This paper focused on the review of the literature to know the main definitions of food security and sovereignty, establish their differences, and how globalization intervenes in the application of these concepts in the world. It is concluded that food security and sovereignty constitutes a fundamental part for all sectors in developing countries, as in the case of Nicaragua. In education and rural development, food security and sovereignty is very important to evaluate its effects.Globalization as a new form of domination, tries to impose on countries like ours what needs to be produced, and also how to do it to satisfy the demands and needs of the most powerful nations. They also impose what we must consume, forcing us to be consumers and importers of junk food. Regrettably, the guidelines of a healthy diet are subject to the laws of the international market, and oblige us to consider the formulation of a Food Policy that equitably distributes the goods that we produce, that guarantees the right of our people to Food, which guarantees Food Security and above all, the Food Sovereignty of this country that we love. Using the method of dialectical philosophy and its historical materialism, the main objective of the study was to analyze the modern legal aspects of ensuring food security in modern conditions of development. In this context, the subject of study is the food security system in general, under the hypothesis that states: the fundamental basis for ensuring national food security of the state in the modern world is the effective and sustainable development of its agricultural sector. Based on the results of the study, the key features of the legal support of food security in modern conditions of development were identified. In the conclusions of the case, it has been established that public policies and their relational framework should try at every moment to ensure food security, as an integral part of the agrarian law system, so that, form the dualistic legal nature of its understanding: as an agrarian legal institution and fundamental principle of the agrarian law branch.

Food policy is an element of the implementation of the mechanism of strategic management of food security and the development of the national food supply system. It involves a set of coordinated measures aimed at changing the productive capacity of the agri-food sector of the national economy in accordance with the resource capabilities and market needs. The purpose of this study is to analyze the factors that have the greatest impact on food security in various countries. The study has allowed the authors to identify the factors that have the greatest impact on ensuring food security. The restrictive impact of these factors on ensuring national economic security has been analyzed. Financial and non-financial measures to support agro-industrial production in the context of import substitution policies have been highlighted. In this paper, the authors have used a methodological approach to the development of proposals for the development of agri-food policy, based on the integrated improvement of the production structure of the regional food supply system.

