The EU Renewable Energy Strategy (RES) Directive requires that each member state obtain 20% of its energy supply from renewable sources by 2020. If fully implemented, this implies major changes in institutions, infrastructure, land use, and natural resource flows. This study applies a political geography perspective to explore the transition to renewable energy use in the heating and cooling segment of the Swedish energy system, 1980–2010. The Nordic welfare model, which developed mainly after the Second World War, required relatively uniform, standardized local and regional authorities functioning as implementation agents for national politics. Since 1980, the welfare orientation has gradually been complemented by competition politics promoting technological change, innovation, and entrepreneurship. This combination of welfare state organization and competition politics provided the dynamics necessary for energy transition, which occurred in a semi-public sphere of actors at various geographical scales. However, our analysis, suggest that this was partly an unintended policy outcome, since it was based on a welfare model with no significant energy aims. Our case study suggests that state organization plays a significant role, and that the EU RES Directive implementation will be uneven across Europe, reflecting various welfare models with different institutional pre-requisites for energy transition.
In all parts of the world the sea is a source of life, of energy, of food, of commerce, of fun. Its water, wind, and waves are all in demand – as a playground for pleasure-seekers and nature-lovers, as a highway for international commerce, as a home for unique communities of wildlife and people. All this is also true for the Bothnian Sea, a part of the northern European Baltic Sea between Finland and Sweden. The Bothnian Sea is used by two neighbouring highly developed societies. There are many demands on its resources, and its open spaces are highly coveted areas for developments such as wind power farms. This relatively sparsely habitated corner of the world is also, at least at times, a place of wild seas and ancient heritage. Like planning on land, maritime spatial planning is a process that has to incorporate ideals of the public good and the various politically-anchored ways to define this, taking in to account private development interests as well as the physical realities of limited natural resources and fragile ecosystems. This book provides an introduction to the Bothnian Sea and the ideas around maritime spatial planning for its offshore areas. We have tried to present a balance between the perspectives of competing interests. As this has been a pilot initiative, we have not aimed to give you ready answers, but instead try to provoke further debate. The Bothnian Sea and its future are in your hands. The editor
This article brings together the concepts of land and landscape, tightly linked in urban transformative situations, but rarely used for the purpose to strengthen strategic planning for sustainability. They are investigated as a combined base for land use deliberations, in early phases of planning processes, in practices of different scale, especially in a European context, drawing on planning and landscape policies generally agreed upon, as well as the UN Sustainable Development Goals. This article argues for taking into consideration the landscape as experienced human habitat, in relation to the understanding of land as both a common resource, and as pieces of property. This is motivated partly by the more or less global political trend and the turn from state interventions to individualistic capitalism (calling for new methods to solve common challenges), but also by a changing planning profession, increased collaborative planning processes, increased significance of public space as a scarce resource in densified cities, the need for holistic perspectives in sustainable urban development and the need for unifying concepts for urban and rural land at a local and regional scale. A new concept "around-scape" is suggested, in order to make visible the subjective binding between available perceived resources and spatial transformation.
