El miedo es una emoción usada en propaganda como una herramienta de control social y dominación política. Este estudio analiza dicha emoción en las elecciones andaluzas de 2018, pues fueron el preámbulo del ciclo electoral vivido en España en 2019, el cual cambió el contexto político. Se aplica una técnica de recogida de datos cuantitativa (análisis de contenido) al debate electoral, obteniendo resultados y conclusiones interesantes como el uso de la técnica de "creación del enemigo". ; Fear is an emotion used in propaganda as a tool of social control and political domination. This study analyses this emotion in the Andalusian elections of 2018, as they were the preamble to the electoral cycle experienced in Spain in 2019, which changed the political context. A technique of quantitative data collection (content analysis) is applied to the electoral debate, obtaining interesting results and conclusions such as the use of the technique of "creation of the enemy".

Este escrito se ocupa del miedo y el sentido de pertenencia del territorio del Estado-nación colombiano y es uno de los productos de una investigación[1] que se realizó con base en el modelo conceptual nombrado Emoterras, cuyos rasgos generales se presentan en la introducción. La Constitución venezolana de 1999 no menciona a los partidos políticos y no es un hecho inocuo, pero genera consecuencias e interrogantes importantes acerca de su significado para el derecho constitucional y el sistema político. Dicha constitución apunta hacia una concepción de la organización política de la sociedad, donde se sustituye la representación pluralista por una representación monástica con una dirección orientada a la burocracia y al centralismo de manera factual y normativa, en vez de ser un recurso estilístico. Por lo tanto, tenerle fobia a los partidos políticos tiene que ver más con la fobia a tal representación pluralista que con la idea de la representación como tal. Esto se puede observar en cuatro temas fundamentales: 1) los partidos políticos como tales se convierten en organizaciones de frente extremadamente inestables y cambiantes, 2) las nuevas organizaciones políticas se conciben como instrumentos para la política revolucionaria del gobierno y ya no como fuerzas diversas e innovadoras, 3) las organizaciones sociales y no gubernamentales sufren un proceso de neutralización política en el que se tiene que observar de cerca su comportamiento y se deben tomar medidas para evitar que se conviertan en actores opositores, contrario a los principios de la democracia participativa. De igual forma, los sindicatos y asociaciones profesionales son controlados a través de la intervención del Poder Electoral y el Consejo Electoral. ; The venezuelan Constitution of 1999 does not mention the political parties and that is not an innocuous fact but one which generates important consequences and interrogations about its meaning for constitutional law and the political system. Rather than being a stylistical resource it points to a conception about the political organization of society where, factually and normatively, the pluralistic representation is substituted by a monistic representation with a bureaucratic and centralistic oriented direction; therefore to be party phobical encompasses more to be phobic against such pluralistic representation than to the idea of representation at all. This can be observed on four fundamental issues: 1) political parties as such become front organizations extremely unstable and changing, 2) new political organizations are conceived as instruments for the revolutionary policy of the government and no more as diverse and innovative forces, 3) contrary to the principles of participatory democracy, society and non governmental organizations su?er a process of political neutralization their behavior having to be closely watched and measures taken to avoid its becoming opposition actors. This paper aims to analyze how from the negative effects of Neoliberal Economic Globalization, in peripheral countries and core countries, increased the feeling of insecurity, consequently resulting in a reduction of tolerance and a disproportionate increase in mistrust, violence and social stigma towards those who are different or strange situations that are disseminated by the media, which promote an overall sense of insecurity. With the "downsizing" state with this policy implementation, were strongly affected entities Police, which paved the way for privatization, becoming a service, which can only be accessed by those who can afford it. This change in the policies of social control and criminalization processes resulted in a different perception of common crime, becoming considered as terrorist acts, which will show how in most cases theseperceptions are constructed through policies and states of emergency in democratic contexts and whose harmful effects are unfortunately forgotten ; El presente escrito pretende analizar cómo a partir de los efectos negativos de la Globalización Económica Neoliberal, tanto en países periféricos como en los países del centro, aumentaron el sentimiento de inseguridad, trayendo como consecuencia una disminución de la tolerancia y un aumento desproporcionado de la desconfianza, la violencia y los estigmas sociales hacia quien es diferente o extraño, situaciones que son difundidas por los medios de comunicación, los cuales promueven una sensación global de inseguridad. Con el "achicamiento" del Estado con esta implementación de políticas, resultaron fuertemente afectados los entes de Policía, lo cual abrió paso a la privatización, convirtiéndose en un servicio más, al cual solo pueden acceder quienes puedan costearla. Este cambio en las políticas de control social y en los procesos de criminalización trajo como consecuencia una percepción diferente de la delincuencia común, pasando a ser considerados como actos terroristas, lo cual se mostrará qué en la mayoría de los casos estas percepciones se construyen a través de políticas y estados de excepción en contextos democráticos y cuyos nocivos efectos lamentablemente son olvidados.

