The article is devoted to the study of the battle history of the new town of Oster and the topography of its fortifications. The fortress of Oster originated in the 11th century on the bank of the river of the same name, at its confluence with the river Desna, in the 12th c. settlement already had three lines of fortifications, the remains of which remained until the mid-20th century. In the 60's 16th c. Oster Castle and the surrounding settlements were rebuilt in a new location due to the displacement of the Desna River bed. At that time, Oster was the castle of the Commonwealth on the border with the Grand Duchy of Moscow. Based on the descriptions of the 16th and 17th centuries, the author reconstructed the location of the castle of new Oster. After the town and the castle were burned down by the Muscovites in 1616, the Osterian governor Remigian Zaleski began to rebuild the settlement near the old hillfort.However, the government of the Polish-Lithuanian Commonwealth did not support this project, and ordered the castle to be rebuilt on the site of New Oster so that the local garrison could control traffic along the Desna River. In order to attract people to the town and improve its economic status, in 1628 the Polish-Lithuanian Commonwealth government released the residents of new Oster from paying taxes, first for 8 years and then for another 6 years. As a result, the settlement has grown significantly. In the mid-17th century. New Oster had a castle, fortified with wooden walls and towers, and two lines of defensive fortifications around the town. Fortifications defended the city from the east, on the other hand the city had a natural protection – the Popivka and Desna rivers and Lake Desnishche.During the Russo-Ukrainian War of 1668, fortifications were built along the river Popivka, which were to defense the town from the castle occupied by Moscow soldiers. There is a tendency among non-historians to force «practioners» of the discipline to justify why the study of a particular episode of the past is so important and to articulate the lessons to be learned from the experience. The fate of international constitutions and treaties is particularly prone to demands of this kind. After all, «constitutional borrowing» has long been a common feature of international law and politics. This article will address one such Treaty from the past. But it does not aspire to preserving its historical integrity; rather to awaken interest in it in the first place. The European Defence Community (EDC) was an ambitious initiative in the first years of the 1950s. Leading European countries had different foreign policy agendas towards it. The EDC. could have been a crucial milestone on the long path towards European integration. European Defense Community (EDC), an abortive attempt by western European powers, with United States support, to counterbalance the overwhelming conventional military ascendancy of the Soviet Union in Europe by the formation of a supranational European army and, in the process, to subsume West German forces into a European force, avoiding the tendentious problem of West German rearmament.One can trace the U.S. influence from the very first stages of the EDC. negotiations. Even in the agreement of the EDC., the footprints of U.S. policies can be observed, bringing the NATO Alliance to the forefront. The EDC. is also interrelated with the Marshall Plan, which leads us to think that the EDC. was not solely a European dream as has been widely argued, but rather an instrument of U.S. foreign policy, which could be resorted to as and when needed. Influenced by the Korean War, the French politician René Pleven evolved a plan that later was put forward by the French foreign minister Robert Schuman at a meeting of the Council of Europe in 1951. Though the weaker members of the North Atlantic Treaty Organization (NATO) were keen, the Scandinavians were cool toward the idea, and opinion in France and Italy was divided. A treaty was actually concluded in Paris in 1952, but tension between eastern and western Europe lessened, and by 1954 the necessity for the EDC seemed also to diminish. However, the failure to ratify its agreement by the French Parliament in 1954 left this project of defence integration stillborn – but paved the way for another solution for the rearmament of Germany: the Western European Union (WEU), as a sub-group of NATO.Nevertheless, the dormant ideal, to contribute to a "European Army" later became one of the ultimate goals of the European Union. ; Исследуются вопросы, связанные со становлением европейской интеграции в оборонной сфере. The article analyzes weaknesses in the system of public defence procurement that relative to vulnerability to corruption risks. Determined that the main principles for the most effective organization and conduction of procurement are: integrity; transparency; accessibility; supervision, control and accoutibility, which in the complex will strengthen the stability of this area to any risks, including corruption. It also suggests possible ways to efficient using these principles in the current practice of implementing the public defence procurement system by changing the approaches to implementing the system and legislative changes.