Detta är en slutrapport från utvärderingen av bredbandsstöd för svensk landsbygd. Landsbygdsprogrammet finansierar stöd till utbyggnad av accessnät och regionalfondsprogrammen finansierar stöd till ortssammanbindande nät. Utvärderingen har genomförts av Institutionen för stad och land vid Sveriges lantbruksuniversitet på uppdrag av Jordbruksverket och Tillväxtverket. Både kvalitativa och kvantitativa metoder har använts i form av fältarbete med intervjuer i åtta kommuner i tre regioner, en telefonenkät till landsbygdsföretagare samt en ekonometrisk analys av SCB:s databas för landets företag. Det resultat som presenteras i rapporten bygger även på andra tidigare studier och utvärderingar. Rapporten behandlar bredbandsinfrastrukturens betydelse för företagen (kapitel 2), användningen av IT-system (kapitel 3) och landsbygdensutveckling (kapitel 4). Dessutom diskuteras styrningen av stöden till accessnät genom landsbygdsprogrammet samt styrningen av programsamordning mellanregionalfondsprogrammen (som stödjer utbyggnaden av ortsammanbindande nät) och landsbygdsprogrammet (kapitel 5). Slutligen förs ett resonemang om huruvida markbundet bredband på en hastighet av 100 Mbit/s är samhällsekonomiskt effektivt (kapitel 6). En sammanställning av hur bredbandsutbyggnaden bidrar till måluppfyllelsen för övriga mål i landsbygdsprogrammet finns i bilaga 1. Bredbandsinfrastrukturen har betydelse för företagande och arbetsmarknad, men den är svår att påvisa i omsättnings- och sysselsättningssiffror (kapitel 2) Bredbandsstöden inom landsbygdsprogrammet och regionalfondsprogrammen har lett till, och kommer leda till, att fler företag får tillgång till eller ökad möjlighet att ansluta sig till ett fibernät. Stöd ur landsbygdsprogrammet 2007–2013 bidrog till att ge knappt 12 000 företag tillgång till bredband, men för innevarande period finns ingen sammanställning. Stöd till ortsammanbindande nät från Eruf beräknas under nuvarande programperiod leda till att cirka 12 000 företag får ökad möjlighet att beställa en bredbandsanslutning. I oktober 2017 hade 77 procent av alla hushåll och företag i Sverige tillgång till bredband om minst 100 Mbit/s (PTS 2018a). Hushållens bredbandstillgång gynnar landsbygdsföretagen genom att bra förutsättningar för boende på landsbygden är av vikt för både för företagens kundunderlag och kompetensförsörjning. Majoriteten av företagarna uppger att bredbandstillgång är viktigt för deras företagande, samtidigt som fiberutbyggnaden inte tycks ha gett en mätbar effekt på varken omsättning eller sysselsättning. Det finns en självmotsägelse, eller paradox, i dessa utsagor. Ett möjligt sätt att förstå och förklara denna paradox är att företagarna bedömer att det snabba bredbandet kommer ha stor betydelse i framtiden. Merparten av de intervjuade företagens internetanvändning begränsas i dagsläget till enklare tjänster såsom kommunikation och administration, tjänster som rimligen kan tänkas användas lika väl på en anslutning med betydligt lägre hastighet. Det viktigaste för många är i stället att fiberutbyggnaden har gett en stabil, snarare än snabb, uppkoppling samt säkerställt en fast uppkoppling när kopparnätet monteras ned. Fiberutbyggnad till följd av offentliga bredbandsstöd skapar förutsättningar för utveckling av användningen av IT-system på landsbygden (kapitel 3) Den nya fiberanslutningen möjliggör internettillgång med högre kapacitet i termer av överföringshastighet, stabilitet, redundans och gör konsumenten mindre känslighet för förbrukning av datamängd till skillnad från det mobila bredbandsnätet. Stödens effekter på användningen av IT system varierar beroende på alternativa förutsättningar för den fastighet som fått fiberanslutning till följd av stöd. Det finns stora förväntningar på att detta ska generera användning ITsystemen får större betydelse i framtiden. Den viktiga effekten på kort sikt är inte att det blir snabbt bredband med 100 Mbit sekund utan att bredbandsstöden möjliggör fortsatt fast internettillgång när kopparnätet monteras ned. På längre sikt möjliggör bredbandsstöden för landsbygdsområden atthänga med i teknikutvecklingen på samma villkor som andra områden. Fiberutbyggnaden är dock bara en av flera pusselbitar för att säkra god tillgång till internet med hög överföringskapacitet. Bredbandsinfrastrukturens har betydelse för lokalutveckling (kapitel 4) När det gäller betydelsen av IT-infrastruktur för landsbygdens utveckling har vi funnit att det på olika sätt minskar skillnaden mellan stad och land. Som landsbygdsbo upplever man det som rättvist att bredbandet ger liknande förutsättningar som i städer. Andra möjliga effekter är ökade möjligheter att fortsätta bo och verka på landsbygden, ökat kultur- och medieutbud samt nya lösningar för att tillhandahålla offentlig service. Till viss del finns det positiva