Bu ilişkilerin geliştirilmesinin demokrasinin gelişimi, demokrasi kültürünün topluma ve kurumlara hakim olması için şart olduğu değerlendirilmeleri yapılacaktır ; Civil Societies, Civil Society Institutions, place of the Civil Society Organizations within the State, democracy, state, state institutions, Police Organization, point of view of the Police organization Civil Societies, liberties, and European concept employed our country agenda as well of the world for a long time. States are loosing their effectiveness and widening liberties field in the globalize world. We begin to recognize that Civil Societies are performing their activities within the field?s state desolated and they are not thinking like the state. Progression period of the Civil Society?s Institutions in our country is after 1980?s. However, we can mention the history of the foundations that are accepted serving to society are based to centuries ago. While the important decision has been taking during the year 1995 on the release of relations between the various civil societies Institutions, changes made on the club law at 2004 it also important regarding to structuring independently from the police, given also self developing possibility to civil society organizations and in increasing variety of activities. In this study, we will undertake point of view of the police forces which are in obligation to provide to civil societies organizations to perform their activities safely within the legal frame work, beside to explain affiliated terms, civil society?s organizations and civil society . Security Department Directorate of the Police organization is obliged to establish relation with the Civil Society Organizations sourced from the laws. Same obligation is stand still for the Civil Society Organizations. Police, while establishing relation categorizes Civil Society organizations and enters in to the communication according to the nature of the duty and the laws are allowed. This communication is limited and moderate. In this study, while examining relation between the Police organization and Civil Society Organization, we will also study up to datedness these laws together with relation failures sourced from the law.Their activities necessary to be limited within the certain measures no matter how much important the Civil Society Organizations for democratic life and culture, and this limitation is also necessity of democracy and importance of the Police behavior and the characteristics of the laws. There is a large difference between Civil Society Organizations of our country and the Civil Society Organizations of the world. Notwithstanding multi-dimensional reasons, main reason is, democracy culture is not established in a proper sense. Ankara Directorate of Police, Security Department Directorate is acting well aware of this absence and runs to set a good example with his behavior and communication during the activities of the Civil Society Organizations. However, these behaviors in the Capital city, special and linked to the persons, it is important that behaviors gains necessary characteristics to apply in Turkey. In this study, even not reflecting the entire point of view of the Police Organization, we tried to draw an outline, on the police opinion and their evaluation on the liberty has been granted to the Civil Society Organizations the laws ad they are communicating with. We must not forget that when we speak about the Civil Society organizations, first thing considered by the police, are the students groups throwing pavement stones, students platforms with illegal pronunciations, syndicates not hesitating to clash with the police, clubs providing substructure to the illegal organizations, and the political parties considered legal according to laws, but not recognizing state values and system and with an attitude and pronunciations against the state in their speeches. Each Civil Society Organizations are that innocent as we are seen fro outside. However, this innocence understands by our public within the time and they betray their response in time. Relation of the Civil Society Organizations acting toward their constitutional aims, respecting laws, honest, and giving their services to the society with the police is only on the paper works such demand of security and posing no problems. For the Turkey becomes a respectful member of the global world, Civil Society organizations must provide progress in a manner of different kind and size, with his high potential and fulfill his functions with success within the trust. With the Data will be obtained at the result of this study, is trying to explain the importance of the relation between the police and Civil Society Organizations for to providecontribution to the democracy by using activity statistics together with security data?s. In this study evaluation on the progress of these relations which is a requirement for the progress of the democracy.

Aiempiin tutkimuksiin verrattuna tutkimus tuo uutta erityisesti analysoimalla rinnakkain kahden, lähtökohdiltaan suuresti toisistaan poikkeavan maan hyvin erilaisia instituutioita. ; New Institutions Supporting Endogenous Development The recent changes in regional development in Europe were the starting point of the study. The European Union and the national governments of many European countries have reacted to new challenges of regional development by creating and launching special institutions to support endogenous regional and local development. Both Finland and the German state of Bavaria have responded in this way. An example in Finland is the activity of the local action groups consistent with the model of the EU LEADER programme, which has been extended through the national rural development programme for local endogenous development (POMO programme). In Bavaria, the Ministry of State Development and Environmental Affairs has created and launched institutions of regional development planning and regional management. The objective of the study was to determine whether these new institutions launched from outside are able to support endogenous development processes in the regions, and if they are, how do they do it. Answers were sought by analysing how the various elements of the new institutions influence the process of endogenous development in its different stages. Also, the influence of the launching practice was analysed. Four qualitative case studies were carried out: two in Finland and two in Bavaria. In Finland the case studies were carried out in two regions where the POMO programme was being implemented. In Bavaria two relatively rural regions were chosen where a sub-regional plan was made and was being implemented through regional management. The conditions for establishment of the new institutions in the regions are discussed in the study. The theoretical framework of the study is built around the terms regional development, endogenous development and institutions. Institutions are here understood as formal and informal systems of rules that guide the assignment of meanings and so the action. The institutions of regional development supply the framework for the regional and local development. The conclusion that can be drawn from the recent discussion of regional development thinking and practices in Europe is that new models of thinking and acting supporting endogenous development have emerged. Such models include strategic thinking and programming, networking and partnership, and communicative planning. These models have been incorporated in the new institutions of regional development created and launched by central authorities. Finland and Bavaria have different institutional backgrounds for the new institutions and these backgrounds have influenced the aims and forms of the new institutions. The institution of the activity of the local action group in Finland supports endogenous development on the basis of local partnerships. The institutions of regional development planning and regional management in Bavaria are intended to support endogenous development based above all on a partnership of municipalities. The influence of the new institutions on regional development processes depends on the characteristics of the elements of the new institution, how the institution was launched and on pre-existing institutions in the region. The rational incentives offered by the new institutions, together with the values and the beliefs taken for granted of the pre-existing institutions, are playing a central role. There are also other factors peculiar to the region and the actors that influence the development process. The main question of the study - whether the new institutions can support endogenous development processes - can be answered in the affirmative. The supporting characteristics of the new institutions are participatory planning methods and training for project management, models, incentives and ways of problem solving for local partnerships, flexible funding instruments, partnership with supporting authorities and support to networking. However, the new institutions also have characteristics unfavourable to endogenous development. These include normative rules, emphasis on the position of certain actors, expert planning or too hasty planning and attachment to sectorial government structures. The possibilities of the new institutions to root themselves in the region depend on the mode of launching, on the pre-existing institutions, on the compatibility of expected public benefits with the interests of local actors and on the expansion of the activity and development of the practices in the region.

