Toplumların hayatlarının her alanını etkileyen küreselleşmenin pek tabii çevre üzerinde de etkisi olacaktır. Çevreyle ilgili sorunların ve buna bağlı olarak çevresel duyarlılığın giderek daha fazla artması ile ülkelerin çevresel performanslarını ölçme ve değerlendirmeleri son yıllarda daha çok önem kazanmıştır. Bu bağlamda küreselleşmenin ülkelerin çevresel performanslarına etkisini belirlemeye yönelik yapılan bu çalışmada, ekonomik, sosyal ve politik küreselleşme boyutlarından oluşan ve İsviçre Ekonomi Enstitüsü tarafından yayınlanan KOF Küreselleşme Endeksi ile yine ülkelerin çevresel performansını çok yönlü ölçmeye imkân tanıyan ve Yale Çevre Hukuku ve Politikası Merkezi tarafından yayınlanan Çevresel Performans Endeksinden (ÇPE) yararlanılmıştır. Gayri safi yurt içi hasılanın kontrol değişkeni olarak dâhil edildiği bu çalışmada üç değişkenin de ortak olarak verilerinin bulunduğu 174 ülkenin verileri ile analizler yapılmıştır. Model, yapısal eşitlik modeli (YEM) vasıtasıyla çoklu regresyon analizi kullanılarak test edilmiştir. Analiz sonuçlarına göre küreselleşmenin sosyal ve politik boyutlarının çevresel performansa pozitif yönde etki yaptıkları görülmüştür. Ekonomik küreselleşmenin ise çevresel performans üzerindeki etkisi anlamlı değildir. Bununla birlikte GSYİH, politik küreselleşme ile çevresel performans arasındaki pozitif ilişkiyi güçlendirirken, sosyal küreselleşme ile çevresel performans arasındaki pozitif ilişkiyi zayıflatmaktadır. ; Globalization, which affects every aspect of societies also have an impact on the environment. In recent years, it has become more important for countries to measure and evaluate their environmental performance as environmental problems and consequently environmental awareness increases. In this context, the KOF Globalization Index published by the Swiss Economic Institute, which is composed of economic, social and political globalization dimensions and The Environmental Performance Index (EPI) published by the Yale Environmental Law and Policy Centre, which measures the environmental performance extensively were used to determine the impact of globalization on the environmental performance of countries. In this study, where the gross domestic product was included as a control variable, analyses were made with the data of 174 countries in which all three variables have common data. Multiple regression analysis by employing structural equation modelling (SEM) was used to test the relationships in the model. According to the results of the analysis, social and political dimensions of globalization have positive effects on environmental performance. The impact of economic globalization on environmental performance is not significant. Besides, GDP strengthens the positive relationship between political globalization and environmental performance, while weakening the positive relationship between social globalization and environmental performance.

Kalkınma projeleri ile birlikte neoliberal küreselleşme, dünyayı Batı ideallerine göre yıllardır şekillendiren modernite kurumlarındandır. Özellikle "Üçüncü Dünya'da" bu şekillendirmenin yapılması birçok topluma yoksulluk, sefalet ve şiddet getirmiştir. Bu şiddet ve yoksulluğun mağdurları olan ve kapitalizmin kaderleri olmadığının farkında olan taban hareketleri alternatifler yaratabilmenin çabası içindedirler. Otonomi ise bu çabanın gerçekleştirilebilmesinin yoludur. Fakat ne var ki otonomi kavramı birçok özerklik hareketine de temel olacak şekilde uzun süredir liberal düşünce okulunun tahakkümü altındadır. Otonomi kavramına farazi durumlar üzerinden daha büyük bir amaca ulaşmanın aracı olarak yaklaşan liberal otonomi yaklaşımı neoliberal küreselleşme sürecinde sığ kalmaktadır. Çalışmada incelenen Zapatista Hareketi örneğinde de görüldüğü gibi, tabandan gelen toplumsal hareketlerin otonom olmayı arzuladıkları modernite kurumlarını liberal otonomi yaklaşımları doğal ve alternatifi olmayan gerçeklikler olarak üstü açık ya da kapalı kabul etmektedirler. Böyle bir yaklaşım ise Castoriadis'in heteronomi olarak adlandırdığı otonomiye zıt bir durumu ortaya çıkartmaktadır. Liberal otonomi yaklaşımlarının bizzat toplumların otonom olmayı arzuladıkları gerçeklikleri alternatifsiz kabul etmesi yeni bir otonomi yaklaşımının inşasını gerekli ve mümkün kılmaktadır. Neoliberal küreselleşme ve kalkınma projesi gibi toplulukların otonom