The current economic crisis, the longue duree, and regional dominance

Die Verfasser betrachten die gegenwärtige Wirtschaftskrise aus einer geschichtlichen Perspektive. Sie stellen einen Zyklus der ökonomischen Dominanz fest, der durch eine regionale Verschiebung vom Osten nach Westen und zurück gekennzeichnet ist. Der gegenwärtige wirtschaftliche Aufschwung asiatischer Staaten stellt ihrer Meinung nach eine Bestätigung dieser historischen Tendenz dar. In diesem Kontext vertreten sie die These, dass die globale Wirtschafts- und Finanzkrise als eine Konsequenz und eine Phase dieser regionalen Verschiebung der ökonomischen Dominanz verstanden werden muss. Sie formulieren die Hypothese, dass es sich dabei um eine Umgestaltung der Weltordnung handelt, nämlich um die Verschiebung der Dominanz von einem Einzelstaat (USA) zur Dominanz ganzer Regionen und/oder regionaler Allianzen. Natur als Deutungsmuster? Zur Dominanz naturwissenschaftlicher Denkstrukturen in der Gesellschaft und in den Medien - eine Einführung

Viele Vorläufer des soziologischen Denkens waren mit der Mathematik und den Naturwissenschaften vertraut. Sie waren für die Klassiker ein Maßstab und ein Modell für die noch junge Soziologie. Der wohl folgenreichste Bezug zur Biologie stellte Niklas Luhmanns Theorie der Selbstreferenz sozialer Systeme dar. Der Beitrag diskutiert die Verbindungen zwischen naturwissenschaftlichem Denken und Gesellschaftstheorie. Dies hat zur Konsequenz, dass abstrakte Kategorien wie "Systeme", "Anpassung", "Zielerreichung" u. ä. ihres sozialen, historischen und politischen Sinns beraubt werden. Die Frage, welche Ziele mit welchen Mitteln anzustreben sind, ist ebenso eine originär politische wie die, an welche Rahmenbedingungen sich ein System anpassen soll. Es ist zugleich erstaunlich, wenn Naturwissenschaftler auf massenmedialer Bühne die Welt erklären. Spätestens hier zeigt sich, dass disziplinäre Selbstbeschränkung angebracht wäre. Solche Erklärungsmuster blenden eine Differenzierung aus, die auch den Naturwissenschaften und ihrer Methodologie innewohnt. Es werden Befunde der Medienforschung vorgestellt, die verdeutlichen, dass Deutungsmuster für Formen der Mediennutzung implizit oft einen naturwissenschaftlichen Kern haben. (ICB2)

