Автор проводить аналіз основних понять соціокультурного підходу до лінгводидактичної підготовки студентів, описує шляхи комплексного формування соціокультурної та лінгводидактичної компетентностей випускника педагогічного ВНЗ, що в кінцевому результаті втілюються в лінгводидактичній культурі майбутнього вчителя початкової школи, наголошує на винятковій ролі в цьому процесі якісного соціокультурного середовища вишу, яке передбачає дотримання соціокультурних вимог до професійної підготовки, більшу частину якої для вчителя початкової школи становить лінгводидактична фахова підготовка. ; The article emphasizes the relevance of socio-cultural approach to the formation of professional linguodidactic competence of the prospective primary school teacher according to the educational innovations of our time. Author carries out a detailed analysis of the basic concepts of socio-cultural approach to the students' linguodidactic training, describes the ways of complex forming of socio-cultural and linguodidactic competencies of the pedagogical universities graduate, which ultimately are embodied in linguodidactic culture of the prospective primary school teacher; underlines the exceptional role of qualitative socio-cultural environment of the university in this process, that assumes agreement with social and cultural requirements for professional training, most of which is linguodidactic professional training of primary school teacher. The author states that as a result of socio-cultural trends and factors of national higher education, following the global educational trends, combines two major vectors of development, which, at first glance, seem rather contradictory: information technology and technological and anthropocentric democratic. In fact, both directions have common roots and ways of implementation in education, because all innovations are caused by socio-cultural factors of out-of-educational and educational levels and are reflected in the so-called socio-cultural approach to the training of specialists in educational field and prospective primary school teachers in particular. An important result of this process is the formation of socio-cultural competence of prospective specialists, which the author describes in the broadest sense as a complex formation and expression of their linguistic and communicative, social, intellectual, cultural, information technology and life competencies. As a result, the author concludes that the implementation of socio-cultural aspects of professional linguodidactic training of a future primary school teacher in all its levels is today the most important direction of work of the relevant department, which regulates the quality of the educational process and the competitiveness of prospective graduates.
У статті розкрито підходи щодо дефініціювання підприємницької компетентності в умовах нової філософії освіти. На основі використання комплексу дослідницьких методів охарактеризовано специфіку становлення поняття підприємництва в іноземній та вітчизняній науковій думці. Запропоновано трактування підприємницької компетентності як ключової, згідно з Рекомендаціями Європейського Парламенту та Ради Європи. Представлено структуру підприємницької компетентності Entre Comp та визначено дефініцію підприємницької компетентності як наскрізної компетентності, яка застосовується в усіх сферах життя. Відзначено, що формування підприємницької компетентності у процесі фахової підготовки майбутніх учителів дозволить розкрити всі потенційні можливості сучасного педагога Нової української школи. ; The article reveals the approaches to the definition of entrepreneurial competence in the new philosophy of education. The specifics of the formation of the concept of entrepreneurship in foreign and domestic scientific thought based on the use of a set of research methods are characterized in this article. The interpretation of entrepreneurial competence as key is proposed, in accordance with the Recommendations of the European Parliament and the Council of Europe. Entrepreneurial competence involves creativity, innovation and risk-taking, the ability to plan and organize projects to achieve goals. The understanding is revealed that entrepreneurial skills, knowledge and abilities can be learned, which, in turn, will lead to the widespread development of entrepreneurial thinking and entrepreneurial culture, useful for individual citizens in particular and for society as a whole. The description of the Entrepreneurship Competence Framework is revealed and presented. The structure of Entre Comp is considered. The Entrepreneurship Competence Framework offers ways and means to improve the entrepreneurial capacity of European citizens and organizations. Entre Comp consists of three areas of competence: іdeas and opportunities, resources and taking into action. Each area includes five competencies, which together make up the structural elements of entrepreneurial competence. Considering the formation of the concept of "entrepreneurial competence" in historical discourse, as well as the interpretation of the content and components of entrepreneurial competence in accordance with European experience, it is determined that the formation of entrepreneurial competence is one of the priorities of modern education. The definition of entrepreneurial competence as through-end competence is used in all spheres of life: beginning to take care of its own development and to active participation in the life of society, entry into the labor market as an employee or self-employed person and the launch of various types of projects (cultural, social or economic). Formation of entrepreneurial competence in the process of professional training of future teachers will reveal all potential possibilities of the modern teacher of the New Ukrainian School.
