In this article the empirical relevance of deep integration in trade agreements will be analysed based on two case studies. First, South Africa's position on the Economic Partnership Agreements with the European Union will be reconstructed. Secondly, Costa Rica's take on the Dominican Republic-Central American Free Trade Agreement (DR-CAFTA) with the United States will be documented by looking at the corresponding domestic debates. The reasons for opposing deep integration issues will be explained by looking at three theoretical explanations: the political economy of the deep integration impacts, the requirements of regulatory institutions and change in global power structures. "Der vorliegende Beitrag stellt ein Forschungsdesign zur Rekonstruktion unterschiedlicher Entwicklungspfade hinsichtlich der Dimensionen Autonomie und Relationalität vor. Es handelt sich um eine an der Universität Mainz und Universität Osnabrück durchgeführte Längsschnittstudie über insgesamt 28 Jahre, die unterschiedliche Methoden und Daten systematisch integriert, um der Komplexität dieser Forschungsfrage möglichst gerecht zu werden. Die Studie setzt sich aus einer Sekundäranalyse verschiedener Datensätze einer früheren Längsschnittsuntersuchung und einer neuen Datenerhebung mit dem reaktivierten Sample zusammen. The rather hesitant acceptance by the citizens of the European Union of the results of the Maastricht treaty has had a deep impact on the negotiations of the Intergovernmental Conference on revision of the EU treaty, ending in June 1997 in Amsterdam. Many observers discovered among the decision- & opinionmakers -- especially among the Germans -- an at least rhetorically altered attitude towards the institutional reform of the EU & the ultimate target -- the finalite politique -- of integration. In spite of those skeptical positions of interested parties, however, both the features of the EU treaties & their implementation through secondary legislation indicate that the long-term macropolitical integration trends continue to exist in the mid of the 1990s. 1 Graph. Why would countries without a membership perspective seek legally binding sectoral integration into the EU's internal market? While EU candidate countries are obliged to adopt the "acquis" before accessing the EU, I argue that countries with no or only a vague membership perspective -- ie., countries where the EU cannot apply the "conditionality" -- approach (eg., ENP countries) -- aim at deeper, ie., legally binding, sectoral integration with the EU because they are either eager to demonstrate their capability & potential to become part of the Club, they seek greater independence from a regional hegemon or they envisage significant economic gains as common norms, rules & standards are likely to increase economic exchange with the EU. This article conceptualizes the above mentioned research question taking the EU external energy policy as an example. This policy is not only characterized by a high regulative density, but in particular by a specific legal instrument to export EU law to non-EU member countries, ie., the European Energy Community. In diesem Working Paper wird der Stand des Wissens über die Wirkungskanäle und wirtschaftlichen Effekte des europäischen Integrationsprozesses rekonstruiert, dieses wird einer kritischen Sichtung unterzogen, und es werden Schlussfolgerungen für die weitere Forschung und Theoriebildung gewonnen. Die empirischen Befunde aus fünfzig Jahren Integrationsforschung werden zusammengefasst und den politisch definierten Projekten wirtschaftlicher Integration sowie den jeweils vorherrschenden integrationstheoretischen Modellen und Simulationen gegenübergestellt. Der Nachweis wirtschaftlicher Effekte der europäischen Integration ist bisher nur für wenige Dimensionen und nur in wenigen Fällen überzeugend geführt worden. Relativ gesichert ist das Wissen über Handels- und Investitionseffekte. Darüber hinaus sind die von der ökonomischen Integrationstheorie postulierten Wirkungskanäle weitgehend nicht belegt, und es gibt eine Reihe von empirischen Evidenzen, die Zweifel an deren Validität aufkommen lassen. Fast vollständig vernachlässigt worden sind die Wirkungen politischer Steuerung, monetärer Transfers und Verteilungsfragen insgesamt. Weder ein einmaliger noch ein dauerhafter Wachstumseffekt der europäischen Integration kann als gesichert nachgewiesen betrachtet werden. Das üblicherweise mit dem Binnenmarkt-Projekt verbundene Bild eines Liberalisierungs-big-bang ist von der Wirkungsseite her eindeutig falsch. Die integrationstheoretischen Modellen und Simulationen haben einen Prozess suggeriert, wie er weder in Wirkungstiefe und -breite noch in Art der Dynamik stattgefunden hat. Das Gesamtbild, das sich abzeichnet, ist eines verschiedener sich überlappender, sich gegenseitig verstärkender oder konterkarierender integrationsinduzierter Prozesse und Strukturen, die unterschiedliche Nettoeffekte auf Wachstum und Konvergenz der beteiligten Länder hatten. ; What do we really know about the economic impact of European integration? This working paper reviews and critically analyzes the literature addressing this question and draws conclusions about where research and theoretical developments in this area can go in the future. The empirical findings of fifty years of research on European integration are summarized and contrasted with policymakers' plans for economic integration and with the theoretical models of integration and empirical simulations that have been at the forefront of scholarly debate over the years. European integration's economic impact has been convincingly proven only for a few particular aspects and in a few particular cases. The knowledge about its impact on trade and investments, for example, is based on relatively sound findings. However, there is little evidence supporting the channels of impact suggested by economic integration theory. In fact, there is evidence that casts doubt on the validity of traditional integration theory altogether. The effects of supranational intervention policies and of monetary transfers have been neglected almost entirely, as has the whole issue of the distribution of integration gains. There is no convincing empirical evidence of European integration having led to either short-term or sustained economic growth effects. A closer look at the impact of the European Single Market project shows that the widespread notion of a 'big bang' of liberalization is definitely inaccurate. Theoretical models and empirical simulations projected a process whose impact would be broad, deep, and dynamic, but its actual impact was not that great. What really happened? European integration has led to many overlapping processes and structures that either give each other momentum or impede each other, and whose net impact on growth and convergence has varied from country to country.

