In this work the theme of the conference held in Palermo on June 15-16, 2018 on "Common Agricultural Policy and Protection of the Financial Interests of the Union" is introduced. Once the regulatory framework of reference has been identified, some of the regulatory gaps have been identified that currently do not make the objective of protecting the Union's financial interests fully implement the measures envisaged by the CAP. It was underlined that for the next programming period of the CAP the multilevel regulatory system will return to identify the main actors of the member states. This would allow the legislators of the member states to intervene with more incisive regulatory measures than those currently designed at European level in order to obtain better control of the financial flows aimed at achieving the objectives set by the supranational legislator. It is concluded by proposing to the speakers the task of verifying, in fact, in the various areas of the current discipline of the CAP, the feasibility of any additions or corrections to suggest to the national legislator in view of future planning.
The aim of the article is to apply an economic model -- the theory of contests -- to al-Qaeda's operating procedures, in order to account for two of its distinct features: the rise of self-starters and their inclination to mass killing. According to the model, al-Qaeda can be considered as a firm rewarding a prize -- namely, official membership. Since al-Qaeda's goal is to spread terror, the efforts of a candidate member can be assessed by proxy observing the number of casualties. As a result, the argument is that groups that wish to join the network compete to get the price, and their performance is measured in terms of mass murdering. This model is also tested on an empirical case: the July 2005 London bombings, which displays many features of a contest. Policy implications for counter-terrorism are then discussed: following the insights of the model, action should be undertaken in order to falsify or at least confuse al-Qaeda's internal communication. Second, since al-Qaeda's reward is as ideological as economics, efforts should be dedicated to tracking down, and possibly halt, financial flows. L'intervento sintetizza i risultati dell'Edizione 2013 delle Monografie regionali CPT di finanza pubblica ( L'Italia secondo i Conti Pubblici Territoriali - I flussi finanziari pubblici nel settore Cultura e Servizi Ricreativi), costituita da 19 volumi.La ricerca evidenzia come la cultura sia tradizionalmente un asse strategico nelle dichiarazioni degli amministratori e dei politici, centrali e locali, e, al tempo stesso, il primo oggetto di taglio di risorse in tutte le fasi di restrizione della finanza pubblica. Se si assumono i dati relativi alla spesa pubblica nel settore e le sue articolazioni come indicatori delle scelte effettivamente rivelate, lo strabismo tra intenzioni programmatiche e risultati effettivi appare in tutta la sua rilevanza. In Italia, a fronte dello straordinario patrimonio artistico e della ricchissima eredità culturale disponibile, l'incidenza percentuale sul PIL della spesa per attività culturali e ricreative è la più bassa dei 27 paesi che compongono l'Unione Europea; anche la quota di spesa delle famiglie italiane destinata a ricreazione e cultura, pari al 7,3 per cento nel 2011, è inferiore alla media europea. L'Italia risulta inoltre il paese che, in termini relativi, ha ridotto in misura maggiore la spesa in questo comparto, scendendo su posizioni molto inferiori ad altri paesi caratterizzati anch'essi da squilibri di finanza pubblica. Peraltro, le politiche di contrazione della spesa pubblica hanno pesato nella cultura più che in altri comparti: pochi altri settori vedono, infatti, nel corso degli anni duemila, una riduzione del proprio peso relativo sul totale della spesa del Settore Pubblico Allargato paragonabile a quello della cultura. Public financial flows at regional level in the Culture and Recreational Services SectorThe intervention summarizes the results of the Regional Monographs (2013 edition), realized by Regional Public Account (RPA) System (Italy according to the Regional Public Accounts. Public financial flows in the Culture and Recreational Services Sector) and consisting of 19 volumes.The research shows how culture is traditionally a strategic axis in the statements of politicians and administrators of all levels and, at the same time, on the first line of budget cuts in all phases of restricting public finance. If we use data for public spending in the cultural sector and its allocation as indicators of actual reported choices, the divergence between planning objectives and actual results is very substantial.In Italy, in the face of the extraordinary artistic heritage and of the rich cultural heritage of the country, the percentage share of primary expenditure in cultural and recreational activities in GDP is currently the lowest of the 27 Member States of the European Union; the share of Italian household expenditure on culture and recreation, equal to 7.3 per cent in 2011, is below the European average. Italy is also the country which, in relative terms, has reduced spending in this sector to a greater extent, ranked much lower than other countries also subject to public finance imbalances. However, public spending reduction policies affected the cultural sector more substantially than other sectors: indeed, since the year 2000, few other sectors have experienced a reduction in relative share of the Public Sector total expenditure comparable to that of culture.
