The town was set for some years at the intersection of different approaches about political science. But the connection of the results about these researches give a lot of problems from then the concrete transformations of modes of conquest and practise of power in municipal rank will be tried to be indentified. In this way, on approach concentrated on elective staff and modes of public and political acion, wich it mobilizes, would be a way of estimating its reach, at once in a comparatist and diachronic prospect.

To give claim to these assertions, it is necessary to build a concept of municipal government that credits the existence of a political capacity in cities going back to the endoftheXlX1" century. This paper investigates the impact of the new Italian local electoral law (81/93) on local politics and gouvernement. Naples and left-wing mayor Antonio Bassolino have been chosen as our case-study because he has been the most popular mayor of this new local experiment and his terms in office have been analysed as "exemplary experience" which can have general conclusions for the whole of the local government debate. We study, in particular, the impact of his election by direct suffrage in 1993 and 1997 on two areas of political life: the relationship between the Mayor and the traditional political parties and the public policy-making process. We come to the conclusion that even if this reform has not introduced any real change in terms of quality and efficiency in decision-making, it has produced in Naples a new form of personnalisation of politics, of political behaviour and of public policy-making "symbolic politics".

Résumé Cet article propose d'examiner l'évolution du gouvernement municipal dans une ville de tradition industrielle. L'analyse, qui couvre une période allant de l'après-guerre jusqu'à nos jours, montre que le système de gouvernement à Saint-Étienne s'est écarté de celui observable dans les autres villes françaises à partir des années 1970. Cette singularité était liée à la place centrale de l'État et de ses segments locaux dans la gestion municipale jusqu'à une période très récente. L'évolution actuelle, marquée par l'affirmation lente et difficile d'un leadership mayoral, autour de l'instauration d'un lien entre le maire et son administration, semble attester du rapprochement du système de gouvernement stéphanois de celui des autres villes françaises.

In this paper we will examine the evolution of the municipal government in a French industrial city. The analysis covers a period spreading from the end of the Second World War to nowadays. This article illustrates the singularity of the evolution of the municipal government in Saint-Etienne, Indeed, the key position of the state & the specific structure of the urban society have engendered for a long time an unusual system of government. The evolution during the last decade was characterized by the slow & difficult assertion of leadership. This was induced by the links established between the mayor & his administration, testifying the end of the gap between the municipal government in Saint-Etienne & the municipal government in other French cities. Trade unions, political parties and municipal bureaucracy, the « iron triangle » of municipal government in a French Town (Toulouse, 1910-1970). In Toulouse, during the first decades of the twentieth century, the unionization of the workforce and the institutionalization of a co-management system were active factors in the modernization of municipal government. It contributed decisively towards the decline of patronage and political pressure that had hitherto characterized the relationship between local elected representatives and the municipal workforce. An established partnership involving the local union, the ruling party and the head of bureaucracy became a structural element in the city's municipal government for almost 50 years.
