The nine articles in this edited volume [Education and Social Class] scrutinise the class question within the Finnish education system, as a hidden, lived and experienced phenomenon, entwined with power. The book is structured around three topical perspectives.
The first part deals with the question of social mobility. Empirical research topics include examples of achieving prestigious fields of education and the inheritance of the most prestigious professions, connections of class position to education through the educational experiences of working-class-based business students, and the ways in which academic world encounters with working-class culture in the university work of working-class and academically educated women.
The second part of the book examines education as a form of capital defining the life course and social class. Topics covered include the connections of life stage of adolescence and class position, Bourdieusian analysis of educational choices and class positions, and opportunities for on-the-job learning and self-development in accordance with the class position of wage earners.
The third part focuses on the education system and its structures. The dynamics of education and reproduction are analysed by using as empirical research objects the cross-generational reproduction of social relations in the curricula of basic education, the meaning of the language used in school as cultural capital, and the links between class position and perspectives that promote the raising of the age of compulsory education.
Siirtymiä ja ajan merkkejä koulutuksessa: Opetussuunnitelmatutkimuksen näkökulmia -teos jatkaa opetussuunnitelmakeskustelua, joka käynnistyi vuonna 2017 julkaistussa ensimmäisessä suomenkielisessä opetussuunnitelmatutkimusta käsittelevässä teoksessa. Teoksen johdantoartikkelin jälkeiset 14 vertaisarvioitua artikkelia jakaantuvat neljään teemakokonaisuuteen, joiden merkittävin yhteinen nimittäjä on huoli saksalais-pohjoiseurooppalaisen Bildung/Didaktiikka -opetussuunnitelmatradition ajautumisesta entistä ahtaammalle oppimisteorioiden jäsentämän, taitoihin ja kompetensseihin rajoittuvan, näennäisesti epäpoliittisen angloamerikkalaisen curriculum-opetussuunnitelmatradition ja sen poliittisen aisaparin, uusliberalismin, puristuksessa. Ensimmäisessä teemassa "Tieto ja sivistys antiikista globaaliin" käsitellään sivistystä ja tietoa suomalaisessa opetussuunnitelmakeskustelussa. Teemassa jäljitetään niitä antiikkiin palautuvia, edelleen ajankohtaisia, historiallisia merkityskerroksia, joita sivistyksen käsitteeseen sisältyy. Lisäksi teemassa avataan spenceriläistä kasvatusajattelua ja sen vaikutusta suomalaiseen opetussuunnitelma-ajatteluun. Ajankohtaista opetussuunnitelmien tarkastelua edustaa pohdinta ekososiaaliseen sivistykseen ja oikeudenmukaisuuteen kasvattamisesta. Teeman päättää kriittinen länsimaisen, valkoista elitismiä ja rodullis-etnistä ylemmyyttä henkivän, sivistyskäsityksen tarkastelu. Toisessa teemassa "Opetussuunnitelmapolitiikan historiallisia ja ajankohtaisia painotuksia" tarkastellaan varhaiskasvatuksen rakenteiden muutosta tehden samalla näkyväksi niitä oletuksia, joita liitämme kasvatukseen ja sen tehtävään yhteiskunnassa. Niin ikään suomalaisen perusopetuksen opetussuunnitelmaprosessit, erityisesti vuoden 2014 opetussuunnitelman perusteiden uudistamisen prosessi sekä paikallistason opetussuunnitelmatyö, ovat käsiteltäviä sisältöjä teoksen toisessa teemassa. Teeman lopussa kyseenalaistetaan historiaan peilaten arkiymmärryksemme siitä, että opetusta on aina suunniteltava tavoitteet edellä. Kolmannessa teemassa "Tiedonaloja ajassa" pohditaan tiedonalalähtöisyyteen perustuvan oppiainejakoisen kokonaisopetuksen yleissivistäviä vaikutuksia, samoin taidekasvatuksen suhdetta kulttuuriin, mediaan ja subjektiin. Lisäksi havainto siitä, miten sekularistisissa kansalaisuustarkasteluissa kansalaisuuden katsomukselliseen perustaan liittyvät kysymykset pyritään sivuuttamaan tai sijoittamaan rajatusti yksilön privaatin elämän alueelle, herättää pohdintaa. Neljännessä teemassa "Korkeakoulupolitiikka muutoksessa" fokus on korkeakoulutusta ja erityisesti yliopistoja koskevassa uusliberalistisessa hallinnassa – siinä, miten kyseinen hallinta puhuttelee yliopistojen tutkija-opettajia tai miten osaamisperustaiset ja työelämäkompetensseja tuottavat opetussuunnitelmat ovat muuttaneet perustavanlaatuisesti käsitystä tiedon olemuksesta populistiseen ja epä-älylliseen suuntaan. Lisäksi neljännessä teemassa esitellään meta-analyysi korkeakoulujen opetussuunnitelmaa koskevien tutkimustekstien taustalla vaikuttavasta opetussuunnitelma-ajattelusta ja -käsityksistä. Teeman lopussa palataan yhden esimerkin välityksellä ammattikorkeakoulun osaamisperustaisen opetussuunnitelman kehittämisen prosessiin. ; This edited book continues the discussion on curriculum, which began in 2017 in the first book on Curriculum Studies in Finnish. The 14 peer-reviewed articles following the introductory article are divided into four thematic sets, the common denominator of which is the concern about the drifting of the comprehensive democratic German and Nordic Bildung / Didactic curriculum tradition into the narrower, competence and skills driven Anglo-American education and curriculum, shaped by the paradoxical alliance of assumedly apolitical instrumental learning theories and neoliberal policy measures. The first theme, "Knowledge and Education from Antiquity to Global", deals with the topics of civilization, education and knowledge in the Finnish curriculum debate. The first article traces back to the antique with the intertwinement of current and historical layers of meanings that are implicated in the modern concepts of civilization and education. In addition, the first theme will open up Spencer's educational thinking and its impact on Finnish curriculum thinking. The space is also given to currently emerging concerns of eco-social education and reactivated issues by global interconnectedness of social and economic justice as educational goals. The theme ends with a critical examination of the Western concept of civilization and modernity related to issues of white supremacy with affiliations of cultural and racial-ethnic superiority. The second theme looks at "The historical and current emphases of Finnish curriculum policy". The first article examines how the theme is reflected in the changing structures of early childhood education. This focus on early education will arguably make more explicit and visible the assumptions we attach to education and its role and goals in globalized society in general. The curriculum processes in Finnish basic education, especially the process of reforming the curriculum in 2014 and the local curriculum work, will also be addressed in the second theme of the book. The last article questions the assumption, often shared by mainstream academic and common sense alike, that curriculum design and teaching planning should always start with objectives. The third theme is "The current issue of disciplinarity in curriculum and teaching". In the first article attention is paid to horizontal integration of school subjects, and to general educational implications predicated on subject-based curriculum and teaching, more generally. The next article deals with conceptual interrelatedness between art education and culture, media, and subjectivity. In the third article, the secularist views on citizenship is scrutinized of the neglect of significant citizenship aspects related to broader worldviews by illusorily positioning them in the sphere of private life out of reach of public interest and debate. The fourth theme, "Higher Education Policy in Change", focuses on neoliberal governance in higher education and universities, first addressing the new ambivalent identities of academic teachers, and how competence, skills and workplace-based curricula have fundamentally altered the concept of knowledge toward an instance of populist de-intellectualization of higher education and neoliberal vocational school. In addition, the fourth theme presents a meta-analysis of the underlying curriculum thinking and conceptions behind research texts on university curricula. Exemplarily, the last article critically unpack the process of developing a skills and competence-based curriculum at the University of Applied Sciences.