The issue of the link between migration and development is increasingly relevant in the global political agenda. However, the scientific discussion concerning the increased migratory flows seems to be more focused on the questions regarding admission and / or rejection of migrants on the territory of receiving countries than on the general topic of the contribution of migrants to the financial, social and cultural development of societies (of origin, transit, or destination). The volume aims at offering food for thought for the analysis of the changes occurring in modern societies, that are asked to answer thoroughly to economic and forced migration. The goal of the volume is to open discussion among experts, scholars and policy-makers, on the problematic questions, outcomes, implications and achievements on migration and development.
Il capitolo offre una rassegna dei procedimenti e delle formule che compongono il metodo finanziario di valutazione, presentando anche le possibili tecniche di stima del costo del capitale normalmente utilizzate dagli operatori finanziari per definire le loro strategie di investimento e quindi le loro politiche di portafoglio. Tale ricognizione consente di mettere in luce come, talvolta, le prassi operative si allontanano dai modelli e dagli schemi concettuali propri dalla teoria finanziaria. La domanda che forse occorre porsi è la seguente: può la stima del valore dipendere dal metodo adottato? In caso affermativo ci sarebbero tanti tipi di valore con conseguenze non modeste rispetto sul grado di efficienza raggiungibile dai mercati. Inoltre, poiché un valore attuale – per essere ricchezza autentica – deve essere spendibile (utilizzabile come se fosse moneta) appare difficile che qualcuno scambi moneta prontamente spendibile contro capitale collocato nel futuro che non lo sia così prontamente. Pertanto il valore finanziario non può che discendere dalla attualizzazione di flussi di cassa futuri, ai quali deve equivalere finanziariamente in ragione dell'avversione al tempo e al rischio. L'adozione di flussi e tassi diversi deve essere attentamente considerata. Tutto ciò è ben noto in dottrina, ed è qui rammentato. Esclusi i metodi di stima basati sui flussi di reddito per le ragioni esposte, in condizioni di equilibrio i metodi finanziariamente coerenti (basati sul DCF) devono condurre alla medesima stima. Richiedono molta cautela anche le considerazioni in tema di stima del costo del capitale, normalmente utilizzati dagli operatori finanziari per i loro apprezzamenti. ; The chapter provides an overview of procedures and formulas that make the financial method of evaluation, including on the possible techniques for estimating the cost of capital normally used by financial operators to define their investment strategies and therefore their portfolio policies. This survey allows you to highlight how, sometimes, working practices stray from its conceptual models and drawings from financial theory. The question that perhaps we need to ask is this: can estimate the value depend on the method used? If so there would be so many kinds of value with modest consequences than on the degree of efficiency reached by the markets. Also, since a current value - to be authentic wealth - must be expendable (used as if it were money) seems difficult that someone exchanges readily spendable currency against capital placed in the future that it is not so readily. Therefore, the financial value can only descend from discounting of future cash flows, which must equal financially because of aversion to time and risk. The adoption of different flow rates and must be carefully considered. All this is well known in the literature, and it is here recalled. Excluding estimation methods based on the flow of income for the reasons given, in terms of balance financially coherent methods (based on DCF) must lead to the estimate. Require great caution also considerations about estimating the cost of capital, normally used by financial operators for their appreciation.
