Using 2015 data of the Colombia Demographic and Health Survey, we investigated the incidence of belonging to a household with an Internally Displaced Person (IDP) on the likelihood of grade retention by sex. Particularly, a bivariate logistic regression was used to identify the correlation between families with IDP and children's gender on the probability of repeating a school year. Boys' were negatively affected when they live in an IDP household. Also, boys had a higher likelihood of repeating a grade. We need to know how to act upon the social determinants that create social gaps and disadvantages across IDP, but also, to align with Sustainable Development Goals to eliminate gender inequalities.

Este documento refleja el entorno dentro del cual se está luchando actualmente por la justicia de género en el mundo. También da un paso para atrás para darnos un marco analítico que explique las tensiones centrales entre la justicia de género y otros elementos de la justicia social o económica y las implicaciones estratégicas de los múltiples sitios en que operan las relaciones de género. Se inspira en las experiencias de feministas que se dedicaron al análisis y a la promoción al mismo tiempo que participaban en las negociaciones de las conferencias de las Naciones Unidas de los años 90. Estas conferencias – sobre el medioambiente, los derecho humanos, la población, el desarrollo social, la mujer, la vivienda, los niños, el VIH/SIDA, la seguridad alimentaria, el racismo – y sus revisiones cada cinco o diez años – han brindado una oportunidad única para negociar un programa social progresivo de forma sistemática y seguida. Pero aun cuando se estaban acordando los detalles de un programa de este tipo, el ámbito de la política económica estaba casi completamente supeditado al pensamiento económico neoliberal dominado por el Consenso de Washington. La interacción entre estas dos fuerzas constituye nuestro tema principal. El documento también comenta las implicaciones para la justicia de género del cambio en el orden mundial hacia la monopolaridad, y especialmente, el cambio de la era neoliberal a una época neoconservadora. El trabajo de feministas y demás académicos y activistas después de las conferencias de los años 90, muestran claramente que la seguridad de los medios de vida y de un entorno económico habilitador forman una base importante para satisfacer las necesidades de salud reproductiva y sexual mediante sistemas sanitarios que funcionen bien (Petchesky 2003). Sin embargo, algunos de los países que apoyaban más fervientemente la lucha por los derechos sexuales y de reproducción eran los más refractarios en las negociaciones económicas entre el Norte y el Sur. Estas tensiones se hicieron sentir no solamente en las conferencias de la ONU, particularmente en El Cairo y Beijing, sino también en sus revisiones 'más cinco'. A pesar de esto, se lograron avances considerables en cuanto a los derechos de reproducción y de salud sexual durante los años 90 por el control limitado sobre el poder del Estado que tenían los fundamentalistas religiosos. Este escenario ha cambiado mucho en el período neoconservador mediante, por un lado, más control por parte de los fundamentalistas religiosos sobre los niveles claves del poder estatal y, por otro, el auge de una economía política neoconservadora. La primera década de este siglo ha producido pruebas tangibles e importantes de lo dicho en conferencias claves sobre el VIH/SIDA, la infancia, la población, y también en muchos otros foros. Este informe parte de análisis previos de la fase anterior para extraer las consecuencias para el terreno actual en el que los feministas y sus aliados están luchando para mantener sus logros difíciles y avanzar hacia delante. ; This paper is a reflection on the environment within which the struggle for gender justice is currently under way in the global arena. It also steps back to provide an analytical frame to explain the core of the tensions between gender justice and other elements of social/economic justice, and the strategic implications of the multiple sites in which gender relations operate. It draws from the experiences of feminists who engaged in analysis and advocacy while participating in the negotiations of the United Nations conferences of the 1990s. These conferences— on environment, human rights, population, social development, women, habitat, children, HIV/AIDS, small island states, food security, racism—and their five- and 10-year reviews have provided a unique opportunity for negotiating a progressive social agenda in a systematic