The themes explored in the book expand our views on the queer potential of colour, the meaning of detail, and the relationships between visual art and writing.
The fourteen peer-reviewed case studies in the volume offer new insights from the fields of visual cultural studies, art history and gender studies. The articles in the anthology do not rely strictly on disciplinary boundaries but also open themselves up to broader fields of culture.

The book focuses on intangible and tangible heritage, language and vernacular religion of the Ingrians, Setos and Votes, three Finnic ethnic minorities sharing a long-standing identification with the Russian Orthodox faith. Written by 16 authors, the chapters are mainly based on nineteenth- and twentieth-century materials. The research history and collecting of folklore are also discussed.The historical area of the Ingrians and Votes is located in Ingria, adjacent to St. Petersburg, while the Setos have inhabited both sides of the border of southern Estonia and Russia. All three groups live on the borderline of the Eastern and Western Churches and cultural realms.Currently, the Ingrian and Votic languages are extremely endangered, while the Seto language has approximately 12,000 speakers. There is a high local interest in the maintenance and revitalisation of all three languages and cultural traditions.
This paper is an analysis of the foreign Aid Policies of two OECD Development Assistance Committee member countries – Finland and Ireland. The analysis reveals that both Finland and Ireland share high principles on their relations with the developing world, although their current policy outlooks appear to differ significantly. Despite Finland's good economic performance and prosperity largely generated by the global demand and market access, the government has so far failed to include the increasing of ODA on its priority agenda. In addition to the declining commitment, the selection criteria for Finnish aid recipients appears to be partially commercially motivated. Ireland on the other hand has a solid record of targeting the poorest of the poor with its development assistance and has recently increased development country focus in national policies. The challenge for Ireland is the effective utilisation of these funds and even more importantly keeping the government's public, international commitment to the 0,7 percent recommendation level despite the possible future slowdown of the economy.

Social and the ecological welfare should be taken as the main aim of all politics. This is the message of this book titled The Enchantment of Social Policy. Basic social security system needs to be rebuilt and grounded on the universal basic income that everyone can top up by participating to the society in different ways. Universal basic income can be seen as a mean to recognize all valuable participation to for example voluntary work or care of elderly people. In conditions of high unemployment, this kind of universalistic social security would weaken the nexus between employment and welfare. It would promote a society and culture that is less dependent on the exploitation of natural resources. This book describes building blocks that are needed to reconstitute the enchantment of social policy – the utopian that we should collectively pursue. - Sosiaalipolitiikan Lumon kirjoittajilla on viesti. Mielestämme politiikan keskeiseksi tavoitteeksi tulisi asettaa sosiaalinen ja ekologinen hyvinvointi. Tätä tavoitetta kohti tulisi kulkea universalismin periaattein ja kansalaisten perusturva, oli sitten kyse työllisistä tai työttömistä, nuorista tai iäkkäistä, kantaväestöstä tai maahanmuuttajista, tulisi rakentaa kaikille yhtäläisen perustulon pohjalle. Tätä perusturvaa jokainen voisi täydentää ansiotuloilla ja omaehtoisella, sosiaaliturvassa kompensoitavalla osallistumisella yhteiskunnalliseen työhön kuten vapaaehtoistyöhön, harrastusryhmien ohjaamiseen, omaisen tai lasten hoivaan. Tämä antaisi arvon monenlaiselle hyödylliselle toimelle, joka nyt jää yhteiskunnassa tunnistamatta. Tällainen sosiaaliturva ottaisi lähtökohdakseen uuden ihmisarvon ja loisi luonnonvaroja säilyttävää ja niukkaan materian käyttöön perustuvaa kulttuuria ja taloutta. Sosiaalipolitiikalla olisi tällaisessa politiikassa aktiivinen ja yhteiskunnan taloudellista ja sosiaalista kehitystä vauhdittava rooli, ja kansalaiset olisi kutsuttu hyvinvoinnin aktiivisiksi tekijöiksi.

Alex Matson (1888–1972) is an important Finnish literary critic and essayist, whose literary reviews and collections of essays have made a vital contribution to the development of Finland's postwar literary generation. Born in Finland as the son of a sailor, Matson moved as a young child with his family to Hull in England, where he went to school. In the 1910s, he moved back to Finland, where he at first established himself as painter associated with the expressionist November Group, an important Finnish artistic movement at the time. In the interbellum, he moved from fine arts to literature. In the 1920s and 1930s, he published several novels, but more important was his work as transmitter of international literary ideas to Finland. Together with his first wife, Kersti Bergroth, he edited the literary journal Sininen kirja (""The Blue Book""; 1927–1930), which was inspired by the writings of John Middleton Murry and Katherine Mansfield. Sininen kirja is the most international literary journal in Finnish history to date and introduced Finland to the most significant modernist writers of the first half of the 20th century (Gottfried Benn, Jean Cocteau, Alfred Döblin, T. S. Eliot, Aldous Huxley, James Joyce, D. H. Lawrence, Katherine Mansfield, Paul Valéry, Virginia Woolf).
