Does the occurrence of flood disaster increase the risk of communal conflict and if so, does trust in state political institutions mitigate the adverse effect? This study addresses these questions by studying the intervening effect of trust in local governmental institutions at a sub-national level. The effect of flood disasters on the risk of communal violence is expected to be contingent on peoples' trust that local political structures are able to address potential disputes between groups. Violent conflicts, in that sense, are neither inevitable nor directly determined by the occurrence of disasters. They largely depend on the context of a given society and political response to these external shocks. To test this expectation, the study uses survey data on trust in local state institutions in Sub-Saharan Africa from the Afrobarometer (2005–2018), combined with geo-referenced communal conflict and flood data. In line with theoretical expectations, results suggest that flood disasters are associated with communal violence only for administrative districts that are governed by distrusted local state institutions. Conversely, flood disasters tend to be negatively associated with the risk of communal clashes in the presence of highly trusted local government councils and (especially) trusted judicial courts. Changing model specifications and estimation techniques produces similar results. An out-of-sample cross-validation also shows that accounting for political variables, in addition to flood disasters, improves the predictive performance of the model.

Classical works on authoritarian politics mostly considered political institutions under nondemocratic regimes as mere window dressing. Yet, contemporary works dispute that idea and argue that political institutions are used to facilitate survival in power. This dissertation explored how political institutions are manipulated by the political class and the potential factors why this has contributed to political instability and lack of survival in power in Guinea-Bissau from 1994-2019, differently from what we observe in other non-democratic societies. To achieve this goal, qualitative methods and thematic analysis were carried out with three major themes emerging. First, the manipulation of institutions for survival; second, the use of institutions for co-optation and the challenges of power-sharing; third, credible threat in relation to minimization of loss. Findings of this work show the following; first, institutions in Guinea-Bissau; the legislature and political parties are the root causes of instability rather than survival. Second, leaders do co-opt potential opponents but they do not redistribute rent and power sufficiently to ensure that co-optation eliminates the risk of coups. Third, political parties are important but with weak structures, very vertical and unable to distribute rent and to anticipate threats. Fourth, political parties pose credible threats to each other due to their use of military force but access to government and parliamentary or party positions are not a guarantee that opponents will not try to oppressively remove leaders from power. Therefore, the risk of manipulating institutions for survival comes with threats, and these threats have been the driven force for instability since 1994. ; A maioria dos clássicos sobre política autoritária considerava as instituições políticas em regimes não-democráticos como mera fachada. No entanto, as obras contemporâneas tendem a disputar essa ideia e argumentam que as instituições políticas são usadas para facilitar a sobrevivência no poder. Esta dissertação explora a forma como as instituições políticas são manipuladas pela classe política e os possíveis fatores que fazem com que as instituições contribuam para a instabilidade política e a falta de sobrevivência no poder na Guiné-Bissau entre 1994-2019 contrariamente ao que se sucede na maioria dos regimes não democráticos. A fim de alcançar este objetivo, foram utilizados métodos qualitativos e uma análise de três grandes temas. Primeiro, a manipulação de instituições para a sobrevivência; segundo, a utilização de instituições para a cooptação e os desafios da partilha de poder; terceiro, a ameaça credível em relação à minimização da perda. Os resultados deste trabalho mostram o seguinte: primeiro, as instituições na Guiné-Bissau, o parlamento e os partidos políticos são as causas profundas da instabilidade e não da sobrevivência; segundo, os líderes cooptam potenciais opositores mas não redistribuem suficientemente a renda e o poder para assegurar que a cooptação elimina o risco de golpes de Estado; terceiro, os partidos políticos são importantes mas têm estruturas fracas, muito verticais e incapazes de distribuir a renda e de antecipar ameaças; quarto, os partidos políticos representam ameaças credíveis entre si devido ao uso da força militar mas o acesso ao governo e as posições parlamentares ou partidárias não são garantia de que os opositores não tentem remover opressivamente os líderes do poder. The existence of educational curriculum management is a form of collaborative effort or effort to encourage the achievement of learning objectives, especially to improve the quality of teaching and learning interactions. This requires a series of evaluation, planning and implementation that cannot be separated from the unit. On the other hand, learning management is a part of a system with interrelated components. The learning components in an educational structure include students (students), teachers (educators), materials, curriculum, school infrastructure, and learning method strategies. In curriculum management and learning thus interrelated in education to achieve the desired goals. Curriculum management is an important part that influences the success of education in national education. In addition, because the curriculum is a support system to achieve institutional goals in an educational institution, the curriculum has an important role in realizing and creating quality schools. To support the success of the curriculum, the government sector or must be empowered to lead the curriculum. Curriculum management at the institution or school level must be coordinated by management (administrators) and assistant supervisors (administrators) which are developed as a whole in the context of the SBM and unit level curriculum. Tertiary education attendance in Brazil varies remarkably among different population groups. In order to decrease inequalities and increase the proportion of minorities in public universities, many institutions of higher education in Brazil have implemented affirmative action policies since the 2000s. The main objective of this paper was to analyze different counterfactual affirmative action policies at the Federal University of Minas Gerais (UFMG) based on simulations, measuring the proportion of minorities and the level of academic performance at this institution under each scenario. The current quota policy of 50% for students from public secondary schools, divided between four main groups (non-poor/non-minority; poor/non-minority; non-poor/minority; poor/minority), was shown to be well-designed to promote higher proportions of minorities among the student body. However, if academic performance is also taken into account, the best options would be either a quota policy of 50% divided between poor and non-poor students or a bonus policy based on a linear function of course competitiveness with an average bonus of 6%.