The article reveals the problem of competition between the countries according to intellectual indicators, emphasizes role of education and science in this competition, highlights the use of competence approach as a basis of a new educational paradigm, shows various theoretical options for disclosing the essence of the concepts of "proficiency", "competence", "research competence". The article highlights the importance of the research competence of the younger generation as an effective means of using scientific knowledge in the educational process for the purpose of popularizing Ukrainian studies as a science and discipline, preserving ethno-cultural traditions, studying the role of Ukrainians in the ethno-cultural processes of the world that affect the integrity of the ethnic group and the stability of the state. It was established that an important impetus to the development of research competence of young people is the International Contest on Ukrainian Studies for students of the 8th-11th forms of general education institutions conducted by the Research Institute of Ukrainian Studies of the Ministry of Education and Science of Ukraine. It is indicated that the main form of research competence implementation is the development of a research project that is quite effective in the process of transition from the traditional to the innovative paradigm of education.
The article reveals the problem of implementing the technology of acmeological support of cultural education and training of prospective commissioned officers of radio engineering specialties, which is considered as a kind of a program, which includes: a system of tasks for achieving a high level of cultural competence by prospective commissioned officers of radio technical specialties; a set of methods, special techniques and means for achieving the goals; a clear algorithm of effective problem solution for optimal cadets self-realization in cultural activities. It is defined that the main task of acmeological technologies is to form and consolidate in the cadet's consciousness the need for self-development, self-realization and self-improvement, which is possible with the help of various techniques of self-actualization of the personal and professional «I». It is determined that the effectiveness of cultural education and training of prospective commissioned officers of radio engineering specialties will increase in terms of acmeological support on the basis of scientifically grounded personally-oriented technology, which provides positive dynamics of enhancement of the cadets' cultural competence, gaining experience of practical activity. The main stages of implementing the technology are defined and characterized: diagnostic, designing, training-organizational, control-reflexive. The diagnostic stage provides application of specific methods that determine the level of development of structural components of the cultural competence of the cadets and their зукіщтфд potential. The projecting stage presents implementation of acmeological projecting by a cadet accompanied by the teacher). The attention is paid to the modern processes of the updating of a social-cultural mission of education, which cause a change of the educational paradigm and as a result of the contents and ways of the activity of modern educational institutions. It is determined that an activity competence of a manager is essential on all the levels of leader's work: planning, conducting, motivating, control, estimating of work of all the objects of the administrative process. It includes special technological skills of the organisation of a managerial process, taking decisions, putting right team's work, environment of upholders, providing conditions for the dividing of duties and delegacy of authority, conducting of a systematic and opportune control on all the levels, consolidation of a democratic style of guidance, achieving of collective leadership and participation. The peculiarities of the realization of the operating and activity competence and practical skills are clarified in the process of applying different managerial techniques: guidance via delegacy, exceptions, aim, results, conflicts, control and direction, motivation, innovations, communication, invigilation. On the basis of systematization and generalization of the material mentioned above, the essential role of operating and activity component in the system of professional competence of a manager of education is stated. Practical skills of a leader are formed in the process of a professional preparing and are improved under the conditions of active and creative professional activity. The diversity of the tasks and functions of the professional activity of a manager is caused by modern demands and it is reflected in the appearance of new forms of the operating and activity competence, improvement of discrete skills and systematic complexes, modes of a leader's mastery. Ukrainian theoretical and studying lexicography has a long tradition, which has a positive impact both on the process of language normalization and improving lexicographic culture of the language speakers (P.Y. Goretskyi, B.D. Grinchenko, O.M. Demska-Kulchytska, S.Ya. Yermolenko, Ye.A. Karpilovska, V.V. Nimchuk, L.S. Palamarchuk, M.M. Peshchak, O.O. Taranenko and others). The problem of forming lexicographic competence is primarily linked with the ways of presenting such notions as «word», «dictionary», «dictionary article», «typology of dictionaries» to the students of primary