The major environmental concerns of agriculture in Mexico are related to water resources and deforestation, in addition to the increasingly important issues of pesticide use, pollution, greenhouse gas emissions and soil erosion. This situation worsens in arid or semiarid regions, such as the state of Zacatecas, where the main source of water is 34 aquifers, 15 of which are overexploited. One option for reducing environmental deterioration is to encourage production units to adopt environmental management systems (EMS). These systems, however, are not well known to growers at the local or national level. The establishment of an EMS in the agricultural sector is relatively new, although it is widely used in other industrial sectors. This study determined the views, drivers and barriers to adopting an EMS in the vegetable sector of the state of Zacatecas, Mexico. A questionnaire was given to 202 technicians or owners of vegetable production units. The data were analyzed using confirmatory factor analysis and structural equation modeling. ABSTRACT Environmentally-based management is a topic that is being widely discussed in various publications. This study uses the mixed method with questionnaire; it is distributed to 110 respondents, also interviewing 3 informants from the management of BUMDES. The result of this study shows that environmental management and green innovation can have a positive and significant effect on the competitive advantage and performance of the company. It is hoped that the result of this study can help the government and BUMDES managers to further develop environmental management and green Innovation.RESUMEN La gestión basada en el medio ambiente es un tema que se está discutiendo ampliamente en varias publicaciones. Este estudio utiliza el método mixto con cuestionario; el mismo se distribuye a 110 encuestados, entrevistándose además a 3 informantes de la gerencia de BUMDES. El resultado de este estudio muestra que la gestión ambiental y la innovación ecológica pueden tener un efecto positivo y significativo en la ventaja competitiva y el desempeño de la empresa. Se espera que el resultado de este estudio pueda ayudar al gobierno y a los gerentes de BUMDES a desarrollar aún más la gestión ambiental y la innovación ecológica.
The objective of this work is to define and base the principles of environmental management through the introduction of regenerative (restorative) and productive methods of environmental policy. The problems were solved with the help of such general and special research methods, such as generalization, systematization, analysis, synthesis, and the empirical method. It is argued that the operation of industrial enterprises without a balanced set of appropriate environmental measures always has negative consequences. The formation of environmental awareness of entrepreneurs, assigning to environmental management the status of a mandatory component of the policy to achieve regional environmental objectives, requires greater attention and effective methodological developments. The strategic directions of ecological development of one of the regions of Ukraine are indicated. The essence of the concept of "environmental management" is defined. The definition of "regenerative method of ecological management" and "productive method of ecological management" is offered. In conclusion, scientific ideas on the feasibility of implementing environmental management in companies are presented. The need for ecological measures for the implementation of ecological policy is based.
Services sociocultural contain in their dynamics elements that for his correct development they need to implicate all of the actors that they make easy and they strengthen the participation, the collective learning of sincere and continuous way, as well as the confrontation to the climatic change. The Investigation, identify risk factors and Brazo of the Bridge, proposes environmental actions at the lagoon focused to improve services intervening socioculturales sensitization, the perception, the overtaking decisions, the environmental education and the application of instruments and ground ruleses that evidence the responsibility out of every sector and of the community on the environmental conditions of his most immediate surroundings. The investigation applies methods of the qualitative and quantitative paradigm, utilizing the methodology of the – pilots, empiricists and statisticians – Communicative Investigation with methods, and fact-finding theoretic roads Action. The results evidence the need to acquire and to offer knowledge on the wetland's complexity, as well as laying plans and applying tools for an adequate step that the degradation of the ecosystem revert and at the same time, may satisfy the requests of the services socioculturales, what one of the big challenges for the local government constitutes. The application of the proposal can have an effect on the recuperation of the ecosystem through the appropriation of significances and environmental value, propitiating spaces that get better and the services enlarge socioculturales and they increase the power of the human well-being. ; Los servicios socioculturales contienen en su dinámica elementos que para su correcto desarrollo precisan implicar todos los actores que facilitan y fortalecen la participación, el aprendizaje colectivo, de manera abierta y continua, así como el enfrentamiento al cambio climático. El presente artículo se realizó entre los años 2018-2020 en el municipio Río Cauto, provincia Granma. La investigación identifica factores de riesgo y, para ello, centra su objetivo en proponer acciones ambientales en la laguna Brazo de la Puente, enfocadas a mejorar los servicios socioculturales mediante la sensibilización, la percepción, la toma de decisiones, la educación ambiental y la aplicación de instrumentos y normativas que muestran la responsabilidad de cada sector y de la comunidad sobre las condiciones ambientales de su entorno más inmediato. Se vinculan los paradigmas cualitativo y cuantitativo, utilizando la metodología de la Investigación- Acción- Participativa, con métodos teóricos, empíricos y estadísticos. Los resultados muestran la necesidad de adquirir y brindar conocimientos sobre la complejidad de los humedales, así como diseñar y aplicar herramientas para una adecuada gestión, que revierta la degradación del ecosistema y, al mismo tiempo, pueda satisfacer las demandas de los servicios socioculturales, lo que constituye uno de los grandes desafíos para el Gobierno local. La aplicación de la propuesta puede incidir en la recuperación del ecosistema a través de la apropiación de los significados y valor ambiental, propiciando espacios que mejoren y amplíen los servicios socioculturales y potencien el bienestar humano.