Since the Nineties, the process of globalization has caused a sharp increase in the real and financial integration of the worldwide economy, reducing the obstacles to international trade and minimizing the cost of transaction. The entrance of foreign firms in the domestic market has deeply modified the competitive situation of Italian enterprises, which have been forced to change their strategies in order to cope with those of the new competitors. In this scenario, internationalization is no longer one of the different strategic options available for the firm, but it becomes a forced choice to maintain or acquire a competitive advantage sustainable over time. Internationalization strategies of SMEs, however, are hindered by the shortage of financial resources and entrepreneurial skills, therefore this kind of firms tends toward light forms of foreign expansion, like export and subcontracting. Despite this, many studies have demonstrated that the district localisation increases the firms' productivity and innovative capacity, so their competiveness both at a domestic and international level. The majority of these empirical contributions has focused mainly on the analysis of commercial flows, confirming that district enterprises reach a superior international performance compared to their external competitors. On the contrary, only few works have tried to evaluate the existence of a district effect on the firms' ability to invest abroad, but the obtained results are not straightforward. One of the reason of these conclusions is that the phenomena has been analysed without taking into account the differences existing between districts in terms of enterprises' dimension, diffusion of industrial groups and, above all, the sector of productive specialization, because the technological content of production could improve the innovativeness of district firms, allowing them to adopt advanced forms of internationalisation as foreign direct investments (FDI). The aim of the thesis is to further investigate the district effect on internationalisation, trough an econometric analysis of the international strategies carried out by firms localised in three different local system of production characterised by different technological specialization.
Le analisi per la selezione degli investimenti aziendali segnano uno dei momenti più critici per la vita di ogni azienda in quanto si è in procinto di scelte di impiego durevole del capitale disponibile in progetti rilevanti per l'impresa e che, solitamente, la condizioneranno per periodi non brevi. Nella prospettiva finanziaria, gli investimenti sono ricondotti ai fabbisogni finanziari che generano, ai flussi di cassa attesi e alle possibili variazioni dei livelli di rischiosità aziendale: in definitiva, ogni investimento interessa per l'apporto positivo al valore aziendale. Eventuali errori valutativi in fase di analisi dei progetti di investimento possono essere addirittura fatali per l'impresa: in caso di fallimento di un progetto, le risorse impiegate non sono facilmente recuperabili. La selezione degli investimenti aziendali, riguardino il rinnovo o l'acquisizione di nuovi cespiti industriali, commerciali o amministrativi, deve sempre avvenire secondo criteri e modelli di valutazione finanziari. I piani finanziari dell'impresa comunicati al mercato hanno già fissato le coordinate finanziarie nell'ambito delle quali il management deve muoversi (rendimento atteso proporzionale ai rischi quotati dai mercati; orizzonte di pianificazione e di impiego del capitale; struttura dell'attivo e struttura finanziaria; equilibri patrimoniali e finanziari di massima). In questo quadro, il capital budgeting conduce a decisioni operative (non più strategiche) e mira ad un uso razionale del capitale che è o sarà disponibile, nell'ambito di risultati attesi già ponderati e premi di rischio coerenti. Malgrado i vincoli sembrino stringenti, l'attività contribuisce alla creazione di valore aziendale quando, a parità di altre condizioni, si riesce ad individuare una specifica soluzione di investimento: particolarmente conveniente per il risparmio di risorse economiche che può generare rispetto altre combinazioni produttive; che richiede minori impieghi di capitale; che consente di generare più pingui flussi di cassa in ragione della maggiore qualità o produttività; in grado di contenere i rischi connessi all'uso più di altre soluzioni; dotata di tempi di obsolescenza prolungati rispetto alternative tecnologiche. Su tali specifici aspetti fanno luce corrispondenti famiglie di indicatori: indicatori di efficienza; indicatori di redditività economica; indicatori di durata di recupero degli esborsi; indicatori di rischiosità. Seguendo ciascun tipo di vantaggio, e rispettivo indicatore, la graduatoria degli investimenti preferibili – tra quelli comparabili e perciò alternativi – sembra essere molto chiara; talvolta però le indicazioni sono discordanti e ogni investimento ha diversi motivi di preferibilità. Così procedendo, la prassi operativa annovera, di fatto, l'uso di tecniche alternative di valutazione degli investimenti: occorre rendersi conto della valenza di ciascun suggerimento. Solo il valore attuale netto (VAN) è coerente con l'obiettivo fondamentale delle politiche di investimento: la