This dissertation aims to clarify the applicability of federal state model into Islamic Republic of Afghanistan with its advantages and disadvantages. Islamic Republic of Afghanistan has begun the modernization attempts concurrently with Turkey but its attempts have been failed because of the many internal or external reasons. Originating from the geographical, political, economic and demographic characteristics of Afghanistan, many ethnic groups are supporting unitary state model while many others are supporting federalism. The academic researches about governing structure of Islamic Republic of Afghanistan in Turkish literature are so rare. It is estimated that this study will fill an important gap in the literature. In the study, the theoretical part is fulfilled by searching the federal state model and federalism in national and international literature. One of the leading practitioners of federalism, the United States and the Federal Republic of Germany as a Western European State have been examined. By examining the similarities and differences between Afghanistan and these two countries, it has been tried to determine the level of federalism compliance for Afghanistan. ; Bu tez çalışmasının amacı federal devlet modelinin Afganistan İslam Cumhuriyeti'nde uygulanabilirliğini fayda ve mahzurlarıyla birlikte ortaya koymaktır. Afganistan İslam Cumhuriyeti Türkiye ile eş zamanlı olarak modernleşme çalışmalarına başlamış ancak bu çabaları iç ve dış bir takım etkenlerce başarıya ulaşamamıştır. Ülkenin coğrafi, siyasi, ekonomik ve demografik yapısına bağlı olarak, bazı etnik gruplar üniter devlet modelini savunurken bazı etnik gruplar ise federalizmi savunmaktadır. Türk yönetim alan yazınında Afganistan İslam Cumhuriyeti'nin yönetim yapısı hakkında yapılan akademik çalışmaların oldukça az olduğu görülmektedir. Bu çalışmanın alan yazındaki önemli bir boşluğu dolduracağı değerlendirilmektedir. Çalışmada federal devlet modeli ve federalizm hakkındaki ulusal ve uluslararası alan yazın taranarak teorik kısım tamamlanmıştır. Federalizmin önde gelen uygulayıcılarından biri olan ABD ve bir Batı Avrupa Devleti olarak Federal Alman Cumhuriyeti'nin yapısı incelenmiştir. Bu iki ülke ile Afganistan'ın benzer ve farklı yönleri ele alınarak Afganistan için federalizmin uygunluk düzeyi ortaya konmaya çalışılmıştır.

Avrupa Kömür ve Çelik Teşkilatı(European Coal and Steel Community-ECSC)'ndan Reform Antlaşması'na Entegrasyonun Yönü adlı bu tezde Birliğin kuruluşundan günümüze kadar değin birliğin katetmiş olduğu yol ve yaşanan değişim ele alınmıştır. Bu bağlamda başlangıçta yalnızca kömür ve çelik gibi savaş hammaddesinin iki temel girdisi olan üretiminin ve dağıtımının bir üst otoriteye devredilmesiyle oluşan AKÇT(ECSC)'den günümüzde reddedilmiş olsa da Avrupa Birliği Anayasası'yla bir devlet olma yolunda önemli atan Avrupa Birliği'nin tarihsel kronolojisi entegrasyon teorileri bağlamında ele alınmıştır. Başlangıçta ekonomik kaygılar ve amaçlarla kurulan Birlik, Tek Avrupa Senedi(Single European Act) ve özellikle Maastricht Antlaşması ile siyasi entegrasyon aşamasına geçmiştir. Ekonomik ve Parasal Birlik'in temellerini atan Maastricht Zirvesi sonrası birliğin bir sonraki aşamaya geçmesini öngören Avrupa Birliği Anayasası(Treaty Establishing a Constituion for Europe)'nın Fransa ve Hollanda tarafından reddedilmesi ile Birlik bir süre belirsizlik havası yaşamış fakat getirilen Reform Antlaşması(Lisbon Treaty) ile bir anlamda çark etmiştir. Teknik olarak bir anayasa olmayan Reform Antlaşması, federalizmi çağrıştıran tüm unsurlar ayıklanıp yeni versiyonuyla ortaya konulmuştur. Avrupa Birliği, 27 üye ülkeyle bu kurumsal yapıyla hantal karar alma mekanizmasıyla daha ileri gitme genişleme, daha esnek kararlar alma şansına sahip değildi. Dolayısıyla Avrupa Birliği'nin kendini yenileyebilmesi için bu antlaşmaya ihtiyaç vardı. Reform Antlaşması'yla birlikte Birlik Avrupa Birliği Anayasasıyla entegrasyon teorileri bağlamında en sıkı bütünleşme modeli sunan Federalizmden vazgeçmiş, tam bir siyasal birlik simgesel düzeyde kalmıştır. ; In this thesis titled Direction of Integration from the European Coal and Steel Community to the Reform Treaty, ground gained by community from its establishment up to the present and change experienced are discussed. In this regard, it?s initially discussed ECSC constituted by transferring production and distribution of two basic inputs of war raw materials such a steel and coal to a higher authority in the context of integration theories of European Union?s historical chronology which took important steps in the way of being a State due to the constitution of European Union that is even refused today. The union that was founded due to economic concerns and purposes in the beginning came to the political integration stage with the Single European Act and Especially with Maastricht Treaty. After the Maastricht Summit which founded the Economic and Monetary Union, with refusal of Treaty Establishing a Constitution for Europe by France and the Netherlands that proposes it to pass through the next stage, the Union had atmosphere of uncertainty, it turned in a sense due to Reform Treaty (the Treaty of Lisbon). Reform treaty that is technically is not a constitution was revealed with its new version being relieved from all the elements which were reminiscent of federalism. European Union did not have any chance to advance more, expand and take more flexible decisions with these 27 member states, with this institutional structure and slow decision making mechanism. Accordingly, this treaty was needed for European Union to reform itself. With the EU constitution together with the Treaty of Reform, Union gave up Federalism that presented the strictest integration model in the contexts of integration theories and full political union remained as symbolic level.

