenie praw i swobód obywatelskich, wstąpienie Polski do organizacji międzynarodowych itp., mogą mieć odzwierciedlenie w zwiększającym się poziomie prestiżu prawa. Czy jednak tak się stało? Niestety nie. Przeprowadzona w niniejszym artykule analiza badań empirycznych poświęconych prestiżowi prawa, zwłaszcza po transformacji ustrojowej, jaka miała miejsce w 1989 r., ale również w czasach obecnych, stanowi próbę wyjaśnienia przyczyn stale utrzymującego się jego niskiego poziomu.

Dotychczasowe opracowania poruszają jedynie wybrane aspekty jej funkcjonowania. Tymczasem znaczenie Rady i rola, jaką odegrała w kształtowaniu ustroju państwa polskiego w schyłkowych latach XVIII w., wymagają uzupełnienia tej luki, a materiały źródłowe zgromadzone w zbiorach archiwalnych tworzą obszerne pole badawcze dla historyków państwa i prawa. ; As yet the extensive academic literature on the rule of King Stanisław August Poniatowski has failed to produce a detailed monograph on the Permanent Council: the first central, collective body with executive power in the history of the Polish-Lithuanian Commonwealth. Past studies merely deal with selected aspects of its functions. Yet, the importance of the Council and the role it played in the shaping of the political system of the Polish state in the last years of the 18th century require that this gap is fi lled. The source materials stored in archival collections provide a broad fi eld for research by historians of the state and law.
Artykuł recenzowany / peer-reviewed article ; This paper has two objectives – the first one is to present the current state and prospects of Poland's commitment in NATO-led crisis management operations. The second aim is to give recommendations for policy makers (what is the author's assumption) for this area. The author is trying to give answers to some research questions like: What is NATO's role in Poland's Security Policy? What is the role of crisis management operations in NATO's strategy from Lisbon. How was Poland participating in NATO's missions in last few years? And what are their consequences? The answers to these questions will help to make a number of general and specific conclusions. They also allow enunciating many recommendations which were placed in the final section of the text. The author encourages, among others, equal treatment of collective defense and crisis management operations. And the commitment in the above, which allows Poland's real potential. The author also makes the thesis, telling us about the need for a civil capacity to assist countries in the process of transformation. All of the recommendations are properly backed up and create a field for a content-related discussion on the following subject.
Rozważania podjęte w tekście koncentrują się wokół roli instytucji w procesach rozwoju społeczno-gospodarczego państw. Przedmiotem szczególnej uwagi jest jeden z wymiarów funkcjonowania instytucji, przejawiający się w rozumieniu ich jako efektywnych instrumentów redukowania dystansu rozwojowego wobec państw zachodnich. W tekście zauważono, iż w pierwszych latach po roku 1989 instytucje zniknęły z głównego nurtu ważnych debat intelektualnych. Wskazano główne źródła tego procesu: 1) popularne w latach 90. XX wieku przekonanie o globalnej konwergencji kapitalizmu oraz 2) dominującą w ówczesnej socjologii teorię modernizacji. W artykule postawiono tezę, iż instytucje wróciły do centrum debat akademickich i strategii rozwojowych z powodu splotu następujących procesów i wydarzeń: 1) szerokiej debaty poświęconej instytucjonalnym źródłom wzrostu i rozwoju zapoczątkowanej publikacjąpracy Darona Acemoglu i Jamesa Robinsona Why Nations Fail, 2) globalnego kryzysu ekonomicznego z roku 2008 zainicjowanego upadkiem amerykańskiego banku inwestycyjnego Lehman Brothers, 3) zróżnicowanym konsekwencjom kryzysu ekonomicznego, jakie można dostrzec w USA i w Europie, które ilustrują, 4) instytucjonalną różnorodność kapitalizmu. ; The paper describes the latest change in the research on social and economic development of states. This change is characterized mainly by a strong emphasis put on the role of institutions as key instruments of reducing the development gap between countries. It is argued that in the years after 1989 institutions have disappeared from mainstream academia and major intellectual debates because of: (1) the widespread belief in global convergence of capitalism and (2) the modernization theory which prevailed in the social science in the 1990s. The article indicates that institutions were once again brought into focus as a result of (1) a wider debate about the institutional sources of growth and development sparked by Acemoglu and Robinson's Why Nations Fail, (2) the beginning of the global economic crisis of 2008 triggered by the fall of American investment bank Lehman Brothers (3) diversified consequences of the economic crisis seen all over Europe and the USA which illustrate (4) the institutional varieties of capitalism.