massimizzazione del valore dell'impresa. Pur essendo il criterio elettivo per la selezione dei progetti di investimento nell'ambito del capital budgeting, in taluni casi specifici, il valore attuale netto risulta inapplicabile per la stima del valore delle opportunità di investimento. Si pensi agli investimenti richiesti dalla ricerca di nuovi prodotti. In molti casi non è possibile stimare la probabilità di successo della ricerca, e si può solo ragionare per estremi: la ricerca andrà a buon fine e l'impiego del capitale frutterà; conseguentemente l'investimento deve avere un valore finanziario. O non andrà a buon fine: quindi il capitate non frutterà, e l'investimento non ha alcun valore. Si tratta, quindi, di casi che richiedono investimenti connotati da totale incertezza rispetto all'esito; per questo motivo, si considerano solo i casi limite ammissibili razionalmente. Negli investimenti rischiosi si discute sul grado di successo e gli investimenti hanno un valore anche in relazione a situazioni di successo parziale. Nelle circostanze caratterizzate da una valorizzazione del capitale investito dipendenti dalla eventuale manifestazione di specifici eventi (contingency claims), la logica delle opzioni reali sembra poter essere utile: per tali ragioni rientra nei tools della capital budgeting analysis. ; he analysis for the selection of corporate investment mark one of the most critical moments in the life of every business as it is about choices of durable use of available capital in projects relevant to the company and that, usually, will condition for the periods not short. In the financial perspective, the investments are written down to the financial needs they generate, the expected cash flows and the possible changes in the levels of risk business: ultimately, every investment interests for the positive contribution to the business value. Valuation errors in the analysis of investment projects can even be fatal for the company: in case of failure of a project, the resources used are not easily recoverable. The selection of corporate investment, concern the renewal or acquisition of new assets, industrial, commercial or administrative, must always be in accordance with criteria and models of financial evaluation. The financial plans of the company disclosed to the market have already established the coordinates within which the financial management must move (expected return proportional to the risks listed by the markets, planning horizon and capital deployment, asset structure and financial structure equilibria and financial maximum). In this framework, the capital budgeting leads to operational decisions (non-strategic) and aims for a rational use of capital that is or will be available as part of the expected results already weighted and risk premiums consistent. Despite the constraints seem stringent, the activity contributes to the creation of business value when, in the same conditions, you can not find a specific investment solution: particularly convenient for saving resources that can generate than other productive combinations; requiring minor uses of capital; allowing you to generate more fertile cash flows due to the higher quality or productivity; able to contain the risks of using more than other solutions; with times of obsolescence prolonged than alternative technologies. Shed light on those specific aspects relevant families of indicators: indicators of efficiency; indicators of economic viability; life indicators recovery of disbursements; risk indicators. Following each type of benefit, and the respective indicator, the list of preferred investments - those between comparable and therefore alternative - seems to be very clear; But sometimes the signs are conflicting and every investment has several reasons preferable. Thus proceeding, the operational practice includes, in fact, the use of alternative valuation techniques of investment: we need to realize the importance of each suggestion. Only the net present value (NPV) is consistent with the fundamental objective of the investment policies: the maximization of the value of the firm. Although the election rules for the selection of investment projects within the capital budgeting, in certain specific cases, the net present value is inapplicable to estimate the value of the investment opportunity. Think of the investment required by the search for new products. In many cases it is not possible to estimate the probability of success of the research, and you can only think in extremes: the search will fail, and the use of capital will yield; consequently, the investment must have a financial value. Or will fail: thus will yield not happened, and the investment has no value. It is, therefore, of cases that require investments characterized by total uncertainty in the outcome; For this reason, they consider only the extreme cases eligible rationally. In risky investments discussed on the degree of success and investments have a value in relation to situations of partial success. In circumstances characterized by enhancement of capital invested by the employees any manifestation of specific events (contingency claims), the logic of real options seem to be useful for such situations is within the tools of capital budgeting analysis.