Bu çalışmada, Afganistan'da olası federal bir sistemin yapılandırılması ele alınmış ve bu sistem doğrultusunda etnik sorunların çözümüne ilişkin değerlendirmeler yapılmıştır. Afganistan'da kimi etnik gruplar üniter, kimileri ise federal sistemi savunmaktadır. Bu durum ülkedeki coğrafi, ekonomik, siyasi ve nüfusa bağlı farklılıklardan kaynaklanmaktadır. Afganistan'da çok sayıda iç ve dış nedenlerden kaynaklanan problemler jeostratejik ve jeopolitik bağlamda önem taşıyan ülkede bir çözüm arayışını ortaya çıkarmıştır. Bu çalışmanın amacı, Afganistan'ı jeopolitik, siyasi tarih ve siyasi yapı bağlamında değerlendirmek, etnik kavramını detaylı biçimde açıklayarak Afganistan'da etnik grupları ele almak, federalizm ve federal devleti açıklayarak Afganistan'da federalizmin uygunluğunu değerlendirmek ve bu bağlamda etnik sorunlara olası etkileri incelemektir. ; In this study, the possible structuring of Afghanistan as a federal system in is discussed and considerations regarding the solution of ethnic problems are offered in line with this federal system. In Afghanistan, some ethnic groups advocate a unitary system and some advocate a federal system. This is due to geographical, economic, political and population-related differences within the country. Numerous problems arising from internal and external reasons in Afghanistan have led to the search for a solution in a country that is important in the geostrategic and geopolitical context. The aim of this study is to evaluate Afghanistan in the context of geopolitics, political history, and political structure, to explain ethnic concept in detail, to discuss ethnic groups in Afghanistan, to explain federalism and federal state, to evaluate the suitability of federalism for Afghanistan and to inspect the possible effects of ethnic problems in this context.

Germany, as the leading member of the EU, has federal administrative system and the lander have a great autonomy compared to regional governments in the unitary member states. Yet, by means of the welfare state policies in the 1960's, the federal government exercised an increasing power over the lander. Moreover, as a consequence of European Union's state oriented approach, the lander could not participate EU's decision making processes influentially. In order to make a change in this framework and create a fertile sphere within EU for the participation of sub state actors, they insistently proposed some fundamental policy shifts, and their proposals later became EU official policy, so they pioneered for the emergence of deeply rooted EU regional policies. Furthermore, the lander have an undeniable impact upon the development of regional administration in the unitary member states. ; AB'nin en etkili üyelerinden olan Almanya federal bir yönetim modeline sahiptir ve bu modelin gereği olarak federe yönetimlerin geniş bir serbestisi vardır. Ancak özellikle 1960'larda refah devleti yönündeki uygulamalar federal yönetimin merkeziyetçi temayüllerini güçlendirmiştir. Buna ilaveten AB'nin devlet merkezli yaklaşımından dolayı, federe yönetimlerin başlangıçta AB süreçlerine aktif olarak katılamamaları da federe yönetimlerin konumlarını zayıflatmaktaydı. Federe yönetimler ise bu şartlar altında yetki alanlarının daraltılmaması için bir yandan federal yönetimle mücadele ederken diğer yandan AB dâhilinde oldukça etkili çalışmalar yapmışlardır. Bu çalışmalar sonucunda kendilerine daha geniş bir faaliyet alanı açmanın ötesinde AB'nin bölgesel politikalarının şekillenmesinde etkin rol oynadıkları gibi üniter üye ülkelerdeki bölgesel yönetimlerin gelişmesine de önemli katkı da bulunmuşlardır.