and ongoing way. But even as such an agenda was being spelled out, the global economic policy terrain was almost entirely subordinated to neoliberal economic thinking dominated by the Washington Consensus. The interplay between these two sets of forces is our subject matter. The paper also comments on the implications for gender justice of the shift to a unipolar world order, and in particular, the movement from the neoliberal era to the neoconservative one. The work of feminist and other scholars and activists following the conferences of the 1990s showed clearly that security of livelihoods and an enabling economic environment are an important basis for moving forward to meet reproductive and sexual health needs through well-functioning health systems (Petchesky 2003). Yet some of the very countries that were most vocal in their support for sexual and reproductive rights were also the most hard-nosed in South–North economic negotiations. These tensions came to the fore not only in the UN conferences themselves, especially Cairo and Beijing, but also in their "plus five" reviews. Despite this, considerable advances were possible on reproductive and sexual health and rights during the 1990s because of the limited control over state power by religious fundamentalists. This scenario has undergone a major change in the neoconservative period, with much stronger control over key levers of state power by religious fundamentalists on the one hand, and the rise of neoconservative political economy on the other. The first decade of this century has seen significant and tangible evidence of this in key conferences on HIV/AIDS, children, and population, as well as in many other sites. This paper builds on previous analysis of the earlier phase to draw out implications for the current terrain in which feminists and allies are struggling to maintain hard-won gains and move forward. ; Ce document est une réflexion sur l'environnement dans lequel se poursuit la lutte pour la justice sexuelle dans le monde. L'auteur prend aussi du recul pour fournir une grille d'analyse qui permette d'expliquer l'essentiel des tensions entre la justice sexuelle et d'autres éléments de la justice sociale et économique, et de tirer les conséquences stratégiques de la multiplicité des espaces dans lesquels interviennent les rapports sociaux entre hommes et femmes. Elle s'appuie sur l'expérience de féministes qui ont fait un travail d'analyse et de sensibilisation alors qu'elles participaient aux négociations des conférences organisées par les Nations Unies dans les années 90. L'interaction de ces deux types de force est précisément le thème de ce document. L'auteur traite aussi des répercussions qu'ont eues sur la justice sexuelle le passage à un ordre mondial unipolaire et, en particulier, l'avènement de l'ère néoconservatrice après l'ère néolibérale. Les travaux réalisés par des féministes et d'autres intellectuelles et militantes à la suite des conférences des années 90 ont montré clairement que la sécurité des moyens d'existence et un environnement économique favorable sont des conditions importantes pour la satisfaction des besoins de santé gynécologique et génésique dans un système de santé bien rodé (Petchesky 2003). Cependant, certains des pays les plus assidus à défendre les droits en matière de sexualité et de procréation ont été aussi les plus intraitables dans les négociations économiques Sud-Nord. Ces tensions sont apparues au grand jour non seulement dans les conférences des Nations Unies elles-mêmes, en particulier au Caire et à Beijing, mais aussi dans les conférences d'examen tenues cinq ans plus tard. Malgré cela, il a été possible de réaliser des progrès considérables sur les droits et la santé en matière de procréation et de sexualité dans les années 90 parce que les fondamentalistes religieux n'avaient qu'un pouvoir limité sur l'Etat. La situation a complètement changé pendant la période néoconservatrice, marquée, d'une part, par une tenue beaucoup plus ferme des principaux leviers de l'Etat par les fondamentalistes religieux et, de l'autre, par la montée de l'économie politique néo-conservatrice. On en a eu des preuves tangibles et multiples pendant la première décennie de ce siècle, lors des grandes conférences sur le VIH/sida, les enfants et la population, et à bien d'autres occasions. Ce document s'inspire d'une analyse de la phase antérieure pour tirer les conséquences qui s'imposent pour la situation actuelle, où les féministes et leurs alliés se battent pour conserver des acquis durement gagnés et aller de l'avant.