none ; The promotion of railway modal share has large benefits on the environment by reducing the modal share of road transport, which is responsible for about one-fourth of European CO2 emissions. The aim of this dissertation is to analyse freight transport flows in order to provide operational solutions to increase the modal share of railways transport through a better use of intermodal terminals. In the first part of the dissertation a theoretical survey of freight transport models is provided, in order to show the linkage between freight transport and economic activities. A comprehensive analysis of data sources at European, national and regional levels is also provided. In the second part of the dissertation an application to the case of railway intermodal terminals in France is provided, with some comparisons to other European countries. The scope of the analysis is to estimate the potential demand of combined transport, to assess the productivity of intermodal terminals and to evaluate the socio-economic and financial impact of new investments in terminals, also through new project financing schemes (PPPs). The results show a large potential for railway intermodal transport, especially in connection with maritime ports, and low productivity in existing terminals. As a consequence it's fundamental to concentrate new investments in a few high potential locations, in order to attract private investments and to provide a better use of public funds. The policy implications of this analysis are multiple: it concerns first the railway companies and the infrastructure managers, which should better plan their investments according to commercial needs. In contrasto con l'opinione prevalente nelle istituzioni di regolazione macroeconomica dell'Eurozona, che attribuiscono la recente esplosione del rapporto debito pubblico/Pil avvenuta in alcuni Stati membri al fatto di aver vissuto " al di sopra delle proprie possibilità" , nel presente contributo suggeriamo un'interpretazione alternativa del fenomeno. Facendo affidamento su alcune evidenze empiriche, sosteniamo invece che il crescente indebitamento di alcuni Stati membri sarebbe l'effetto congiunto di tre diversi fenomeni: (a) la propensione del settore finanziario all'assunzione di elevati rischi (una caratteristica peculiare del modello neoliberista di regolazione macroeconomica), tendenza che mette periodicamente il settore pubblico di fronte alla necessità di intervenire per salvare dalla bancarotta banche e altre istituzioni finanziarie; (b) la peculiarità del modello di regolazione macroeconomica adottato dall'Eurozona, che non prevede alcun meccanismo automatico di aggiustamento degli squilibri commerciali e in cui, quindi, i flussi di capitali compensativi tendono ad innescare bolle speculative nei paesi in deficit; (c) la strategia di contrasto alla crisi scelta dall'UE, caratterizzata dall'inasprimento della già rigida disciplina fiscale prevista dal Trattato istitutivo per effetto dell'entrata in vigore del Fiscal Compact e dei cosiddetti Two Pack e Six Pack. In sintesi, l'indagine suggerisce che l'esplosione del debito sovrano nell'UE sia una spia della crisi della filosofia neo-liberista di regolazione macroeconomica incarnata dal Trattato di Maastricht, basata sul sostanziale esautoramento dei governi dalle funzioni allocative e sul loro trasferimento alle spontanee forze di mercato. I venti anni di vita dell'Eurozona sembrano infatti dimostrare che l'aggiustamento degli squilibri commerciali in un'area a moneta unica sia difficilmente realizzabile attraverso l'operare di mercati deregolamentati senza il supporto di politiche fiscali anticicliche. ; In contrast to the opinion prevailing in Eurozone leading institutions, attributing the recent sovereign debt crisis in some member countries to the fact of ""having lived above their means" , in this contribution we suggest an alternative interpretation of public debt dynamics occurred in the last decade. Relying on some empirical evidence, we argue that the rising debt/GDP ratio in EU member States is instead the