Türkiye'de adem-i merkeziyet tartışmaları üzerine hazırlanan bu çalışmaya, adem-i merkeziyeti daha anlaşılır kılmak amacıyla kavramsal bir çerçeve ile başlanmıştır. Birinci bölümü oluşturan kavramsal çerçevede, üniter devlet, yerellik ilkesi ve küreselleşmenin yanı sıra özellikle federalizm konusu detaylı bir biçimde ele alınmıştır. Çalışmanın ikinci bölümünde, adem-i merkeziyetin ya da daha güncel kullanımıyla yerel özerkliğin tarihsel gelişimine ve yerel özerklik tartışmalarına yer verilmiştir. Tarihsel gelişim kısmında, Türk anayasaları adem-i merkeziyet ile ilgili maddeler çerçevesinde incelenmiştir. Ayrıca Avrupa Yerel Yönetimler Özerklik Şartı ve Türkiye'nin tutumu bu bölümde ele alınmıştır. Yerel özerklik ile ilgili tartışmalar kısmında ise siyasi partiler ile liderlerin ve sivil toplum kuruluşlarının yerel özerklik algıları incelenmiştir. Üç bölümden oluşan çalışmanın son bölümünde ise anayasal düzeyde adem-i merkezi veya federal olan bazı ülkelerin yönetim sistemleri genel hatlarıyla incelenmiş ve bu sistemlerin Türkiye'de uygulanabilirliği analiz edilmiştir. ; This study has been prepared about decentralization in Turkey and has been started with conceptual context in order to make decentralization more understandable. In the conceptual cover that constitute first chapter; beside of unitary state, principle of subsidiarity, globalization especially federalism have been addressed comprehensively. In the second chapter of the study, the historical development of decentralization that is also known as local autonomy has been included. In the part of historical development, Turkish law constitutions have been assessed within the framework of law articles about decentralization. Also European Charter of Local Self- Government ant Turkey's attitude have been covered in this chapter. In the part of debates over local autonomy, the perceptions of political parties, of leaders and of non-governmental organizations about local autonomy have been investigated. In the final chapter of this study which consists of three chapters, administrative systems of some countries which have been decentralized or federal in constitutional level have been examined and applicability of those systems ın Turkey has been analyzed. ; 464859

Küreselleşme hareketine bağlı olarak yerelleşme hareketi de aynı şekilde hız kazanmaya başlamıştır. Bu sürecin bir sonucu olarak merkeziyetçi yapıların sahip olduğu güç ve imkânların bir kısmı yerel yönetimlere devredilmiştir. Bu yetki ve görev devrinin bir sonucu olarak yerel yönetimlerin kendi mali ve idari sorumlulukları oluşmuştur. Bu çalışmada Tekirdağ Büyük Şehir Belediyesi'nin mali disiplin içerisinde yürütmüş olduğu faaliyetler kapsamında 2014-2018 yılları arası mali bütçe bilançosu analiz edilmiştir. Genel itibariyle Tekirdağ Büyükşehir Belediyesinin gelir ve giderleri karşılıklı olarak incelendiğinde gelirlerin giderleri karşılamadığı görülmektedir. Bunun neticesinde oluşan bütçe açıklarını ise borçlanma ile kapatma yoluna gitmişlerdir. Bu durum Tekirdağ Büyükşehir Belediyesini mali açıdan devamlılığı çok güç olan bir borç yükü altına sokmuştur. Böylece belediye bir borç döngüsü içine girmiş ve borç ödemekte sıkıntıya düşmüştür. ; Due to the globalization movement, the localization movement started to accelerate. As a result of this process, some of the power and facilities owned by centralist structures have been transferred to local governments. As a result of this transfer of powers and duties, local administrations have their own financial and administrative responsibilities. In this study, the financial budget balance between the years 2014-2018 has been analyzed within the scope of the activities carried out in the financial discipline of Tekirdağ Metropolitan Municipality. When the income and expenses of the Tekirdağ Metropolitan Municipality are examined in mutual terms, it is seen that the revenues do not cover the expenses. As a result of this, they started to close the budget deficits by borrowing. This situation has put the Metropolitan Municipality under a financial burden which is very difficult to sustain. Thus, the municipality has entered into a debt cycle and has trouble to pay the debt.

Bu çalışma, İsviçre, İspanya, Kanada ve Malezya'da federal kamu yönetimi, kamu siyaseti ve bürokratik temsil gibi meselelerin müşterek yaşamı inşa etmede oynadıkları roldeki ülkeden ülkeye değişiklik gösteren farklılıkların, iki ya da daha çok unsurun yapılandırılmasındaki sosyo-kültürel ve ekonomik farkların biçimlendirdiği siyasal topluluğun temsil ve müşterek kamu iştiraki konvansiyonlarının, her ülkenin politika oluşturma sürecine nasıl aktarıldığında düğümlendiğini gözlemlemiştir.