The Ministry of Foreign Affairs and the head of Polish diplomacy at that time, Adam Rapacki, considered the Caribbean Crisis to be extremely dangerous for Poland. It was due to the fact that Warsaw maintained good economic relations with Washington. Since establishing diplomatic relations with Havana, relations between the Polish People's Republic (PPR) and Cuba had developed slowly. From 1960, PPR was forced to help Cuba, while not drawing any benefits from exchange trade. Larger commitment to improve relations with Castro's regimes was forced by Moscow. Poland was the last member of Eastern Bloc to establish relations with Havana. The United States of America reacted to these events in an extremely nervous manner. The administration of President John Kennedy threatened to cancel economic cessions granted to Poland. In this context, Adam Rapacki's visit to Havana in June 1961 seemed provocative from the USA point of view. British diplomacy, however, interpreted the Polish minister's speech at the University of Havana differently and maintained that Rapacki was careful not to offend the United States of America. Moreover, the Foreign Office believed that he was forced to make this foreign visit. When the Cuban Missile Crisis began, the Polish Ministry of Foreign Affairs tried to avoid any actions that could be seen as provocative by U.S. Navy forces, conducting a naval blockade of the island. The USSR did not inform its allies about the plan of placing the missiles on Cuba, which testified to the lack of sovereignty of the PPR and other Eastern Bloc states. The Polish Ministry of Foreign Affairs did not make any active moves regarding the crisis, but still tried to obtain the most reliable information on the events. The most informed person was PPR's ambassador in Washington, while those in Havana and Moscow had incomplete data. In addition, after the biggest threat of the outbreak of thermonuclear war has passed, it was the PPR that provided information about Fidel Castro's critique of Moscow's position towards the crisis. ; Ministerstwo Spraw Zagranicznych oraz ówczesny szef polskiej dyplomacji Adam Rapacki uważali kryzys karaibski za niezwykle groźny dla Polski. W momencie, gdy rozpoczął się kryzys rakietowy na Kubie, polskie MSZ starało się za wszelką cenę uniknąć działań, które mogły zostać odebrane jako prowokacja przez siły US Navy, prowadzące morską blokadę wyspy. O zamiarach dotyczących rozmieszczenia pocisków atomowych na Kubie ZSRR nie poinformowało swoich sojuszników, co świadczyło o braku suwerenności PRL oraz innych państw bloku wschodniego. MSZ nie podejmowało żadnych aktywnych ruchów w tej kwestii, ale starało się pozyskać najbardziej wiarygodne informacje na temat rozgrywających się zdarzeń. Stanowiska państw członkowskich UE, podobnie jak ich polityka dotycząca akceptowania (lub nie) napływu nielegalnych imigrantów znacznie się różnią. Podstawowe wartości Unii Europejskiej: pokój, demokracja, prawa człowieka, tolerancja i solidarność, wydają się zagrożone. Niektóre państwa UE podają w wątpliwość pozytywne czynniki związane z napływem imigrantów z powodu tego, iż nie przestrzegają oni podstawowych praw obywateli Unii Europejskiej. Są to nie tylko kwestie związane z bezpieczeństwem. Celem niniejszego artykułu jest ukazanie wyzwań stojących przed instytucjami unijnymi, które muszą podjąć odpowiednie kroki w celu przezwyciężenia kryzysu migracyjnego, i związanych z tym możliwych przyszłych scenariuszy rozwoju projektu europejskiego. ; The illegal immigration fl ows towards European Union are rapidly growing up over the past few years. The Member States' opinions and policies diff er a lot in the matter of acceptance or not the refuges and illegal immigrants. The basic European values: peace, democracy, human rights, tolerance and solidarity seem to be imperilled. Some Member States are questioning positive assets of the immigrants infl ow because of the fact that the newcomers abuse the fundamental rights of the EU citizens. There are not only the security threats. The paper will address the challenges between European institutions' actions to solve the immigration crisis and the possible future scenarios of the integration process.
The social economy sector is an important area of public policy implementation in social assistance and the labor market. Social economy entities have instruments of public financial support at their disposal, including returnable ones, enabling them to develop and achieve economic and social goals. During the COVID-19 pandemic, they received new support instruments of a unique nature compared to the existing solutions. An important issue is the flexibility of public policy responses and the ability to jointly - the public authority and the non-profit stakeholder community - to develop and implement support to protect this sector, which is sensitive to economic crises resulting from the consequences of operating restrictions during the COVID-19 pandemic. The social enterprise, or more broadly social entrepreneurship, is certainly one of the most fascinating innovations of recent decades, still eluding theoretically satisfactory explanation.
The article offers an overview of the European and Polish refugee policy before the so called refugee crisis of 2015 and the reactions to what has been defined as a critical situation . Prior to 2015 refugee policy has been carried out in the sphere of public ignorance and has not been an issue of public debate. In Poland this promoted the technocratic management and implementation of the EU policy. Stepping of the issue out of the shadows and the ensuing interest of public opinion resulted in the construction of exile as a social problem that calls for urgent policy making efforts. The dominant framing of its subject matter for the emergent Polish refugee policy has been security, while humanitarian concerns has been backgrounded. Stepping out of the ignorance sphere facilitated active reform, yet it also made some policy subject matter features to fall into the sphere of ignorance. ; Narodowe Centrum Nauki
