Celem badań jest odpowiedź na pytanie o to, jakie są efekty dotychczasowej realizacji warsztatów typu medialab z inicjatywy Fundacji Ortus w Polsce oraz jakie są uwarunkowania ich dalszego rozwoju w kierunku budowy stałej instytucji. Podjęta analiza została ukierunkowana na osiągnięcie następujących celów teoretycznych i praktycznych: identyfikacja cech wizerunku warsztatów medialab organizowanych przez Fundację Ortus; określenie zakresu upowszechniania w Polsce koncepcji nowych instytucji kultury poprzez warsztaty medialab; określenie opinii i postaw wobec inicjatyw medialab ich uczestników i nie-uczestników; identyfikacja zakresu wykorzystania technik i form działań poznanych na warsztatach medialab przez ich uczestników; oszacowanie trwałości zawiązanych między uczestnikami warsztatów więzi i zakresu współpracy przez wspólnych przedsięwzięciach; identyfikacja dotychczasowych i potencjalnych korzyści i barier w realizacji inicjatyw medialab; ustalenie czynników wspierających i hamujących przyszłą działalność instytucji medialab w stałej lokalizacji; określenie cech potencjalnej roli instytucji medialab w regionalnej polityce kulturalnej i polityce innowacji; wskazanie potencjalnych rozwiązań na rzecz budowy polskiego modelu instytucji medialab.

The idea of civic participation in national decision-making processes is an important part of European history. By means of implementing the principle of the sovereignty of nations, those eligible to vote are able to express their will through the institutions of direct democracy and representative democracy. The instruments of direct democracy are an extremely interesting research subject – not only due to the fact that the number of votes on European integration has been very high (especially in the last decade), but also because EU Member States, being aware of the importance of citizen involvement in the process of integration in Europe, established the institution of the European citizens' initiative. Using this instrument, European citizens can impact the politics of the EU. The purpose of this text is to answer the question of the role of direct democracy and its tools in the process of European integration, as well as of the prospects for the use of direct forms of governance in the process of deepening and widening integration in Europe. ; The idea of civic participation in national decision-making processes is an important part of European history. Standardem we współczesnych państwach demokratycznych stało się jednoczesne funkcjonowanie wielu organów mających na celu zapewnienie przestrzegania prawa. Jednym z nich pozostaje instytucja Ombudsmana, która zyskała na znaczeniu w wielu krajach świata zarówno o ustabilizowanej, jak i odradzającej się demokracji. Za główne cechy tej instytucji uznaje się niezależność Ombudsmana od innych organów, łatwość dostępu do niego, a także wiarygodność i elastyczność działania. Dzisiaj funkcjonuje ona w ponad 100 krajach i wciąż widać tendencję wzrostową. Nawet w ramach Unii Europejskiej od 1995 r. działa Ombudsman Europejski, a Rada Europy od 1999 r. powołuje Komisarza do spraw Praw Człowieka. W państwach Europy Zachodniej proces tworzenia urzędów ombudsmańskich szczególnie intensywnie przebiegał po II wojnie światowej, co spowodowane było m.in. wzrostem zainteresowania ówczesnych społeczeństw ochroną praw człowieka w związku z przebytymi doświadczeniami "brunatnego" i "czerwonego" totalitaryzmu. Natomiast w ramach transformacji ustrojowych zapoczątkowanych w latach dziewięćdziesiątych, proces ten zaczął dotyczyć również bloku państw Europy Środkowo-Wschodniej i Południowej. W przypadku bloku tych państw wprowadzanie instytucji ombudsmańskich do porządku konstytucyjnego poczytuje się jako część procesu transformacji ustrojowej i ich demokratyzacji. Warto przy tym podkreślić, że wśród tych krajów Polska należała do prekursorów w tym względzie. ; The functioning of many organs which aim to ensure the rule of law is standard in democratic countries. One of them is the institution of the ombudsman, which has become significant in both those countries with strong democratic systems and emerging democracies. The most important features of this institution are independence, easy access, reliability and flexibility. Nowadays, it functions in approximately 100 countries and it is estimated that this number will increase in the near future. There has been a European ombudsman in the European Union since 1995, and the Council of Europe appointed a Human Rights Commissioner in 1999. In West European countries, the process of creating the office of the ombudsman was particularly intensive after the Second World War, as a result of their experience of totalitarianism. This process could also be observed in Central-Eastern and Southern Europe during the political transformations of the 1990s. It was a symbol of the transformation and democratization of those countries. Poland can be safely assumed to have been a forerunner in the process in this region.

