Au niveau européen, on remarque notamment que la question sociale tend à être dorénavant envisagée à travers la dichotomie inclusion/exclusion. Cette évolution n'est pas neutre quant à sa transcription dans les politiques sociales, imprégnant l'ensemble des dispositifs de procédés et d'horizons spécifiques. La notion d'inclusion s'inscrit en effet au sein d'un champ notionnel plus large que cet article se propose d'analyser.

International audience Ne reposant le plus souvent que sur des idées abstraites ou des voeux pieux, le sentiment européen s'est bien souvent cantonné à l'espérance, voire à l'incantation: faire l'Europe pour que cessent les guerres. Les grands événements internationaux du XXe siècle, qui, àdeux reprises, démontrent àquels extrêmes peut conduire l'idée nationale, offrent cependant une chance aux européistes de se faire entendre. C'est surtout le cas de la Seconde Guerre mondiale, au cours de laquelle des hommes, dans différents pays, posent les bases d'une pensée fédéraliste ambitieuse, présentée comme une solution raisonnable apte àfaire cesser le cycle guerrier. Chose inédite, ces mêmes hommes projettent la création d'une véritable plate-forme rassemblant tous les mouvements qui se réclament de cette pensée: c'est la naissance de l'Union Européenne des Fédéralistes (UEF) en décembre 1946. Ce mouvement, fortement liéàl'esprit de la Résistance, souhaite mettre sur pied ce qui a toujours fait défaut àl'européisme: une organisation efficace, un recrutement ouvert et des campagnes d'opinion intenses. L'UEF peut être ainsi étudiée àtrois échelles différentes: l'échelle chronologique d'abord, qui permet d'observer l'évolution, en quelques années, d'un groupe qui se réclamait, àla Libération, d'une Europe Troisième Force et de voir comment celui-ci adapte son discours aux péripéties de la Guerre froide; l'échelle idéologique ensuite, car l'UEF n'est qu'un cadre où s'experiment de manière parfois contradictoire des doctrines fédéralistes d'origines culturelles diverses; l'échelle interne, enfin, qui nous permet d'exposer les différentes composantes géographiques du mouvement et leurs capacités de mobilisation en Europe. Nous pourrons, àtravers ces trois questionnements, tenter de comprendre les particularités de militantisme européen, incarné àcette époque par l'UEF, et les raisons de sa brusque disparition après l'échec de la CommunautéEuropéenne de Défense.

El objetivo del artículo es analizar el flujo migratorio procedente de Venezuela hacia Colombia, Ecuador y Perú en el periodo 2015-2019. Se realiza un análisis comparado de la evolución de las políticas migratorias de los tres países, a partir de una revisión legislativa, análisis de políticas y medidas institucionales adoptadas. Si bien hay una emergente coordinación política a nivel regional, también hay particularidades en las respuestas construidas en los países estudiados. La migración venezolana se ha transformado en un hecho prioritario en la subregión del Pacífico Sur, implementándose políticas específicas, pero no suficientes. El análisis de los tres países examinados da cuenta de la implementación de un enfoque de gestión de las migraciones que ha mutado (cada vez que hay estampidas migratorias) hacia enfoques restrictivos de seguridad y control.

Summary Report of a Collective Study — INRA-CSI — 1997 (38 pages) The overall objective of the study proposed by the MIC was to achieve a better understanding of the conditions under which innovations arise and develop within a research organisation such as Inra. The purpose of the case study is to establish a characterisation of the different types of innovations that have been developed within the Institute throughout the second half of the twentieth Seecle. After a quick summary of the seven innovation studies (a variety of endives, the relaunch of Beaufort, the launch of the Orylag, the dismantling of beef carcasses, the automation of a cheese factory and the development of local corses), this summary report proposes the definition of two specific models for the development and operation of innovation within this research organisation by defining two types of ideology: the co-construction model and the delegation model, defined by three criteria: the definition of the market put in place by the players, the relationship they establish with their partners and, finally, the forms of contract put in place. RESUMEN The work is driving the evolution of the Cuban state-owned enterprise (CCP) from the late 1980s to the present day. It analyses the changes in its management systems, the prevailing relationship between centralisation and decentralisation of the economy and business autonomy. Directions are also suggested for a programme of transformations of the state-owned enterprise, a leading economic player in the Cuban model of economic and social development. ; RESUMEN El trabajo recorre la evolución de la empresa estatal cubana (EEC) desde finales de los ochenta hasta la actualidad. In this paper, we present a discrete time regime switching binomial-like model of the term structure where the regime switches are governed by a discrete time semi-Markov process. We model the evolution of the prices of zero-coupon when given an initial term structure as in the model by Ho and Lee that we aim to extend. We discuss and derive conditions for the model to be arbitrage free and relate this to the notion of martingale measure. We explicitly show that due to the extra source of uncertainty coming from the underlying semi-Markov process, there are an infinite number of equivalent martingale measures. The notion of path independence is also studied in some detail, especially in the presence of regime switches. We deal with the market incompleteness by giving an explicit characterization of the minimal entropy martingale measure. We give an application to the pricing of a European bond option both in a Markov and semi-Markov framework. Finally, we conclude.

