The article describes the different approaches in understanding the nature of the dominant party and the instruments that it uses to institutionalize the political space. Also desctibes experience of party dominance in countries such as Mexico, Japan and India. Despite the regime differences in these countries, the author identifies the common features inherent in the dominant parties. This study is comparative exploration of minimum-winning coalition governments in Central European countries. In article is introduced the short history of formation and termination surplus coalition governments, construction and termination of governments. The regional peculiarities of party competition in the Transcarpathian region were identified based on the results of local elections in Ukraine in 2010, 2015. For analytical work, a graphic way of presenting electoral competition, called the methodology of the Nagayama Diagrams, is used. At the methodological level, it is determined that the Nagayama Diagram can be depicted using the graph, with the X-axis containing the results in percentages received by the political party-leader of the electoral support (the first party), but Y is the election results received by the political party, which was in the second place of voting. It is noted that the methodology stipulates that the results of elections should be limited by a triangle whose vertex means the result when two parties evenly divide among themselves electoral votes, the left segment – a situation in which the leading party failed to score half the votes, if the party leader receives more than half the votes of voters.It is noted that this methodology allows us to assess the situation: when there are non-influential third parties in the respective electoral districts (districts, districts), and the two most powerful receive a greater proportion of voters; when territories (electoral districts, districts, etc.) have intense competition, at least between two political parties, the situation; when the electoral territories develop in conditions of bipolar competition (Duverger equilibrium); when the electoral districts (territories) do not have the domination of the two largest political parties in the electoral space, and they do not create a situation of intense competition; when the electoral territories are characterized by significant multi-party competition (polycentric competition); when the electoral territories have only one dominant political party (a sign of monocentric competition); with the absence of a dominant party in most of the territory and the minimum gap between the political forces who occupied the first and second places. It is established that the given method allows to estimate a comprehensive picture of the state of party competition at different levels of the election process, including within the framework of local elections.The study made it possible to identify the character of party competition between the two political forces that took leading positions in the Transcarpathian region during the local elections in Ukraine in 2015.According to the data of local elections in the Transcarpathian region in 2010 and 2015 it was found that there was no sharp competition in this region, the turnout of voters in 2015 compared with 2010 decreased by more than 5% in the electoral space the border areas of Hungary strengthened the position of the party of national minorities, in the electoral districts there was not formed a single political force that was dominant and would receive half the votes of voters. ; Выявлены региональные особенности партийной конкуренции в Закарпатской области по результатам местных выборов в Украине в 2010 г., 2015 гг. Для аналитической работы использован графический способ представления состязательности выборов, имеющий название методики Треугольника Нагаямы. Установлено, что указанная методика позволяет оценить комплексную картину состояния партийной конкуренции на различных уровнях избирательного процесса, в том числе в рамках местных выборов. Исследование позволило выявить характер партийной конкуренции между двумя политическими силами, занявшими ведущие позиции в районах Закарпатской области во время местных выборов в Украине в 2015 г. По результатам данных местных выборов в Закарпатской области в 2010, в 2015 гг. были выяснено, что в данном регионе не отмечалось острой конкурентной борьбы, явка избирателей в 2015 г. по сравнению с 2010 г. уменьшилась более чем на 5%, в электоральном пространстве приграничных территорий с Венгрией усилились позиции партии национальных меньшинств, в избирательных районах не сформировалось единой политической силы, которая была доминантной и получила бы половину голосов избирателей. ; Виявлено регіональні особливості партійної конкуренції в Закарпатській області за результатами місцевих виборів в Україні у 2010, 2015 рр. Для аналітичної роботи використано графічний спосіб представлення конкурентності партій, що має назву методики Трикутника Нагаями. Встановлено, що вказана методика дозволяє оцінити комплексну картину стану партійної конкуренції на різних рівнях виборчого процесу, зокрема в рамках місцевих виборів. Дослідження дало можливість виявити характер партійної конкуренції між двома політичними силами, які зайняли провідні позиції в районах Закарпатської області під час місцевих виборів в Україні у 2015 р. За результатами даних місцевих виборів у Закарпатській області в 2010, 2015 рр. було з'ясовано, що в даному регіоні не відмічалось гострої конкурентної боротьби, явка виборців у 2015 р. порівняно з 2010 р. зменшилась більше ніж на 5%, у електоральному просторі прикордонних територій з Угорщиною посилились позиції партії національних меншин, у виборчих районах не сформувалось єдиної політичної сили, яка була б домінантною та отримала половину голосів виборців.