olabilmelerini engelleyen modernite kurumlarını tamamen reddeden Post-Kalkınma Teorisi ise çok boyutlu otonominin inşası için kuramsal bir çerçeve sunmaktadır. Liberal otonomi yaklaşımları aksine Post-Kalkınma Teorisi, Zapatista Hareketi'nde de görüldüğü gibi siyasi, ekonomik ve kültürel mecralarda çok boyutlu bir otonomi yaklaşımına sahiptir. Otonomi kavramını, ulus devletin merkezi tarafından tanınan siyasi ve kültürel ayrıcalıklar olarak kabul etmek yerine, bu çalışma sömürgecilikten kalkınma projelerine modernite kurumlarının hepsinin mağduru olan toplulukların oluşturduğu Zapatista Hareketi'nde de görüldüğü gibi çok boyutlu bir otonomi yaklaşımının kuramlaştırılmasını hedeflemektedir. ; Along with development projects, neoliberal globalization has been one of the modernity institutions which transforms rest of the World in line with Western ideals. Such transformation has brought poverty, misery and violence to communities and especially to those in the so-called "Third World". Those communities have come to realize that the system that bears such misery and violence is not their fate and is not without an alternative and the ways of creating such alternatives are emanating from the grassroots. The concept of autonomy is the path to such attempts of creating alternatives. However, autonomy has long been studied in and associated with liberal school of thought. But, the liberal approaches to autonomy which tend to see autonomy as a tool for achieving a greater goal and conceptualizes it through vague and abstract situtations, are nothing but shallow in these times of neoliberal globalization. Because, as it can be observed in the case of Zapatista Movement, the grassroots initiatives aim to be autonomous from the institutions of modernity and the liberal approaches view these institutions like free-market economy or nation-state as natural realities and without their alternatives. Such an approach is not only compatible with the very notion of autonomy but is what Castoriadis called heteronomy; the opposite of autonomy. In this light, the Post-Development Theory provides theoretical framework for an alternative and multi-layered conceptualization of autonomy. As it can be seen in the case of Zapatista Movement, the project of autonomy can be realized through political, cultural and economic levels. It is the aim of this study to theorize such an alternative and multi-layered approach to autonomy.

Küreselleşme kavramı, yaşamların giderek çok uzaklarda alınan kararlar ve gerçekleşen olaylar tarafından biçimlendirildiği karmaşık karşılıklı ilişkilerin ortaya çıkışını ifade eder. Küreselleşme sürecinde en dikkat çekici değişim ve dönüşüme maruz kalan unsurların başında ulus-devletler gelmektedir. Bu süreçte devletler arasında karşılıklı bağımlılığın artması ile ulus-devletlerin sınırları farklı güç, amaç, kimlik ve ağlara sahip ulus-ötesi aktörler tarafından sürekli olarak geçilmektedir. Sınırların adeta ortadan kalkması ile ulus-devletler ekonomik krizler, insan güvenlik, terörizm, çevre ve iklim sorunları gibi uluslararası güvenlik sorunlarından daha fazla etkilenir hale gelmişlerdir. Bu çalışmanın amacı küreselleşme sürecinde ulus-devletlerin egemenliklerinin erozyona uğramasının nedenlerini analiz etmek yanında ortaya çıkan yeni güvenlik sorunları karşısında ulus-devletlerin yalnız başlarına çözüm üretmede yetersiz kalmaları sebebiyle işbirliğinin önemine vurgu yapmaktır. ; Globalization refers to the emergence of complex interrelationships in which lives are shaped by decisions and events taking place far beyond. In the process of globalization, the nation-state is one of the most important elements exposed to the most significant change and transformation. In this process, with the increasing interdependence between states, the boundaries of nation-states are constantly being crossed by transnational actors with different powers, goals, identities and networks. With the disappearance of borders, nation-states have become more affected by international security problems such as economic crises, human security, terrorism, environmental and climate problems. The aim of this study is to analyze the reasons for the erosion of sovereignty of nation-states in the process of globalization, and to emphasize the importance of cooperation due to insufficient state-alone solutions to new security problems.

