Émigré Creativity in a Historical Context ; Kreativitas Kaum Imigran dalam Konteks Historis
Émigré writers such as Kahlil Gibran and Mikhail Naimy proved that it is possible to transcend their historical limitations to become leading literary figures. An examination of the historical context of these writers is important for a rich understanding of their works. The themes addressed in such literary works are better appreciated within their cultural environment, and not as objects detached from their times, author and readers[1]. It can be rightfully argued that such works cannot be fully appreciated without delving into the intricacies of the political ideologies and economic crises of previous centuries. This article does not aim to perform such an undertaking, regardless of its literary merit; however, it presents an overview of the historical context surrounding the Émigré literary movement as a product of two cultures bridged by immigration at the turn of the 20th century. This is based on the belief that a profound critical engagement with Émigré works is better achieved with an examination of their historical and literary background. Thus, this article serves as a foundation for profound literary analyses of Émigré works. Karya-karya tersebut, dalam hal ini adalah karya sastra, akan lebih menarik apabila dilihat dari lingkungan budaya mereka dan bukan sebagai objek yang terpisah dari masa nya, penulis, dan pembaca[1]. Dapat dikatakan bahwa karya-karya seperti itu tidak dapat sepenuhnya dihargai tanpa menggali seluk-beluk ideologi politik dan krisis ekonomi yang terjadi abad-abad sebelumnya. Akan tetapi, artikel ini bukan mengulas ideologi politik dan ekonomi, namun, mengkaji ikhtisar dari konteks historis yang melingkupi gerakan sastra kaum imigran sebagai hasil dari produk dua kebudayaan yang dijembatani oleh imigrasi pada abad transisi yakni abad ke-20. Hal Ini didasarkan pada keyakinan bahwa keterlibatan kritis yang mendalam dengan karya kaum imigran akan lebih baik bila mengkaji latar belakang sejarah dan sastra mereka. SOCIAL-POLITICAL CONDITIONS AFTER THE BONGAYA TREATY OF 1667; ISLAMIC POLITICAL PERSPECTIVE
This article aimed to describe the socio-political conditions after the Bongaya Treaty of 1667. This study employed the historical research method (library research). The researcher applied several approaches, namely the historical approach, religious approach, anthropological approach, and sociological approach. The Makassar War is a momentum for change from all aspects, not only changes from the political aspect but also the social, cultural and economic aspects that greatly tormented the people of Gowa. As a King, Sultan Hasanudin was responsible for the fate of the royal people of Gowa, which was getting sad. Sultan Hasanudin had to consider this even though he wanted to continue to fight. Sultan Hasanudin really understood the suffering of the people of the Kingdom of Gowa. Due to these considerations, the war lasted approximately four years, starting from 1666-1669 and ending with the Bungaya Treaty, which consisted of 30 articles. The treaty affected all aspects of Gowa community life, not only in terms of political factors but also the existence of Muslims. Since then, the power and influence of the Netherlands in East Indonesia began to be embedded towards serious colonialism. Sultan Hasanuddin, who dashed to defend his country until the last second has controlled the Kingdom of Gowa for 16 years; namely 1653-1669 and died in Gowa on June 12, 1670.

Menggagas Pembentukan Peraturan Daerah Tentang Majelis Penyelesaian Sengketa Pemilihan Kepala Desa
Tujuan Penelitian yang ingin dicapai adalah untuk mengetahui urgensinya pembentukan peraturan daerah tentang majelis penyelesaian sengketa Pilkades di Wilayah Kabupaten Pohuwato, dan materi muatan tentang urgensi pembentukan peraturan daerah tentang majelis penyelesaian sengketa Pilkades di Wilayah Kabupaten Pohuwato. Penelitian ini meggunakan jenis Penelitian hukum normative, dengan menggunakan pendekatan undang-undang (statue approach); pendekatan historis (historical approach); pendekatan komparatif (comparative approach), dan pendekatan konseptual (conceptual approach). hasil Penelitian ini menujukkan bahwa; pertama, Urgensi pembentukan majelis penyelesaian perselisihan hasil pemilihan kepala desa di kabupaten pohuwato yang mengedepankan musyawarah sesuai asas otonomi asli desa ini harus diterapkan oleh pemerintah. Pada intinya dalam proses penyelesaian sengketa pilkades adalah lembaga mana yang berwenang untuk menyelesaikan sengketa tersebut tanpa ada campur tangan dari pihak ke tiga yaitu pemerintah daerah. Kedua, Terkait dengan materi muatan penting mengenai peraturan daerah tentang majelis penyelesaian sengketa pilkades di wilayah Kabupaten Pohuwato yang untuk diperhatikan dalam proses pelaksanan Pilkades yaitu; (1) Pada Tahap Pra Pemungutan Suara, (2) Pada Tahap Pemungutan Suara, (3) Paska Pilkades yang harus disesuaikan dengan ketentuan pembentukan peraturan perudang-undangan yang ada di UU. ; The research objectives to be achieved are to determine the urgency of establishing regional regulations regarding Pilkades dispute settlement assemblies in the Pohuwato Regency area, and content material on the urgency of forming regional regulations regarding Pilkades dispute resolution assemblies in the Pohuwato Regency Region. This research uses a type of normative legal research, using a statute approach (statue approach); historical approach (historical approach); a comparative approach (comparative approach), and a conceptual approach (conceptual approach). The results of this study indicate that; First, the urgency to form a dispute settlement assembly resulting from the election of village heads in the pohuwato district that prioritizes deliberation according to the principle of original village autonomy must be implemented by the government. In essence, the Pilkades dispute resolution process is which institution has the authority to resolve the dispute without interference from a third party, namely the regional government. Second, related to the important content of regional regulations regarding the Pilkades dispute settlement council in the Pohuwato Regency area which must be considered in the Pilkades implementation process, namely; (1) At the Pre-Voting Stage, (2) At the Voting Stage, (3) Post Pilkades which must be adjusted to the provisions of the formation of statutory regulations in the Act.