miljöeffekter, främst genom minskat bilåkande, och det finns även enstaka nya verksamheter på bygdenivå. Det är dock inte möjligt att för ett landsbygdsområde identifiera kausala samband mellan specifik fibernätsutbyggnad och utvecklingen i den berörda bygden, då det snarast är internettillgången som helhet (den fasta och mobila uppkopplingen) som skapar förutsättningarna för utvecklingen i bygden. De offentliga bredbandsinvesteringarna har varit effektiva i att uppnå målet, men det förekommer kritik (kapitel 5) De offentliga bredbandsstöden har varit effektiva i att uppnå det kvantitativa bredbandsmålet och att stimulera lokal mobilisering. Vi identifierar samtidigt tre former av kritik mot hur stöden inom landsbygdsprogrammet fördelas. Dels att denna modell inte är den effektivaste för att stimulerade marknaden att bygga i glest befolkade område. Dels att urvalskriterierna inte gör det möjligt att väga in fler faktorer (till exempel försämrad alternativ uppkoppling via ADSL) än det numerära bredbandsmålet vid beslut om stödprioriteringar. Slutligen förekommer det argument som pekar på att stöden inom landsbygdsprogrammet i vissa fall kan ha gått till områden som inom en snar framtid hade kunnat byggas ut på kommersiell grund. Vi resonerar i rapporten om svårigheterna att bedöma giltigheten i denna kritik. I intervjuerna förekommer också kritik mot att stödformen som den är utformad idag tycks kunna leda till stora variationer i anslutningskostnader, att den inte eliminerar risk för så kallade "vita fläckar", samt att ett stort ansvar läggs på lokala (i vissa fall ideella) aktörer. Vidare finns det kritik mot bristen på samordning av landsbygdsprogrammet och Eruf på nationell nivå. Vi diskuterar tre scenarier för framtida stödpolitik: öppna utlysningar, riktade utlysningar och upphandlingar, och konstaterar att samtliga av dessa tre scenarier har för- och nackdelar. Ytterligare studier krävs för att bedöma huruvida bredbandsstöden är samhällsekonomiskt effektiva (kapitel 6) I vilken utsträckning den ekonomiska utvecklingen har påverkats av den pågående övergången till nästa generations överföringshastigheter är svårt att uttala sig om. Inom detta område krävs fördjupande studier. Vi kan dock konstatera att bredbandsutbyggnad, givet den utveckling som spås av diverse branschanalytiker, utgör en avgörande faktor för att möjliggöra för företag att vara verksamma i hela landet. Ur regionalpolitiskt hänseende framstår bredbandsinvesteringar som effektiva åtgärder på så sätt att de har stor betydelse för att skapa en känsla av inkludering i samhällsutvecklingen. En slutsats i såväl den Eruf-finansierade följeforskning, som i denna utvärdering, är att satsningar på IT infrastruktur bör kombineras med åtgärder för att näten ska komma till affärsmässig användning och med att verksamhetsutveckling sker i offentlig sektor för att kunna nyttja infrastrukturens potential.
In recent years, the notion of the triple helix approach in regional policies has come to represent an important innovation in regional policy making. In the context of industrial policies in Sweden, there are two cases in point. Firstly, "National program for development of innovation systems and clusters in Sweden (Visanu)" and, secondly, the VINNVÄXT program launched by Swedish Agency for Innovation Systems. There is now a broad consensus amongst policy makers and practitioners that the triple helix approach is an effective form of economic governance for promoting economic development. In tandem with this new policy orthodoxy, regional scientists and related disciplines have shown an increased interest in the connection between contemporary structures of economic governance and the ability to create and sustain industrial competitiveness over the past decade. The overall objective of this study to examine the emergence and development of the Stockholm BioRegion-initiative, from being constituted as an informal network to a nonprofit association of regional businesses, academic and public actors in the counties of Stockholm and Södermanland. More specifically, the study is focusing on the process of mobilization amongst different actors (business, academia and public sector) with a stake in the biotech and pharmaceutical sector. One important finding is that the triple helix approach in the VINNVÄXT-program has stimulated the formation of collaborative arrangements comprising key organisations in the biotech/ pharmaceutical sector (e.g. AstraZeneca and Karloniska institutet) as well as public-private partnerships (e.g. Stockholm-Uppsala biotech partnership, STandUP). In the concluding part of the paper, implications for the triple helix approach in metropolitan regions are discussed. The empirical findings in the study draw on field research undertaken during autumn 2004 to midsummer 2005.