Düşmanın belli, tehditlerin oldukça açık, verilebilecek uygun karşılığın tahmin edilebildiği Soğuk Savaş döneminin ardından iyice ivme kazanan küreselleşmenin de etkisiyle uluslararası alanda ortaya çıkan belirsizlikler, güvenlik algısında bir dizi değişimi zorunlu kılmıştır. Yaşanan değişim süreci ile birlikte güvenlik kavramının anlaşılabilir, güvenilebilir ve devamlılık arz eden bir tarifini yapmak ya da herkesin üzerinde anlaşabileceği sınırlarını ve çerçevesini ortaya koymak gittikçe zorlaşmıştır. Zira ilk olarak kimin güvenliği sorusuna verilen yanıt salt alışılan ve otomatik hale gelen ulus devlet yerine, başta bireyin, devlet-üstü ya da devlet-altı başka toplulukların da olduğu sujeler kümelenmesine doğru evrilmiştir. Yine ne tür tehditler sorusunun yanıtı tek başına askeri nitelikli olma, sınır ötesinden kaynaklanma klasik konumundan çıkmış, kaynağı, zamanı ve şekli önceden tahmin edilmesi güç, hatta neredeyse imkânsız, yeni mücadele alanının neredeyse bütün dünya olarak ortaya çıktığı, asimetrik ve çok boyutlu bir konuma yükselmiştir. Yeni güvenlik anlayışı ile birlikte; uluslararası terörizm, organize suç örgütleri, siber terör, saldırma amacı güden devletler, konvansiyonel ve kitle imha silahlarının yaygınlaşması gibi tehditler, ulusal fiziki varlığa yönelmiş tehditler arasına girmiştir. Ulusal veya küresel ekonomiye ya da finans piyasalarına saldırılar, refaha, çevreye, sağlığa yönelen tecavüzler ile göçler ve mülteci hareketleri de ulusal çıkarları zedeleyen tehditler olarak öne çıkmıştır. Yine evrensel demokratik değerlere, insan hak ve hürriyetlerine saldırılar ortak değerlere yönelen tehditler olarak sıralanmışlardır. ; The uncertainty that had followed the demise of the Cold War, at which time the enemy was apparent, threats were obvious and the appropriate response to those threats could easily be determined, as well as the acceleration of globalisation led to a series of changes in how the notion of security should be conceived. As a consequence, it has increasingly become difficult to come up with a definition of security that is easily understood, reliable and long-lasting. Nor could the boundaries and contours of the concept be established in mutual terms. Since the question of whose security could no longer be answered with a traditional and automatic response, that was the nation-state and individuals as well as non-state actors needed to be taken into account. Again, threats have been evolving from their classic status of being cross-border in origin and military in form into one whose source, timing and form could no longer be easily predicted while the frontiers of the new battle-lines appeared to be the entire world. As the concept of security acquired new meaning, international terrorism, organized crime groups, cyber terror, states with hostile intents, proliferation of conventional weapons and weapons of mass-destruction have been reformed into physical threats. Assaults towards national economies, international economic order or financial markets, aggressions committed against wealth, health and the environment, migratory and asylum movements have begun to form the new threats to national interest. Yet again offences committed against universal democratic values, human rights and freedoms have been lined up as threats to common values.

Globalleşme (küreselleşme), ulusal sınırların ortadan kalkmasını, ülkelerin dünya ile entegrasyonunu ifade eden ekonomik, sosyal, kültürel, politik ve hukuksal bir süreç olarak tanımlanmaktadır. Küreselleşme, ekonomik, siyasi, sosyal ve kültürel boyutlarıyla tüm dünyada ve Türkiye'de 1980'li yıllardan itibaren çok daha belirgin olarak görülmeye başlamıştır. Bu çalışmada, dünyada ekonomik olarak globalleşme süreci ele alınmış ve Türkiye'nin ekonomik globalleşmeye uyumu, özellikle dış ticaret ve doğrudan yabancı yatırımlar göz önüne alınarak incelenmiştir. Globalleşen dünyadaki değişimlere paralel olarak ülkemizde de 1980'den bu yana Türkiye'nin dışa açılması, para ve finans piyasalarının serbestleşmesi, teknolojik altyapının geliştirilmesi ve Avrupa Birliği'ne aday olunması gibi önemli gelişmeler meydana gelmiştir. Ayrıca 1980 sonrasında dünyadaki globalleşme hareketlerine paralel olarak Türkiye'de ithal ikameci politikalar terkedilerek ihracata dayalı sanayileşme politikaları uygulanmaya başlanmıştır. Aynı zamanda globalleşemenin en önemli göstergelerinden ihracat ve doğrudan yabancı yatırımlarda görülen artışlar da Türkiye'nin ekonomik globalleşmeye uyum sağladığını ve olumlu etkilendiğini göstermektedirler. Sonuç olarak, 1980'lerden itibaren Türkiye'de yaşanan uyum sürecinin de gösterdiği gibi, son 25 yılda dünya ekonomisine entegrasyonu ve globalleşme anlamında pek çok alanda önemli adımlar atılmış ve bunlar devam etmektedir. ; Globalization is defined as the elimination of national borders and nations integrating with the economic, social, cultural, political and legal environment. Globalization has been widely experienced in the world and in Turkey since the 1980s. In this study, the process of economic globalization in the world has been studied and Turkey?s adaptation to this process has been investigated especially in terms of foreign trade and foreign direct investment. Since the 1980s, in accordance with the globalizing world, the opening of Turkey to the world, the liberalization of money and financial markets, the development of technological structure and the membership of European Union has occured. Furthermore, after 1980, in parallel with the globalization movements in the world, Turkey has shifted from import substitution policies to the export oriented industrialization. At the same time, according to the rising in the export and foreign direct investmests, which are the most important indicators of globalization, Turkey has positively been affected by economic globalization. As a result, as indicated by Turkey?s adaptation period to the globalization process for the last 25 years, in terms of the world?s economic integration and globalization, many steps have continuely been taken in many areas.