Irak'ın belirgin etnik bir topluluğu olan Kürtler, yerel veya merkezi düzeyde siyasal hakları kullanabilecek şekilde iktidara katılamadıkları için bölgesel düzeyde özerk bir yönetim talebi kapsamında merkezle sık sık çatışmıştır. Irak'ta iç ve dış politik şartların hazırladığı siyasal ortamın bir sonucu olarak Körfez savaşları yaşanmış ve ardından 2005'ten itibaren yeni bir siyasal sistem uygulanmaya başlanmıştır. Bu aşama, Kürtlerin federal ilkeler temelinde bölgesel düzeyde bir yönetim hakkına ulaşmasını ve Irak'taki Sünni-Araplara dayalı ulus-devlet politikasının kesintiye uğramasını tarif etmektedir. Ne var ki federal yönetime geçiş, ülkedeki etno-dinsel sorunları sonlandıramamıştır. Irak'ta etno-dinsel anlaşmazlıklar, azalmakla birlikte, halen devletin siyasal geleceğini etkileyen bir potansiyele sahiptir. Bu nedenle farklı toplulukları bir arada tutma amaçlı Irak federal sisteminin etkisi, etnik ölçüt bağlamında Kürtler üzerinde tartışma konusu yapılmıştır. Bu bağlamda Kürtler üzerinden tarihsel, teorik, karşılaştırmalı, alan araştırması ve gözleme dayalı araştırma yöntemleri kullanılarak Irak'ın siyasal geleceğine dair öngörülere ulaşılması hedeflenmiştir. A HISTORICAL AND THEORETICAL ANALYSISThis thesis is historical and theoretically based on the objective examination of an autonomous region of Iraqi Kurds at the regional level during the period from the Iraq's establishment until 2013. Ethno-religious issues have been continuing because of the fact that nation-state system of Iraq could not success a political consensus, representation and participation between communities. Kurds of Iraq that is a distinct ethnic group could not participate to power at local and central level. Therefore, Kurds frequently conflicted with administrative central within the context of an autonomous government demanding at regional level.Gulf Wars occurred because of condition of the policy at home and abroad and after a new political system started to put into practice since 2005 in Iraq. This phase is to describe that nation-state politics ended based on Sunni-Arabs Muslim and Kurds were accessed a right of government at regional level on a reciprocal federal principles. However, transition to federal government of Iraq's could not finalize the ethno-religious issues in the country. Ethno-religious conflicts in Iraq reduced but have potential to effect of political future of state at present. Thus, the effect of Iraq federal government that has purpose to hold together distinct communities are conducted a discussion on Kurds according to ethnic criteria. In this context by using, the historical, theoretical, comparative, field research and observation methods targeted to made predictions concerning political future of Iraq in the thesis. With these ways, this thesis specifically and historically dealt with an object for study period of reaching political rights of Iraqi Kurds in context of the ethnic issues.

ÖZETBÖLGESELCİLİK VE FEDERALİZM ARASINDA: BAĞIMSIZDEVLETLER TOPLULUĞUNUN ORTA ASYA'DAKİ İŞLEVİ Bu çalışmada, SSCB'nin dağılmasından sonra, eski SSCB coğrafyasında kurulan Bağımsız Devletler Topluluğunun (BDT) Orta Asya'daki işlevi ekonomik, siyasal ve güvenlik boyutlarıyla tartışılmıştır. Bu tartışmayı yaparken, ilk olarak uluslar arası arena'daki bölgeselcilik ve bölgesel işbirliğinden doğan federalizm yaklaşımları analiz edilmiştir. Bu analizi yaparken bölgesel işbirliğine ilişkin yaklaşımlar kategorize edilmiştir. Bu noktadan hareketle bölgeselcilik anlayışları Atlantik ve Batı, Üçüncü Dünyacı ve Avrasyacılık şeklinde 3 ana kategoride tartışılmıştır. Bölgeselcilik ve federatif yapılanmalar üzerine yapılan teorik tartışmadan sonra, BDT'nin kuruluş süreci, yapısı ve Rusya Federasyonunun örgüte bakışı ve örgütün özellikle Orta Asya'da işlevselleştirilmesi tartışılmıştır. BDT'nin kuruluş süreci ve yapısına ilişkin kısımda, BDT'nin hangi hedefler çerçevsinde kurulduğunu ve örgüt şartı'nın temel özellikleri açıklanmıştır. Bu açıklamalar yapılırken BDT'nin uluslar arası ilişkilerdeki bölgesel ve federal özellikler taşıyan yapılanmalarla ilgili benzerlikleri ve farklılıkları ortaya konmaya çalışılmıştır. Rusya Federasyonu ile olan kısımda ise, Rusya Federasyonunun dış politikasının belirlenmesinde yaşadığı süreçler, Atlantikçi ve Avrasyacı görüşün BDT'ye ve Orta Asya coğrafyasına bakışları analiz edilmiştir. BDT'nin Orta Asya'daki birimlerinin tarihsel, kültürel yapıları ve dış politika yönelimleri tartışılmıştır. Bu tartışma yapılırken Orta Asya Cumhuriyetlerinin dış politika yönelimlerini ve BDT'ye bakışlarını etkileyen olguların tartışılmasına önem verilmiştir. Uluslar arası ilişkiler sistemi içerisinde küreselleşmenin yeni boyut kazandığı düşünülerek BDT'nin Orta Asya coğrafyasında etkin olan dış aktörlerin (ABD, AB, Türkiye, İran ve Çin) bölgeye ilişkin yaklaşımları ve bölgedeki etkileri analitik bir biçimde ifade edilmiştir. Çalışmada elde edilen verilerle, BDT'nin 15 yıllık varlığının günümüzde sorgulandığını ve artık işlevini kaybetmeye başladığı sonucuna varılmıştır. BDT'nin bu durumundan dolayı, AVET, KGAÖ ve ŞİO gibi örgütlenmelerin gelecekte Orta Asya'da etkinliklerini artıracağını düşünebiliriz. ABSTRACTBETWEEN REGIONALISM AND FEDERALISM: FUNCTION OF THE COMMONWEALTH OF INDEPENDENT STATES IN CENTRAL ASIA In this study, function of the Commonwealth of Independent States (CIS) has been discussed in Central Asia with her economic, political and security dimensions. In this discussian, first of all, regionalist and federalist persepectives have been analysed in international arena. Regionalist perspeectives have been categorized within three main sections. And we called them as Atlantic and Western, Third World and Eurasian regionalism. After the theoretical discussion on Regionalism and Federalism, it has been dealt with the foundation process of the CIS, her structure and the attitude of Russian Federation about the CIS. In the discussion of foundation process and structure of the CIS, it has been defined the basic features of her charter. While defining of these features, it also has been compared the features of CIS and other instutional bodies in international relations by showing the diffferences and similarities. On the other hand, the foregin policy decision process of Russian Federation has been disucussed. We also analysed the influences of Atlantic and Eurasian perspectives' influences on orientation of Russian Foreign Policy towards CIS and Central Asian geography. Historical, cultural and foreign policy orientations of the Central Asian subjects of CIS have been discussed. While discussing these issues, it has been emphasized the influential facts of the countries which affects their foreign policy orientations and attitudes on CIS. We thought that globalization has got new dimension within the international relations. Therefore, we tried to discuss the inluences of external actors in CIS' Central Asian geography analytically. According to the datas, the existence of CIS has began to be criticized and argued that began to loss her function within the 15 years. Due to this position of CIS, In future, Eurasian Economic Community, Collective Security Treaty Organization and Shangai Organization can increase their influences in Central Asia.

Kamu hizmetlerinin tek bir merkezden, merkez hiyerarşisine bağlı organlar eliyle yürütülmesine merkezden yönetim denilmektedir. Yerinden yönetim ise, kamu hizmetlerinin merkezî idareden ayrı, özerk kamu tüzel kişilerinin yönetimine verilmesidir. Bir ülkenin tamamıyla bir merkezden yönetilmesi mümkün olmadığı için devlet sorumluluğu altındaki kamu hizmetlerinin merkezî yönetim ile yerinden yönetim kuruluşları arasında paylaştırılması bir zaruret olarak ortaya çıkmaktadır. Merkeziyet ve adem-i merkeziyet tartışmalarında konunun nirengi noktasını adem-i merkeziyetin keyfiyeti teşkil etmektedir. Zira "idari adem-i merkeziyet" aşırı merkeziyetçiliği tadil için gerekli bir yöntem iken, "siyasi adem-i merkeziyet" ucu federalizme çıkan ve üniter devlet yapısını çatlatan bir uygulamadır. Yapılan tartışmaların halk nezdindeki yankılanmasına bakıldığında aşırı merkeziyetçiliğin tadili ile idari adem-i merkeziyetin güçlendirilmesinin toplumda destek bulduğu söylenebilir. Üniter yapı ise Türkiye'nin tarihi, siyasi ve sosyolojik gerçekliği olup, bu husustaki büyük mutabakat Tanzimat'tan beri bozulmadan devam etmektedir. ; Centralization infers that public services are provided from a single centre through agencies which are dependent on central hierarchy. Decentralization means that public services are devoted to the management of autonomous public entities separate from central administration. It emerges as a necessity that public services under responsibility of the state are shared among central and local government bodies since it is impossible that a country is administrated from only one centre. The arbitrariness of decentralization constitutes the landmark of discussions on centralization and decentralization. Likewise, while administrative decentralization is a way to amend excessivecentralization, political decentralization is an instrument whose end goes to federalism and which splits off unitary state structure. When it is examined the reflections of discussions on behalf of people, it can be suggested that both the amendment of excessive centralization and the improvement of decentralizations finds support in society. The unitary structure is a historical, political and sociological reality of Turkey and the great agreement on this issue continues without break since Tanzimat.

