International audience ; This paper examines the major barriers to the deployment of geothermal, small hydro and advanced coal power generation technologies in Vietnam. It ranks their severity by applying the analytical hierarchy process to data from a survey of 37 domestic experts and stakeholders. Key barriers to a wider penetration of small hydro generation technologies are insufficient capital, a lack of domestic suppliers and unsatisfactory government policies. Barriers to geothermal power are related to information and awareness problems, a lack of R&D and industrial capability, a weak policy framework and the remoteness of geothermal sites. For advanced coal power technologies, the barriers are weak industrial capability, high cost and a lack of technical knowledge. The experts consulted in this study view changes in government actions as the key to overcoming the abovementioned barriers. They recommend investing more in R&D activities, improving R&D capacity through joint-venture schemes and reforming investment policy/legislation for the electric power industry as the most appropriate solutions.

This study is divided into two volumes of case studies from the Republic of Korea's experience with PPP infrastructure projects, along with appendixes. The first volume examines the institutional framework of the Korean PPP system, its performance, and recent strategies and initiatives for effective PPP implementation and management. The government's latest policy measures intended to reinvigorate PPP investment in the aftermath of the recent global financial crisis are included as well. The second volume summarizes cases involving BTO port and BTL educational facility projects. In the appendixes, a global country comparison is provided, including country PPP frameworks and case studies.

"Innovation is almost always seen as a "good thing". Challenging the Innovation Paradigm is a critical analysis of the innovation frenzy and contemporary innovation research. The one-sided focus on desirable effects of innovation misses many opportunities to reduce the undesirable consequences. This paper examines the effect of labour law on union certification dynamics in Ontario during the period 1983 to 2006. Results reveal the independent, significant effects of the Progressive Conservative government's Bill 31 reforms and the recent Liberal government's Bill 144 upon certification success rates and aggregate volumes of new organizing, in expected directions. Results also reveal a massive decline in unfair labour practice complaints following the Bill 7 reforms in 1995, exacerbated by Bill 31, and which remains unaltered by Bill 144. Overall, the results suggest that labour law still has a significant effect upon union organizing over time, despite economic internationalization and/or shifts in industrial structure, and contradict the recent claim that a "pre-1990 equilibrium" in Ontario labour relations policy was recently restored. Rather, the current regime remains, both in formal legal terms and concrete effects, more restrictive of union growth than its pre-1990 form.

There is extensive literature that analyzes the changes in family patterns over the past century. The traditional, modern and current family are familiar styles in relation to historical moments of predominantly rural societies, industrial and services. In correspondence to social changes and family transitions occurring, also in the study of the family is has gone from classical studies in sociology and other social science until the development of family science. One of the current concerns of scientists, family policy and research is to what extent there is convergence in a model change or actually is dominant the diversification of new forms of basic social organization. During the 1970s the picture looked very different. The countries involved in the Organization for Economic Co-operation and Development gave the impression that they felt it their duty to help the Third World. Since the beginning of the 1980s, however, this attitude has disappeared from the foreign policy agenda of one developed country after another. It seems that only when a state's self-interest is at risk does a concern for humanistic values emerge. Canada, Denmark, the Netherlands, Norway, and Sweden -- the key middle powers -- have long been regarded as significantly more responsive to the needs of the Third World than most of the other rich industrialized nations. Middle Power Internationalism helps to identify the scope and limitations of the foreign policies of these middle power countries with respect to what Cranford Pratt terms "humane internationalism." Asbjrn Lvbraek describes the major effort in the 1970s to mobilize middle power support for the New International Economic Order. Bernard Wood considers the prospects for effective co-operation between the middle powers of the North and the South. And Raphael Kaplinsky studies the likely impact of new technologies and new methods of production on the economies, and consequently on the North-South policies, of the industrial middle powers. Cranford Pratt concludes with a reflective essay in which he discusses the constraints upon middle power internationalism and the future of middle power diplomacy