teachers training department. The key aspects of the work with dictionaries and reference resources are considered in the course of the discipline «Modern Ukrainian language with training» at the primary teachers training department. The article is devoted to the problem of formation of communicative competence of future medical workers. Based on the analysis of modern scientific literature, different approaches to the definition and interpretation of the essence of the phenomenon "communicative competence of future doctors" are analyzed. The article considers different approaches to defining the essence of the concepts "competence", "competency", "cultural competence". A comparative analysis of the concepts of "competence" and "competency" is given. The structure of communicative competence of future doctors is determined. Emphasis is placed on the flexibility of communication, empathy, reflectivity, communication skills and more. It is proved that communicative competence is one of the main priorities of modern quality education and one of the important components of the professional culture of doctors. The principles and approaches that form the basis for the formation of communicative competence of future doctors are formulated. The main directions of formation of communicative competence in institutions of higher medical education are considered. The issue of communicative competence is raised by philosophers, psychologists, teachers, scientists-doctors. Their research proves the need to develop the communicative competence of each individual in both social and professional spheres. The severity of the problem of formation of communicative competence in the field of communicative training of medical workers is determined by the social order, which has a clearly defined legal framework: "National Doctrine of Education of Ukraine in the XXIcentury", Law of Ukraine "On Education", "Law of Ukraine on Higher Education", etc. Official government documents state that one of the priority areas of reforming modern higher education is to train highly qualified personnel capable of creative work and professional development, who are able to effectively solve acute medical problems at a high professional and ethical level in today's difficult conditions. This is due to increased requirements for professional and personal qualities of future health workers. The key role in the implementation of these ideas belongs to the institutions of higher medical education, because it is here that the professional thinking, communicative competence and skill of the future doctor at the stage of professional training are formed. ; Стаття присвячена проблемі формування комунікативної компетентності майбутніх медичних працівників. На основі аналізу сучасної наукової літератури проаналізовано різні підходи до визначення та інтерпретації сутності феномену «комунікативна компетентність майбутніх лікарів». У статті розглянуто різні підходи до визначення сутності понять «компетенція», «компетентність», «культурологічна компетентність». Подано порівняльний аналіз понять «компетентність» і «компетенція». Визначено структуру комунікативної компетентності майбутніх лікарів. Акцентовано увагу на гнучкості спілкування, емпатійності, рефлективності, комунікативних уміннях тощо. Доведено, що комунікативна компетентність є одним із основних пріоритетів сучасної якісної освіти та однією із важливих складових професійної культури лікарів. Сформульовано принципи та підходи, які покладено в основу формування комунікативної компетентності майбутніх лікарів. Розглянуто основні напрямки формування комунікативної компетентності в закладах вищої медичної освіти. Питання комунікативної компетентності порушено філософами, психологами, педагогами, вченими-лікарями. У їхніх дослідженнях доведено необхідність розвитку комунікативної компетентності кожної особистості як у соціальній, так і професійній сферах. Гострота проблеми формування комунікативної компетентності в царині комунікативної підготовки працівників медичної сфери визначена соціальним замовленням, яке має чітко окреслену законодавчу базу: «Національна доктрина розвитку освіти України у ХХІ столітті», Закон України «Про освіту», Закон України «Про вищу освіту» та ін. В офіційних урядових документах зазначається, що одним із пріоритетних напрямків реформування сучасної вищої освіти є підготовка висококваліфікованих кадрів, здатних до творчої праці та професійного розвитку, які вміють на високому професійно-етичному рівні у складних умовах сьогодення ефективно вирішувати гострі проблеми медичної галузі. Цим зумовлено підвищення вимог до професійних та особистісних якостей майбутніх медичних працівників. The article deals with issues related to the definition of professional and leisure competencies, the need to create a leisure environment in a higher education institution as an important factor in the formation of professional competencies of future educators. The content and methods, essence and technologies, functions and role of leisure activities for self-realization of personality research of scientists (I.Biletska, I.Boichev, V.Bochelyuk, N.Huziy, N.Maksimvska, B.Naboka, I.Petrova, I.Sidor, O.Tadeusz, B.Titov) are described in the article. The purpose of the study is to analyze the peculiarities of the organization of leisure activities in a higher pedagogical institution, the result of which is the successful socialization of the student's personality and the formation of leisure competence in future teachers. Professional leisure competence of the teacher is a specific professional and personal education, which provides productive pedagogical activity in the field