Modernizmin siyasal dönüşümünü ifade eden demokrasi kavramı hukukun üstünlüğü, yasal eşitlik, özgürlük gibi unsurları barındırır. Ancak demokrasi söylemi özgürlük, eşitlik ve adaletin ne olduğu ya da ne olabileceğini gösterdiği kadar, maalesef baskı ve tahakkümü, eşitsizlikleri ve adaletsizlikleri gizler hale gelmiş, insan hakları siyasal bir silah olarak kullanılmaya başlanmıştır. Modernizmin ve dolayısıyla demokrasinin temellerini oluşturan Reform ve Rönesans hareketleriyle birlikte genel ahlak, toplumsal ve siyasal alanın dışına itilmiştir. Modernizm, her şeyi seküler boyutlara indirgemiş, apriori düzeydeki ilkeleri dikkate almamıştır. Büyük sermaye sahipleri hem ulusal hem de uluslararası alanda hükümetlere baskı yaparak ülkeleri kendi çıkarları doğrultusunda şekillendirmişlerdir. Dahası özgürlük, adalet, demokrasi, insan hakları gibi kavramlar, küresel-uluslararası güçlerin emperyal amaçlarının meşruluk kılıfı haline gelmiştir. ; Considering the historical developments, democracy as a form of governing people by people may have different meanings depending on the development level of societies. The concept of democracy which expresses a political transformation of modernism contains such elements as the rule of law, legal equality, and freedom. However, as discourse of democracy proves freedom, equality and justice, it may also be used as a tool to hide oppression, domination, inequality and injustice and unfortunately human rights have been used as a political weapon. The Reformation and the Renaissance which paved the way for modernism and hence democracy placed the general morality outside the social and political spheres. Modernism has reduced all down to secularism, and taken no heed of a priori principles. It has also disregarded whatever has been considered celestial for the sole purpose of establishing a global dominion over the earth, something which it has done for the quasi-single aim of increasing human freedom, equality and happiness. Today the whole world of the moral life are experiencing expatriated state with capitalism's effect, the moral of the community the opportunity to representation in the environment can not be effective, public morality is losing its binding force. Thus, an individuals can not find the opportunity to lean on.top norms which will surround him in all respects. Therefore, in the area of rights and freedoms, interests have been at the forefront instead of universality. Because economic interests have become increasingly active on international relations and foreign policy. The capital owners both nationally and internationally shaped states in accordance with its own interests by putting pressure on governments. Furthermore, notions such as freedom, justice, democracy and human rights have become tools of justification for global-international forces to cover their imperial aims.

Ulus, ortak bir kültürden, soydan ve tarihten almış olduğu pek çok nitel ve nicel değerlerin devlet bünyesinde bir araya gelmesi ile oluşur. Ulus-devlet de meşruiyetini bir ulusun belirli bir coğrafi alandaki hakimiyetinden alan yapıya denir. Bu çalışmada; ulus ve ulus-devletin yapısal özellikleri ya da temel unsurlarının neler olduğu, tarihi, kültürel, ekonomik ve siyasi boyutlarının nasıl geliştiği, küreselleşme süreci ile birlikte hızlanan kültürel, ekonomik ve siyasi unsurların ulus-devletin yapısında ne gibi aşınmalar izah edilmiştir. Küreselleşme, 20. Yüzyılın son çeyreğine damga vurmuş önemli bir kavram olmuştur. Küreselleşme olgusu ile birlikte hızlanan kültürel, ekonomik ve siyasi unsurların, ulus-devletin yapısal ve işlevsel fonksiyonlarının sorgulanmasına nasıl zemin hazırladığı üzerinde de durulmuştur. Merkezi yönetime dayalı ulus-devletlerin, merkeziyetçiliğini sorgulayan küreselleşme sürecindeki değişimin, kamu yönetimi alanının önemli tartışma konularından birini oluşturduğu söylenebilir. Küreselleşme sürecindeki bu değişim, kamu hizmeti sunumunu ve kamu hizmeti anlayışını da etkilemiştir. Çalışmada bu kapsamda; küreselleşme kavramı ve ilgili temel kavramlar izah edilmiştir. Bu çalışmada aynı zamanda siyasal, ekonomik ve idari olarak karşımıza çıkan bu etkilerin, yerelleşme ve bölgeselleşme üzerindeki etkilerine de değinilmektedir. Küreselleşmenin ortaya çıkarmış olduğu bu etkilerin, federal, üniter ve bölgeselleşmiş devletlerde, yerel yönetimlere etkisi; Almanya, Amerika, Fransa, İngiltere, İspanya ve İtalya gibi ülkeler üzerinden açıklanmaya çalışılmıştır ; The nation is formed by the gathering of many qualitative and quantitative values that the state has taken from a common culture, society and history. The nation-state is also called the "structure" in which the legitimacy of a nation comes from its dominance in a certain geographical area. The historical, cultural, economic and political dimensions of the development of national and nation-state structural characteristics or basic elements, and the erosion of cultural, economic and political elements accelerating with the globalization process are explained in the nation-state structure. Globalization has become an important concept imprinted on the last quarter of the 20th century. It is also emphasized on how the cultural, economic and political elements accelerating with the phenomenon of globalization pave the way for the questioning of the structural and functional functions of the nation-state. It can be said that the change in the globalization process that question centralism of centralized governance-based nation-states constitutes one of the important debates in the field of public administration. This change in the globalization process has also affected public service delivery and public service. In this context; the basic concepts about globalization has been explained in this study. The effects of these political, economic and administrative antagonisms on the localization and regionalization are also mentioned in the study. These effects, of which globalization has emerged, have influenced local governments in federal, unitary and regionalized states. In this study these effects are explained through the following countries; Germany, America, France, England, Spain and Italy.