The paper is an attempt to outline a coherent methodological framework fostering a more sociologically informed perspective on the problem of corruption risk as it is typical of the functioning of state institutions in Poland. The approach is based upon the concept of a 'corruption event' which combines agential dispositions to take part in corrupt exchanges as well as their structural and systemic determinants. In this way, assuming the theory of social becoming as a starting point, the postulated methodology investigates the problem of corruption from the theoretical perspective of sociologies aiming to provide a holistic and synthetic ontology whose objective is to overcome the dichotomy between agency and structure.

The civil services in Poland and EU institutions undergo similar processes. France (at the time of the 3 rd Republic) was the cradle of civil service, therefore the administrative systems of Western Europe (and others) have sought examples there. The Polish model of civil service can be described as a mixed one, with the prevalence of regulations typical of a career model. In the career model the state is the master that employs a servant. Similar solutions are applied in France, Germany and Austria. They have been modified for the purpose of the specific functions which the civil service performs in EU institutions (a so-called closed career model). In the position system, particular authority is granted the civil servant's employer rather than the state as a whole. A civil servant is employed in a particular position rather then in the civil service 'in general'. The stability of employment and guarantee of remuneration are lower. The UK, Nordic countries and Italy apply solutions that are similar to this model.

This paper analyses various forms of cooperation between local institutions in European cities, which emerge from the impact of European regulations laying down general provisions on structural funds, mostly in the programming period 2000-2006. Cities are an important focus because they bring together various actors and institutions which benefit from EU funds. The main question of the paper is: how do European regulations on structural funds affect cooperation among local actors in European cities? More specifically, the paper addresses the issue of whether mobilization around EU funded projects contributes to the emergence of new forms of cooperation or whether actors benefiting from EU funds are based on pre-existing local networks and relationships. The research design involves the analysis of formal vertical and horizontal interactions among local and regional authorities and other local institutions in the city, around EU funded projects. Cooperation among the actors and institutions is analysed from two perspectives: 'top down' and 'bottom up'. Top town cooperation concentrates on decision making processes involving the evaluation of project applications for EU funds. Bottom up cooperation focuses on the mobilization of local actors which benefit directly from EU funded projects. Specifically, this paper analyses existing forms of interaction between actors within two European cities: Krakow (from a new member state) and Glasgow (from an old member state). The comparative analysis aims to find similarities and differences in mobilization of actors and interactions among them around EU funded projects. / W poniższym artykule analizowane są różne formy współpracy pomiędzy lokalnymi instytucjami w miastach europejskich, które wyłaniają się pod wpływem rozporządzeń wspólnotowych ustanawiających przepisy ogólne w sprawie funduszy strukturalnych, zwłaszcza w okresie programowania 2000-2006. Miasta dostarczają wyjątkowo interesujący materiał dla zrozumienia nowych relacji instytucjonalnych, albowiem skupiają one w sobie szereg rożnych instytucji, które korzystają z funduszy europejskich. Pytanie badawcze dotyczy zagadnienia jak rozporządzenia wspólnotowe w sprawie funduszy strukturalnych wpływają na współpracę pomiędzy instytucjami lokalnymi w miastach europejskich. W świetle powyższego, kluczowym staje się zagadnienie, czy mobilizacja wokół projektów finansowanych z funduszy europejskich przyczynia się do powstania nowej formy współpracy czy też współpraca między instytucjami wokół projektów jest oparta na już istniejących układach instytucjonalnych w mieście. W celu odpowiedzi na postawione pytania należy przedstawić jak przebiegają formalne pionowe i poziome relacje między lokalnymi i regionalnymi władzami publicznymi a innymi instytucjami na terenie miasta wokół projektów finansowanych z funduszy europejskich. Współpraca pomiędzy instytucjami jest analizowana zarówno od strony procesu decyzyjnego, dotyczącego oceny wniosków o dotacje z funduszy europejskich (odgórna współpraca), jak i od strony instytucji bezpośrednio zgłaszających się do wspólnego korzystania z funduszy europejskich (współpraca oddolna). W szczególności artykuł analizuje istniejące formy współpracy pomiędzy instytucjami lokalnymi w dwóch miastach europejskich: w Krakowie, miasta z nowego kraju członkowskiego Unii Europejskiej, i w Glasgow, ze starego kraju członkowskiego Unii Europejskiej. Analiza porównawcza ma na celu znalezienie różnic i podobieństw w mobilizacji i współpracy instytucji lokalnych wokół projektów finansowanych z funduszy europejskich.