Im vorliegenden Beitrag wird untersucht, welche Rolle die Innovations- und Technologiepolitik im Rahmen einer modernen Industriepolitik spielen kann und welche Erkenntnisse über eine erfolgreiche Integration vorliegen. Die systemische Innovationspolitik ist wesentlicher Bestandteil einer modernen Industriepolitik. Dies zeigt sich durch eine Modifizierung der Rolle der Politik, der Aufstellung zentraler Designprinzipien bei der Ausgestaltung von Programmen und einer Vergrößerung der Instrumenten-Toolbox. Historische Beispiele für die Biotechnologie in den USA und der Software-Industrie in Israel verdeutlichen, dass die Kombination von innovations- und industriepolitischen Maßnahmen zu einer erfolgreichen Entwicklung des Innovationssystems beigetragen hat. In den hier gewählten Beispielen aus der europäischen Förderpolitik finden sich eine Verknüpfung von Industrie- und Innovationspolitik mit Wettbewerbs- und Bildungspolitik sowie der Einsatz von nachfrageorientierten Maßnahmen. Deren Verständnis kann helfen, neue Entwicklungen (wie Industrie 4.0) zu adressieren, die auch für die deutsche Industrie sehr relevant sind. ; In this article, we analyze the role of innovation and technology policy in concepts of modern industrial policy and present current insights about its successful integration. The systemic innovation policy contributes substantially to the conception of a modern industrial policy. This is reflected by a modification of the role of policy, the provision of key design principles for public policy and the higher diversification of policy tools. Past examples of biotechnology in the US and the software industry illustrate the combination of innovation policy and industrial policy measures in conjunction led to the successful development of the innovation system and thus the industry. In selected recent examples of the policy in the European Union, we observe a combination of industrial strength/innovation policy with competition and educational policy as well as demand-side measures. A deeper understanding of them can help to address new developments such as advanced manufacturing, which are also of high importance for the German industry.

Die Suche nach einer neuen Strategie der Integration von Entwicklungsländern in die Weltwirtschaft ist in das Zentrum der Forschungsbestrebungen gerückt, und die Erklärungen für das weitgehende Scheitern sowohl der realwirtschaftlichen als auch der Währungsintegration zwischen Entwicklungsländern sind vielfältig. Vor dem Hintergrund der spätestens seit der Gründung des NAFTA angebrochenen neuen Wirtschaftsordnung, in der Regionalisierung, Globalisierung und Multilateralismus nebeneinander bestehen, zeichnet sich eine neue Diskussion über die Opportunität von Wirtschaftszusammenschlüssen und deren Wohlfahrtswirkungen ab. Die vorliegende Arbeit beinhaltet als ersten Schwerpunkt eine makroökonomische Bestandsaufnahme der Integrationsfortschritte im Rahmen der Wirtschafts- und Währungsintegration in der Region Westafrika bei gleichzeitiger Berücksichtigung von Besonderheiten der Wirtschaftsstruktur der westafrikanischen Länder. Die spezielle Untersuchung des außenwirtschaftlichen Aspektes des informellen Sektors und die Erforschung der Interdependenzen zwischen diesem und dem formellen Integrationsprozeß stellt einen zweiten Schwerpunkt dieser Arbeit dar. Die Berücksichtigung der im westafrikanischen Raum identifizierten Besonderheiten des Integrationsprozesses, und insbesondere der informellen Aktivitäten durch die offizielle Politik, verspricht eine bessere Anpassung der staatlichen Integrationspolitik an die tatsächlichen Gegebenheiten. Für die Frage des Überganges zu einer verstärkten Integration werden Maßnahmen aufgeführt, die zunächst die nationalen Volkswirtschaften betreffen. Die Frage, ob im Zuge der Globalisierung eher die Regionalisierung zu bevorzugen ist, stellt sich für die westafrikanischen Länder auf der Exportseite zur Zeit nicht, weil sie mit Primärgütern und über Abkommen hauptsächlich mit der EU bereits am Globalisierungsprozeß teilnehmen, diese Güter aber kaum zur Veränderung der Handels- und Wirtschaftsstruktur beitragen können. Auf der Importseite ist die Region ein Beispiel für den Fall einer kleinen offenen Volkswirtschaft mit Devisenknappheit und der Nachfrage nach Investitionsgütern und industriellen Konsumgütern. ; The definition of a new strategy for the integration of the developing countries in the world economy is one of the main research questions and there are many explanations for the failing of the real economy as well as the monetary integration between developing countries. On the background of the new economic order since NAFTA, in which regionalism, globalisation and multilateralism exist side by side, there seems to be an upcoming discussion about the opportunity of economic mergers and their welfare