One of the issues of greatest concern at the global level is the overpopulation of the planet. In recent years the population has grown exponentially and it is expected that in future the number of people inhabiting the planet will continue to increase. This situation poses a threat to food security; according to official agencies, it will be necessary to increase food production by at least 50% by 2050. To achieve this there are several possibilities: increase the area devoted to crops, increase their intensity or increase yield. The objective of this article is to investigate whether transgenic can be the solution to guarantee the Food Security. For this, the advantages of these products are analyzed in different areas, but especially in agriculture and livestock. However, there is a strong rejection of these foods for several reasons. These include the potential risk to health, loss of biodiversity and, above all, the monopoly of large companies that control the agricultural sector. After analyzing various sources of information and existing legislation on genetically modified organisms, it is concluded that genetically modified organisms are not good or bad in themselves; genetic engineering is an instrument that, properly regulated and used, it can contribute to reducing food insecurity, present and future. ; Una de las cuestiones de mayor preocupación a nivel mundial es la superpoblación del planeta. En los últimos años la población ha crecido de manera exponencial y se espera que en un futuro el número de personas que habitan el planeta siga aumentando. Esta situación supone una amenaza a la hora de garantizar la seguridad alimentaria; según organismos oficiales, será necesario incrementar la producción de alimentos al menos en un 50% para el año 2050. Para conseguirlo existen diversas posibilidades, aumentar la superficie dedicada a los cultivos, aumentar su intensidad o aumentar el rendimiento de los mismos. Este artículo pretende investigar sobre si los transgénicos pueden ser la solución a la hora de garantizar la seguridad alimentaria. Para ello se analizan las ventajas que tienen estos productos en diferentes ámbitos, pero sobre todo en agricultura y ganadería. Sin embargo, existe un fuerte rechazo hacia estos alimentos por varias causas. Entre ellas, su posible riesgo para la salud, la pérdida de biodiversidad y sobre todo, el monopolio las de grandes empresas que controlan el sector agrario. Food security starts from the perspective that each person has basic food in quantity and quality according to their nutritional needs, a process that is severely affected by multifactorial causes. The aim of the article is to contextualize the influence of food security on nutrition and health status. A documentary investigation was carried out, by reviewing the databases; Academic Google, Scielo, PubMed, Medline and Dialnet, choosing 52 articles of which 31 were taken into consideration because they adjusted to a greater degree to the subject of analysis. Among the results: Food insecurity constitutes a serious problem for the maintenance of an optimal state of health. The lack of access to food in adequate quantity and quality fundamentally affects the population of developing countries, within them there are more vulnerable population groups, among which they stand out; children, pregnant women, indigenous population and people with low income. There is an urgent need for differentiated attention to food programs by governments, which are sustainable and of universal access. ; La seguridad alimentaria parte de la perspectiva de que cada persona disponga de alimentación básica en cantidad y calidad acorde a sus necesidades nutricionales, proceso que se ve afectado severamente por causas multifactoriales. El objetivo del artículo es contextualizar la influencia de la seguridad alimentaria en la nutrición y el estado de salud. Se realizó una investigación documental, mediante revisión en las bases de datos; Google académico, Scielo, PubMed, Medline y Dialnet, decantándose 52 artículos de los cuales se tomaron en consideración 31 por ajustarse en mayor grado al tema de análisis. Entre los resultados: La inseguridad alimentaria constituye un serio problema para el mantenimiento de un estado de salud óptimo. La falta de acceso a los alimentos en cantidad y calidad adecuada afecta fundamentalmente a la población de países en desarrollo, dentro de ellos existen grupos poblacionales más vulnerables dentro de los que destacan; los niños, mujeres embarazadas, población indígena y personas de bajos ingresos económicos. Urge una atención diferenciada a los programas de alimentación por parte de los gobiernos, que sean sostenibles y de acceso universal.

The main objective of the article was to study the characteristics of the impact of the war on food security in Ukraine. Ensuring food security is one of the most important aspects of promoting global security, as food consumption is basic in satisfying human needs and underlies the formation of a high level of quality of life of the population. The research methodology involved the use of the documentary method and the application of the dialectical approach. According to the results of the study, it was found that the war has a significant impact on food security in Ukraine. However, the study was limited to analyzing only the food security component. Further research should be devoted to study legal security and the underlying relationship between food security, sovereignty and legal security. It is concluded that the situation with the blockade of Ukrainian food exports indicates that, in the modern globalized world, an aggressor country can use both energy carriers and seizure of nuclear facilities, as well as food, to blackmail the world community, bringing individual countries to the brink of starvation.

Hunger has been approached from an essentially medicalized thought. A comprehensive approach to such an increasing problem has been avoided by the policy proposed by multilateral organizations, which have reduced it to an issue of food production and availability. A more elaborate approach requires taking into account different stakeholders, from those who produce to those who consume, including food policies and our rights as human beings. Thus, the current article aims to provide a holistic view of the dilemma of hunger, analyzing it from the perspectives of food security, food sovereignty and ending up with the right to food as a possible way to solve hunger. The analysis of the available literature allowed highlighting the need for a change of paradigm in the implementation of actions in the territory and the relevance of citizen participation in public policies. ; El hambre se ha abordado desde una visión esencialmente medicalizada. Un enfoque integral de este creciente problema ha sido evadido por la política propuesta por los organismos multilaterales, que lo han reducido a un asunto de producción de alimentos que garanticen disponibilidad de los mismos. Un abordaje más complejo requiere tener en cuenta los diversos actores que están relacionados en el proceso, desde quienes producen los alimentos, hasta quienes los consumen, las políticas alimentarias y los derechos de todos como seres humanos. Así, este artículo pretende brindar una mirada holística al problema del hambre, analizándolo desde la Seguridad Alimentaria, pasando por la Soberanía Alimentaria y desembocando en el Derecho a la Alimentación como posible camino para la solución del mismo. Con base en un análisis de literatura disponible, se concluye en la necesidad de un cambio de paradigma en la implementación de acciones en territorio y la pertinencia de la participación ciudadana en las políticas públicas.