During the Second World War, Matson worked for the State Communications Agency, which was responsible for disseminating relevant information about Finland to other nations and for informing Finns of relevant developments abroad. It was also tasked with studying the prevailing mood among the population in Finland. In Matson's unpublished wartime diaries, one can see the first symptoms of a shift in Finnish culture away from Germany and towards Anglo-Saxon culture.
From the 1940s onwards, Matson recommended new English and American novels as a part of his work as reader for Finnish publishing houses, and he also translated works by Joyce, Hemingway and Steinbeck. With the help of a network of international literary critics, Matson became acquainted with New Criticism, which he introduced to Finland before it became established among academic researchers. He was often critical of academic literary studies, but his seminal essay works Romaanitaide (""On the Prose Novel""; 1947), John Steinbeck (1948), Kaksi mestaria (""Two Masters"", on Tolstoy and Dostoevsky; 1950) as well as his impressive conversational skills were instrumental in introducing knowledge about the principles of the prose novel to several authors (including Väinö Linna, Lauri Viita, and Hannu Salama), and contributed to their views of literature. Matson emphasized the importance of reading and understanding high-quality literature for the wellbeing of society.
Tämän Pro-gradu tutkielman tarkoituksena oli selvittää varusmiespalveluksen ensimmäisen 9 viikon vaikutusta veren ja syljen kortisolin lepoarvoihin, kortisolin vastetta harjoitteluun sekä korrelaatioita seerumin ja syljen kortisolin välillä eri viikoilla ja päivän aikana. Tutkittavina olivat 41 varusmiestä Kainuun Prikaatista (ikä19.6 ± 0.3 v). Varusmiehet suo-rittivat 45-minuuttia kestävän submaksimaalisen marssitestin viikoilla 2,4,7 ja 9. Syljen ja seerumin kortisoli mitattiin aamulla heti heräämisen jälkeen, ennen harjoitusta ja välittömästi harjoituksen jälkeen. Psyykkistä kuormittumista tutkimuksen aikana mitattiin lyhennetyllä 26 kysymyksen POMS kyselyllä, jonka tarkoituksena oli selvittää psyykkinen kuormitus varusmiespalvelun alussa sekä mielialan muutokset peruskoulutuskauden aikana. Kortisolin aamupitoisuuksien havaittiin laskevan viikosta 2 koko tutkimuksen ajan (p<0.001), syljestä mitattuna. Seerumista mitattu kortisolin aamupitoisuus laski merkitsevästi 7 viikon harjoittelun jälkeen (p<0.01). Kortisolipitoisuuden vaste submaksimaaliseen marssitestiin laski merkitsevästi viikolla kaksi seerumista mitattuna (p<0.05), syljen kor-tisolipitoisuus myös laski, mutta ei tilastollisesti merkitsevästi. Syljen ja seerumin välillä havaittiin korrelaatio levossa (r=0.49 - 0.85, p<0.001 - 0.023), ennen submaksimaalista harjoitusta (r=0.46 - 0.79, p<0.001 - 0.043), ja harjoituksen jälkeen (r=0.65 - 0.84, p<0.001 - 0.002). Negatiivista mielialaa kuvaavat depressio ja hämmennys laskivat peruskoulutuskauden alusta viikkoon 9 (p<0.01 - 0.001), myös positiivista mielialaa kuvaavan elinvoimaisuuden väheneminen (p<0.05). Tutkimustulosten perusteella syljen kortisolipitoisuudet heijastavat hyvin seerumin kor-tisolipitoisuuksien muutoksia elimistössä sekä levossa että rasituksessa. Mielialan vaihteluita mittaavan POMS-kyselyn perusteella ensimmäinen viikko varusmiespalvelua on henkisesti kuormittavaa. Tätä havaintoa tukee myös korkeampi aamun kortisolipitoisuus varusmiespalveluksen ensimmäisen viikon alussa verrattuna tutkimuksen muihin viikkoihin. ; The main purpose of this study was to examine correlations between serum and saliva cortisol at rest and in response to submaximal exercise during the first 9-week of military service. Changes in the mood were also measured by a shortened POMS-questionnaire to examine the psychological stress, as well as observe changes in the mood state. Healthy male subjects (n=41, aged 19.3 ±0.3) from Signal Battalion Northern Finland par-ticipated in the present study. Conscripts performed 45-minute submaximal marching exercise in the weeks 2, 4, 7 and 9. Serum and saliva cortisol samples were measured immedi-ately after an overnight fast at rest, two hours after a light breakfast before the exercise (pre-exercise) and immediately after the exercise (postexercise). Basal saliva cortisol concentration decreased significantly from week 2 during the entire study (p<0.001). The serum cortisol concentration decreased after 7 weeks of training (p<0.05). In response to submaximal exercise, the serum cortisol concentration decreased significantly (p<0.05) at week 2. The saliva cortisol concentration also decreased, but not statistically significantly. Correlations between the serum and saliva cortisol levels were observed at rest (r=0.49 - 0.85, p<0.001 - 0.023), pre-exercise (r=0.46 - 0.79, p<0.001 - 0.043) and post-exercise (r=0.65 - 0.84, p<0.001 - 0.002). Depression and confusion, which indicate negative mood states, decreased from the beginning of the military service to week 9 (p<0.01 - 0.001). Positive state vigour also decreased (p<0.05). The present study indicates that the saliva measurements of the cortisol reflect serum cortisol concentration at rest and in response to exercise. According to POMS-questionnaire, the first week of the basic military training is mentally stressful. This is supported by the fact, that basal cortisol concentration was higher in the beginning of the military service compared the rest of the service.