The Gnassingbé clan has ruled the country since 1967. The demand for political alternance, initiated by institutional and electoral reforms, constituted the major contentious issue between the government and the challengers of the Gnassingbé regime throughout the survey period. The legislative elections of 20 December 2018, boycotted by the major opposition parties, resulted in an easy victory of the ruling party. The first local elections since more than 30 years took finally place on 30 June 2019 and resulted in the victory of the ruling party. Shortly afterwards, in February 2020, the President won also the disputed presidential elections and even consolidated his power, assisted by the loyal army and security services. The outbreak of the Corona epidemic in Togo in April and the subsequent economic recession may have contributed to limit popular protest against the Gnassingbé regime. The human rights record of the government has improved but remains poor. Despite undeniable improvements to the framework and appearance of the regime's key institutions during the review period, democracy remains far from complete. However, the international community, notably Togo's African peers, the AU and ECOWAS, followed a 'laissez-faire' approach in the interests of regional stability and their national interests in dealing with Togo. Economic growth remained stable at about 5% per annum (before Corona). Public investment in infrastructure and increases in agricultural productivity, notably of export crops, had been the key drivers of economic growth. However, growth remains vulnerable to external shocks and the climate and has not been inclusive. Positive growth was overshadowed by increasing inter-personal and regional inequality as well as an increase in extreme poverty. Moreover, money-laundering, illegal money transfers and trafficking grew alarmingly. Les élections législatives du 20 décembre 2018, boycottées par les principaux partis d'opposition, se sont soldées par une victoire facile du parti au pouvoir. Les premières élections locales depuis plus de 30 ans ont finalement eu lieu le 30 juin 2019 et ont abouti à la victoire du parti au pouvoir. Peu de temps après, en février 2020, le président a remporté également les élections présidentielles contestées. Die von den großen Oppositionsparteien boykottierten Parlamentswahlen vom 20. Dezember 2018 führten zu einem leichten Sieg der Regierungspartei. Die ersten Kommunalwahlen seit mehr als 30 Jahren fanden schließlich am 30. Juni 2019 statt und führten zum Sieg der Regierungspartei. Kurz darauf, im Februar 2020, gewann der Präsident auch die umstrittenen Präsidentschaftswahlen. Somit festigte er sogar seine Macht, unterstützt von der loyalen Armee und den Sicherheitsdiensten. Der Ausbruch der Corona-Epidemie in Togo im April und die anschließende wirtschaftliche Rezession haben möglicherweise dazu beigetragen, den Protest der Bevölkerung gegen das Gnassingbé-Regime zu begrenzen. The transition to a circular economy (CE) remains an anticipated future with alternative pathways for its fulfillment. Most research on CE is normative about technological approaches and interpretations for production and sustainable development. However, critical reviews of CE help understand that CE's emergence is constrained to current dominant goals. As a set of imagined futures, the visions of CE are produced and shared in discursive practices. We hypothesize that the existence of alternative discourses about CE originates from alignment with or divergence from current dominant goals. Green growth holds the dominant position as a goal in the European discourse about CE. In this study, we present an empirical case of an emerging CE in the region of Trøndelag in Norway. This case uses qualitative data collected through interviews with informants in the public and private sectors (profit and non-profit organizations). The analysis of these interviews involved the use of a discourse coalition framework as a method. We identified three discourse coalitions: 1) Waste as resources: a vision of better product design and waste sorting technologies making recycling more efficient. 2) Sharing economy: a vision of industrial symbiosis, and new business models for local commercial offerings in sharing, reuse, repair of products. 3) Reduction of individual consumption: a vision of individual changes in lifestyle, coupled with local services and skill acquisition/transfer for reuse and repair. The first two operate in alignment with the political goal of green growth. The third one diverges by questioning it and setting focus on individual consumption reduction. We found discursive competition in CE when the focus is on the goal underlying its enactment. From this finding, we raise the question of which kinds of technological implementation and political challenges would come from shifting CE's policy goal to reducing individual consumption. To illustrate an alternative CE that emerges from consumption reduction, we discuss its implications based on the insights from our empirical case. The main contribution of the article is to provide evidence and an example of an emerging aspect that can be integrated more prominently in CE and that requires a stance that is not based on economic growth. ; publishedVersion ; © 2020 The Author(s). Doutoramento em Economia ; By focusing on the relationship between financial stability and monetary policy for the cases of Chile, Colombia, Japan, Portugal and the UK, this thesis aims to add to the existing literature on the fundamental issue of the relationship between financial stability and monetary policy, a traditional topic that gained importance in the aftermath of the GFC as Central Banks lowered policy rates in an effort to rescue their economies. As the zero-lower