The hegemonist discourse imposed by the ruling political class of the United States since September 2001 is guided by a vision which defines the objects, methods and reasons of its political behavior on a global scale in accordance with two strategic aims: first, to guarantee its economic, political and military supremacy, and, second, to justify it and its consequences with the help of an aggressive religious fundamentalism merged with the declarations of political principles. Based on the works of John Dewey, Erich Fromm, David Riesman, Herbert Marcuse and others, and from the perspective of contemporary sociology, such as that of Anthony Giddens, Ulrich Beck, Richard Sennett, Christopher Lasch etc., this article analyses the coincidence of this ideology defended by US–ultraconservatives with the strategic interests of globalized capitalism. It emphasizes the peculiar function of the manipulation of public opinion and the intentional production of fear as instruments for the purpose of submitting public consciousness to the dominant interests, generating a generalized and diffuse psychological disposition towards a diminution of the ego and towards conformity with the ruling power–elites, and producing distrust in democracy, characteristics of the authoritarian personality. It is an attempt to analyze the actual trends of destruction of the "social character" in "postmodern" societies and the upcoming of a new kind of irrationalism. ; El discurso hegemónico impuesto por la cúpula gobernante de Estados Unidos desde septiembre del 2001 se caracteriza por una visión política que define los objetivos, métodos y razones de su actuación a nivel mundial en concordancia con dos fines: primero, garantizar su supremacía económica, política y militar; segundo, justificar esta y sus consecuencias a partir de un fundamentalismo religioso agresivo mezclado con diversas declaraciones de principios políticos. Basado en las obras de John Dewey, Erich Fromm, David Riesman, Herbert Marcuse y otros, así como desde la perspectiva de la sociología contemporánea como la de Anthony Giddens, Urich Beck, Richard Sennett, Christopher Lasch etc., el presente artículo analiza no sólo la coincidencia de la ideología defendida por el sector ultraconservador estadounidense con los intereses estratégicos del capitalismo globalizado. También destaca el peculiar papel de la manipulación de la opinión pública y de la producción interesada de miedo como instrumentos para la sumisión de la conciencia social bajo los intereses dominantes, generando al mismo tiempo una generalizada y difusa disposición psíquica hacia el debilitamiento del yo y hacia el conformismo con el poder, así como la desconfianza en la democracia, dos tendencias características de la personalidad autoritaria. Se intenta analizar las tendencias actuales hacia la destrucción del "carácter social" en las sociedades "postmodernas" y el resurgimiento del irracionalismo.

Pero, especialmente se concentra en el estudio del miedo que generó en la población y la manera como fue manipulado a favor de una posición política. El artículo concluye que este terremoto fue una causa importante en la caída del primer gobierno republicano establecido en Venezuela. ; This article analyzes the impact that had the earthquake of the 26 of March of 1812 in the policy and Venezuelan society. During a period of four decades the academic work of Renato Cristi has been illuminating, theoretically and historically, the foundations and intellectual development of Pinochet's civic-military dictatorship, as well as the influence and implications the conservative thought had in the institutional design of Chile's democracy. The interview, conducted between October and November of 2018, in person and by e-mail, discusses Cristi's contributions in perspective, including the biographical, methodological, conceptual and political aspects that helped shaped Cristi's academic work. ; El trabajo desarrollado por Renato Cristi durante más de cuatro décadas se ha destacado por iluminar teórica e históricamente los fundamentos y desarrollo intelectual de la dictadura cívico-militar de Pinochet, así como la influencia e implicancias del pensamiento conservador en el diseño institucional de la democracia chilena. La entrevista, realizada entre octubre y noviembre de 2018, en persona y vía correo electrónico, busca discutir estas contribuciones en perspectiva, abordando los aspectos biográficos, metodológicos, conceptuales y políticos que han marcado eltrabajo de Cristi.