implications. The first emphasis of this thesis is to draw up a macroeconomic assessment of the progress in economic and monetary integration in the west african region, by taking into account the peculiriaties of the economic structure in the west african countries. The specific investigation into the international aspect of the informal sector and the interdependence between this and the formal integration process is a second emphasis of this research. The consideration by t! he official politics of the peculiarities identified in relation to the integration process in Westafrica and especially of the informal activities, is likely to bring a better adaptation for the governmental integration policy to the realities. Answering the question of the steps for a deeper integration includes the presentation of measures first to be taken in relation to the national economies. The question whether regionalism is to be preferred against the background of globalisation is not yet relevant for the west african countries on the export side, because they are already part of this globalisation process with their primary goods exports and the trade agreements with the EU. These goods exports aren´t able to significantly change the existing trade and economic structures. On the import side, the region is a good example for a small open economy with currency restrictions and a demand for industrial equipment and consumption goods.

Bereits mit die Gründung der Europäischen Gemeinschaft für Kohle und Stahl hatte einen Einfluss auf Außenbeziehungen. Ein Zusammenschluss zwischen einigen der potentesten Ökonomien in einer wirtschaftlichen Allianz, zieht in einer globalisierten Welt Folgen nach sich. Mit der Europäischen Integration im Allgemeinen entwickelten sich auch gemeinsame Außenbeziehungen. Welche wiederum Einfluss auf die Integration hatten.Diese Arbeit zielt darauf ab jene Interaktion zwischen der Europäischen Union und ihren Vorgängerinnen mit dem Mitgliedstaaten des Kooperationsrat der Arabischen Staaten des Golfes zu analysieren.Diese Beziehungen waren vor allem wirtschaftlicher Natur, da Erdölhandel das Hauptinteresse der Europäer war. In den Beziehungen zu den Staaten des Arabischen Golfs gab es drei zentrale Ereignisse. Zuerst entstand 1956 die Suezkrise und später die beiden Ölkrisen der 1970er Jahre. Alle drei stellten die Europäische Gemeinschaft vor Herausforderungen. Es tun sich jedoch deutliche Unterschiede in der Art wie mit ihnen umgegangen wurde auf. Da die Europäische Integration ein Prozess ist, so trifft dies auch auf die Entwicklung gemeinsamer Außenbeziehungen zu. Daher werden auch Zeiten, in denen der Arabische Golf nicht im Zentrum europäischer Aufmerksamkeit stand, behandelt. Diese Arbeit analysiert wie Europa auf Einflüsse aus Drittstaaten reagiert hat und wie sich diese Einflüsse auf die Europäische Integration auswirkten. So wird gezeigt wie die Interaktionen zwischen Europa und Drittstaaten durchgeführt wurden, ob gemeinsame Positionen gefunden werden konnten und wie die Europäische Integration von Außen beeinflusst wurde. Dies wird ein tieferes Verständnis darüber geben, wie Gemeinsame Europäische Außenbeziehungen funktionieren und was getan werden muss um diese zu erreichen. ; Already with its foundation in 1951 the European Coal and Steel Community had an impact on foreign relations. The institutionalized cooperation of some of the world's most potent economies in an economic alliance had an impact on an already globalized world. Along European Integration in general also common foreign relations where furthered. But in turn relations with third states also affected the integration.This paper aims to analyze the interactions between the European Union and its predecessors with the Members of the Cooperation Council for the Arab States of the Gulf.Largely these interactions were economical, due to oil trade being the main concern for the Europeans in this region. Three major events in the foreign relations between Europe and the States of the Arabian Gulf have to be considered: First the Suez Crisis in 1956, and later the two so-called ?Oil-Crises? of the 1970s. All three of them presented challenges to the European Community, but were dealt with quite differently. But as European Integration is a process, so is the development of common European foreign relations. Thus also at times when the Arabian Gulf was not a primary focus of European Foreign Relations, one has to look at the development of mutual relations. This paper analyzes how Europe reacted towards foreign influences in the Arab World and how these influences had an effect on European Integration. It will be investigated how interactions between Europe and third states have been organized, if and how common European positions could be achieved and how European Integrations was influenced form abroad.