Law as science social instruments corresponds to a decisive involvement in this social-environmental event. ; Solo desde la educación se pueden construir los nexos que posibiliten acciones sostenibles para poder frenar la amenaza que constituye hoy la limitada capacidad de soportar el proceso de degradación a la que la han sometido a la naturaleza, la relación hombre naturaleza constituye en la posmodernidad un nexo político. Los problemas ambientales han surgido como una nueva causa de conflictos violentos, ya no se trata en este caso de los intereses de poder originadas por el acceso a riquezas, como las contiendas por obtener petróleo o más territorio, sino que son peligros basados en la escasez de recursos que la degradación ambiental genera, en el mundo globalizado matizado por la inequidad donde vivimos. Las relaciones internacionales en esta materia se construyen desde perspectivas discriminatorias en cuanto a que las cargas de la degradación ambiental son generalmente soportadas por la población más pobre y desprotegidas, reflejo de las dependencias impuestas por los países desarrollados. A la educación y en especial a la educación desde el derecho como ciencia social instrumental le corresponde una participación decisiva en este suceso social-ambiental.
The unfolding inclusion process of environmental management as a Government obligation is developed in this article, explaining its context and evolution in Latin America and the Caribbean plus the Peruvian case. The present document also sets some proposals, according to the author pointview, for improvement of the environmental institutional structure in Peru. ; El presente artículo desarrolla el proceso de inclusión de la gestión ambiental como una obligación del Estado, presentando el contexto en el quese da esa inclusión, su evolución en América Latina y el Caribe. Para culminar se discute lo ocurrido en el caso peruano y se plantea algunas propuestasque desde la consideración del autor podrían mejorar la institucionalidad ambiental en el Perú.