[ES] En este artículo se analizan los estereotipos, en torno al género, existentes entre el alumnado de Educación Infantil de diferentes centros educativos de la Región de Murcia (España). Para ello, se han analizado los gustos y preferencias del alumnado desde la perspectiva de género, se ha identificado el uso de espacios y materiales escolares desde la óptica del género, así como examinado las interacciones y relaciones socioeducativas entre niños y niñas en el contexto escolar. Mediante una metodología mixta se ha utilizado el cuestionario y la observación como instrumento escolar y método de recogida de datos. La muestra total de este estudio ha estado constituida por 175 niños y niñas pertenecientes a diferentes centros educativos de la Región de Murcia. Los resultados obtenidos ponen de manifiesto que tanto las niñas como los niños de cinco años de edad –de la muestra– poseen varios de los tipificados estereotipos asignados a cada sexo: juegan y, además, desean jugar, con juguetes diferentes según cual sea su sexo; utilizan, en el aula, espacios diferentes, así, mientras que ellas prefieren jugar en el rincón simbólico, ellos lo hacen en el rincón de las construcciones. Por tanto, se evidencia que el patriarcado sigue estando latente en las pequeñas cosas, en la diferenciación de actividades, el lenguaje, la realización de las tareas del hogar, en juegos y juguetes…, que unidas provocan la perpetuación de un estereotipo sexista que condiciona nuestras vidas desde que nacemos. Por otro lado, se afirma que los centros educativos se convierten en uno de los ámbitos más relevantes pues actúa tanto de reproductor de conductas como de regulador de las mismas. Además, hacer visible esta situación desde la infancia, permite inculcar en las niñas y en los niños unos valores tolerantes, igualitarios y democráticos que rechacen diferenciar a las personas por el hecho de ser de un sexo o de otro. [EN] This article analyzes the stereotypes, around gender, that exist among the Early Childhood Education students from different educational centers in the Region of Murcia (Spain). For this, the tastes and preferences of students from a gender perspective have been analyzed, the use of school spaces and materials has been identified from the gender perspective, as well as the interactions and socio-educational relationships between boys and girls in the school context. Through a mixed methodology, the questionnaire and observation have been used as a school instrument and data collection method. The total sample of this study has been made up of 175 boys and girls belonging to different educational centers in the Region of Murcia. The results obtained show that both girls and five-year-old boys – in the sample – have several of the typified stereotypes assigned to each sex: they play and, in addition, want to play, with different toys depending on their sex ; they use different spaces in the classroom, thus, while they prefer to play in the symbolic corner, they do it in the corner of the buildings. Therefore, it is evident that patriarchy is still latent in small things, in the differentiation of activities, language, the performance of household chores, games and toys ., which together cause the perpetuation of a sexist stereotype that conditions our lives since we are born. On the other hand, it's affirmed that educational centers become one of the most relevant areas as it acts both as a reproducer of behaviors and as a regulator of them. In addition, making this situation visible from childhood makes it possible to instill tolerant, egalitarian, and democratic values in girls and boys that refuse to differentiate people because they are of one sex or the other.

This paper discusses the normative origins, elements and operative foundations of the Integral Monitoring System in Cases ofGender Violence (VioGén System), a national government software application in Spain, implemented since 2007 to coordinate the actions of Spanish public professionals involved in the monitoring, assistance and protection of abused women and their minor children. Thousands of specialist users from the different integrated institutions access daily this application, which already manages more than 510,000 cases. The law enforcement part of the VioGén System is, for the time being, the most developed one, being the "police assessment of the risk of new violence" one of the main functionalities of the aforementioned system, for which two actuarial questionnaires have been developed (VPR and VPER). These questionnaires count with almost three million assessments; which consequently help in carrying out forensic, penitentiary and welfare assessments. Although the VioGén System currently only deals with cases of gender violence, in the future it may incorporate data on domestic violence, and technically it may be extended to the monitoring of other vulnerable groups.