The author has made an attempt to define institutional peculiarities of the party system evolution in Poland during democratic transition. There have been contemplated political and historical prerequisites for its establishment, the functioning and characteristic features of the legal basis as well modern tendencies in the consolidation of the Polish party system.It has been determined that among the main political and historical prerequisites for the Polish multiparty system development one should mention the following: public riots in the late 1970s – early 1980s, the evolution of the trade union «Solidarity» into a mass oppositional sociopolitical institution, public activities of a number of illegal oppositional organizations, appearance of political reformers within the reigning Communist party.The party system in Poland went through decades of evolution with certain stages, such as: party system with a dominant hegemon party (1952–1989), heterogenous multiparty system (1989–1993), moderate pluralism (1993 – up till present). Multiparty system consolidation was marked by elaboration of the legal basis for political parties' performance along with regulation of the election process, particularly legislation on political parties (1990, 1997) and on Elections to the Seym (1993, 2001). At present the party system in Poland functions within the framework of the 2 key parties' performance: «Law and Justice» and «Civic Platform». These 2 parties have formed the government in turn. ; Зроблена спроба визначити інституційні особливості еволюції партійної системи Польської Республіки у контексті демократичного переходу. To define and to evaluate index of government stability.Minimum-Winning Coalition includes only those parties needed to obtain a majority position, coalition Considerations of the motivations of the gaming actors to form coalition governments divide spatial models in two main groups, those assuming that the political parties are concerned above everything else with gettinginto the office (or office-seeking politicians), and those assuming that thefundamental motivation of political parties to come into power is to implementcertain public policies (or policy-seeking politicians).According to the first approach politicians will say and do everything that will bring them into power.According the second approach politicians must to implement their program into life. On the first approach is based minimum-winninf coalition.Minimum Winning Coalition includes only those parties needed to obtain a majority position, a MNC consists of the minimal number of parties that can form a majority government.Mainly minimal winning coalitions in Central European countries were based on cooperation of ideologically distant political parties. However ideological part of motivation to form coalitions was not excluded.The division construction of minimum-winning coalitions governments based on the assumption of presence of one dominant party that is evident in such countries as Poland, Czech Republic and Hungary, where one party considerably prevails other partners of governing coalition. In this model the party force that is expressed in an amount of mandates obtained on parliamentary elections. Only in Slovakia the participants of minimumwinning coalitions had equal coalition, when political parties have approximately identical amount of deputies.The index of government stability for minimum-winning coalition governments was evaluated for Czech Republic 100%. It is the highest index of government stability among minimum-winning governments in all Central Europe. The lowest index has the cabinet of I. Radicova in Slovakia with 31% of stability and cabinet of J. Kachynski with 35% of stability ; Предоставлен обзор теории минимально-победных коалиционных правительств. Изучена история формирования минимально-победных правительств в странах Центральной Европы, их состав и завершение деятельности. Проанализированы минимально-победные правительства с доминирующей партией и правительства, которые носят уравновешенный характер. This article analyzes the conceptual position of the party leadership as a factor in activation processes of political transformation in societies. The place of the party leaders in the political processes in Ukraine, which belongs to the transitional societies.It is proved that the main factor determining the place and role of party leaders in the political processes of transformation of societies dynamics. Where society is experiencing political transformation implemented constitutional changes made radical reform of public authorities, as appropriate dynamicized the role of party leaders. It was during the transformation of society may change the dominant ideology of the party leaders.The role, place and their value is determined by the influence of which is carried out on the formation of political will and public opinion, the definition of public and governmental purposes, expressing the interests of social groups, political socialization and mobilization of voters of the national elite corps and replenishment policy, a process of public administration. It is concluded that the party leader is the most optimal form of leadership political process at the present stage of modernization of Ukrainian society as well as the most effective mechanism for implementing group interests in politics. A certain person or even a few actors perform the functions of the head of the party, his supporters organized activities to achieve program goals and objectives. ; У статті аналізуються концептуальні положення партійного лідерства як чинника активізації політичних процесів у трансформаційних суспільствах. Розглядається місце партійних лідерів у політичних процесах України, яка належить до перехідних суспільств.Доведено, що головним фактором, який визначає місце та роль партійних лідерів у політичних процесах трансформаційних суспільств є динаміка. Там, де в суспільстві відбуваються політичні трансформації, реалізуються конституційні зміни, проводяться радикальні реформи органів державної влади, відповідним чином динамізується й роль партійних лідерів. Саме в період трансформації суспільства може змінитися домінуюча ідеологія партійних лідерів.