of cultural and educational leisure and recreation, promotes the successful realization of educational tasks, allows effective use of artistic and creative forms and specific methods of teaching and upbringing in pedagogically organized leisure and form a certain integrated professional competence system of teacher who organizes cultural and leisure activities and recreation; and also ensure that future professionals are prepared for successful cultural and educational activities. Thus, the social state of society, the task of building a democratic state and the civil society creation encourage the educational process to be improved. Vocational training for future educators has potential reserves for a more effective formation of readiness to organize leisure activities. Essence and structure of concept «Law competence» are examined in the article. The components of law competence are outlined, in particular: value-orientation, communicative competence. The level of legal competence is shown, namely the everyday level (primary) that appears in the actions, actions in accordance with the logics of their legal competence, the practical application of knowledge in the law space and theoretical level. The conditions of formation of legal competence of the future specialist are the priority values, motivational guidelines, the law culture of the state, the level of law education of students, legality and law and order in the sphere of social environment of the individual. Such key qualities that belong to legal competence are highlighted: adaptive (that allows to adapt in certain legal space); communication (process matching matters of professional activity with existing legislation and law); law (impotent operate law categories); socio-cultural (knowledge of the history of consciousness, law, laws of their development, links with other forms of public consciousness, peculiarities of functioning); predictive (ability to foresee the development of a specific situation, see the problems that occur, the consequences, and finding them the right decision from the point of view of legislation). The purpose of the research is to identify and analyze the main components of effective management of project activity as a unique generator of the competitiveness of management of socio-cultural industries that can ensure the implementation and high level of viability of socio-cultural projects in the conditions of globalization. The methodological basis of the study is the dialectic principle of cognition, the systematic approach and the most important provisions of the theory and practice of management. The general scientific and interdisciplinary methods of research are used, in particular, abstract-logical, modeling and sociocultural. Scientific novelty consists in the application of cultural and psychological approaches to the substantiation of a holistic system of necessary qualities, features of the functioning and implementation of project management, subjective factors of efficiency, which play an essential role in shaping its competitiveness. The article is devoted to the improvement of administrative and legal support of the competence of civil-military administrations. The Institute of Civil-Military Administrations is an effective tool for ensuring management in territories affected by the consequences of military operations, and requires constant improvement of its activities and legal support. A significant role in the structure of legal support for the activities of civil-military administrations is played by acts of administrative law, which makes it necessary to determine the understanding of the competence of civil-military administrations. Competence is considered as a set of rights and obligations of civil military administrations, which are an inte-gral category of "authority". The competence of civil-military administrations is presented as a combination of the following areas of activity: 1) competence in the field of planning and socio-economic development; 2) competence in the field of budget and finance; 3) competence in the field of property management; 4) competence in the field of urban planning, housing and communal services, trade, consumer services, transport, communications and telecommunications; 5) competence in the field of education, health, culture, physical education and sports and social protection of the population; 6) competence in the field of regulation of land relations, environmental protection and historical or cultural monuments; 7) competence in the field of defense, national security and defense; 8) competence to ensure the rule of law, law and order, protection of the rights, freedoms and legitimate interests of citizens; 9) competence in solving organizational and representative issues in the field of administrative-territorial structure.The author substantiates that the consolidation of this competence in acts of administrative legislation is characterized by a certain inconsistency and gaps. Such gaps should be addressed by supplementing the Law of Ukraine "On Civil-Military Administrations" with a number of banquet rules referring to the norms of the Laws of Ukraine "On Local Self-Government in Ukraine" and "On Local State Administrations". ; Стаття присвячена питанням удосконалення адміністративно-правового забезпечення компетенції військово-цивільних адміністрацій. Інститут військово-цивільних адміністрацій є дієвим інструментом забезпечення управління на територіях, що постраждали і страждають від наслідків ведення бойових дій, і потребує постійного вдосконалення своєї діяльності і правового забезпечення. Найвагомішу роль у структурі правового