Este documento analiza cómo se construyen las narrativas de los cuidadores sobre el dolor y la enfermedad, y también qué identidades narrativas se forman durante el largo proceso de cuidar a una mujer con parálisis cerebral, desde los años de 1972 a 2014. De particular interés es cómo estas voces narrar sentimientos de lucha para hacer frente a sus propias necesidades y las necesidades de una mujer con discapacidad. ¿Cómo esta situación afectó su forma de vida, sus puntos de vista sobre la vida a través de las perspectivas de género y sexo, violentas, discriminatorias, psicosociales y culturales (Lamas, 2002)? Este estudio también se nutre de las ideas de Hydén sobre las narraciones sobre la enfermedad para identificar diversas formas de representar la realidad mediante la creación de vínculos afectivos, incluyendo aspectos como la trama, las metáforas y la construcción o reconstrucción del Ser (1995; 1997), que pueden relacionarse a la transformación de la identidad narrativa (Ricoeur, 1995, 1996) de cada cuidador. Este estudio tiene como objetivo abrir otros escenarios para establecer políticas públicas de apoyo a cuidadores y discapacitados, y para cuestionar el papel que el gobierno y la institución médica han jugado para beneficiar a la sociedad en general. This paper analyzes how caregivers' narratives about pain and illness are constructed, and also what narrative identities are formed during the lengthy process of taking care of a woman with cerebral palsy, from the years of 1972 to 2014. Of particular interest is how these voices narrate feelings of struggle in order to cope with their own needs and the needs of a disabled woman. How this situation affected their way of living, their views about life through gender-sex, violent, discriminatory, psycho-social and cultural perspectives (Lamas, 2002)? This study also draws from Hydén's ideas regarding narratives about illness to identify diverse forms to represent reality by means of creating affective bonds, including aspects such as plot, metaphors and the construction or reconstruction of the Self (1995; 1997), which can be related to the transformation of the narrative identity (Ricoeur, 1995; 1996) of each caregiver. This study aims to open other scenarios to establish public policies of support for caregivers and for the disabled, and to question the role that government and medical institutional have played in order to benefit the society as a whole.

El artículo examina cómo la paridad de género es un mecanismo viable para proteger la capacidad de transformación que caracteriza a la democracia. Fundamentalmente, se sostiene que un sistema democrático debe ofrecer espacios de deliberación con el fin de debatir las relaciones de género y erradicar las prácticas de dominación. Así, se argumenta que la exclusión y censura de los grupos que cuestionan las prácticas predominantes de género contradice el espíritu de la democracia. Por lo tanto, si las mujeres no encuentran caminos institucionales para expresar sus ideas y materializar sus deseos y creencias, se deben diseñar instituciones democráticas que permitan su mayor inclusión. The present article, as the title shows, is a study of the grammatical gender in Spanish from the semantic startpoint, as have are of opinion that linguistic reference is bound up with grammatical motivation. It deals with the gender of nouns will bear the sign [+ animate], and in particular those presenting a high sememic level (common semantic level) and another oppositional sememic (distintive semantic level). We state that [± animate] is a semantic feature capable of serging to motivate grammatical gender. To give an example, it seems demonstrable that nouns in Spanish which are sensible to the features [+anim, -spec] and [+anim, ±spec] (for example: niño1 / niñO2 / niñA) have got a fixed gender in the first case (niño1) and a variable gender in the second (niñ02 / niñA), the second —but not the first— beening determined by reference to sex. We have also demonstrated the following points: a) Among the items which show an opposition of gender, the superordinate (niño1) will always be non-arked; b) the frequency with which this appears is approximately double the specific term. This distinction explains heteronyms of the type macho / hembra, hombre / mujer, etc., as generative lexic-semantic opposites of grammatical gender of the type hombre1 / hombre2 / mujer. We also affirm with regard to Spanish linguistic and metalinguistic capacity, and, 2) Spanish shows a strong tendency to differenciate between the sexes by means of sometimes unusual lexical creations, such as culebrO or mushúA (a women of foreign origin in Venezuela) and at other times by quite acceptable creations, as we find in the political, technical or juridical terrains. When Spanish lacks a lexical of morphological form to distinguish gender, it does so by means of the article or the demonstrative. In the present article we have referred particularly to the semantic distinction «sex». This article argues that a discursive–sociological approach to study Europeanization is particularly apt for understanding the dynamics of policy change in Europe. It oes so by bringing closer the agenda of discursive institutionalism (DI) and gender policy analysis, drawing upon the recent sociological and discursive turns in the study of the domestic impact of Europe, and the long-term interest of gender policy analysis for discursive framings, norm diffusion, actors' interactions and EU soft policy instruments. Challenging the limitations of Europeanization studies that only focus on convergence, the article explores the contribution that both Schmidt's DI and discursive gender approaches make to the understanding of policy change in Europe. While seeing the two approaches as complementary in the study of Europeanization, the article discusses the added value of gender approaches for improving our understanding of policy change in Europe.