Tutkimuksen tavoitteena oli selvittää poliittisen eliitin toimintaa ja työmoraalia Suomen eduskunnassa. Tutkimus tehtiin kvantitatiivisen ja kvalitatiivisen aineiston pohjalta ja soveltamalla yhteiskuntatieteen ja oikeustieteen tutkimusmetodeja. Tilastotietoa kerättiin kahdeksientoista (18) valtiopäivien täysistunnoista vuosien 1970-1998 väliltä. Valiokunnista kohteena oli vaalikausi 1991-1994. Yhteensä aineistoon sisältyi 6 078 pöytäkirjaa ja näiden 520 869 läsnä- ja poissaolomerkintää. Lisäksi tarkasteltiin valtiopäivien historiaa, sekä lobbausta eli valiokuntien kestityksiä. Tärkeimmät säädökset olivat valtiopäiväjärjestys, Suomen perustuslaki ja eduskunnan työjärjestys. Tutkimustuloksena todettiin mm. seuraavaa. Kansanedustajan toimi ei ole enää perinteinen luottamustehtävä. Kansanedustaja on ammattipoliitikko, ja hänen toimensa nimikkeeksi sopisi käsite 'luottamusvirka'. 'Edustajanpalkkiokaan' ei ole 'palkkio' vaan kuukausitulo, ja siihen voisi soveltaa vanhaa virkamiespalkan elatusteoriaa. Kansanedustaja saa elatusta siitä, että hän antaa työvoimansa valtion, puolueen ja kansan käytettäväksi. Eduskuntatyö kaipaisi perusteellista remonttia. Tulisi pohtia ainakin välikysymyksen tarpeellisuutta, täysistuntojen päätösvaltaisuusrajaa, varamiesjärjestelmää ja valiokuntien asiantuntijakuulemisia. Asiantuntijat ovat liian usein samoja henkilöitä, he edustavat julkista valtaa, ay-liikettä ja erilaisia etujärjestöjä. Puhemiesneuvoston valtaa - ja henkilöön perustuvaa auktoritatiivista valtaa - voisi rajoittaa asettamalla puhemiehen (ja varapuhemiesten) toimikaudelle määräaika. Eduskunnan kollektiivinen moraali muodostuu majoriteetti- ja senioriteettiperiaatteen pohjalta ja ilmentää usein kokeneempien edustajien käsitystä oikeasta ja väärästä. Taustajoukoista ja puolueensa tuesta riippuvainen ammattipoliitikko menettää herkästi yhteyden äänestäjiensä arkipäivään. Tällöin "oikea" voi hämärtyä ja edustajan etu nousee tärkeimmäksi. Esimerkiksi valiokuntien kestitysten suhteen on tulevan korruptiolain aikana syytä olla takavuosia varovaisempi. Kollektiivinen työmoraali näkyy edustajien tekemistä päätöksistä ja siitä, miten eduskunta tulkitsee, toteuttaa ja uudistaa instituutiota itseään koskevaa lainsäädäntöä. Yhtenä trendinä ilmenee eduskuntatyöhön kohdistuvien kontrollinormien lieventäminen, toisena demokratian vaatima mutta käytännössä paikoin näennäiseksi jäävä avoimuus. Eduskunnan sisäisten sääntömuutosten yhtenä funktiona voi olla jopa tarkoitus antaa suojaa kansalaiskontrollia vastaan. Poissaoloja on ollut eduskunnan alkuvuosista lähtien. Kaikki edustajat eivät saavu ajoissa valtiopäiville eivätkä kaikki osallistu äänestyksiin, vaikka ilmoittautuvat läsnäoleviksi. Salista poistumisen yhtenä syynä voi olla halu välttyä poliittiselta kannanotolta. Suuria poissaoloja ovat aiheuttaneet yöistunnot, maanantaipäivät, istuntokausien loppumiskiireet ja välikysymysten ministerivastaukset. Runsaita henkilöpoissaoloja ovat aiheuttaneet sairaus, virka- ja ministerintehtävät, 1990-luvun alussa myös loikkaukset ja ristiriidat puoleen kanssa. Aineiston valiokuntakokouksista päätösvaltaisena oli alkanut noin 70 % ja loppunut noin 65 %. Suurin vajaavaltaisuuden aiheuttaja oli asiantuntijakuuleminen. Ratkaiseva hallituksen esityksen toinen käsittely oli tehty päätösvaltaisesti, mutta muuten asioita oli viety eteenpäin vajaavaltaisena. Jos päätösvalta-vaatimus olisi ollut ehdoton, asia olisi voinut jumiutua valiokuntaan ja hidastaa eduskuntatyötä. Poikkeuksena päätösvaltaongelmiin oli toimintatavoiltaan erilainen, edustajia ministeristöön nostava valtiovarainvaliokunta. Eduskunnassa on hiljaisia puurtajia eli lainsäädäntötyön tekijöitä, mutta myös poissaolijoita. Poissaolijat jakautuvat puolueensa hyväksi työtä tekeviin poliitikkoihin ja edustajiin, joiden poissaoloihin löytyy ehkä selitys mutta ei puolustusta. Hiljaisen puurtajan työpanos jää usein näkymättä, ja julkinen kuva muodostuu tunnetuista poliitikoista. Ajan mittaan hiljainen puurtaja voi kuitenkin tulla palkituksi arvostetulla eduskunta- tai ministeritehtävällä. Eduskunnassa on korkeaa kollektiivista ja korkeaa yksilöllistä työmoraalia, mutta myös päinvastaisia ilmentymiä. Työmoraalilla ei ole keskimäärää, sillä on kasvot. Poliittiseen eliittiin kuuluu henkilöitä, jotka käyttäytyvät epäeettisesti jos heitä ei valvota - mutta niin heitä kuuluu kaikkialle yhteiskuntaan, äänestäjiinkin. Yleistää ei pidä; jokaista on kohdeltava omana henkilönään. 1980-luvun alkupuolella keskimääräinen poissaolo täysistunnon nimenhuudosta oli noin 20 henkilöä (10 %). Vuonna 1989 työjärjestykseen lisättiin mahdollisuus ilmoittautua läsnäolevaksi nimenhuudon jälkeen. Samana vuonna keskimääräinen poissaolo oli jo 31 henkilöä (15 %). Valtiopäiviin 1994 vaikutti mm. liittyminen Euroopan unioniin, ja silloin nimenhuudosta oli poissa keskimäärin 36 henkilöä (18 %). Vuoden keskimääräinen poissaolo nimenhuudosta oli 29 edustajaa (14 %). ; The purpose of the research was to examine the operation of the political elite in the Finnish Parliament.The study is based on both quantitative and qualitative data, and the research methods used are derived from jurisprudence and the social sciences. The statistical data of plenary sessions were collected from 18 parliaments in years 1970-1998, and the data of parliamentary committees from the legislative period of 1991-1994. In all, the data consisted of 6,078 recorded minutes and 520,869 registrations of attendance and non-attendance. The qualitative data consisted of historical surveys of parliament's early years and of surveys of lobbying parliamentary committees. The most important statutes in the normative examination were Parliament Act, the Finnish Constitution and the Parliamentary Order of the Day. The actual work of a parliament member is no longer based on the position of trust. The position has now a more professional character, and the representative has in a way become a professional politician. In fact, the term "office of trust" might most appropriately describe an elected representative's work at present. Even today representatives are paid a "reward" for their services. The use of the term "subsistence" could better refer to the total sum of a monthly income and various other benefits. Subsistence, it also could imply that the representatives contribute their work for the use of the state, of the party and the people. Parliamentary regulations still need a fundamental restructuring. More widely it should be discussed the usefulness