La ponderación que las políticas agrícolas establecen entre apertura y protección constituye el marco ideal para el estudio de la problemática emergencia de la libre circulación de productos agrícolas, pues ella puede caracterizar algunos impasses socio-políticos relacionados con la seguridad alimentaria. La tendencia hacia la liberalización puede explicar por qué para la comunidad internacional los acuerdos comerciales son uno de los medios empleados por algunos países para obtener la apertura de los mercados. En la investigación que se propone, se indagará, teniendo como marco el intergubernamentalismo de la región de América Latina, el tratamiento en materia de seguridad alimentaria y del derecho a la alimentación en particular de los alimentos sin gluten. Existen áreas de vacancia científica en la consideración y acompañamiento desde la perspectiva del derecho a la alimentación y de la seguridad alimentaria, para aquellas personas que deben seguir una dieta estricta. El conocimiento especializado se encuentra presente: en los temas alimentación sin gluten en el ámbito de las ciencias médicas y desde las ciencias exactas; respecto del derecho a la alimentación y de la seguridad alimentaria en el derecho internacional público y desde la perspectiva de derechos humanos; y las aproximaciones desde la dimensión social en los modelos de integración. Sin embargo, pareciera que existen áreas de vacancia científica en la consideración y acompañamiento desde la perspectiva del derecho a la alimentación y de la seguridad alimentaria, para aquellas personas que deben seguir una dieta estricta. Las iniciativas gubernamentales vinculadas al Derecho a la Alimentación y Seguridad Alimentaria, más importantes que hemos identificado son: a nivel internacional (la incorporación del Relator Especial para el Derecho a la alimentación en el Consejo de la ONU; la Aprobación en la FAO de las "Directrices Voluntarias sobre el Derecho a la Alimentación"; la aprobación del Marco Estratégico Mundial para la Seguridad Alimentaria del Comité de Seguridad Alimentaria de la FAO); a nivel regional (la formulación del Plan Estratégico de Acción Social en el MERCOSUR; la suscripción del Plan de Acción de Seguridad Alimentaria y Nutricional de los países integrantes de la CELAC); y a nivel local (Leyes sancionadas en materia de seguridad alimentaria). Casi todas ellas focalizando en las personas que padecen extremas necesidades (sin acceso a los alimentos por dificultades económicas). Entre lo expuesto no se visualiza un diálogo común; y pareciera que todas las iniciativas van por caminos distintos. También surge el interrogante sobre cuál ha sido la importancia en la región, teniendo en consideración las características particulares de estos alimentos. Por ello, se realizará una búsqueda de los diferentes documentos normativos para clasificar y analizar los alcances de los mismos. Luego identificar las referencias expresas de los alimentos sin gluten y señalar qué recursos normativos pueden ser útiles para este escenario. Brazilian legislative proposal n. 6,299/2002, addressing pesticide regulation, represents an attempt to loosen and weaken the regulation of these substances, threatening the rights to food and a healthy environment as enshrined in the Constitution of the Federative Republic of Brazil. This article reviews the bill and its more troublesome provisions through the lenses of food security and nutrition as well as national environmental law principles and provisions. Within this background, the paper concludes that Bill n. 6,299/2002 works against previously achieved progress in providing alternative policy pathways for sustainable agriculture in Brazil. It clashes with environmental law principles, neglecting precaution and prevention, representing a regression in terms of protection levels, while undermining human rights to food and a healthy environment. The methodology includes a literature and documentary review, along with inductive reasoning.