ÖZETToprak, halk ve egemenlik olmak üzere üç ana unsurdan oluşan devlet, üniter, federal, bölgesel ve konfederal şekilde örgütlenebilmektedir. Birbirlerine göre büyük farklılıklar gösteren bu yönetim sistemlerinde farklı özellikler sergileyen idari, siyasi ve mali yapı, aynı yönetim sistemine dahil olan ülkelerde bile büyük farklılıklar gösterebilmektedir. Mali tevzin ya da mali federalizm olarak da adlandırılan yönetimler arası mali ilişkiler kapsamında, devletin farklı siyasal yönetim kademeleri arasındaki harcama, hizmet ve gelir bölüşümü ele alınmaktadır. Bu çalışmada yönetimler arası mali ilişkilerin federal ülkelerde nasıl işlediğinin daha iyi bir şekilde anlaşılmasının sağlanabilmesi için farklı ülke örneklerine yer verilmiştir. Bu kapsamda farklı özelliklere sahip üç federal ülke olan Avustralya, Avusturya ve Meksika'nın mali yapıları ayrıntılı bir şekilde ele alınmıştır. Özellikle küreselleşme süreciyle birlikte büyük önem kazanan mali yerelleşme, görev ve sorumluluklar ile bunların karşılanması için gerekli olan gelirlerin (kaynakların) merkezi yönetimden daha alt yönetim düzeylerine (ulus-altı yönetimlere) devredilmesidir. Bu çalışma kapsamında mali yerelleşmenin federal ülkeler ile üniter ülkelerde hangi düzeylerde olduğu karşılaştırmalı bir şekilde incelenmiştir. Buna göre federal ülkelerdeki ulus-altı yönetimlerin üniter ülkelerdeki ulus-altı yönetimlere göre genel anlamda daha özerk olduğu; ancak birçok federal ülkedeki ulus-altı yönetimlerin mali özerklikleri oldukça düşük düzeyde iken çok sayıda üniter ülkedeki ulus-altı yönetimlerin mali özerkliklerinin oldukça yüksek düzeyde olduğu gözlemlenmiştir.Anahtar Kelimeler: Yönetimler Arası Mali İlişkiler; Mali Yerelleşme; Federal Ülkeler; Federalizm; Yerel Yönetimler; Avusturya; Avustralya; Meksika. ABSTRACTConsisting of land, peoples and sovereignty factors, states are organised as unitary state, federation, regional state and confederation. In these political administrative systems that differ from each other relatively, the administrative, political and fiscal structures differ even in different countries that are in the same system. Within the context of intergovenmental fiscal relations, the division of expenditures, service delivery and revenues among different political administration units of the state are investigated. In this study, different country examples are examined to reveal how intergovernmental fiscal relations in federal countries are managed. In this study, the fiscal structures of three federal countries (Australia, Austria and Mexico), which have different characteristics, are investigated. Fiscal decentralization, which means transfering assignments, responsibilities and the revenues (resources) that are required to compensate these (assignments and responsibilities) from the central (federal) government to the lower level governments (sub-national governments) has come into prominence especially with the globalization process. Within the context of this study, the degree of fiscal decentralization among unitary states and federations is cooperatively analysed. Accordingly, it has been observed that sub-national governments in federal countries are fiscally more autonomous than the sub-national governments in unitary states in general. On the other hand, it is observed that in many federal countries fiscal autonomy of sub-national governments is rather low whereas in numerous unitary states fiscal autonomy of sub-national governments is relatively in high level. ÖZETBu çalışmada Türkiye'nin gündeminde ekonomik, politik, sosyal ve kültürel boyutlarıyla önemli bir yer tutan AB ile olan ilişkiler tarihsel gelişimi kapsamında incelenerek, Türkiye'nin AB'ne üyeliğinin, Avrupa Parlamentosu kararları örnek olaylarıyla irdelenmesi ve Atatürk Türkiye'si idari yöntemler açısından analizi yapılmıştır. Atatürk'ün dış politika uygulamalarının, kültür ve çağdaşlık anlayışı temelindeki yaklaşımlarının belirli bir sistem, hedef ve prensipler çerçevesinde oluşturulduğunu tespit ettikten sonra, bunların günümüz koşullarıyla ne ölçüde uygulanabileceğini analiz edebilmemiz için, Avrupa'da bir birlik oluşturma fikrinin ve bugünkü AB'nin tarihi, felsefi ve siyasi temelleri çerçevesinde Avrupalılarla Türklerin ilişkileri analiz edildi. Bu değerlendirmelerin ışığında AB'nin kurumsal yapılanmasında son yıllarda önemi gittikçe artan AP'nin rolü ve Türkiye'ye yönelik politikaları ve kararları irdelendi. AB ve Atatürkçülük, çağdaşlaşma ve emperyalizm kavramları ekseninde değerlendirildi.Bugün yaşanan tartışmalardan da anlaşılacağı üzere, Atatürk'ün Türk milleti ve vatanı için çağdaşlaşma bağlamında hala tam olarak neyi amaçladığı, kullandığı