joint effect of three different phenomena: (a) the propensity of banks and financial institutions to assume excessively risky portfolio structures (a characteristic feature of the neoliberal model of macroeconomic regulation), which obliged the public sector to periodically bail-out banks and other financial institutions from bankrupt; (b) the peculiarity of the Eurozone's model of macroeconomic regulation, where there is no automatic mechanism for adjusting trade imbalances, and where compensative capital flows are likely to feed speculative bubbles in deficit countries;(c) the EU strategy to tackle the crisis, characterized by a further strengthening of the already tight fiscal discipline envisaged by the Maastricht Treaty. In summary, our investigation suggests that the explosion of sovereign debt in the EU reveals the crisis of the neo-liberal philosophy of macroeconomic regulation embodied in the Maastricht Treaty, based on a massive transfer of allocative functions from governments to market forces. However, these twenty years of Eurozone's life seem to testify that the adjustment of trade imbalances in a single currency area is difficult to achieve by simply relying on the working of deregulated markets, without the support of countercyclical fiscal policies.
Secondo l'art. 80 TFUE, la politica di asilo dell'UE è governata dal principio di solidarietà e di equa ripartizione della responsabilità tra gli Stati membri, anche sul piano finanziario. Tuttavia, le Istituzioni europee e gli Stati membri non hanno sinora fatto granché per dare attuazione a quel principio in modo da andare incontro alle richieste degli Stati più esposti ai flussi migratori. Partendo dalla struttura dell'art. 80 TFUE e della persistente "tirchia" solidarietà europea, in questo lavoro ci si ripropone di dimostrare che le iniziative passate e presenti (come le quote di ricollocazione o la recente bozza di dichiarazione comune di intenti, fatta a Malta nel settembre 2019) sono destinate al fallimento, e che il processo di modifica del sistema Dublino difficilmente può condurre a maggiore solidarietà. Allora, forse sarebbe opportuno "ripensare" l'applicazione dell'art. 80 TFUE nel senso di creare un sistema di visti umanitari e/o di introdurre un sistema di "responsabilità comuni ma differenziate" che ponga l'onere della prima accoglienza sui Paesi di frontiera esterna (come oggi) ma che, al contempo, porti a una modifica della direttiva del 2003 sullo status dei cittadini di Paesi terzi che siano soggiornanti di lungo periodo nel senso di una riduzione sostanziale (o una completa rimozione) del periodo di tempo nel quale rifugiati e beneficiari di protezione sussidiaria non possono spostarsi verso altri Stati membri per più di tre mesi. ; According to Article 80 of the TFEU, EU asylum policy shall be governed by the principle of solidarity and fair sharing of responsibility, including its financial implications, between the Member States. Nevertheless, EU Institutions and Member States have so far done very little to give substance to this principle to the benefit of those MS more exposed to migratory flows. Starting from the legal structure of Article 80 and the persistent European "scrooge-like" solidarity proofs, this paper aims at demonstrating that past and present initiatives (i.e. relocation quotas and the recent Draft Malta Joint Declaration of Intent of September 2019) are intended not to be successful and the amendment process of the so-called "Dublin System" hardly could lead to more structural solidarity. Thus, maybe it is time to rethink the implementation of Article 80, either by setting-up of a EU humanitarian visa system and/or shifting into a "Common But Differentiated Responsibilities" system, placing the burden of the first reception on the frontline MS (as it is today) but amending the 2003 Long Term Resident Directive in order to substantially reduce (or completely remove) the period of time during which refugees and beneficiaries of subsidiarity protection are not allowed to move to other MS for more than three months.