of interpellation, the quorum of plenary sessions, the system of deputy members and the system of hearing outside experts at the committee work. The power of the Speakers could be reduced by limiting the office years of the Speaker (and Deputy Speakers). In a parliament, collective morale is moulded by the principle of majority and seniority. Members with fewer years of service have to accept the decisions taken by the more experienced colleagues. Therefore, the collective morale mainly reflects the senior representative's perceptions of right and wrong. A professional politician, depending on political background and party, lost readily genuine contact with the everyday life of voters. Therefore the meaning of the word "right" can be obscured. For example, in committee work they should be more careful with lobbyism in future, when parliament pass a law for representative's corruption. The collective work morale of parliament manifests in the decisions taken. It is also visible in how the members interpret, implement and reform legislation concerning parliament institution. One trend seems to be moderating the norms used in controlling parliamentary work. Another trend is the requirement of openness, demanded by democracy, which, however, often remains quite superficial. It actually seems some times that the internal reforms of parliamentary regulations have been made to protect parliament against its control by citizens. Absences have always been there and they have been discussed since early days of parliament. All the representatives do not turn up in time when parliament begins its work, and some representatives leave the main auditorium as soon as the roll call is over. One reason for an early departure may be try to avoid taking political stand. In the years examined major non-attendance have been caused by night sessions, Monday sessions, ending of term of parliamentary sessions and interpellations debates during Cabinet minister's respond. As to individual representatives non-attendance have been increased by illness, ministerial and official duties or official journeys. In the early 1990s some non-attendance were caused by representatives who went over to another party or had conflicts with their own party. In research material some 70% of committee meetings had started with the presence of a quorum, but when they were adjourned the quorum had dropped to 65%. Hearing outside experts was the major reason for non-quorum meetings. In the decisive second reading of a government proposal there was always the presence of a quorum. If the demand for a quorum had been applied faithfully in all cases, the matter under discussion would probably have delayed the work of parliament as a whole. In this respect, the state financial committee was an exception, because it operates different and helps parliament members in their political career by promoting them to ministerial positions. In parliament work some of the members can be clearly identified as the quiet hard workers. On the other hand, the degree of non-attendance can be high. The conscientious representatives who attend meetings actively are "legislators", while the absent could be divided into "professional politicians" working for their own party or representatives whose absence can be explained but not really defended. The input of a single, hard- working representative often remains invisible. The public image of parliament is primarily created by the well-known professional politicians. A quiet hard-working can, however, in the long run be rewarded with visible parliamentary or ministerial duties. High collective and individual work morale is still to be seen in parliament, but just the opposite may also manifest itself. Morale is something that cannot be expressed in terms of an average, since morale has a face. There will always be members of the political elite who, if uncontrolled, will act unethically. But the same holds true for the rest of society, including the voters. Therefore we should avoid making generalisations and, instead, we should regard each member of parliament as an individual person with his or her own human characteristics. As the early 1980s the average number of absentees in the roll call of plenary sessions was 20 members (10%). In 1989, after an order reform, it became possible to register as present even after the roll call of plenary sessions. In that year 31 members on average (15%) were absent during the roll call. In 1994, when Finland was negotiating its membership in the European Union, on average 36 members (18%) were absent during the roll call. In 1997 the same 36 was caused by a large number of maternity leaves. In 1998 when parliamentary statistics were made public, the average number of absentees was 29 members (14%).

Energiamarkkinat ovat vapautuneet ja osana kestävään kehitykseen pyrkimystä ekologinen ajattelu on saanut jalansijaa myös perinteisessä markkinataloudessa, tyyppiesimerkkinä vihreän sähkön käsite ja kierrätys. Ympäristöproblematiikassa on siirrytty megasarjaan, esimerkiksi ilmastokysymyksessä eletään suurten päätösten aikaa. Energia- ja ympäristöteknologian myynnissä myyjältä vaaditaan yhä enemmän osaamista. Tuotteiden käytön pitkäaikaiset ympäristöominaisuudet vaikuttavat ratkaisevasti kaupan syntyyn. Perinteisen kovan teknologian rinnalle tarvitaan uutta innovatiivista pehmoteknologiaa. SIHTI-ohjelma on paneutunut näihin kysymyksiin niin sanotuilla strategisilla selvityksillään. Ympäristönsuojelun ohjaukseen tarvittavaa tietoutta on luotu lukuisissa ympäristövaikutusten arvottamiseen liittyvissä hankkeissa sekä talouden ja ympäristönsuojelun optimia hakevissa selvityksissä. Yritystasolla tehtävää ympäristölaskentaa varten on luotu uusia työkaluja ja menetelmiä ja päästöpörssien monulotteisia vaiktuksia on analysoitu. Poliittisen päätöksenteon tueksi on kehitetty kasvihuonekaasujen kehitystä kuvaavia indikaattoreita ja analysoitu vaihtoehtoisten päästörajoitustekniikoiden kustannuksia ja tehokkuutta. SIHTI-ohjelmassa savukaasujen puhdistustekniikka-alueelle on syntynyt oma vahva tutkimuskokonaisuutensa, jonka ympärille on kehittynyt kansainvälisestikin arvostettuja tutkimusryhmiä. Pienhiukkasten tärkeimpiä päästölähteitä on kartoitettu, koostumuksia ja kokojakaumia mitattu ja erilaisia keinoja vaikuttaa pesureitten ja sähkösuodattimien erotustehokkuuteen tutkittu. Tutkimusryppääseen on kuulunut sekä teoreettisia mallinnuslaskelmia, laboratoriomitan laiteteknistä kehitystyötä että