Ulus-devlet de meşruiyetini bir ulusun belirli bir coğrafi alandaki hakimiyetinden alan yapıya denir. Bu çalışmada; ulus ve ulus-devletin yapısal özellikleri ya da temel unsurlarının neler olduğu, tarihi, kültürel, ekonomik ve siyasi boyutlarının nasıl geliştiği, küreselleşme süreci ile birlikte hızlanan kültürel, ekonomik ve siyasi unsurların ulus-devletin yapısında ne gibi aşınmalar izah edilmiştir. Küreselleşme, 20. Yüzyılın son çeyreğine damga vurmuş önemli bir kavram olmuştur. Küreselleşme olgusu ile birlikte hızlanan kültürel, ekonomik ve siyasi unsurların, ulus-devletin yapısal ve işlevsel fonksiyonlarının sorgulanmasına nasıl zemin hazırladığı üzerinde de durulmuştur. Merkezi yönetime dayalı ulus-devletlerin, merkeziyetçiliğini sorgulayan küreselleşme sürecindeki değişimin, kamu yönetimi alanının önemli tartışma konularından birini oluşturduğu söylenebilir. Küreselleşme sürecindeki bu değişim, kamu hizmeti sunumunu ve kamu hizmeti anlayışını da etkilemiştir. Çalışmada bu kapsamda; küreselleşme kavramı ve ilgili temel kavramlar izah edilmiştir. Bu çalışmada aynı zamanda siyasal, ekonomik ve idari olarak karşımıza çıkan bu etkilerin, yerelleşme ve bölgeselleşme üzerindeki etkilerine de değinilmektedir. Küreselleşmenin ortaya çıkarmış olduğu bu etkilerin, federal, üniter ve bölgeselleşmiş devletlerde, yerel yönetimlere etkisi; Almanya, Amerika, Fransa, İngiltere, İspanya ve İtalya gibi ülkeler üzerinden açıklanmaya çalışılmıştır ; The nation is formed by the gathering of many qualitative and quantitative values that the state has taken from a common culture, society and history. The nation-state is also called the "structure" in which the legitimacy of a nation comes from its dominance in a certain geographical area. The historical, cultural, economic and political dimensions of the development of national and nation-state structural characteristics or basic elements, and the erosion of cultural, economic and political elements accelerating with the globalization process are explained in the nation-state structure. Globalization has become an important concept imprinted on the last quarter of the 20th century. It is also emphasized on how the cultural, economic and political elements accelerating with the phenomenon of globalization pave the way for the questioning of the structural and functional functions of the nation-state. It can be said that the change in the globalization process that question centralism of centralized governance-based nation-states constitutes one of the important debates in the field of public administration. This change in the globalization process has also affected public service delivery and public service. In this context; the basic concepts about globalization has been explained in this study. The effects of these political, economic and administrative antagonisms on the localization and regionalization are also mentioned in the study. These effects, of which globalization has emerged, have influenced local governments in federal, unitary and regionalized states. In this study these effects are explained through the following countries; Germany, America, France, England, Spain and Italy.