This thesis explores the human-environment interaction within the climate-sensitive socio-ecological system of Lake Chilwa in Malawi. It uses the livelihoods framework to analyse various coping strategies to resource scarcity due to lake recessions. The main aim is to understand the processes by which decision-making takes place and the influence of various agents of change on coping with environmental shocks, i.e. water recessions. Lake Chilwa undergoes periodic water recessions with up to twelve incidents recorded between 1900 and 2012. While the lake and its wetland is an economic aquatic agriculture system in between recessions, it is unclear how households around the system survive during the periods of water recessions. Qualitative and quantitative studies were conducted between March 2012 and December 2013 on Chisi Island of Lake Chilwa to evaluate the coping strategies and their major drivers in responding to the periodic lake recessions. Using interpretive analysis, the findings show that people from the Lake Chilwa socio-ecological system have lived in anticipation of periodic environmental shocks due to their deep historical knowledge of the lake level and its fluctuations. This knowledge has been passed from generation to generation. Results further show that the main coping strategies that have stood the test of time for every recession are based on reciprocity and redistribution. These include sharing through kinship ties, hunting wild birds and farming. In many cases coping strategies for each specific recession are driven by political, social and economic factors prevailing at that particular period. Given these conditions, different agents (individuals or communities) make choices designed to maximise their own interests as they scramble to access scarce resources. Although natural resources in these systems are fundamental assets in rural livelihoods, accessing them in times of scarcity requires better governance systems that consider social, political and economic contexts.
Purpose - The agricultural sector has undergone extensive changes in the 20-30 years since the peak academic debate on family farming. Still today, the understanding and concept of family farming has political implications in the processes of rural and agricultural policy. The purpose of this paper is to study the development of agrarian structure by analysing the gendered and family relations of family farming. Design/methodology/approach - This paper examines the concept of the family farm and its utilisation and diversity in the current Swedish agricultural sector from a gender perspective, using empirical data from the Farm Accountancy Data Network. The paper operationalises a situated agrarian typology and examines the gendered position and temporalities of family farms in Sweden, based on patterns of labour use. Findings - A workable, fruitful typology of the agrarian structure suitable for future comparative studies is revealed. It also demonstrates the gendered time in the farm labour process, the different temporalities involved and their interconnection between gender, family and various spheres. The spatial and geographical implications, as well as the increased dependence on family and hired labour in different farm types, are emphasised. Originality/value - The focus of this study contributes to the understanding of spatial-temporal relations of family farm business and organisation in general and in Sweden particularly. It also provides empirical basis for developing and gender mainstreaming rural and agricultural policies.
Policymakers and natural resource managers are increasingly recognizing the importance of broader geographic and gender participation in assessing climate vulnerability and developing effective adaptation policies. When such participation is limited, climate mitigation and adaptation polices may miss key opportunities to support vulnerable communities, and thus inadvertently reinforce the vulnerability of marginalized groups. This paper reports rich qualitative data from women leaders in conservation, development and climate adaptation projects to support local communities across seven Pacific Island nations. The results indicate the following priorities to support climate adaptation policies in the Pacific: (1) increased recognition for the importance of traditional knowledge; (2) greater support for local women's groups, including strategic planning and training to access climate finance mechanisms; and (3) climate policies that consider alternative metrics for women's empowerment and inclusion, formalize women's land rights, and provide land for climate refugees. Existing evidence is discussed which supports the importance of these priorities in the Pacific. Their input identifies research gaps in climate adaptation and provides important guidance for governments, non-governmental organizations, and development agencies leading climate adaptation efforts.