täyden mitan koetoimintaa. Osoituksena onnistuneesta panostuksesta on, että tutkimustuloksia on jo voitu hyödyntää kaupallisesti ja täyden mittakaavan laitetoimituksia ulkomaille on jo toteutettu. Uusia innovatiivisia teknisiä ratkaisuja ympäristöpäästöjen mittaamisella on myös kehitetty. Metsäteollisuuden ympäristövaikutusten hallinnan parantamiseksi on ohjelman puitteissa perusteellisesti mitattu ja mallinnettu haitallisten aineiden kulkeutumista eri virroissa ja prosessiyksiköissä sekä tutkittu ja kehitetty uusia säästävän teknologian ratkaisuja mm. sellutehtaan vesikiertojen sulkemiselle, viherlipeäsakan ja tuhkan hyödyntämiselle sekä siistauslietteen ja jätepaperin poltosta syntyvän tuhkan kierrättämiselle. Turvetuotannon valumavesien sekä pöly- ja melupäästöjen paremmalle hallinnalle on kehitetty uusia menetelmiä ja ohjeita, joita on jo otettu käyttöön. Vaihtoehtoisia ratkaisuja käytettyjen turvetuotantoalueiden jälkikäytölle on niin ikään tutkittu. Poikkitieteellisen lähestymistavan takia SIHTI-ohjelma on pyrkinyt tiedottamaan tutkimustuloksistaan mahdollisimman laajasti. Ohjelman vuosiseminaari ja sen yhteydessä pidettävät istunnot energiantuotannon päästöjen ympäristövaikutuksista, pienhiukkasten erottamisesta ja kiinteiden jätteiden hyötykäytöstä suovat oivallisen tilaisuuden niin esitelmänpitäjille kuin kuulijoillekin antaa oman panoksensa meitä kaikkia hyvin läheisesti askarruttavaan kysymykseen, mikä on oikea tie ja etenemistapa kestävään energiantuotantoon. ; Great revolutions have taken place in the intersection of energy and environment in recent years. The energy market has been liberated, and in part of sustainable development, an ecological pattern of thought has gained a footing in traditional market economy, typical examples being green electricity and recycling. As regards environmental problems, we have moved towards a mega-league; for example, we are living an era of great resolutions on environmental issues. More diversified knowhow is required from the sellers of energy and environmental technology. Long-term environmental impacts of the use of products are of decisive significance in business transactions. New innovative soft-line technology is required in addition to conventional hard technology. The Finnish National SIHTI Programme has attended to these issues via so-called strategic surveys. Knowledge required for the control of environmental protection was created in a number of projects on evaluation of environmental impacts and in assessments searching an optimum for economy and environmental protection. New tools and methods were developed for environmental accounting in enterprises, and diversified impacts of emission exchange were analysed. Indicators describing the development of greenhouse gases were developed and costs and efficiency of alternative technologies for limiting emissions were analysed to support political decision-making. In the SIHTI Programme, a strong research integrity was formed in the field of flue gas cleaning technology, and research groups with a high international esteem were also formed. Most significant emission sources of particulates were surveyed, their composition and particle size distributions were measured, and different tools of improving the separation capacity of scrubbers and electrical precipitators were studied. This research integrity included both theoretical modelling calculations, laboratory-scale equipment-technical development and full-scale testing. An indicator of successful focusing is that research results have already been utilised commercially, and industrial-scale equipment commissions have been executed. New innovative technical solutions for measuring emissions to the environment have also been developed. To improve the control of environmental impacts of the pulp and paper industry, the transportation of detrimental substances in different flows and process units were measured and modelled, and new solutions of non-waste technology were developed for closed water cycles in pulp mills, for the use of green liquor sludge and ash and for the recovery of ash from the combustion of deinking sludge and waste paper. In peat production, new methods and instructions were developed and introduced for the control of drainage waters and for dust emissions and noise problems. After-use alternatives for exhausted peat production fields were also studied. Due to the interdisciplinary approach, the SIHTI Programme has disseminated information about research results as widely as possible. The Annual Seminars of the Programme, and sessions on environmental impacts of emissions from energy production, separation of particulates, and utilisation of solid wastes have offered excellent opportunities to the lecturers and to the audience to bring their own contribution to the issue occupying our mind: what would be the right way of approaching sustainable energy production.

Aikuiskoulutus Suomessa jaetaan ammatilliseen aikuiskoulutukseen ja vapaaseen sivistystyöhön. Tämä tutkimus kohdistuu vapaaseen sivistystyöhön ja vapaan sivistystyön oppilaitoksiin: liikunnan koulutuskeskuksiin, opintokeskuksiin, kesäyliopistoihin, kansanopistoihin ja kansalaisopistoihin. Tutkimuksessa tarkastellaan vapaan sivistystyön oppilaitosten tehtäväkuvan muutosta osana systeemistä järjestelmää. Oppilaitosten toimintaympäristön muutoksiin sopeutumista tarkastellaan erityisesti resurssiriippuvuuden ja alueellisuuden näkökulmista. Tutkimuksen tulokset kootaan yhteen muodostaen vapaan sivistystyön tulkintahorisontiksi toiminnan sisällöllistä muutosta kuvaava resurssiriippuvuusjana. Tutkimus on tekstintulkinnallishermeneuttinen. Tutkimuksen aineisto muodostuu alan tutkimuskirjallisuudesta, vapaan sivistystyön arviointi- ja kehittämisprosessien raporteista sekä vapaan sivistystyön oppilaitosten vuosina 2012 ja 2013 uudistettujen ylläpitämislupien hakemuksista. Viime vuosina laskenut valtionapu on vapaalle sivistystyölle kriittinen resurssi. Myös lainsäädäntöpohja, valtionapuperusteet ja valtionhallinnon ohjaus- ja toimintakäytännöt ovat muuttuneet ja vaikuttaneet vapaan sivistystyön oppilaitosten yleisiin toimintaedellytyksiin. Resursseja oppilaitokset ovat 1990-luvulta lähtien enenevässä määrin hankkineet myös monilta muilta koulutustoiminnan sektoreilta ja suoraan markkinoilta. Omaehtoisen persoonallisen kasvun tukeminen on ollut vapaan sivistystyön ydinsisältö. Ydinsisältö on muuntunut 1900-luvun aikana enemmän institutionalisoituneeksi koulutukseksi