забезпечення діяльності військово-цивільних адміністрацій відіграють акти адміністративного права, що зумовлює необхідність визначитися з розумінням компетенції військово-цивільних адміністрацій. Компетенція розглядається як сукупність прав і обов'язків військово-цивільних адміністрацій, які є складовою частиною категорії «повноваження». Компетенцію військово-цивільних адміністрацій представлено як сукупність таких напрямів діяльності: 1) компетенція у сфері планування і соціально-економічного розвитку; 2) компетенція у сфері бюджету та фінансів; 3) компетенція у сфері управління майном; 4) компетенція у сфері містобудування, житлово-комунального господарства, торгівлі, побутового обслуговування, транспорту, зв'язку і телекомунікацій; 5) компетенція у сфері освіти, охорони здоров'я, культури, фізкультури і спорту, соціального захисту населення; 6) компетенція у сфері регулювання земельних відносин, охорони довкілля та пам'яток історії або культури; 7) компетенція у сфері оборони, національної безпеки та цивільного захисту; 8) компетенція щодо забезпечення законності, правопорядку, охорони прав, свобод і законних інтересів громадян; 9) компетенція щодо вирішення організаційно-представницьких питань та у сфері адміністративно-територіального устрою. Автор обґрунтовує, що закріплення вказаної компетенції в актах адміністративного законодавства характеризується певною суперечливістю і прогалинами. Такі прогалини мають бути усунені шляхом доповнення Закону України «Про військово-цивільні адміністрації» низкою бланкетних норм, які відсилають до норм законів України «Про місцеве самоврядування в Україні» та «Про місцеві державні адміністрації».
Problem setting. Conservation of the cultural heritage is one of the priority tasks of state and local authorities. We can observe ineffectiveness of the legal regulations, certain lack of funding for sites maintenance in the sphere of cultural heritage. Successful heritage management system depends on the political, social, institutional and economic context. This paper aims at exploring the successful international practices in the field of cultural heritage policy, which can improve efficiency of the cultural heritage management system in Ukraine, implement innovative mechanisms in cultural resources management and use additional funding sources for programs and projects from special funds and involvement of public-private partnership tools. Another important question is relationship between state and local authorities in foreign countries, distribution of their functions, responsibilities and funding.Recent research and publications analysis. Certain aspects of state policy implementation in the field of cultural heritage protection were researched by Ukrainian scientists, such as: L. Prokopenko, K. Hevel, T. Katarhina, V. Kholodok and others. Cultural heritage policy integrated studies and monitoring are carried out by international organizations, such as: UNESCO, ICOMOS, the Council of Europe. Information systems HEREIN (European Cultural Heritage Information Network) and The Compendium of Cultural Policies and Trend are also functioning successfully.Highlighting previously unsettled parts of the general problem. The successful international practices of the power distribution between state authorities and non-governmental organizations and attraction of new sources of funding for the preservation of cultural heritage are important issues for further detailed analysis.Paper main body. In the world practice there are different forms of cultural heritage management: state, private and trust. The system of public institutions is in charge of the state policy formation and implementation in the spheres of culture and arts, cultural heritage protection, distribution of their remit. Their responsibilities and financing depend on functions, cultural policy priorities (national / state policy) and public administration system. Normally, the constituent regions of federal states have more powers in heritage management than central executive body. Moreover, there are countries without central Ministry with cultural competence and different regional Ministries (Regions and Community in Belgium) that are supposed to manage heritage.System of public administration affects approaches to financing in the sphere of cultural heritage in different countries. Cultural funding can be provided through direct funding, targeted transfers to regional budgets, from budgets of different levels, job creation, legal base formation, etc. Budget financing is one of the main forms of support of the heritage protection system. Public funding is inadequate, in particular in countries with rich cultural heritage or in those in transition. Financial incentives should be shifted to the private and public sectors or individuals.Grant aid is available not only from state level, but also from public and private organizations. The Heritage Lottery Fund, The National Trust, the Architectural Heritage Fund and Historic England are examples of funding organisations in England. There are organizations which range in sizes and functions and operate at national or local levels. The Historic Savannah Foundation is a local, private, nonprofit, preservation organization set up to preserve buildings, squares in the city of Savannah (state of Georgia, USA).Tax incentives is a good mechanisms in which governments can encourage private and public sectors to invest in heritage protection. These may take the form of tax relief to private individuals or businesses, income tax credits for conservation work, tax deductions etc. This paper aims to research the examples of good practice that provides in