[Rersumen] Este artículo gira en torno al concepto de miedo-ambiente, que definimos como el producto histórico generado por el acondicionamiento material y discursivo del espacio urbano. En perspectiva historiográfica y con metodología cualitativa atenderemos a las condiciones de su gobernabilidad y a las formas de su resistencia. Primero rastrearemos el origen del miedo urbano, expandido por las capitales europeas durante el siglo XIX al ritmo de un urbanismo disciplinario en desarrollo. A continuación atenderemos al miedo-ambiente contemporáneo, asentado en la sociedad de control y plasmado en el gobierno, diseño y planificación de ciudades. Por último, acercándonos al polo de las resistencias y atendiendo a los nuevos movimientos globales, leeremos el 15M o el movimiento de los Indignados como un intento de reacondicionamiento del medio urbano, que en su vertiente material y discursiva enfrentó el miedo para repensar la democracia. ; [Abstract] This paper explores the concept of ambient-fear, which we define as the historical product generated by the material and discursive conditioning of urban space. In historiographical perspective and with a qualitative methodology we will attend to the conditions of his governance and to the forms of his resistance. First, we will track the origin of urban fear, expanded around European capitals during the 19th century to the rhythm of a developing disciplinary urbanism. Next, we will describe contemporary ambient-fear, settled in the control society and reflected in government, design and urban planning. Finally, approaching the pole of resistances and regarding the new global movements we will interpret the 15M or Indignados Movement as an attempt of reconditioning urban scape, that both in its material aspect as in its discursive side faced fear to rethink democracy.

Recent events and those of past decades highlight the role of fear in public life. The fear and its causes are present in the mass media, political discourse, neuroscience, science and political philosophy. We take the view that intuitive, cognitive and heuristic fear management needs to be considered a basic feature of citizens' lives in the current century. In both the modern vision of the nation and in the social contract, as well as in the most futuristic visions of cosmopolitanism and supranational states, the heuristic of fear will not disappear, not just because its intrinsic utility, but also its immanence at the genetic-biological and psycho-social level. We believe that the existence of fear is positive, as it alerts us to risks that may have a negative impact on the individual's future. ; La actualidad y los acontecimientos de las últimas décadas han puesto de manifiesto la importancia del miedo en la vida pública. El miedo como tal y sus factores desencadenantes están presentes en la prensa, el discurso político, la neurociencia, la ciencia y la filosofía política. Entendemos que la gestión del miedo intuitivo, cognitivo y heurístico debe contemplarse como un elemento básico en la vida del ciudadano de este siglo. Tanto en la visión moderna de la nación y el contrato social, como en las visiones más futuristas de cosmopolitismo y estados supranacionales, la heurística del miedo difícilmente podrá desaparecer de los sistemas jurídicos y sociales, no solo por su utilidad intrínseca, sino también por su inmanencia y consubstancialidad genético-biológica y psico-social. El hecho de que exista miedo consideramos que es positivo puesto que nos alerta de riesgos que pueden afectar negativamente el futuro del individuo.