yöntemler, hedefleri, ilkeleri anlaşılamadığından veya maskelenerek yorumlanmak istendiğinden Türkiye-AB ilişkileri de farklı boyutlarda ve zeminlerde dolaşmaktadır. Çalışma beş ana bölümden oluşmaktadır. Konumuz açısından, Osmanlı modernleşmesi analiz edildikten sonra birinci bölümde Atatürk Dönemi Dış Politika ve çağdaşlaşma ana hatlarıyla kavramlar zemininde değerlendirildi. İkinci bölümde Türkiye-AB ilişkileri; Avrupa kavramının sınırları, AB fikrinin tarihi, siyasi, kültürel ve felsefi temellerine ilaveten resmi söylemde doğuşu ve gelişimi irdelendikten sonra tarihi perspektif içinde değerlendirildi. Üçüncü bölümde AB'nin kurumsal yapılanması ve bunun içinde son yıllarda öne çıkan ve Türkiye için, yaygın olarak iddia edilenin aksine, artık kararlarının tavsiye niteliğinden öte anlamları olan Avrupa Parlamentosu'nun artan yetkileri, federalizm ve demokrasi açığı kavramlarıyla incelendi. Dördüncü bölümde AP'nin Türkiye'nin ulusal çıkarları ve milli bütünlüğüne yönelik aldığı kararlar, belgeler üzerinden analiz edildikten sonra, AB taraftarlığı ve Atatürkçülük ana başlığıyla beşinci bölümde emperyalizm, çağdaşlaşma kavramları çerçevesinde Türkiye-AB ilişkilerine Atatürkçü bakış açısıyla ele alınıp, Atatürk'ün idari yöntemlerinden sapmalar analiz edidi. Son olarak, bazı sonuçlar ve gelecek için öneriler verildi. Bu tez hazırlanırken kullanılan başlıca yöntemler ise; betimleyici yöntem, karşılaştırmalı method, söylem analizi ve örnek çalışmasıdır.ABSTRACTIn this study, the relations with the European Union (EU), which take an important "place on Turkey's agenda with their political, social and cultural aspects, have been examined with respect to the historical progress. Turkey's candidacy for the EU membership has been investigated in light of the cases with European Parliament resolutions, and analyzed in terms of Ataturk Turkey's state administration methods. Having determined the fact that Ataturk's foreign policy practices and his civilization- and modernity-based approaches have been developed within a framework of particular system, objective and principles, in order to be able to examine to what degree those particular elements can be practiced in current circumstances, the Europeans-Turks relations have been analyzed with regard to the idea of forming a union in Europe, and historical, philosophical and political foundations of the present EU. In light of these evaluations, the role of the European Parliament which has recently been becoming increasingly important on the EU's institutional structuring, and its (i.e., EP) policies and decisions towards Turkey have been considered. The EU and Ataturk's Political Doctrine have been evaluated in the context of modernization and imperialism concepts. As it can be understood from the present discussions that what exactly Ataturk meant by the modernization of the Turkish nation and homeland, the methods he used, his objectives and his principles are still not clearly understood or wanted to be interpreted through the way of masking, the Turkey-EU relationships are, therefore, floating around in different dimensions and arenas.This work is mainly compesed of five parts. After analysed Ottoman modernization process, in first part of this study, the Ataturk's Term Foreign Policy and modernization have been considered in essence and on conceptual basis. In the second part, after having analyzed the birth and the development of the EU in political arena in addition to having analyzed the boundaries of the concept of Europe and the history and the political, cultural and philosophical foundations of the idea of EU, the Turkey-EU relations have been evaluated from historical perspective. In the third part, the institutional structure of the EU, and as involved in this structure, the increasing jurisdictions of the EP, the decisions of whom for Turkey now mean, as recently become prominent in contrast to the common claims, beyond the meaning of 'recommendation', have been analyzed with the concepts of federalism and democratic deficit. After the EP resolutions that are made towards Turkey's national interests and integrity have been analyzed with documents in the forth part, in the fifth part under the main topic of "EU Advocacy and Ataturk's Political Doctrine" the deviations from Ataturk's state administration methods have been analyzed within the framework of the concepts of imperialism and modernization, with addressing the Turkey-EU relations from the Ataturkist point of view. Lastly, I give some future perspectives and conclusions within the context of the thesis. Discourse analysis, case study, descriptive and comparative methods are utilized throughout this thesis.