different countries.Conclusions of the research and prospects for further studies. Consequently, good foreign practices in the sphere of cultural heritage protection are important for Ukraine. Those practices allow state authorities and non-governmental organizations better distribute their functions, involve more parties in order to protect the nation's heritage and engage them into law and policy-making process that affects heritage sites (associations of owners of heritage objects, volunteer organizations, trusts, funds, etc.) and creates favorable conditions for the investment in the cultural heritage preservation initiatives (tax incetieves). ; Розглянуто сучасний стан реалізації державної політики у сфері культурної спадщини у зарубіжних країнах. У дослідженні з урахуванням теоретичних та емпіричних методів теоретично обґрунтовано й розроблено науково-методичне забезпечення процесу формування мовленнєвої компетентності майбутніх фахівців з журналістики в умовах закладу фахової передвищої освіти. Проведений аналіз і узагальнення наукових джерел дозволило окреслити досвід підготовки фахівця як культуромовної особистості фахівця в педагогічній теорії і практиці. Виявлено стан розроблення досліджуваної проблеми шляхом виокремлення й аналізу таких взаємопов'язаних складових: міжнародні та загальнодержавні, законодавчі документи щодо інформаційної безпеки, функціонування державної мови в масмедіа, медіа та інформаційної грамотності; теоретичні та практичні аспекти професійної підготовки, професійної компетентності фахівців із журналістики, видавничо-поліграфічної справи і редагування, в т.ч. у коледжах; специфіка мовнокомунікативної, мовленнєвої компетентності фахівців та формування означеної якості в межах професійної підготовки. Констатуємо становлення міждисциплінарного дискурсу, що дозволяє увиразнити зміст мовленнєвої компетентності, обґрунтувати теоретичні та методичні основи формування мовленнєвої компетентності майбутніх молодших спеціалістів з журналістики у процесі професійної підготовки. На основі термінологічного аналізу ключових понять дослідження («журналіст», «редактор», «професійне мовлення», «професійна компетентність», «мовленнєва компетентність», «мовленнєва компетенція» та ін.), з урахуванням аналізу стану професійної підготовки майбутніх молодших спеціалістів з журналістики в коледжах у контексті формування мовленнєвої компетентності уточнено сутність поняття «мовленнєва компетентність майбутніх молодших спеціалістів з журналістики» як вагомий складник професійної компетентності, інтегративну професійну якість особистості, що характеризується наявністю стійких мотивів, прагненням до мовленнєвого розвитку і саморозвитку, наявністю мовно-мовленнєвих знань, мовленнєвих умінь, здібностей, важливих для здійснення мовнокомунікативної взаємодії з учасниками редакційно-видавничого та медійного процесу. Поняття «формування мовленнєвої компетентності майбутніх фахівців з журналістики» уточнено як цілісний компетентнісно орієнтований освітній процес, що відбувається з урахуванням низки наукових підходів і принципів, спрямований на формування мотивації, мовно-мовленнєвих знань, умінь і навичок українськомовного спілкування, а його результатом є позитивна динаміка у формуванні мовленнєвої компетентності майбутніх фахівців, новий якісний стан, що забезпечує ефективне виконання професійної діяльності (створення, редагування, просування українськомовного медійного та інформаційного продукту, здійснення медійної комунікації, спілкування з автором/замовником). На основі системно-структурного аналізу розкрито змістове наповнення мовленнєвої компетентності майбутнього фахівця з журналістики: мовний, соціокультурний, прагматичний (комунікативно-стратегічний), інфомедійний складники. Обґрунтовано структуру мовленнєвої компетентності майбутніх молодших спеціалістів з журналістики в єдності компонентів: мотиваційно-особистісного (шанобливе ставлення до української мови, бажання вдосконалювати власне мовлення; прагнення/здатність до мовленнєвого розвитку і саморозвитку, емпатія, рефлексія); мовленнєво-когнітивного (володіння нормами літературної мови (орфоепічними, акцентологічними, орфографічними, лексико-фразеологічними, граматичними, стилістичними), фаховою термінологією, етикою професійного спілкування); мовленнєво-поведінкового (сформовані мовнокомунікативні, текстово-жанрові, стилістично-редакторські, мовленнєво-риторичні, інфомедійні уміння як підґрунтя для здійснення редакційно-видавничої та медійної діяльності). На основі аналізу наукових джерел, вивчення специфіки професійної діяльності і підготовки схарактеризовано положення особистісно-розвивального, системного, культурологічного, компетентнісного, текстового, аксіологічного наукових підходів щодо формування мовленнєвої компетентності майбутніх фахівців з журналістики у процесі професійної підготовки. Визначено, що в основу організації означеного процесу доцільно покласти загальнодидактичні (цілісності; системності; систематичності та послідовності навчання; наступності, зв'язку навчання з практикою; особистісного розвитку; проблемності змісту навчання, поєднання індивідуальних, групових і колективних форм навчання; міждисциплінарних зв'язків) та специфічні принципи (студентоцентризму, навчання на мовленнєвих взірцях, мовленнєвої практики, комунікативності, партнерської взаємодії; функційно-комунікативної спрямованості навчання; інформаційної екології). Обґрунтовано педагогічні умови формування мовленнєвої компетентності майбутніх фахівців з журналістики: оновлення змісту дисциплін мовно-літературного, професійно-практичного циклу на основі міждисциплінарних зв'язків; упровадження інтерактивних форм і методів з метою стимулювання