У статті розглянуті питання щодо можливого розвитку воєнно-політичної обстановки на сході нашої держави та зроблено відповідні висновки стосовно підготовки та ведення першої оборонної операції силами оборони. Ураховуючи, що в даний період розвитку воєнного мистецтва існує тенденція широкого впровадження безпілотних літальних апаратів розвідувального й ударного призначення під час ведення бойових дій, авторами обґрунтовані пропозиції щодо доцільності вдосконалення систем побудови оборони шляхом введення до їхнього складу системи боротьби з безпілотними літальними апаратами.На основі оцінювання сучасних воєнних конфліктів та досвіду застосування військ в антитерористичній операції і операції Об'єднаних сил із застосуванням загальнонаукових методів аналізу та синтезу визначені особливості та основні тенденції розвитку видів оборони, а також необхідність застосування відповідної методики щодо оцінювання їхньої ефективності в процесі як завчасного, так і безпосереднього оперативного планування першої оборонної операції. Саме це стало підставою для розроблення авторами статті концептуальних основ оцінювання ефективності видів оборони та запропонування блок-схеми методики оцінювання ефективності видів оборони як інтегральної оцінки ефективності основних систем її побудови. На підставі аналізу воєнно-історичного досвіду та заходів оперативної підготовки запропоновано такий вид оборони, як розосереджена оборона за осередкованим принципом.Сутність розосередженої оборони оперативного (оперативно-стратегічного) угруповання військ становить те, що вона будується на широкому фронті, обмеженими силами і засобами, на окремих напрямках, шляхом оборони і охорони найважливіших об'єктів комунікацій, промислових центрів, життєво важливих районів у сполученні з маневром військами і вогнем, інженерними загородженнями, десантно-штурмовими, рейдовими та пошуково-ударними діями з метою контролю над значним районом території обмеженими силами та засобами. ; The article examines the issues of the possible development of the military-political situation in the east of our country and draws relevant conclusions regarding the preparation and conduct of the first defensive operation by the defence forces. In view of the fact that, during the current period of development of military art, there is a trend towards the widespread introduction of unmanned aerial vehicles for reconnaissance and strikes during the conduct of warfare, the authors have substantiated proposals on the feasibility of improvement of defence arrangement systems by introducing a system to counteract unmanned aerial vehicles.Based on the assessment of contemporary military conflicts and the experience of using troops in the anti-terrorist operation and the operation of the Joint Forces with application of general scientific methods of analysis and synthesis, the features and main trends in the development of types of defence have been determined as well as the need to apply appropriate methodology to assess their effectiveness in the planning process of both future and current operations of the first defensive operation. This served as the basis for the development, by the authors, of conceptual foundations for assessing the effectiveness of types of defence. Also, a block diagram of a mathematical model for assessing the effectiveness of types of defence is proposed, as an integral assessment of the effectiveness of the main systems of its arrangement. Based on the analysis of military historical experience, including operational training, a type of defence is proposed as dispersed defence based on the cell principle.The essence of the dispersed defence of an operational (operational-strategic) formation is that it is built on a wide front, with limited forces and capabilities, in certain directions, by defending and protecting the most important communications facilities, industrial centres, vital areas in combination with manoeuvre of forces and fire, engineering barriers, assault, search and strike actions and raids in order to control a large area with limited forces and capabilities.
У статті розглянуті питання щодо можливого розвитку воєнно-політичної обстановки на сході нашої держави та зроблено відповідні висновки стосовно підготовки та ведення першої оборонної операції силами оборони. У статті досліджуються причини виникнення і розвиток Європейської політики безпеки і оборони (ЄПБО), її переваги та недоліки в умовах формування та реалізації Спільної зовнішньої політики і політики безпеки ЄС (СЗППБ). З'ясовано трансформацію ЄПБО за Лісабонським договором та перспективи її функціонування на європейському континенті. Особлива увага приділена питанням вдосконалення Європейської політики безпеки і оборони в контексті нових загроз регіональній і глобальній безпеці. Проаналізовано місце та роль балтійських країн в Європейській політиці безпеки і оборони. Розглянуто позицію балтійських держав в НАТО, що базується на більшій довірі до інститутів НАТО та тісній співпраці зі США. В процесі дослідження встановлено, що балтійські країни, будучи членами НАТО та ЄС, а відповідно і учасниками ЄПБО, основним гарантом своєї національної безпеки вважають США. Однією з причин цього є відсутність довіри у здатності ЄПБО протистояти сучасним загрозам. Військова потужність ЄС без військової підтримки США вважається практично безперспективною для них. Проте, свою роль вони вбачають саме у координації співпраці між НАТО та ЄС у галузі безпеки та оборони. Естонія, Латвія і Литва хочуть бути «натовцями в Європейській політиці безпеки і оброни». Висвітлено основні загрози та виклики безпеці балтійських країн на сучасному етапі, зокрема потенційно можливу агресію з боку Росії, яка поширюється через провідні ЗМІ як реакція на ідею захисту російськомовного населення балтійських країн та встановлення «геополітичної рівноваги через їхнє повернення до сфери впливу Росії». ; У статті досліджуються причини виникнення і розвиток Європейської політики безпеки і оборони (ЄПБО), її переваги та недоліки в умовах формування та реалізації Спільної зовнішньої політики і політики безпеки ЄС (СЗППБ). Transformation of ESDP according to Lisbon Treaty and the prospects of its operation in Europe are highlighted. Special attention is paid to the issues of improving the European Security and Defence policy in the context of new threats to regional and global security. The place and role of the Baltic States in the European Security and Defence Policy are analyzed. The position of the Baltic States in NATO, based on greater confidence in the institutions of NATO and close cooperation with the United States is considered. It has been found out that the Baltic States, being members of NATO and the EU, and therefore the parties of ESDP, consider the USA as the main guarantor of their national security. One reason is the lack of confidence in the ability of ESDP to confront modern threats. Military power of the EU without military support of the USA is considered almost hopeless for them. However, their role might be the coordination of cooperation between NATO and the EU in the field of security and defence. Estonia, Latvia and Lithuania want to be «The NATO forces in the European Security and Defence Policy». The basic threats and security challenges for the Baltic States nowadays are defined, including possible aggression from Russia, which is broadcasted through the mainstream media as a reaction to the idea of protecting Russianspeaking population of the Baltic States and the establishment of «geopolitical balance through their return to the Russian sphere of influence».