osana koulutusjärjestelmää, tai yleissivistävien harrasteopintojen tukemiseksi institutionalisoituneissa toimintapuitteissa. Vapaan sivistystyön oppilaitosten toiminnan sisältö on jatkuvasti sopeutunut sekä resursseiltaan että alueellisesti yhteiskunnan tarpeisiin. Toiminnan sisältömuutokset ovat olleet luonteeltaan inkrementaalisia ja tehtäväkuvaa koko ajan laventavia. Pitkällä kaarella ja isossa kuvassa tarkasteltuna vapaan sivistystyön oppilaitosten toiminta on aina ollut pääosin sisällöltään konservatiivista ja sopeutuvaa, eikä toiminnan kehysnormistoon koko kaaren aikana ole liittynyt leimallisesi yhteistä transformatiivista tehtävää. Oppilaitosten identiteetti nousee paikallisesta, maakunnallisesta tai valtakunnallisesta toimintatarpeesta. Toiminnan sisältöä perustellaan alueellisella koulutuksen saavutettavuuden tasa-arvolla ja tuotettujen koulutuspalveluiden tarvelähtöisyydellä. Paikallista identiteettiä korostetaan muutospaineessa, eikä aikaisempaa ylipaikallisempaa identiteettiä ole kovin laajasti omaksuttu. Uuden vuosituhannen puolella toimintaa ohjaavan opetus- ja kulttuuriministeriön toimesta on painotettu rakenteellista ja sisällöllistä muutostarvetta, hyötyä sekä erityisryhmien koulutusta. Jatkuva, 1990-luvulla alkanut, yhteiskunnallinen muutospaine on vaikuttanut ja vaikuttaa vapaan sivistystyön oppilaitosten toimintaympäristöön, mutta muutokseen reagointi on oppilaitosmuodoittaan ja oppilaitoskohtaisesti ollut hyvin erilaista. Oman roolin epäselvyys jatkuvassa toiminnan sisällön muutospaineessa niin resurssien, rakenteen kuin toimintaympäristönkin osalta aiheuttaa oppilaitoksille epävarmuutta oman ydintehtävän sisällöstä. Toisaalta pitkäaikainen systeeminen luottamuspääoma toimintaa ohjaavaan ministeriöön ja eduskuntaan on mahdollistanut hitaan, vaiheittaisen, ja paikallista muutosjoustavuutta hyödyntäneen muutoksen. Koulutussektorin valtiollinen toimintapolitiikkaohjaus (policy) on 2000-luvulla merkittävästi lisääntynyt erilaisten kehittämisohjelmien myötä. Myös kehittämishankkeista on tullut osalle oppilaitoksista resurssienhankinnan arkea. Vapaan sivistystyön oppilaitosten rooli osana oppivaa aluetta on käytettävissä olevan partnerin rooli ja ilmenee leimallisesti omaa koulutus- ja sivistystehtävää ja sen erityisyyttä korostamalla. Oppilaitokset ovat vahvasti identifioituneet tuottamaan alueellisia ja paikallisia koulutuspalveluja. Samalla kohderyhmäajattelu on noussut aikaisempaa keskeisemmäksi osaksi tehtäväkuvaa. Toiminnan suurin yhteinen nimittäjä näyttää olevan vahva tukeutuminen alueyhteisöihin ja niiden konkreettisiin tarpeisiin. ; In Finland there are two different forms of Adult education: vocational adult edu-cation and liberal adult education. In this adult educational research, the focus is in liberal adult education. There are five types of institutions of liberal adult educa- tion: adult education centres, folk high schools, summer universities, sports insti-tutes and study centres. The aim of the research was to increase the understanding of the changes in the missions of liberal adult education institutions. The institu-tions of liberal adult education can be viewed as a system. This study tries to un-derstand the change in the functional environment of liberal adult education insti-tutions observed particularily from the point of view of resource-dependence theory. The point of view is regional. This research is textual analyse utilizing the hermeneutical method. In conclusion, the main purpose is to explain the change of identity of the organizations of liberal adult education by the resoursedependense chain. There are three types of empirical materials in this study. Firstly, the research literature, secondly the reports of evaluation and developing processes of liberal adult education and thirdly the appointments of liberal adult education organizations permissions to support learning institution in years 2012 and 2013. The state covers approximately half of the expenses of liberal adult education institutions. State grants are a critical resource for liberal adult education institutions. The state of grants for liberal adult education organizations has been declining in last years. The ground for legislative regulation and state grants has changed. Also, the states control has changed to be more generalized. The marketorientation of organizations has increased. There has been bigger and bigger pressure to get more and more resources for the other sectors of education and markets. The support of self-motivated individual growth has been the core content of liberal adult education. During the 20th century liberal adult education has become more and more institutionalized. Also, the quantity of hobby-oriented courses in institutionalized frames has increased. The functions of liberal adult education establishments have continuously been adapting to fit both the needs of the local community, and the resources available. The changes in the content of the activities have been incremental and the goals of activities have spread. In the big picture, the actions of liberal adult education organizations have been adaptive and conservative. The action has never been labelled transformative. In the 21st century, the need for changes in structure and amount of organizations has increased. Also, there are needs to change the content of the activities. The state needs more explanations to the benefits of the activity, also the state requires focus to be put on special groups. The liberal adult education organizations can be seen as an actor of state granted service and education system. The 21st century is labelled by new thinking of the welfare state and the change in the role of the state. Governanlity is now a bigger part in the states' role in the activities. Government policing has increased significantly with the development of different advancement programs in the 21st century. Liberal adult education institutions are not a part of the regional development. They are only partners in "learning regions". Their orientation is mostly in educational practices. The identity of the organizations is that of a service provider. The identity is based on local, provincial or nationwide basic. All liberal adult education organizations are linked in many ways to their own environment. The benefit of the action is justified by the equal access for all and the need for educational services. The main common attribute is regionalism and the practical needs of the local community.