La falta de recursos financieros en nuestro país hace que sé empiece a buscar por fuera lo que no hay dentro; es así como surge la necesidad de hacer esta investigación, mediante un proceso de ubicación de los actores y competencias de quienes participan en el manejo de la situación ambiental del departamento del Tolima. El análisis de fuentes de financiación nacional e internacional se enfocó en lo relacionado con la temática: Saneamiento Básico (Residuos sólidos, Contaminación hídrica), Suelo (Erosión, Deforestación) y Biodiversidad (Flora y Fauna). AbstractThis research analyzes the environmental management in the municipalities of Valle del Cauca,Colombia. The study beginning with an exploratory question: how they respond to environmentalmanagement in the municipalities of Valle del Cauca? Environmental reports by the DepartmentalComptroller of the Plan of Development that environmental found out that the environmentalmanagement is different among that different municipalities. Therefore, the principal researchquestion is why the municipalities of Valle del Cauca respond to environmental managementunevenly? To answer the question a methodological approach to descriptive and analytical type isused. The Stockholm Declaration of 1972 states that, in accordance with the Charter of the United Nations, States have the sovereign right to exploit their own resources in pursuit of their own environmental policy and the obligation to ensure that activities under their jurisdiction or control do not harm the environment of other States or areas beyond any national jurisdiction. That said, it expresses a customary rule which can be regarded as the general basis for the prohibition of transboundary pollution, the concept of which is directly linked to that of damage (potential or actual), the objective of which is not merely fair compensation but the prevention and equitable distribution between States of the burdens and benefits of the use of environmental resources (Díez de Velasco, 2013). The United Nations Convention on the Law of the Uses of International Water Causes for Diverse Purposes of Navigation is the only global agreement focusing on the management of international watercourses, their conservation and their use for purposes other than navigation, such as the management of dams. This Convention plays an important role in codifying a number of principles and standards that can serve as guidelines for establishing a regime for the management of shared water resources (International Union for Conservation of Nature and Nature Resources (IUCN), 2008). In this context, the rule of good neighbourliness — according to which a State is required to prevent activities likely to cause damage in a neighbouring State — has been extended to prohibit acts of transboundary pollution where they cause significant damage not only to third States but more generally to common areas beyond any national jurisdiction (Díez de Velasco, 2013). ABSTRACT: This essay explores, with the use of socio-legal method, for public rural environmental management from the agricultural and environmental law and environmental science. In order to propose alternatives to public management in this area, it refers to current legal framework in Colombia, among which highlights the peasant reserve areas created by the agrarian reform law. To realize the proposed solution, takes as a paradigmatic example the case of agro-ecosystem operated by Silleteros of Santa Helena in the Department of Antioquia, located in a metropolitan city edge, from the perspective of the new rural and contributions from political ecology and agroecology. ; RESUMEN: El presente ensayo indaga, con el empleo del método socio- jurídico, por la gestión pública ambiental rural desde el derecho ambiental y agrario y las ciencias ambientales. Para proponer alternativas de gestión pública en este campo, hace referencia a diferentes figuras jurídicas vigentes en Colombia, entre las que se destaca las zonas de reserva campesina de la ley de reforma agraria. Para concretar las propuestas de solución, toma como ejemplo paradigmático el caso del agroecosistema intervenido por los silleteros de Santa Elena en el Departamento de Antioquia, ubicados en un borde de la ciudad metropolitana, desde la visión de la nueva ruralidad y con aportes desde la ecología política y la agroecología.

El proyecto se desarrolló a lo largo del ciclo lectivo de 2009, mediante un trabajo conjunto entre los docentes involucrados, diferentes instituciones gubernamentales y no gubernamentales, Dio como resultado un proceso de construcción de conocimientos en gestión ambiental, a partir del cual se plantearon y desarrollaron propuestas en los diferentes centros educativos. ; A very important aspect of worldwide education and, particularly for Costa Rican education, is the environmental management as an educational strategy. For this reason, this article describes the experience of the project Mejora de la Oferta Educativa en Gestión Ambiental Rural (MOE-GAR) during its first stage in 2009. The population was comprised by teachers from different areas of the rural school districts of Guapiles and Sarapiquí. As a part of this project, we worked with teachers, different government and nongovernment institutions, throughout the 2009 school year; obtaining as a result, a process of knowledge development in environmental management. Based on this, several proposals were developed in different educational institutions.
El proyecto histórico de la modernidad ha encontrado en el campo de la gestión ambiental un nuevo espacio para afianzarse. El reconocimiento de la degradación generalizada de los ecosistemas y la búsqueda de alternativas para su recuperación y conservación, que parecerían ser en un primer momento enclaves del ejercicio político crítico frente a dicho proyecto han sido objeto de asimilación gracias a la producción, circulación y apropiación social de discursos en los cuales la crisis puede enfrentarse solo con ajustes de las búsquedas modernas del desarrollo. Este es el caso de un proyecto de manejo comunitario de fauna silvestre en Bucaramanga. El artículo presenta un análisis el proceso histórico de construcción de su discurso participativo. ; The historical project of modernity has found a new space to establish itself in the field of environmental management. This is the case of a community wildlife management project in Bucaramanga. The article presents an analysis of the historical process of construction of his participatory discourse.