The changing perspective of international relations in lndonesia
This article explores the development of international relations (IR) in Indonesia with special focus on the changing trends in its theoretical perspectives. It argues that the academic works examined reflect the ways in which Indonesia's IR scholars perceive and theorize the nature of the dynamics of external political environments and their connections to the state's foreign relations. The argument is elaborated in two related parts. The first section discusses the theoretical perspectives that developed during the Cold War period, which focuses on the propensity toward historical realism and regionalism. The second part of the discussion examines recent developments in which Cold War perspectives have been reconsidered, and in many respects modified into three new categories of theoretical thinking, namely reform, resistance, and eclecticism. The changing theoretical trends reveal that Indonesia's IR scholarship is open and innovative. The conclusion comments on the development of the Indonesia's IR.

Perspectives and morality characters shown by Rasululloh SAW to females in this writing is completed by performing explorations through historical and hadists texts concerning females around the Prophet and his best friends. Based on the analysis, it can be concluded that the Holy Prophet Muhammad SAW is a profile of Prophet having feminist, non discriminative, humanist and universal ways of thinking.

This writing aims to analize some misogini deeds which deem that women are placed as the second human who are unappropriate in entering men stage, so discoursed interpretations have consequence for marginalizing women into the edge of women deadlock in giving voice at their rights and duties, refering to the historical facts, on mattes pertaining to prophet Muhammad age showed that women weren't as people thought about women living without getting their rights and duties as men ones, other wisw on the real facts, they struggled together with men to acquire rights and duties equally and to avoid discrimination as an impact of sex and gender gaps.

ASEAN PRINCIPLE: DILEMMA AND NECESSITY
The purpose of this study is to explain how ASEAN solved problems in stabilizing their territory. As we know the formation of ASEAN as a regional organization of Southeast Asia is to liberate countries in Southeast Asia from the influence of The Great Powers. This is in line with the realism that deeply bound within ASEAN. Ahead of the 15th anniversary of the formation of ASEAN, there was a major conflict between Vietnam and Cambodia, precisely in the 1970s. This is one of the catalysts that destabilize the ASEAN's stances to avoid various types of multilateral relations. The method used in this research is qualitative with historical analysis from various literatures. After successfully resolving the conflict, in 1994 ASEAN established ARF as a workplace to discuss security in Asia, in order to facilitate such conflicts to occur again. ARF members are not only ASEAN countries but also superpowers. This is contrary to the foundation of ASEAN itself. In essence it shows that realism is willing to subdue with liberalism.

The rural population is a basic capital for national development, owned by the people and the Indonesian nation. In the constitutional structure of the Republic of Indonesia, the Village has developed in various forms and is obliged to be protected and empowered to be strong, advanced, and democratic and democratic so as to carry out governance and development towards a just, prosperous and prosperous society. The involvement of the Village Head in resolving conflicts within rural communities has made the writer interested in studying the nature of cases out of court settlement by the Village Head against the village community and the reformulation of legal policies in implementing the nature of the settlement of a non-court problem. The approach used in this research is statute approach, historical approach, and conceptual approach, and case approach. The results of this study states that solving a problem that occurs in the village by placing the Village Head as a peace judge is a form of discretion / policy of the executive in order to realize public service for the community. In other words because it is a discretion, it certainly follows the laws and regulations that state the limits of it.