In this article we will study the kilometer long inscription in the desert "ni pena ni miedo" by Chilean poet Raúl Zurita in the Atacama Desert in 1993 based on visual, symbolic and material relationships. First, the notion of landscape in his poetic work will be established as a projection of the politics of the post-dictatorship. Second, this inscription in the desert is presented from its contextual and material relations, both as a counterpoint to the Memorial of the Disappeared Detainee and the Political Executed (1993) and in relation to the hegemonic Chilean political discourse in the 1990s. Finally, the erosion and subsequent restoration of the inscription will be weighed. ; En este artículo se estudiará la kilométrica inscripción "ni pena ni miedo" del poeta chileno Raúl Zurita en el Desierto de Atacama, en 1993, partir de relaciones visuales, simbólicas y materiales. Primero, se establecerá la noción de paisaje que hay en su obra poética como proyección de la política de la postdictadura. Segundo, se presentará esta inscripción a partir de sus relaciones contextuales, simbólicas y materiales, es decir, tanto en contrapunto con el Memorial del Detenido Desaparecido y del Ejecutado Político ubicado en el Cementerio General de Santiago (1993) como en relación al discurso político chileno hegemónico en los años 90. Por último, se sopesará la erosión y posterior restauración de la inscripción.

In Caribbean historiography, the concept of the great fear is defined as the fear of uprisings by afrodescendants following the Haitian Revolution. Based on a case in the province of Yucatan, this article reflects on the importance and the use of the discourse of fear in the context of the era of the Latin American independence movements. By analising the local dynamics of the case study it argues that rather than representing a mental disposition of the Haiti trauma, the stereotypes of the discourse of fear were used strategically in order to justify local political decisions.

In this paper I reflect on the risky situations that conditioned my field work in anindigenous community located in the Purépecha Plateau of the state of Michoacán (Mexico), andon the possibilities of telling what "really happened" in the history of that community; the politicalneed to establish the truth became an element of dispute among some of the community members,thus placing me in conflictive situations. The concerns that I express in this article are endogenous,that is, the problem is ascertained through anthropology itself.For this reason, I categorize communication in three concepts: rumor, history and fear. The generalquestions are: What are the channels that the community members were looking for so as to havetheir narrative heard, displaced, validated and turned into truth, by engaging in actions that couldendanger the ethnographer himself? What is the configuration of the place from where the discourseon the past is authorized and thus embodied in the production of history? ; En este escrito reflexiono las situaciones de riesgo que condicionaron mi trabajo decampo en una comunidad indígena ubicada en la Meseta Purépecha del estado de Michoacán ysobre cómo la posibilidad de contar lo que "realmente pasó" en la historia de esa comunidad; lanecesidad política de establecer la verdad se convirtió en un elemento de disputa entre algunosde sus miembros, colocándome en situaciones conflictivas. Las preocupaciones que plasmo en esteartículo son endógenas, es decir, rastrean el problema en la antropología misma.Para ello pongo en comunicación tres nociones: rumor, historia y miedo. Las cuestiones que seplantean son: ¿cuáles son los canales que buscaban los comuneros para que su narración fueraescuchada, desplazada, validada y se convirtiera en verdad, incurriendo en acciones que podíanponer en peligro al propio etnógrafo? ¿Cómo se configura el lugar desde donde se autoriza el discursosobre el pasado, plasmado en la producción de historia?

The amount of time spent on Instagram by young people in India has grown exponentially. This social media platform is a sea of visuals that reflect the activities people are engaging in. The constant viewing of other people's lives can lead to a feeling of dissatisfaction about one's own life. The Fear of Missing Out (FoMO) emerges when an individual who is unable to participate in or engage with the activities of others, experiences feelings of loneliness and isolation. This study aims to examine the association between the time spent on Instagram and its effect on FoMO and Loneliness. The study sample consisted of 401 participants, primarily 18–24 years old, collected via convenience sampling methods. The single item Fear of Missing Out short form (FoMOsf) and the three-item Loneliness scale were administered to participants to measure FoMO and loneliness, respectively. Descriptive and inferential statistics were used to analyze the data. A one-way analysis of variance was computed between the time one spends on Instagram and the variables of FoMO and loneliness. The analysis uncovered a statistically significant difference between the increasing amount of time spent on Instagram, that is, less than one hour, 1–2 hours, and three or more hours for FoMO [F (2,398) = 17.92, p < 0.05] and loneliness [F (2,398) = 3.57, p ≤ 0.029]. Therefore, more time spent on Instagram results in individuals experiencing significantly greater levels of FoMO and loneliness.