Роль, місце та їхнє значення визначається впливом, який здійснюється на формування політичної волі та громадської думки, визначення суспільних та державних цілей, вираження інтересів соціальних груп, мобілізації й політичної соціалізації виборців, формування національної еліти й поповнення політичного корпусу, організації процесів державного управління тощо. Робиться висновок, що партійне лідерство є найоптимальнішою формою керівництва політичними процесами на сучасному етапі модернізації українського суспільства, а також є найефективнішим механізмом реалізації групових інтересів у сфері політики. Певна особа чи навіть декілька суб'єктів здійснюють функції керівника політичної партії, організовують діяльність своїх прихильників для досягнення програмних цілей та завдань. ; У статті аналізуються концептуальні положення партійного лідерства як чинника активізації політичних процесів у трансформаційних суспільствах. Надано класифікацію словацьких урядів від 1992 до 2012 рр. і визначено, що переважаючим типом коаліційних урядів є мінімально-переможний уряд. Проаналізовано коаліційні уряди з домінуючою партією і уряди, які носять врівноважений характер. Визначено вплив ідеологічного і прагматичного чинників у формуванні коаліційних урядів Словаччини. Розраховано індекс урядової стабільності коаліційних урядів і визначено, що найбільш стабільними є надлишкові уряди. ; This article focuses on the classification of the cabinetswhich were in power during the era of the independent SlowakRepublic. In Slovakia all main types of coalition governmentswere presented – four minimum-winning coalition governments,two oversized governments and one minority coalitiongovernment. The question we ask is whether we can generallyidentify any prevailing type of cabinets. Our conclusion is thatthere were mostly minimal-winning coalitions or oversizedcabinets, mostly based on cooperation of ideologically distantpolitical parties. Ideological divergence wasn't a reason to stopbargaining process.Almost all governments in Slovakia were formed bycoalitions of parties and only the last one was created byone party. The division construction of minimum-winningcoalitions governments based on the assumption of presenceof one dominant party in governments led by V. Meciar andR. Fico where one party considerably prevails other partnersof governing coalition. In this model the party force that isexpressed in an amount of mandates obtained on parliamentaryelections. In Slovakia in cabinets led by M. Dzurinda and I.Radicova the participants both minimum-winning coalitionsand in grand coalition of the first cabinet led by M. Dzurindawas equal coalition, when political parties have approximatelysimilar amount of deputies. The index of government stabilityfor oversized coalition governments was evaluated for SlovakRepublic – 100 %. The lowest index has the minimum-winningcabinets of I. Radicova in Slovakia with 31 % of stability andfirst cabinet of V. Meciar with 50 % of stability. Only oversizedcoalitions provided government stability. Another aim of thetext is to analyse index of government stability, which is higherfor oversized coalition governments and lower for minimumwinningcoalitions and minority cabinets ; Предоставлена классификация словацких правительствот 1992 до 2012 гг. и определенно, что преобладающимтипом коалиционных правительств является минимально-выигрышное правительство. У статті розглянуто оцінку партійно-державними діячами СРСР завдань, перспектив і результатів залучення іноземних капіталів на концесійній основі в радянську економіку в роки нової економічної політики. Опрацювання творів та виступів відомих більшовиків дозволило визначити захисників і противників концесійної політики. Негативне ставлення до концесійної справи переважало, особливо в другій половині 1920-х років, що й спричинило відмову від концесій. ; В статье рассмотрена оценка партийно-государственными деятелями СССР задач, перспектив и результатов привлечения иностранных капиталов на концесионной основе в советскую экономику в годы новой экономической политики. Изучение сочинений и выступлений известных большевиков позволило определить защитников и противников концессионной политики. Негативное отношение к концессионному делу преобладало, особенно во второй половине 1920-х годов, что и способствовало впоследствии отказу от концессий. ; The article considers the estimate of tasks, prospects and results of foreign capitals involving, on concession basis in the soviet economy in the years of new economic policy, by party-and-state figures of theUSSR. Bolsheviks studied the existent concession experience long ago, tried to use it efficiently in the conditions of new economic policy. Examining of works and speeches of the well-known bolsheviks allowed to define defenders and opponents of concession policy. V. Lenin, L. Krasin, O. Rykov supported wide use of concessions. They considered that this form of collaboration with foreign businessmen can have a large socio-economic and political meaning, however they always understood and indicated in the speeches the necessity of carefulness, attentiveness in negotiations with foreign businessmen, in entering into agreements. A. Ioffe, G. Chicherin suggested to use the concession propositions in diplomacy. F. Dzerzhinskiy more carefully spoke about the benefit from concessions and stood almost neutral position. L. Trockiy, M. Bukharin with the lapse of time became the defenders of idea ofUSSReconomy independent revival without a foreign help. Changes in their looks were related to small specific importance of concession enterprises in the national economy of theUSSRand successes of state industry. The opponent of concessions in the soviet country was Y. Stalin. He thought that concession development can turnRussiainto a colony. Negative attitude towards concession business in high party-and-state leaders' surroundings prevailed, especially in the second half of 1920th; this caused the refusal of concessions and new economic policy in the whole. Herewith all the opponents of concession policy followed not economic expediency, but class interests. With the lapse of time in connection with the gradual overcoming of crisis, state industry successes, the idea of economy development of theUSSRwithout the foreign help became dominant.
The paper under consideration describes the local elections of 2006-2015 in the Transcarpathian region.