In addition, the permissibility of being a leader must also be supported by personal qualities include: ability, capacity, faculty, and skills. APAKAH ACFTA MERUPAKAN STRATEGI YANG TEPAT UNTUK PENUNTASAN KEMISKINAN YANG BERKESINAMBUNGAN?: BUKTI DARI PENURUNAN TINGKAT SIMPANAN
The outcome of Regional Free Trade Area (R-FTA) still remains a conundrum. Regional free trade area (R-FTA) is one of the manifestations of the economy integration phenomenon. R-FTA brings many pros and cons to the economists. It allows better allocation of resources especially by eliminating tariffs, thus making people have higher purchasing power for goods. While the increase of purchasing power is good for growth engine and poverty alleviation progress, this paper proves that there is potency for the agreement to be detrimental in the long run. The main focus in this paper is the potential impact of ACFTA to the saving rate as the shock buffer for the poor in time of recessions and crises, where purchasing power decreases significantly. We view the ACFTA impact through the series of net import, defined as the difference between imports from export. We use Dynamic Panel Data (DPD) to estimate the impact of net import to the saving rate, assuming that there is a dynamic relationship between saving rate and its lagged value. The estimation result proves that there is a negative relationship between import and the saving per capita, which indicates the consumptive behavior of ASEAN people under high import. Moreover, the dynamic relationship shows that saving per capita is not persistent, meaning that the saving rate will be decreased gradually. Therefore, we can expect that in the long rung, the savings will be depleted into nothing if we keep letting the import flooded domestic market without imposing any pre-emptive and reactive policies. This paper provides a set of historical estimation of the potential impact of ACFTA on saving rate and its policy implication to endure the impact.

AbstractResearch, regulation and development of this press researched to deepen the development of the mass media is so dynamic in Indonesia. Those who want to delve into the media and political power in Indonesia and how to act in favor of the power to be used as a tool to build community in the era of Soeharto. The study examines how the press system established under a political system that is referred to as the basic media Indonesia between 1966 and 1973. To achieve the goal of the study, investigation was made on the press and the factors that influence the formation of a press system using an approach through the analysis of historical research documents and in-depth interviews. The results showed that the formation of the media system is based on a process of consciously designed to conform to the philosophy and values practiced by the manager, who went on to become Indonesia's national policy. The planned process is essentially cultural values such as "collaboration", the spirit of harmony, harmony, balance, and obedience. Press system formation process is done through persuasion and consensus made during the meeting, which was later used as a tool to control the activities of the press in Indonesia. The study also found some dominant factor affecting the development of the media system that includes socio-cultural, political and economic. The results showed that from 1966 to 1973, the government supports the aspiration to form a healthy media system, free and responsible as well as build a sense of family planning in line with the direction of the government's political ideology. Policies formed the basis for formulation of media system in Indonesia based on Pancasila. Penyelesaian Konflik Internal antara Pemerintah Indonesia dengan Gerakan Separatisme di Papua melalui Mekanisme Horse-Trading ; Internal Conflict Resolution between Government of Indonesia and Separatist Movement in Papua using Horse-Trading Mechanism
Penelitian ini bertujuan untuk menganalisis proses penyelesaian konflik internal antara Pemerintah Indonesia dan gerakan separatisme di Papua (Organisasi Papua Merdeka (OPM)) menggunakan mekanisme horse-trading. Penelitian ini menggunakan metode kualitatif dengan mengkaji latar belakang OPM dan konflik, kemudian membahas proses konflik dengan alat bantu analisis timeline untuk memahami perkembangan gerakan separatisme dari OPM berdasarkan urutan kronologis, dan membahas resolusi konflik yang pernah dilakukan dengan alat bantu analisis pemetaan konflik untuk memahami aktor-aktor yang terlibat dan tujuannya. Konflik ini merupakan hasil dari kompleksitas antara latar belakang historis, ideologis, dan rasa ketidakadilan di Papua, di sisi lain, Papua semakin didukung oleh dunia internasional. Upaya penyelesaian konflik Pemerintah Indonesia dengan OPM dengan mekanisme horse-trading sudah mulai dilakukan, namun belum mencapai resolusi yang baru. Mekanisme horse-trading dapat efektif menyelesaikan konflik ini bilamana didukung oleh kepercayaan antara kedua pihak untuk melakukan dialog dimana kedua pihak dapat menyampaikan tujuannya secara terbuka. ; The study aims to analyze the process of internal conflict resolution between the Government of Indonesia and the separatist movement in Papua (Free Papua Movement (Indonesian: Organisasi Papua Merdeka or OPM)) using a horse-trading mechanism. This study was qualitative method by discussing the Free Papua Movement background and the conflict, then discussing the conflict process of timeline analysis tool to understand the development of its movement based on chronological order, and discussing the conflict resolutions that have been carried out with conflict mapping analysis tool to understand the actors that involved and their objectives. The conflict is the result of complexity among historical backgrounds, ideology, and a sense of injustice in Papua, on the other hand, the international community has increasingly supported Papua. Horse-trading has been used to resolve the conflict of Free Papua Movement and the Government of Indonesia, yet it has not yet reached a new resolution. The horse-trading mechanism effectively resolves the conflict when trust has been achieved between them to communicate both of them where they can deliver their objectives openly.