Local governments are vital institutions at providing local needs and putting democratic values into practice. In other words, these units not only provide local needs but also develop responsibility and political consciousness and play an important role at realizing a healthy democratic regime. The main point in the relation of local government, democracy and participation is that democracy requires localization. Local governments are important organizations to free people and bring in democratic consciousness. This relationship stems from realizing democratic preferential principles like participation at these institutions. This study examines the relationship of local democracy and participation. In this context, rules pertaining to democracy and participation of administrative province law numbered 5302, prepared regarding to restructuring local governments, are examined. ABSTRACTMost academic studies on the process of European integration do not pay much attention tothe international system and its requirements. The process of European integration is usuallyanalyzed as being a consequence of internal dynamics. However, European integration is notsolely dependent on internal dynamics. The external dynamics should also be emphasized asindependent variables. This thesis aims to look at the picture from the perspective of the solehegemonic power, the United States (US), and analyze Turkey's accession to the EU fromthat perspective. Washington conceives the continent of Europe as a springboard to Eurasia, center of the world according to many geo-politics theories. Moreover, Washingtonconsidered European enlargement, a means of wide spreading western values of democracyand liberalism to these regions. Washington's relationship with Turkey has always beenfounded on strategic considerations. Turkey is a pivotal state in the region. Moreover, Turkeyhas had western orientation since the early days of its foundation. It has been endeavoring tobecome a member of the European club. Thus, Turkey has the potential to inspire itsneighboring regions and influence them to orient toward western institutions and values. Insum, anchoring Turkey to western institutions is the main reason for Washington's support forTurkey's accession to the EU. Washington's view of the EU enlargement as a duty ofEuropeans in order to share their burdens in transatlantic cooperation overlaps with theWashington's vision of Turkey's accession to the EU.

Euroopan komissio luotiin jotta se voisi ajaa yhteisöjen intressiä. Sen vuoksi siitä päätettiin tehdä itsenäinen. Mutta koska Euroopan Unionin vaikutus jäsenmaissaan on hyvin vahvaa, myös talouden kannalta, haluavat jäsenmaat vaikuttaa komissioon mahdollisimman paljon. Tämän vuoksi komission itsenäisyys vaarantuu. Perustamissopimukset koettavat hoitaa ongelman luomalla komissiolle joita-kin suojamekanismeja. The European Commission was created so that it could work to fulfil the Community Interest. Therefore it was decided to be an independent institution. But because the European Union affects its Member States very deeply, not least in budgetary ways, the Member States seem to want to influence the Commission as much as possible. Therefore the independence of the Commission is at stake. The Treaties try to deal with the problem by setting some protective mecha-nisms on the Commission. But is it enough? It seems that the Commission gets in-fluenced too much in its everyday work. This influencing starts already at the nomi-nation of the Commissioners, continues all the while when the Commission is decid-ing if new Community legislation is needed and while it drafts new legislation. The substance of the drafts are often influenced very much by the other institutions, Member States and interest groups. What this means is that the Commission can't fulfil its task at seeking the best of the Communities. In many different ways the decisions of the Commission may further the good of one or some interested parties instead of the Community In-terest.

; In 1960 and afterwards environment got importance in organizational analysis and new approaches that considering the effects of environment on organizations' structure and operation appeared. In this context, it considers organizations' environment in two different categories: technical and institutional environment. Organizations are effected by its technical environment which is framed by its activities and task performance on the one hand, and they are effected by different kinds of pressures and expectations that become like institution on the other hand. ; In this work corruption defines as "the misuse of entrusted power for private gain". It is a global problem which can take many forms in state, corporate and non- profit sectors. Corruption is perceived to be a major problem in Turkey by private enterprise and the public at large. Corruption appears to be most problematic in government procurement, with frequent allegations that contracts are awarded on the basis of personal and political relationships between business representatives and government officials. Corruption. Weakens democratic institutions. Political costs manifest themselves above all in loss of legitimacy, and of public trust and support. Leads to competitive bribery, instead of fair competition based on price, quality and innovation. This harms trade and investment also health sector. Democracy and respect for human rights are important in the fight against corruption. Independent media and an active civil society are vital if the fight is to be effective. Research carried out by the World Bank indicates that there is less corruption in well-developed democracies than in countries that do not have well-functioning democratic institutions. Corruption is more easily detected in a transparent society and transparency can therefore also have a preventive effect. Consequently, support to promote democracy and human rights is also an important contribution in the fight against corruption.