Von nationalen Dominanzkämpfen der Vergangenheit bis zu gegenwärtigen Herausforderungen der Migrationsgesellschaft – eine Fallstudie ; School at the focal point of language policy: From the national battles for dominance of the past to the current challenges of the migration society
Schule ist, als sozialer Raum, eingewoben in sozioökonomische, kulturelle, weltanschaulich-religiöse und politische Bedingungen und Machtbeziehungen (vgl. Peterlini 2016a, p. 32). In einem Forschungsprojekt der Freien Universität Bozen, durchgeführt vom Autorenteam dieses Beitrags, wurden die Entstehung und Entwicklungsgeschichten von ländlichen und peripheren Schulen auf das Zusammenwirken jener Einflüsse hin untersucht, die zur Gründung von Schulen führten, deren Blütezeit bestimmten und, vielfach, deren Schließung herbeiführten (Augschöll & Peterlini, 2020). Das Projekt bezog sich auf drei Gebiete in Südtirol, die sich durch eine besondere Grenzlage auszeichneten – das Gebiet im oberen Vinschgau an der Grenze zur Schweiz, wenig erschlossene Bergdörfer im Sarntal und das – in diesem Beitrag fokussierte – Gebiet an der deutsch-italienischen Sprachgrenze im Südtiroler Unterland. Der Beitrag versucht in einem historischen Rückblick unterschiedliche Machtdynamiken und Bildungsentwicklungen in ethnisierten und mehrsprachigen Rӓumen darzulegen. In einem zweiten Teil wird diese Analyse auf Herausforderungen in der gegenwӓrtigen Migrationsge-sellschaft bezogen. ; School – as a social space – is embedded into socioeconomic, cultural, ideological, religious and political conditions and power relationships (see Peterlini, 2016a, p. 32). In a research project of the Free University of Bozen/Bolzano, conducted by the writing team of this article, the creation- and development-history of rural and peripheral schools was analyzed considering the interaction of the before mentioned conditions and their role in the foundation, the golden age and, often, the final closure of schools (Augschöll & Peterlini, 2020). International Political Theory (IPT) analyses political relations, structures and institutions beyond the state. In particular, it inquires into the justification of such relations and, reflexively speaking, into the institutions and modes of such justifications. For those purposes, it aims at a "reflexive equilibrium" between normative and empirical perspectives and presupposes a realistic account of the relations of power, rule and domination that exist in the spheres beyond the state. Such a "different kind of realism" as compared to classical realism avoids certain shortcomings of current approaches to the justification of international norms. Next to legislation, controlling the government is a very important parliamentary function. In the German Bundestag, its exercise becomes particularly visible with interpellation procedures such as big & small queries ("Grosse Anfragen," "Kleine Anfragen") as well as written & oral questions ("Schriftliche Fragen," "Mundliche Fragen"). Parliamentary statistics show that there have been significant shifts in their use during the last few decades, with a clear development from oral to written procedures & a stronger domination of their utilization by opposition parties. Bringing together a detailed description of the accompanying processes & considerations of the public impact of questions & answers is the basis for recommendations for parliamentary practice. Question procedures should not be judged from a narrow concept of control but they also need to be understood as playing an important role in the transparency function of parliaments. Starting from recent debates on politics & emotions as symptoms of current transformations of democracy, the article proposes a new conceptualization of the relationship between politics & emotion. Through a critical approach, playing special attention to questions of gender & power, the article makes the politics/emotion dichotomy explicit as a specific historical constellation of domination. Furthermore, it examines how emotions can be made productive in the process of repolitization understood as emotional reconceptualization of politics. The article therefore proposes to grasp the tension between emotions as creative political practices & emotions as powerful political instruments in order to reformulate the concept of the political within the contemporary context of restructuring & transformation. Jenseits der Anarchie: Autoritat und Herrschaft in der Global Governance

This contribution sketches a conceptualization of authority and rule in Global Governance. The core of this conception is in line with the tradition of the sociology of domination 'deference', not 'resistance'. This logic of deference builds on epistemic foundations and thus is able to see and criticize forms of authority and rule that do not come into perspective with a focus on resistance. With respect to Global Governance and the especially liquid forms of authority in this realm, the sketched theoretical perspective can be labelled 'reflexive authority'. It is developed by discussing four constitutive terminological pairs: rule and authority, simple and reflexive authority, authority and legitimacy, and finally political and epistemic authority. With reference to older contributions within the discipline of IR this article suggests a dialectical perspective for the theorization of resistance. It argues in four historical sketches that resistance and 'liberation' have not led to less rule but rather to its intensification. This is shown for the early modern state in Europe, for forms of colonial domination, for the era of organized capitalism and for forms of domination in postcolonial states. The expansion of government and its contradictions become visible by going beyond the institutionalistic perspective, encompassing social carriers and changing forms of subjectivity. Since the beginning of the 21st Century stands in the face of new global players with rapidly growing influence on the world economy from a new multilateralism that puts the current era of a unipolar U.S. hegemony after the collapse of the Soviet Union and the Western dominance is increasingly challenged. The positioning of the EU as a soft power has thus been subjected to an endurance test that they did not survive unscathed.