The article demonstrates how Library of Congress Subject Headings (LCSH) geographic headings for the Southern Levant mirror the political investment of Congress and the American public in Middle East politics over the last thirty years. The headings' evolution as well as Library of Congress rules governing their creation is charted in detail. These LCSH headings contrast markedly with those established in other national libraries (BnF, DNB) and independent value vocabularies (TGN, GeoNames), and global opinion regarding the legal status of the occupied territories. I sketch the historical context of their formation and offer suggestions as to how libraries can "decolonize" their metadata in service of Sanford Berman's "access and equity."

summary: Based on a contextual analysis of the evolution of the paradigms surrounding spatial planning from a recent perspective, this work focuses on describing and analysing the political, regulatory and institutional process in terms of its potential impact on territorial planning for the regions from an interpretative approach. In particular, the implications of Law 21.074 in the various planning instruments at inter-communal or regional level are taken into account on the basis of certain criteria relating to political, administrative and fiscal decentralisation, for which some historical background preceding the new scenario for the exercise of regional governance in territorial planning is required. In short, this work shows that the possibilities for the regions to exercise ownership of spatial planning are only minimal in terms of their impact, even with the existence and approval of a Regional Spatial Planning Plan. ; Resumen: A partir de un análisis de contexto sobre la evolución de los paradigmas en torno al ordenamiento territorial desde una perspectiva reciente, este trabajo se enfoca en describir y analizar el proceso político, normativo e institucional en términos de su potencial incidencia en el ordenamiento territorial para las regiones desde un enfoque interpretativo. 1 18 13 180 ; S ; [EN] Background: Isoprenoids constitute a vast family of natural compounds performing diverse and essential functions in all domains of life. In most eubacteria, isoprenoids are synthesized through the methylerythritol 4-phosphate (MEP) pathway. The production of MEP is usually catalyzed by deoxyxylulose 5-phosphate reductoisomerase (DXR-I) but a few organisms use an alternative DXR-like enzyme (DXR-II). Results: Searches through 1498 bacterial complete proteomes detected 130 sequences with similarity to DXR-II. Phylogenetic analysis identified three well-resolved clades: the DXR-II family (clustering 53 sequences including eleven experimentally verified as functional enzymes able to produce MEP), and two previously uncharacterized NAD(P)-dependent oxidoreductase families (designated DLO1 and DLO2 for DXR-II-like oxidoreductases 1 and 2). Our analyses identified amino acid changes critical for the acquisition of DXR-II biochemical function through type-I functional divergence, two of them mapping onto key residues for DXR-II activity. DXR-II showed a markedly discontinuous distribution, which was verified at several levels: taxonomic (being predominantly found in Alphaproteobacteria and Firmicutes), metabolic (being mostly found in bacteria with complete functional MEP pathways with or without DXR-I), and phenotypic (as no biological/phenotypic property was found to be preferentially distributed among DXR-II-containing strains, apart from pathogenicity in animals). By performing a thorough comparative sequence analysis of GC content, 3: 1 dinucleotide frequencies, codon usage and codon adaptation indexes (CAI) between DXR-II sequences and their corresponding genomes, we examined the role of horizontal gene transfer (HGT), as opposed to an scenario of massive gene loss, in the evolutionary origin and diversification of the DXR-II subfamily in bacteria.