La complessa e problematica diffusione spaziale del fenomeno liquido land grabbing offre agli Autori l'occasione non soltanto per indicare l'itinerario scientifico con cui è possibile superare la difficoltà di conoscere i luoghi da cui partono e quelli in cui si consuma il processo di accaparramento delle terre, ma anche l'opportunità di riflettere sulla funzione epistemologica della cartografia. L'articolo spiega infatti perché le rappresentazioni tematiche sono utili, oltre che a palesare visivamente la distribuzione dei fenomeni esaminati, anche a spingere le indagini verso l'interpretazione dei loro significati più nascosti. Dietro gran parte delle negoziazioni per l'acquisizione delle terre si celano infatti rapporti compositi che vedono protagonisti gruppi economici e finanziari di Stati, imprese e società, mossi da interessi declinati alla crescita finanziaria piuttosto che allo sviluppo economico sostenibile. Pochi, incompleti e talora discordanti sono i dati quantitativi del fenomeno che gli Autori, dopo un'attenta analisi ed elaborazione critica, hanno georeferito. Le rappresentazioni cartografiche che ne sono scaturite hanno delineato il complesso e caleidoscopico mondo del land grabbing che a scala mondiale disegna non solo le scontate direttrici di matrice colonialista Nord-Sud, ma anche quelle di nuova generazione Sud-Sud, Nord-Nord e Sud-Nord. Le vecchie e nuove traiettorie confermano che il fenomeno dell'accaparramento delle terre si è ormai globalizzato coinvolgendo, con ruoli e funzioni diverse, la gran parte dei paesi del mondo e disegnando una nuova geografia, dove i confini tra paesi predati e predatori sono meno netti e più liquidi e dove la linea di demarcazione, che un tempo poteva corrispondere a quella dell'equatore geografico, è venuta a mancare in quanto alcuni paesi preda sono al tempo stesso anche predatori. L'emersione di questi nuovi flussi impone di fare chiarezza su alcune indicazioni contradditorie delle politiche agricole internazionali in particolare quelle farisaicamente preoccupate di produrre biocarburanti estendendo le colture no food e scarsamente attente agli appetiti speculativi del land grabbing che sottraggono risorse vitali alle popolazioni rurali costringendole ad abbandonare le loro terre e ad emigrare. ; The complex and problematic spatial diffusion of the liquid land grabbing phenomenon offers the AA not only the opportunity to indicate the scientific itinerary with which it is possible to overcome the difficulty of knowing the places from which they originate and those in which the process of land grabbing takes place, but also the opportunity to reflect on the epistemological function of cartography. The article explains why the thematic representations are useful, as well as visually revealing the distribution of the phenomena examined, also to push the investigations towards the interpretation of their most hidden meanings. Behind most of the land acquisition negotiations lie mixed relationships involving economic and from state financial groups; businesses and companies, driven by declining interests in financial growth rather than sustainable economic development. The Authors, after careful analysis and critical elaboration, have geo-referenced, incomplete and contrasting quantitative data of the phenomenon. The cartographic representations that have arisen have outlined the complex and kaleidoscopic world of land grabbing that on a global scale not only outlines the obvious directions of colonialist North-South, but also those of new generation South-South, North-North and SouthNorth. The old and new trajectories confirm that the phenomenon of land grabbing has become globalized by now involving, with different roles and functions, most of the countries of the world and designing a new geography, where the boundaries between predated and predatory countries are less strict and more flowing and where the demarcation line, which at one time could have corresponded geographically to that of the equator, has failed as some prey countries are also predators. The emergence of these new flows makes it necessary to clarify some of the contradictory indications of international agricultural policies, in particular those hypocritically concerned with producing biofuels by extending no food cultivations and are barely attentive to the speculative appetites for land grabbing that take vital resources from the rural populations forcing them to leave their lands and emigrate.