Analisis Relasional Hukum Negara dan Hukum Rakyat dalam Konflik Agraria Bongkoran, Kabupaten Banyuwangi, Jawa Timur, Indonesia ; A Relational Analysis of State Law and Folk Law in the Bongkoran Agrarian Conflicts, Banyuwangi Regency, East Java, Indonesia
Selain memiliki dimensi sosial ekonomi, konflik agraria di Bongkoran, Kabupaten Banyuwangi, Provinsi Jawa Timur, Indonesia, juga memiliki dimensi hukum. Terdapat dualisme hukum yang konfliktual dalam hal penguasaan tanah dan klaim penggunaan. Satu pihak, pemerintah, dan korporasi mengandalkan hukum negara yang legalistik-positivistik, sedangkan masyarakat lokal mengandalkan hukum rakyat yaitu hukum informal yang sudah ada, hidup, dan berkembang dalam masyarakat komunal secara turun-temurun. Penelitian ini berfokus pada bagaimana perspektif sosiologis hukum menganalisis konflik hukum yang terjadi dalam konflik agraria Bongkoran, khususnya antara hukum negara dan hukum rakyat. Penelitian ini menggunakan metode kualitatif dengan perspektif sosiologi hukum. Subjek penelitian adalah petani/masyarakat Bongkoran, Penasehat Hukum Masyarakat, Pemerintah (Pemerintah Daerah, Badan Pertanahan Nasional, dan Kepolisian), dan unsur korporasi (PT Wongsorejo). Informan dipilih dengan menggunakan teknik purposive sampling, berdasarkan pertimbangan tertentu yang dapat dikenali terlebih dahulu yaitu mengenali dan memahami masalah yang diteliti. Pengumpulan data dilakukan melalui observasi, wawancara mendalam, dan dokumentasi. Data yang terkumpul dianalisis secara kualitatif dengan mengacu pada perspektif yang telah disajikan. Hasil penelitian menunjukkan bahwa penyelesaian konflik agraria di Bongkoran memerlukan implementasi hukum yang lebih berkeadilan bagi masyarakat lokal. Implementasi hukum tidak hanya berdasarkan pasal-pasal yang rigid dalam undang-undang, tetapi perlu memperhatikan konteks sosial budaya dan historis dari masyarakat. Dominasi hukum negara atas hukum rakyat dalam konflik agraria mengakibatkan praktik penundukan hukum negara ke hukum rakyat, baik secara persuasif maupun represif. Oleh karena itu, untuk meminimalisir ketegangan dan konflik antara hukum negara dan hukum rakyat dalam konflik agraria, diperlukan pemahaman baru tentang hubungan kedua hukum tersebut. Keberadaan dan penegakan hukum rakyat dijadikan sebagai elemen yang saling melengkapi dalam aspek normatif yang belum diatur dalam hukum negara. ; Apart from having a socio-economic dimension, agrarian conflicts in Bongkoran, Banyuwangi Regency, East Java Province, Indonesia, also have a legal dimension. There is a dualism of law that is conflictual in terms of land tenure and use claims. One party, the government, and corporations rely on legalistic-positivistic state laws, while local people rely on folk law, namely informal laws that have existed, lived, and developed in communal society for generations. This research focuses on how the sociological perspective of law analyzes the legal conflicts that occur in Bongkoran agrarian conflict, particularly between state law and folk law. This research used a qualitative method with a legal sociology perspective. The research subjects were farmers/people of Bongkoran, Community Legal Advisors (CLA), Government (Local Government, National Land Agency, and Police), and corporate elements (PT Wongsorejo). Informants were selected using a purposive sampling technique, based on certain considerations that can be recognized beforehand, namely recognizing and understanding the problem under this research. Data collection was conducted through observation, in-depth interviews, and documentation. The collected data were analyzed qualitatively by referring to the perspectives that have been presented. The results indicated that the resolution of agrarian conflicts in Bongkoran requires the implementation of laws that are more just for local communities. The implementation of the laws is not only based on rigid articles in the law, but it needs attention to the socio-cultural and historical context of the community. The dominance of state law over folk law in agrarian conflicts results in the practice of subjugation of state law to folk law, both persuasively and repressively. Therefore, to minimize the tension and conflict between state law and folk law in agrarian conflicts, it is necessary to have a new understanding of the relationship between the two laws. The existence and enforcement of folk law are used as a complementary element in normative aspects that have not been regulated in state law.