bound loomed and the reach of traditional monetary policy narrowed, policy makers realised that alternative frameworks were needed and hence, macroprudential policy measures aimed at targeting the financial system as a whole were introduced. The second chapter looks at the relationship between monetary policy and financial stability, which has gained importance in recent years as Central Bank policy rates neared the zero-lower bound. We use an SVAR model to study the impact of monetary policy shocks on three proxies for financial stability as well as a proxy for economic growth. Monetary policy is represented by policy rates for the EMEs and shadow rates for the AEs in our chapter. Our main results show that monetary policy may be used to correct asset mispricing, to control fluctuations in the real business cycle and also to tame credit cycles in the majority of cases. Our results also show that for the majority of cases, in line with theory, local currencies appreciate following a positive monetary policy shock. Monetary policy intervention may indeed be successful in contributing to or achieving financial stability. However, the results show that monetary policy may not have the ability to maintain or re-establish financial stability in all cases. Alternative policy choices such as macroprudential policy tool frameworks which are aimed at targeting the financial system as a whole may be implemented as a means of fortifying the economy. The third chapter looks at the institutional setting of the countries in question, the independence of the Central Bank, the political environment and the impact of these factors on financial Abstract stability. I substantiate the literature review discussion with a brief empirical analysis of the effect of Central Bank Independence on credit growth using an existing database created by Romelli (2018). The empirical results show that there is a positive relationship between credit growth and the level of Central Bank Independence (CBI) due to the positive and statistically significant coefficient on the interaction term between growth in domestic credit to the private sector and the level of CBI. When considering domestic credit by deposit money banks and other financial institutions, the interaction term is positive and statistically significant for the case of the UK for the third regression equation. A number of robustness checks show that the coefficient is positive and statistically significant for a number of cases when implementing a variety of estimation methods. Fluctuations in credit growth are larger for higher levels of CBI and hence, in periods of financial instability or ultimately financial crises, CBI would be reined back in an effort to re-establish financial stability. Based on the empirical results, and in an effort to slow down surging credit supply and to maintain financial stability, policy makers and governmental authorities should attempt to decrease the level of CBI when the economy shows signs of overheating and credit supply continues to increase. The fourth chapter looks at the interaction between macroprudential policy and financial stability. The unexpected interconnectedness of the global economy and the economic blight that occurred as a result of this, recapitulated the need to implement an alternative policy framework aimed at targeting the financial system as a whole and hence, targeting the maintenance of financial stability. In this chapter, an index of domestic macroprudential policy tools is constructed and the effectiveness of these tools in controlling credit growth, managing GDP growth and stabilising inflation growth is studied using a dynamic panel data model for the period between 2000 and 2017. The empirical analysis includes two panels namely an EU panel of 27 countries and a Latin American panel of 7 countries, the chapter also looks at a case study of Japan, Portugal and the UK. Our main results find that a tighter macroprudential policy tool stance leads to a decrease in both credit growth and GDP growth while, a tighter macroprudential policy tool stance results in higher inflation in the majority of cases. Further, we find that capital openness plays a more important role in the case of Latin America, this may be due to the region's dependence on foreign capital flows and exchange rate movements. Lastly, we find that, in times of higher perceived market volatility, GDP growth tends to be higher and inflation growth tends to be lower in the EU. In the other cases, higher levels of perceived market volatility result in higher inflation, higher credit growth and lower GDP Abstract growth. This is in line with expectations as an increase in perceived market volatility is met with an increased flow of assets into safer markets such as the EU. This thesis establishes a relationship between financial stability and monetary policy by studying the response of Chile, Colombia, Japan, Portugal and the UK in the aftermath of the GFC as Central Banks lowered policy rates in an effort to rescue their economies. In short, the results of the work conducted in this thesis may be summarised as follows. Our results show that monetary policy contributes to the achievement of financial stability. Still, monetary policy alone is not sufficient and should be reinforced by less traditional policy choices such as macroprudential policy tools. Secondly, we find that the level of CBI should be reined in in times of surging credit supply in an effort to maintain financial stability. Finally, we conclude that macroprudential policy tools play an important role in the achievement of financial stability. These tools should complement traditional monetary policy frameworks and should be adapted for each region. ; info:eu-repo/semantics/publishedVersion