Italian government recently restated its achievement of following with the process of realizing the Messina Strait Bridge (Ponte sullo Stretto) within the investments program for stimulating new growth. Actually because of the economic and financial budget crisis the same Office cut all the national funds at least in the short run till the year 2013. At the same time EU deleted the project from TEN (Trans European Network) agenda. Despite of national government statements, the real destiny of the program is very uncertain. Even because critical studies and assessments strongly increased in the latest years. The essay recalls the history of the project: the first idea was born sat the beginning of Italian national State unity after 1861, but the Myth of rejoining Sicily and continental Italy became an achievable program only after second world war. In 1971 the State issued a national Act for promoting the agenda and the Agency in charge of projecting and building the Messina Strait Bridge. In 1981 the agency was completely organized and named as "Stretto di Messina" Society, that later became "Stretto di Messina Ltd". Several project proposals were advanced by engineers and corporations: eventually through an international technical selection the general shape of the bridge was designed. Over time the strong decrease of land traffic toward Sicily in front of dramatic increase of air passenger travels and sea good flows made the project of the bridge almost useless. Indeed at the middle of 1980's the Italian government was writing the project off. But the never ending story went on. Actually in the recent years, the right parties government reset the Big Works Growth Policies and issued the a national act for promoting and accelerating operations among which the Messina Strait Bridge Program was considered one of the most important. So, in 1992 the first edition of Preliminary Project was introduced: strong critics pushed the Agency to retire and fix the project production: because of that, there was a long debate that ended in 2002 with the new shape of the preliminary project. The final version of the preliminary project was defined in 2005, after further observations and critics by scientists, scholars, environmentalists and overall technicians offices of the several involved Italian Ministers. Today, at the end of 2011 the definitive not-operative project has been finally introduced. The article emphasizes the environmental and territorial impacts of the project and also it underlines its weakness in terms of economics, transportation and land planning, by asking the meaning of building a mega infrastructure for land linkages between Europe and Sicily today, in the age of beautiful landscape and hi-tech. ; Il governo ha ribadito la volontà di proseguire con il progetto del ponte sullo Stretto di Messina, all'interno del quadro di investimenti tesi ad accelerare la ripresa economica; ha tuttavia azzerato le risorse disponibili per l'operazione, tradendo forse la vera natura dell'enunciazione suddetta: quella della reiterazione-sempre piùstanca e senza convinzione- di una declaratoria ormai rituale quanto improbabile. L'Unione Europea, dal canto suo, ha definitivamente cancellato l'opera dalla lista delle infrastrutture considerate prioritarie e quindi finanziabili con risorse comunitarie. Nonostante le posizioni governative ufficiali, vista anche la crescente opposizione e le critiche di diversi ambiti politici, sociali e scientifici, secondo cui l'attraversamento dello Stretto dovrebbe essere cancellato, l'operazione appare tuttora quanto mai incerta. L'articolo ricostruisce le vicende relative al progetto del ponte, dall'originario dibattito post-unitario sulla necessità di un collegamento stabile tra la Sicilia ed il Continente, alla redazione delle prime ipotesi di piano nel secondo dopoguerra, all'idea di "area metropolitana dello Stretto e conurbazione del ponte" contenuta nel progetto '80, alle posizioni critiche che, rispetto a tali concetti, sono maturate negli studi relativi alle più recenti versioni del progetto. Nella seconda parte si descrivono gli elementi principali del "progetto di attraversamento aereo dello Stretto di Messina" presentato dalla società dello Stretto al governo il 31/12/02 (progetto preliminare, che ha registrato il parere positivo con prescrizioni del CIPE nel 2005), di cui è stata di recente presentata la versione "definitiva"; e ancora note tratte dalle "Osservazioni sullo studio di impatto ambientale", avanzate per conto di Legambiente, WWF, Italia Nostra e di altre associazioni ambientaliste, da un gruppo di studio coordinato dall'autore delle note presenti, riassumendo anche recenti lavori di aggiornamento (Bettini, Guerzoni, Ziparo, 2002; Pieroni, 2000; Pieroni, Ziparo, 2010; Marino, 2011).