1. Introduction Important political, administrative and economic changes occurred in Turkey and the world in the last 50 years, especially during post-1980 neo-liberal era. Decentralization, rapid urbanization and metropolization processes that emerged by means of these changes have boosted authority, spending and responsibility of local governments. Local governments gradually came to the fore in the process of service delivery. However, especially, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey. The purpose of this study is to reveal the contradiction between the increased burden of duty and income of the municipalities. By this way, it is aimed to provide a scientific basis for policy makers in solving self-income problems. In this context, the situation of the municipalities in Turkey has been analyzed. The case is studied with both theoretical and numerical data and the problem has been clearly demonstrated. 2. Trends of Fiscal Autonomy, Fiscal Decentralization and Decentralization Although a single, universal and unique definition cannot be made, decentralization is generally defined as the transfer/assignment of decision-making responsibility, power and authority of resource creation from higher level administration (central government) to lower levels of administration (regions, local governments and NGOs) (Cheema & Rondinelli, 2007: 1, Leung, 2004: 1, Edquist, 2005: 9, Yuliani, 2004, Hinsz vd., 2006: 2, Eryılmaz, 2002: 225). According to the definition of Litvack ve Seddom (1999: 2) and World Bank, decentralization is the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations or the private sector (Keskin, 2008: 2). Fiscal decentralization forms the financial aspect of devolution to regional and local administrations. Moreover, European and American writers use terms like "centrallocal (or intergovernmental) financial relations" and "fiscal federalism" in order to refer to fiscal decentralization. The first phase of fiscal decentralization is the division of spending responsibilities and revenue sources between levels of government (national, regional, local etc.). The second phase is the amount of discretion given to regional and local governments to determine their expenditures and revenues (both in aggregate and detail). This discretion gives regional and local governments the ability to determine their budgets by levying taxes and fees and allocating resources (Davey, 2003: 1). The essence of fiscal decentralization is the authority and responsibility of subnational governments to finance their local services to a certain extent (Ebel & Yılmaz, 2002: 34). In other words, fiscal decentralization occurs when higher levels of government cede influence over budgets and financial decisions to lower levels (Sharma, 2008). Decentralization and fiscal decentralization trend that has developed in the framework of thinking that local governments should be strengthened has also created the infrastructure of financial autonomy. Fiscal Autonomy aims to enable local governments to have adequate, healthy and sustainable resources in order to ensure the institutionalization of democracy and effective implementation of their services. In that framework, it is defined as local governments' fulfillment of their duties and responsibilities independently from the center. To achieve this aim, local governments manage/spend assets and resources in line with their laws (in accordance with the interests of the local population). They also make budgets and borrowings (Ulusoy & Akdemir, 2009: 260-265, Yontar & Dağ, 2014: 150, Çelik, 2013: 22). 3. Increased Responsibility of Municipalities as a Result of Urbanization and Metropolization in Turkey The urbanization rate was very slow in the early years of the Republic of Turkey. The population living in rural areas began to migrate to urban areas in the 1950s due to improvements in transportation infrastructure, change of the land ownership regime, mechanization and modernization of agriculture, technological developments, increase in industrialization, and other economic/social changes. In particular, migration to cities increased in line with the population growth. This accelerated the need for better highway networks and settlement areas, and new housing (Tosun, 2015: 202- 203, Şahin, 2013: 79). There have been serious population increases in cities such as Istanbul, Izmir, Adana, Ankara and Bursa. This trend caused significant problems in terms of urban services in these cities (Keleş, 2009: 289). Local governments and especially municipalities took on the most important tasks of on-site analysis of the mentioned problems and solving them with practical - permanent proposals. 4. Comparative Analysis of Revenues and Expenditures of Municipalities in Turkey Municipalities became center-dependent units from financial, political and administrative aspects. It is mainly due to inefficient income structure that is dependent on central transfers, not on self-income. It is clear that this situation causes many negative effects on the functioning of municipalities. However, inadequacy of self-income or dependency needs to be demonstrated with numerical data in order to see the adverse trend in a concrete way. This enables a comparison in an international scale and identification of appropriate sample countries for the planned changes for these comparisons. Furthermore, it becomes possible to analyze financial interdependence among different municipal levels and all municipalities. Through detailed assessments, the dilemma between metropolization and fiscal decentralization in Turkey has been put forward in this study. 5. Basic Financial Problems of Municipalities in Turkey The main financial problems of the municipalities can be listed as lack of sustainable revenue sources, ineffective use of available resources, over-dependence on shares transferred from general budget tax revenues collection, inadequacy of self-income sources (Yüksel, 2004). Because of these financial problems, there are many negative situations faced at the local level. 6. Conclusion There is a trend of urbanization and metropolization in Turkey. 93% of the total population lives within the municipal boundaries. 84% of the population within municipal boundaries is within the borders of the metropolitan municipalities. Metropolitan municipalities have the highest burden of responsibilities. Then comes the provincial municipalities, district and town municipalities. However, amount of incomes is in the opposite order. This situation, prevents municipalities from enjoying the benefits of fiscal autonomy and fiscal decentralization. Instead, they become highly dependent on the central government. To get rid of this dilemma, a three-stage policy must be followed. Firstly, efficiency in spending should be achieved. Secondly, steps should be taken to make the most out of available income sources. Finally, municipalities should be provided with new sources of revenue in order to get rid of the fiscal dilemma. While these steps are being taken, rather than applying a general method, political characteristics and administrative, economic, cultural of Turkey should be taken into consideration and Turkey-specific system should be established.