позитивної мотивації до мовленнєвого розвитку і саморозвитку; моделювання професійних ситуацій для активізації мовнокомунікативної взаємодії з учасниками редакційно-видавничого та медійного процесу; залучення студентів до активного інформаційно-розвивального освітнього середовища з метою створення авторських медійних та інформаційних продуктів. ; The main scientific results on the topic: The problem of formation of speech competence of future junior specialists in journalism in the process of professional training is generalized and practically solved in the dissertation, basing on the analysis of theory and study of empirical experience. The state of elaboration of the problem of the future junior journalism specialists' speech competence formation is revealed. The use of structural and logical analysis allowed to summarize international and national legislative and regulatory documents on information security and the functioning of the state language in mass media, higher education, journalistic standards, key competencies of specialists, including specialty 061 Journalism («Publishing and Editing»); to study the elements of Ukrainian and foreign experience regarding the specifics of the professional activity of media specialists, the formation of linguistic-communicative, speech competence of specialists of various specializations, including in colleges; professional training of future junior specialists in journalism in the context of formation of speech competence; to distinguish interdisciplinary discourse, which allows to emphasize the absence of speech competence, to substantiate the theoretical and methodological foundations of professional speech training of such specialists. According to the results of terminological and structural-logical analysis of key research concepts («speech», «journalist», «editor», «professional competence», «speech competence» etc.) and generalization of requirements for the professional training of future journalism specialists the essence of the concept of «speech competence of future junior journalism specialists» is clarified as an important component of professional competence, integrative professional quality of personality, characterized by the presence of stable motives, desire for speech development and self-development, the presence of language and speech knowledge, speech skills, abilities, important for the implementation of language communication with participants in the editorial, publishing and media process. The concept of «formation of speech competence of future junior specialists in journalism» is specified as a holistic competence-oriented educational process in the interconnection of educational, research and practical components, aimed at forming positive motivation, language and speech skills, skills and abilities of Ukrainian-language effective communication, which provides the effective performance of professional activity (creation, editing, promotion of Ukrainian-language media/information product, communication with the author/ customer, etc.), and the result is a positive dynamics of the levels of formation of speech competence of future professionals. The content of the speech competence of the future junior specialist in journalism (its language, socio-cultural, pragmatic (communicative-strategic), info-media components) is revealed, basing on the system-structural analysis. The component structure of speech competence of future junior specialists in journalism is substantiated in the unity of components: motivational-personal (respectful attitude to the Ukrainian language, desire to improve one's own speech; desire/ability to speech development and self-development, empathy, reflection); speech-cognitive (knowledge of linguistic literary norms (orthoepic, accentological, orthographic, lexical-phraseological, grammatical, stylistic), system of knowledge about the peculiarities of professional communication); speech-behavioural (formed language-communicative, text-genre, stylistic-editorial, speech-rhetorical, info-media skills as a basis for editorial-publishing and media activities). Based on the analysis of scientific sources, study of the specifics of professional activity and training, the position of personal-developmental, systemic, culturological, competence, textual, axiological scientific approaches to the formation of speech competence of future junior specialists in journalism in the training process is characterized. It is determined that the organization of this process should be based on general didactic (integrity; system; systematic and consistent learning; continuity, connection of learning with practice; personal development; problems of the content of education, a combination of individual, group and collective forms of education; interdisciplinary integration) and specific principles (student-centeredness, learning using speech patterns, speech practice, communication, partnership; functional and communicative orientation of education; information ecology). The pedagogical conditions are substantiated: updating of the maintenance of educational-research and practical preparation on the basis of interdisciplinary communications; introduction of interactive forms and methods in order to stimulate positive motivation of young people to improve their own speech and self-education; modelling of professional-imitation situations for the purpose of activation of speech-communicative interaction with participants of editorial-publishing and media process; involvement of students in an active information and developmental educational environment in order to create author's media / information products.