Mångbruk av skog är ingen ny företeelse i Sverige. Skogen har alltid på olika sätt haft betydelse för människors försörjning. Dagens definition av mångbruk är att skogen används för flera olika syften (t.ex. skogsbruk, naturturism, rennäring, naturvård m.m.) som kan vara kommersiella eller icke-kommersiella. Inom ramen för det nationella skogsprogrammet har frågan om mångbrukets outnyttjade potential aktualiserats. Beroende på vem eller vilka man frågar, och vilken erfarenhet de har av mångbruk, finns det emellertid olika uppfattningar om mångbrukets potential att skapa fler jobb och hållbar tillväxt i hela landet. I den här rapporten syntetiserar vi kunskap om mångbruk av skog baserat på tidigare och nu genomförda studier och kartlägger och analyserar förutsättningarna för att bedriva mångbruk av skog. Utifrån studiens frågeställningar har vi kommit fram till följande slutsatser: • Naturturism är en primär form av mångbruk med utvecklingspotential för jobbskapande på landsbygden. • Även vidareförädling av olika råvaror och äventyrsbaserade aktiviteter har potential att utvecklas inom ramen för mångbruk. • En väl fungerande samhällsinfrastruktur är en viktig förutsättning för alla former av mångbruk som bygger på att verksamheten ska attrahera besökare. • Icke-kommersiella former mångbruk är en självklarhet för många skogsägare. Man anger självhushållning (av främst viltkött, bär och svamp) samt rekreationsbefrämjande åtgärder (som t. ex. att ordna en grillplats för lokalbefolkningen). • Många skogsägare har inte intresse av att utveckla mångbruk på sin mark, men ställer sig ofta positiva till att andra gör det. • Allemansrätten är en central förutsättning för mångbruk, men det är viktigt att upprätta formella avtal vid kommersiell verksamhet på annans mark. • Mångbruk kan ofta bedrivas i skogen oavsett hur den sköts, även om det finns exempel där särskilt trakthyggesbruk kan upplevas som störande. • Det finns potential att utveckla mångbruk i anslutning till skyddade områden - på så sätt skulle mångbruk kunna fungera som en brygga mellan att bruka och bevara skogslandskapet. • Genom att skapa dialogplattformar som möjliggör för olika aktörer att få en holistisk bild av skogslandskapet och dess nyttjande kan olika mångbruksverksamheter bättre utvecklas både parallellt och integrerat. • Mångbrukets utmaningar liknar andra småföretagares utmaningar vad gäller efterlevnaden av komplicerade regelverk som är anpassade till mer storskaliga företag vad gäller till exempel livsmedelshantering. • Därutöver innebär mångbrukets lokalisering till glesbygd att det finns utmaningar med att bedriva säsongsbunden verksamhet och svårigheter med att finna arbetskraft. Dagens skogspolitik främjar i princip mångbruk, men i studierna som denna rapport bygger på framkommer att mångbruksfrågan är sektorsövergripande och att insatser inom exempelvis närings- och landsbygdspolitiken också behövs för att nå mångbrukets fulla potential. Följande slutsatser från rapporten utgör förslag till hur genomförandet av det nationella skogsprogrammets vision och målet "Mångbruk av skog för fler jobb och hållbar tillväxt i hela landet" kan realiseras, och hur målen "Ökad sysselsättning", "Stärkt hållbar tillväxt" och "Landsbygdsutveckling med beaktande av skogens sociala värden" kan uppnås: • Utveckla politik och styrning för mångbruk inom ramen för hållbar landsbygdsutveckling. • Stärk landsbygdens infrastruktur för att möjliggöra mångbruk av skog. • Etablera arenor för samverkan och erfarenhetsutbyte rörande mångbruk. • Sprid kunskap om mångbruk och satsa på entreprenörskap. • Utveckla former för avtal mellan mångFoto: Maria Groth/Mostphotos bruksentreprenörer, markägare och andra rättighetsinnehavare. • Se över om skyddade områden kan öppnas upp för mångbruk. • Förenkla regelverk för landsbygdsföretagande. • Se över möjligheterna till riktade ekonomiska stöd till mångbrukare på landsbygden.
Adaptation research and practice too often overlooks the wider social context within which climate change is experienced. Mainstream approaches frame adaptation problems in terms of the consequences that flow from biophysical impacts and as a result, we argue, ask the wrong questions. A complementary approach gaining ground in the field, foregrounding the social, economic and political context, reveals differentiation in adaptation need, and how climate impacts interconnect with wider processes of change. In this paper, we illustrate how this kind of approach frames a different set of questions about adaptation using the case of Nepal. Drawing on fieldwork and a review of literature, we contrast the questions that emerge from adaptation research and practice that take climate risk as a starting point with the questions that emerge from examination of contemporary rural livelihoods. We find that while adaptation efforts are often centred around securing agricultural production and are predicated on climate risk management, rural livelihoods are caught in a wider process of transformation. The numbers of people involved in farming are declining, and households are experiencing the effects of rising education, abandonment of rural land, increasing wages, burgeoning mechanisation, and high levels of migration into the global labour market. We find the epistemological framing of adaptation too narrow to account for these changes, as it understands the experiences of rural communities through the lens of climate risk. We propose that rather than seeking to integrate local understandings into a fixed, impacts-orientated epistemology, it is necessary to premise adaptation on an epistemology capable of exploring how change occurs. Asking the right questions thus means opening up adaptation by asking: 'what are the most significant changes taking place in people's lives?', along with the more standard: 'what are the impacts of climate change?' Viewing adaptation as occurring between and within these two perspectives has the potential to reveal new vulnerabilities and opportunities for adaptation practice to act upon.