Küreselleşme ile uluslararası ticarette sınırlar ortadan kalkmış, ülkeler arasındaki ticari ilişkiler güçlenmiştir. 1980 sonrası bölgeselleşme süreci hız kazanmış ve ekonomik bütünleşmelerin hem sayısı hem de etkinliği artmıştır. Kurulan yeni dünya düzeninde uluslararası ekonomik aktörler zamanla ticari blokların oluşmasına neden olmuştur. Çalışmada, esas olarak Türkiye'nin bölgesel aktörlerle günümüzdeki dış ticaret ilişkisi incelenmiş, AB ile olan ekonomik ilişkileri ise bu çerçevede analiz edilmeye çalışılmıştır. Tezin birinci bölümünde küreselleşme ve bölgeselleşme kavramlarının evrensel tanımları açıklanmış ve tezin teorik altyapısının oluşmasını sağlayan ekonomik işbirliği ve bütünleşme aşamalarına ve etkilerine değinilmiştir. İkinci bölümde, çok kutuplu ekonomik düzende kendine yer edinmiş, dünya ekonomisinde önemli paylara sahip olan bölgesel entegrasyonlardan NAFTA, APEC, ASEAN, GCC ve AEC seçilerek, bu bölgesel aktörlerin Türkiye ile olan ticari ilişkileri analiz edilmiştir. Bu analizler ekonomik veriler, tablolar ve grafikler aracılığıyla açıklanmış ve değerlendirilmiştir. Tezin son bölümünde, Türkiye'nin en büyük ticari ortağı olan AB ile olan ekonomik ilişkileri dış ticaret boyutuyla, Gümrük Birliği öncesi ve sonrası olarak ayrıntılı olarak incelenmiştir. AB'nin üçüncü ülkelerle imzalamış olduğu ve gelecekte imzalayacağı STA'ların Türkiye ekonomisine etkileri TTIP ve CETA örnekleri üzerinden ayrıca incelenmiştir. Gümrük Birliği sürecinde Türkiye için başka alternatiflerin olup olmadığı sorgulanmış ve Çekim Modeli kullanılarak seçili örgütlerin ihracat üzerindeki etkileri analiz edilmiştir. Son olarak Gümrük Birliği'nin diğer ekonomik bütünleşmeler ve anlaşmalar ile farklılıkları vurgulanmış, revize edilmesi yönündeki önerilere yer verilmiştir. ; In international trade, the borders have disappeared and commercial relations between countries have strengthened with globalization. After 1980, the process of regionalization has accelerated and both the number and effectiveness of economic integrations have increased. International economic actors eventually caused the formation of commercial blocks in the new world order. In this study, essentially Turkey's current foreign trade relations are examined with the regional actors and economic relations with the EU have been tried to be analyzed in this framework. In the first part of the thesis, the universal definitions of the globalization and regionalization concepts are explained, and the phases and effects of economic cooperation and integration have been mentioned which providing of the theoretical infrastructure of the thesis. In the second part, NAFTA, APEC, ASEAN, GCC and AEC were chosen from the regional integrations which have a place in the multi-polar economic regime and have significant roles in the world economy and the commercial relations of these regional actors with Turkey have been analyzed. These analyzes have been explained and evaluated through economic data, tables and graphs. In the last part of the thesis, the economic relations with the EU, which is Turkey's biggest trading partner, have been examined in terms of foreign trade with detail before and after the Customs Union. The impacts of the STA's on the Turkish economy that the EU has signed with third countries and will sign in the future are also examined especially through examples of TTIP and CETA. During the process of Customs Union, it was questioned whether there were other alternatives for Turkey or not and analyze the effects of selected organization on export by using Gravity Model. Finally, the differences are emphasized between the Customs Union and other economic integrations and agreements and the recommendations for the revision are mentioned.

Küreselleşme süreci ile birlikte özellikle son 25?30 yılda dünyada önemli değişim ve dönüşümler yaşanmaktadır. Bilgi iletişim teknolojilerinde yaşanan hızlı gelişmeler uzaklık ve sınır kavramlarının silikleşmesini gündeme getirmekte, bu bağlamda uluslar arası sermaye akışında da önemli artışlar gerçekleşmektedir. Karlılık amacı doğrultusunda hareket eden ve bu doğrultuda faaliyetlerini pek çok ülkede yürüten çok uluslu şirketler de bu süreçte önemli birer küresel fenomen olarak karşımıza çıkmaktadır. Sürece kültürel perspektiften yaklaşıldığında ise Batı merkezli ve birörnekçi özellik arz eden küresel kültür dayatmalarının varlığı göze çarpmaktadır. Süreç böylesi bir küresel kültürün yanında yerel kültürlerin de daha belirgin olarak gün yüzüne çıkmasını beraberinde getirmektedir. Teknolojik, ekonomik ve kültürel boyutları ile karmaşık ve çok boyutlu bir özellik arz eden küreselleşme sürecinde, siyasal boyutta da, ulus-devlet üzerine gerçekleşen tartışmalar önemli bir sorunsalı oluşturmaktadır. Küreselleşme süreci ile birlikte ulus-devletlerin yapısı, etkinliği ve hatta varlığı tartışma konusu haline gelmiştir. Özellikle ulus-üstücü ve ulus-altıcı hareketlerin varlığı bu tartışmayı sıcak tutmaktadır. Türkiye de bu değişim ve dönüşüm sürecinden etkilenmektedir. Özellikle 1980'li yıllarla birlikte finansal serbestleşme hareketleri temelinde küreselleşme sürecine eklemlenme çabalarının varlığı dikkat çekmektedir. Türkiye, küresel sistemin kendisine sunduğu seçenekler arasında yönelimini, daha önceden de belli yoğunluklarla içinde olduğu, Avrupa Birliği'ne tam üyelik çerçevesinde gerçekleştirmektedir. Dönem dönem yavaşlayan dönem dönem hızlanan bu süreç halen devam etmektedir. Küreselleşme süreci genel itibariyle tüm dünya devletlerini, özel olarak da Türkiye'yi çeşitli boyutlarıyla etkilemeye devam etmektedir. ; With the globalisation process, some important changes and transformations have taken place during the last 25-30 years. Rapid devolopments that occured in information and communication based technologies, have been causing the concepts of distance and border to lose ground thus, important amount of increase in the flow of international capital have been taking place.Multinational companies which operate with the aim of profitableness and continue their business in many countries with this aim, come about as an important global phenomenon in this process. When we look at the process of globalisation from a culturel perspective, a west-centered and monotype compulsions of global culture draw the attention. The process brings about emerging of the local cultures more distinctively along with such a global culture. In the globalisation process which has become complex and multidimensional with its technological, economic and culturel dimensions, the debates on the ?nation-state? creates an important problematic in political dimension. Along with the globalisation process, the structure of the nation-states, their strength and even their existence has been under discussion. Especially, the presence of infranational and supranational movements have been keeping this discussion fresh. Turkey has been affected from this change and transformation process too. Especially with the 1980s, the presence of the efforts based on financial liberation movements for entegration to globalisation process attracts attention. Among the options offered by global system, Turkey has headed for full membership to European Union as it has been within the Union in some ways before. This process which slowdowns or gains speed at some periods, has been still proceeding. In general, globalisation process is stil continuing to influence all the countries in the world and specially Turkey too with its various dimensions.