Tutkimuksessa tarkastellaan palvelun laadun arviointia moniportaisessa julkisessa organisaatiossa. Laatutyöhön kuuluu keskeisenä osana laadun arviointi. Ongelmallista julkisten organisaatioiden tuottamien palvelujen arvioinnissa on se, että lainsäädäntö jättää usein viranomaisten harkinnan varaan sen, millaisina palvelut tosiasiallisesti tuotetaan eivätkä kunnalliset päätöksentekijätkään välttämättä aseta palvelujen laadulle kovin tarkkoja tavoitteita. Jos em. tahot asettavat palvelun laatua koskevia tavoitteita, ne asetetaan yleensä palvelun lopputulokselle eikä palvelun tuotantoprosessin välivaiheille. Moniportaisissa organisaatioissa ja organisaatiohierarkian eri tasoilla ylempien organisaatiotasojen osuus palvelujen tuottamisessa jää usein arvioinnissa mm. tavoitteiden puutteellisuuden vuoksi vähemmälle huomiolle kuin asiakasrajapinnassa toimivien organisaatiotasojen. Asiaan vaikuttaa myös tulosjohtamiseen liittyvä käytäntö, jossa ylempi organisaatiotaso arvioi alempaansa eikä päinvastoin. Tulosjohtaminen on ankkuroitunut Suomen julkiseen hallintoon aiemmin ja vahvemmalla otteella kuin laatujohtaminen. Selkeiden laatua koskevien tavoitteiden puute hankaloittaa arvioimista, erityisesti tavoiteperusteista arviointia, jossa toimintaa verrataan asetettuihin tavoitteisiin. Tavoitteiden puutteellisuus asettaa paineita arvioida toimintaa eri intressitahojen näkemykset huomioon ottavan monitahoarvioinnin avulla. Palvelun laadun intressitahoja julkisessa hallinnossa ovat palvelujen käyttäjien lisäksi mm. poliittiset päätöksentekijät ja kansalaiset, palvelua tuottavan organisaation johto sekä palvelua tuottava henkilöstö ja moniportaisissa organisaatioissa vielä organisaation eri tasot. Eri intressitahojen näkökulmat ja vaateet palvelun laadulle määräytyvät niiden suhteesta palveluun samoin kuin niiden asema ja tehtävät arvioinnissa ja arviointitiedon hyväksikäytössä. Moniportaisissa organisaatioissa keskeisin intressitaho ylemmän organisaatiotason tuottamalle palvelulle on alempi organisaatiotaso. Alemman organisaatiotason näkökulmasta katsottuna ei ole riittävää arvioida moniportaisissa organisaatioissa ylemmän organisaatiotason toimintaa esim. laatupalkintokriteereiden avulla, vaan ylemmän organisaatiotason toimintaa on tarpeen arvioida palvelukohtaisesti. Tämä puolestaan edellyttää sitä, että palvelukohtaisesti määritellään ylemmän ja alemman organisaatiotason työosuus (osapalvelu) moniportaisen organisaation palveluketjussa. Tutkimuksessa päädyttiin myös näkemykseen, jonka mukaan palvelut on varsinkin ylemmän organisaatiotason toiminnan suhteen syytä suunnitella moniportaisissa organisaatioissa etukäteen eri intressitahojen vaateita yhteen sovittaen. Tutkimuksen tuloksena syntyi arviointikehikko moniportaisten julkisten organisaatioiden tuottamien palvelujen laadun arviointiin. Arviointikehikossa otetaan kantaa siihen, miten arvioinnin eri vaiheissa olisi tarkoituksenmukaista edetä ja millaisia näkökohtia eri vaiheissa on tarpeen ottaa huomioon. ; EVALUATION OF THE QUALITY OF SERVICES IN A PUBLIC MULTI-LEVEL ORGANIZATION The task of the study was crystallized in the following questions: 1. In what way is it justifiable in public organizations to evaluate the activi-ties of upper organizational levels in producing high quality services? 2. Accordingly, in what way is it justifiable to evaluate the guidance and support directed to the school assistants work and carried out by the ad-ministrative level in the Education Department of the City of Helsinki.? The study showed that the way in which it is justifiable to evaluate the qual-ity of services in public organizations is determined by the special features of public administration. These features have an effect on the definitions of the ser-vice and quality in public administration. The definition is especially influenced by the community orientation of public organizations, the lack and the vagueness of the goals which guide the quality of services, and many interest groups of services. In this study the quality of the service produced by a public organization has the following definition: the quality of the service and the process with help of which the users of the service receive the service must satisfy the integrated de-mands of the users of the service and its various interest groups in all the features of quality. In public administration, interest groups for the quality of services include not only the users of the services but also political decision makers, the leaders and the personnel of the organization producing the services and in a multilevel organization, the different levels of the organization. The quality demands made by these groups, their opportunities to evaluate the service and their interests in utilizing the evaluation data at least partly differ from each other. In a multi-level organization the lower level, often the so called performing level of the organization, is one of the interest groups in relation to how the up-per level takes care of its own tasks in the service chain. The culture of manage-ment by results has rooted in the public organizations earlier than quality culture. Management by results assumes that the upper organizational levels evaluate the lower levels and not the other way around. Quality culture, however, places the direction of the evaluation upside down, bottom-up and not top-down. In service chain thinking there is a need for the lower level to give feedback to the upper organizational level about how it has for its own part supported the work of the lower level in producing value added to the ultimate users of the services. From the point of view of the lower organizational level the emphasis in evaluation should be on the quality of those parts of the services that are pro-duced by the upper organizational level. Evaluation should take place by evaluat-ing one service at a time. The main interest of the lower level is in evaluating whether or not the upper level supports the lower level well enough in producing individual services. In order to be able to define what is good enough in each case it is necessary to specify the responsibilities of both the upper and lower organizational levels service by service in the service chain. Multiple constituency evaluation or stakeholder-based evaluation is an approach to evaluation in which activities are evaluated from the points of views of many different interest groups. The choice of the approach is determined by the purpose of the evaluation. Purposes of evaluation can be for instance evaluation for development work or evaluation for accountability. Multiple constituency evaluation is suitable for situations where there is a lack of goals for the quality of public services or the goals are vague. The case example of the study showed the lack and vagueness of goals in the guidance and support directed to the school assistants work and carried out by the administrative level of the Hel-sinki City Education Department. Multiple constituency evaluation is suitable for evaluations for both accountability and for development. However, if there were clear goals defined for the quality of the services the natural choice of the ap-proach in the purpose of evaluation for accountability would be the goal-attainment evaluation.