The 'socioenvironmental state' conceptualisation probes how contested, shifting, emergent boundaries of the state contain the possibilities for transformative change in the Anthropocene. The paper outlines a research programme capable of addressing the questions: who becomes authorised to govern change, who is required to make changes on the ground, and what subjectivities and pathways emerge in the context of rapid rate change? The conceptualisation unpacks three boundaries: state– society, its socionatural emergence, and the relationships between boundary-making and belonging to address these questions and better account for the successes and failures of attempts at governing an uncertain, rapidly changing world. In this analysis, 'environmental change' arises as a stochastic, relational becoming – ecologies and resources are emergent with the social-politics of governing them – suggesting that more analytical attention is required on how 'environmental challenges' and their 'drivers of change' are conceived and delimited. Together, these theoretical insights help reveal the way that the micro-politics of local resource use and the contradictory acceptance and refusals of authority and subjection are not only products of, but also productive of, larger scale political economies, socionatures, governance, and political struggles. The aim is to contribute towards a reimagination of political authority that begins to capture the complex interplay between our attempts at governing a changing world and the inadvertent authorisations, inclusions, and exclusions that we produce in those efforts. The paper partially illustrates the conceptual ideas with an account of forestry and climate change in Nepal. In a context wherein programmes to govern resources have become of global concern, probing the implications of these points is crucial. It is not only that states govern resources with particular consequences for 'environmental change' or 'sustainability', but also that the act of governing resources (re)produces the socioenvironmental boundaries of the state with profound implications for how future transformations can unfold.
The purpose of this thesis is to investigate the implementation of a political aim – formulatedfrom a context of sustainable development. In 2006 both the Swedish national Parliament andthe municipality of Växjö (among others) stated that 25% of publically served food wouldstem from organic production by the end of 2010. The thesis investigates the outcome of theimplementation of this policy in a local perspective - looking at one part of the public sectorby focusing on four differently organized schools within Växjö municipality. School food in Sweden has a specific institutional setting. It holds the almost unique statusas a non-charged, legal right to all pupils in the compulsory school system. School food as apublic good is affected by the EU legislation of public procurement. The thesis studies theoverall institutional framework (i.e. legislation and regulations) fundamental to school food.With the institutional framework in mind the thesis also describes different organizationalactivities connected to school food. Thus the thesis involves four geographical levels: Theregional (EU), the national, the local and the individual level. The latter is defined in theorganized context from a number of individual professionals. Some of these individuals arefurther considered as so called street level bureaucrats – officials sandwiched between superiorsand their clients. The thesis builds a conceptual framework based on institutional, organizational and streetlevel theory together with policy analysis. Methodologically the thesis is formed around andcarried out as a local case study through a number of semi-structured qualitative interviews.The empirical and analytical part of the thesis is further structured around the three theoreticalconcepts. From the thesis´ purpose three guiding questions were outlined. The main implications of the thesis are that a number of factors were found to be involvedin the policy implementation. The most significant factors for the policy implementation arefirstly the formulation of the political goal, and secondly the individual professionals actuallybuying the food for the schools. As long as the policy of the school food is non-forcing (i.e. anaverage aim of the public sector, and not included in the legislation) the final outcome of thefood depends on the decisions made by the buyer. There is disagreement of the policy intention and of whether organic food is more sustainablethan other food. Thus I end the thesis by suggesting a change of concepts if the politicalaim is to reach sustainability. I encourage a system to control the food´s total ecological footprint.This would be achieved by formulating the policy around a suggested level of the ecologicalfootprint. The level would be calculated and set where experts say it´s in accordancewith sustainable development. From this the street level bureaucrats can sum up the componentsof the lunch they buy and serve. No matter if the individual product is labeled organic,local, conventional, or… This would – according to me – improve the chances for Växjö actually to