Tezin beşinci ve son bölümünde, küreselleşme sürecinde yerel demokrasi ve kent konseyleri bağlantısı incelenmiştir. ; Globalization, as the concept of basic outlining of changes and transformations in the world in recent years, has a noticeable impact in many areas. Though there isn?t a consensus about the definition and conceptual framework of globalization, it is assumed that is a defined process in different ways by different disciplines. The phenomenon of globalization is a cause of various changes and transformations in economic, technological, political, ecological, and socio-cultural areas and affects to the local governments. The changes about local governments have emerged as well as the organization structure of its and the methods of service delivery, participatory mechanisms, financial structure, the understanding of responsibility and accountability. Globalization affected to the local governments by the way of local democracy. As a result of carrying the agenda of the Local Agenda 21 Program, city councils are located in the study. The changes and transformations which caused by the globalization are explained in this study. In this context, the study consists of five sections. The theoretical and conceptual framework of ?globalization?, ?localization? and ?local government? put forward in the first section. The economic, technological, political, and socio-cultural dimensions of globalization are discussed and put forward different approaches to the concept of globalization and decentralization. In the second part of thesis, the new trends are examined which affected the structural and functional transformation of local governments during globalization process. The effects of globalization on the nation state, and with it, the reflections of local governments are mentioned in this section. The international structures during the process of globalization and the reflections of these structures to the local governments in Turkey are examined in third part of thesis. The new trends in local governments during the process of globalization have studied and the Local Agenda 21, sustainable development and city councils have mentioned in fourt section of the study. The relation between city councils and local democracy during the process of globalization is focused on the fifth and final part of the thesis.

Uluslararası ilişkilerin belirleyici unsuru güç ve en önemli aracı da diplomasidir. Küreselleşmeyle birlikte pekçok kavram gibi bu iki kavram da değişime uğramış, geleneksel anlam ve algılarının ötesinde yeni tanımlar ve uygulamalarla çerçeveleri genişlemiştir. Özellikle Soğuk Savaş sonrasında askeri ve ekonomik varlığa dayalı sert güç karşısında, özendirme ve cazibe oluşturmaya dayalı yumuşak güç uluslararası politikada giderek önem kazanmaya başlamıştır. Aynı şekilde geleneksel diplomasi uygulamalarının yanında yumuşak güce dayalı birtakım yeni diplomasi modellerinin hayata geçtiği görülmektedir. Küresel sağlık sorunlarının çözümünde uluslararası işbirliklerini içeren ve sınıraşan sağlık hizmetlerinin etkili bir uluslararası politika aracı olarak kullanılmasına dayanan sağlık diplomasisi de bunlardan biridir. Bu çalışmada popülaritesi ve etkinliği giderek artan sağlık diplomasisinin uygulanma biçimleri, araçları, etkileşim düzeyleri ve aktörleri ele alınarak, gerçek bir dış politika aracı olup olmadığı üzerinde durulmaktadır. ; The decisive element of international relations is power and the it's most important instrument is diplomacy. These two concepts, like many concepts with globalization, have changed considerably and their frameworks have expanded with some new definitions and practices beyond their traditional meanings and perceptions. Especially in the post-Cold War period, the soft power based on the incentive and attraction against the hard power based on the military and economic existence in the traditional sense has begun to gain importance in the international politics. Similarly, a number of new diplomacy models based on soft power have been implemented in addition to traditional diplomacy practices. Health diplomacy, which includes international cooperation in the solution of global health problems and based on the use of transboundary health services as an effective international policy instrument, is one of them. In this study, it is emphasized whether there is a real foreign policy instrument by taking into consideration the forms, tools, interaction levels and actors of health diplomacy, whose popularity and effectiveness is increasing.

İpek Yolu, medeniyetlerin gelişimine ve birbirleriyle olan etkileşime büyük katkılarda bulunmuştur. Yaşanan gelişmeler neticesinde önemini kaybeden İpek Yolu'nu canlandırmak için birçok proje tasarlanmış ama hayata geçirilememişti. 2013 yılında Çin Halk Cumhuriyeti Başkanı Xi Jinping, Asya'yı Avrupa ve Afrika başta olmak üzere diğer bölgelere bağlamayı amaçladığı ''Kuşak ve Yol İnisiyatifi' 'adlı girişimini dile getirmiştir. İnisiyatif katılımcı ülkeler adına ekonomi, politika, kültür ve teknoloji değişimi açısından birçok avantaj sunmaktadır. Çin'in başlattığı bu inisiyatif zamanla dikkatleri üzerine toplamış ve büyük ilgi görmüştür. Türkiye'nin de dahil olduğu birçok ülke inisiyatife olumlu yaklaşarak destekleyicisi olmuştur. Bu çalışmanın temel amacı "Kuşak ve Yol İnisiyatifi'nin'', Türkiye-Çin ilişkilerine ekonomik açıdan sunduğu fırsatları ve oluşabilecek sorunları analiz etmek olacaktır. Kuşak ve Yol İnisiyatifinin Türkiye'nin ekonomi güvenliğine etkileri incelenirken; iki ülke arasında var olan ilişkilerin geliştirilmesi ve kazan-kazan mantığıyla ortaya çıkacak fırsatların değerlendirilmesi ele alınacaktır. ; The Silk Road has made great contributions to the development of civilizations and the interaction with each other. In order to revive the Silk Road, which has lost its importance as a result of the developments, many projects were designed but could not be implemented. In 2013, President of the People's Republic of China, Xi Jinping expressed his initiative called "Belt and Road Initiative" to connect Asia to other regions, especially Europe and Africa. The initiative offers many advantages in terms of economy, policy, culture and technology change for participating countries. The initiative which was initiated by China has attracted great attention in time. Many countries including Turkey have supported in a positive direction. The primary aim of this study is to analyze the potential economic opportunities and problems that are presented by the ''Belt and Road Initiative'' in terms of Turkish-Chines relationships. When studying the effects of "Belt and Road Initiative" on economic security in Turkey, developing the existing relations between the two countries and evaluating the opportunities that will arise with the win-win situation will be discussed.

Yerleşik hayata geçen insanoğlu ile tarım toplumu, makineleşme ve fabrikalaşma ile sanayi toplumu ve nihayetinde teknoloji gelişimi ve yayılımı ile bilgi toplumu çağını yaşamaktayız. Bu geçişlerin en büyük etmeni küreselleşmedir. Özellikle İkinci dünya Savaşı ardından yıkılan ekonomik düzen ve kaybedilen nüfus tekrarının yaşanmaması için ülkeleri birbirine yakınlaştırmış ve birlik olmaya zorlamıştır. Birlik olan ülkeler siyasi ve ekonomik anlaşmalar ile ticaret hacimlerini arttırma hedefi ile büyüme ve kalkınmalarını desteklemişlerdir. Küreselleşmenin yanında dış ticarete etki edebilecek; yaşam beklentisi, terör ve politik istikrarsızlık bu tezin amacını oluşturmaktadır. Bu çalışmada 2002-2017 döneminde OECD ülkelerinde küreselleşme, yaşam beklentisi, politik istikrar ve terörün, dış ticarete etkisi araştırılmıştır. Yöntem olarak araştırmada kullanılan veri tipi, ülkeler boyutunu farklı yıllar itibariyle ele aldığı, bir diğer deyişle panel veri olduğu için panel veri analizi kullanılmıştır. Panel veri analiz yaklaşımlarından da Genelleştirilmiş En Küçük Kareler (GEKK) yöntemi tercih edilmiştir. Çalışma sonucunda küreselleşme artışının ve yaşam beklentisi artışının dış ticareti arttırdığı buna karşılık politik istikrarsızlık ve terör eylemleri azalışının dış ticareti arttırdığı gözlemlenmiştir. ; Foreign trade has been the subject of many articles, researches and surveys as dependent or independent variables, and its content and effects is a very wide topic. Trade started with the question of what to do with excess production with the transition from consumer society to production society right after the existence of human beings and reached today. We live in the age of the agricultural society with the settled human beings, the industrial society with mechanization and factory, and ultimately with the development and dissemination of technology. The biggest driver of these transitions is globalization. In particular, the economic order that collapsed after the Second World War and the lost population brought countries closer to each other and forced them to be united. The countries that are the Union have supported their growth and development with the aim of increasing their trade volumes with political and economic agreements. Besides globalization, it can affect foreign trade; life expectancy, terror and political instability constitute the purpose of this thesis. In this study, the effects of globalization, life expectancy, political stability and terrorism on foreign trade in OECD countries in the period of 2002-2017 were investigated. As the method, panel data analysis was used because the type of data used in the study deals with the dimension of countries by different years, in other words, is panel data. Among the panel data analysis approaches, the Generalized Least Squares (GEKK) method was preferred. As a result of the study, it was observed that the increase in globalization and the increase in life expectancy increased foreign trade, while the decrease in political instability and terrorist acts increased foreign trade.