live up to itslogo: the greenest city in Europe. The European Commission expects the use of biomass for energy in the EU to increase significantly between 2010 and 2020 to meet a legally binding target to cover at least 20% of EU's total energy use from renewable sources in 2020. Our aims were to test the hypotheses that European private forest owners' attitudes towards supplying woody biomass for energy (1) can be explained by their responses to changes in prices and markets and (2) are positive so that the forest biomass share of the EU 2020 renewable energy target can be met. Based on survey data collected in 2010 from 800 private forest owners in Sweden, Germany and Portugal our results show that the respondents' attitudes towards supplying woody biomass for energy cannot be explained as direct responses to changes in prices and markets. Our results, furthermore, imply that European private forest owners cannot be expected to supply the requested amounts of woody biomass for energy to meet the forest biomass share of the EU 2020 renewable energy target, at least if stemwood is to play the important role as studies by Verkerk PJ, Anttila P, Eggers J, Lindner M, Asikainen A. This study examines different meanings attached to and practices adopted during Swedish local consultation processes on offshore wind power projects. It analyses the role played by those processes in a democratic planning context, as well as the ways in which they are implemented. It also identifies overarching process models. The study is informed by theories on democracy, planning, participation, communication, and media. The empirical material comprises three case studies, each examining experiences of local consultation processes for wind power projects that led to differences in local reception. Methodologically, the study triangulates analyses of semi-structured interviews, documents and news articles. The results show that, in a Swedish context, the role of local consultation processes is to create legitimacy and trust in the process and planning decisions. The complex dynamics become evident in the different forms of participation, knowledge generation, and communication employed during the consultation. This is shown to be the result of various democratic and planning attitudes to locally-situated interests and knowledge, which in turn lead to differing views on local understanding for and acceptance of project proposals. The study develops three schematic models that correspond to different types of consultation processes. An important conclusion is that the content and form of local consultation processes depends on the agency of several actors on different scales. They are not simple pre-designed by project planners, but the result of a far more complex interaction between a host of local actors, including officials, local media, and local communities. The categorisation of different local consultation processes could contribute to awareness about the implications of various ways of working with large-scale projects from local perspectives. ; I den här avhandlingen undersöks lokala förankringsprocesser med ett särskilt fokus på havsbaserade vindkraftsprojekt. Diskussionen uppehåller sig vid frågor om förankringsprocessens roll i en svensk planeringskontext, samt hur olika utformningar av processen kan påverka det lokala mottagandet. Studien visar att förankringsprocesser ytterst handlar om legitimitet och tillit. I praktiken förekommer en stor variation, komplexitet och dynamik i lokala förankringsprocesser. Det yttrar sig bland annat genom olika former av deltagande, kunskapsbyggande och kommunikation. Centralt i resonemangen är demokratiska och planeringsmässiga förhållningssätt till platsbundna intressen och kunskaper. På så sätt tydliggörs skillnader i synen på förståelse och lokal acceptans avseende ett projektförslag. Genom studien urskiljs också tre schematiska förankringsmodeller som belyser sådana skillnader. Förståelse för lokala förankringsprocesser har betydelse inte minst avseende påverkan på lokal acceptans för storskaliga projekt.
This study examines what happens when contentious lay citizens harness the technical-ecological repertoire of experts as means of challenging nature conservation policy. The causes, manifestations, and implications of this phenomenon are elucidated through a critical discourse analysis. The case study is based on the wolf reintroduction project in Europe, with particular focus on Sweden, using illegal hunting discussions as a point of entry within the hunting community. It reveals the deployment of three topoi, which are defined as stock arguments situated within a discourse. Analysis shows how while some topoi often incur short-term gains in the debate because of their scientific guise, they are fundamentally relegated as folk science (or barstool biology) by government experts and, in some cases, contribute to the further marginalization of other knowledges. Acquiescence to this discourse is shown to greatly impede the debate. Finally, the study shows how lack of trust in the public dialog, which hunters openly recognize to be colonized by ecological expertise, results in increasingly noncommunicative forms of resistance toward policy.
