Tale Zbornik prispevkov je večinoma nasledek vsakoletne prireditve v režiji Sinagoge Maribor, ki poteka že več let na dan spomina na holokavst pod naslovom Šoa - spominjajmo se. Vsako leto ta dogodek, enodnevni znanstveni posvet, prinese toliko novega gradiva, spoznanj in sintez, da lahko brez pretiravanja rečemo: čeprav so slovenske judovske študije in študije holokavsta močno finančno podhranjene in v nacionalni shemi financiranja temeljnega raziskovanja komajda tu pa tam pridobijo kak skromen projekt, so prav te študije v Sloveniji med najbolj propulzivnimi. ; Ovaj zbornik radova je najvećim delom rezultat godišnje manifestacije u organizaciji mariborske sinagoge, koja se već nekoliko godina održava na Dan sećanja na Holokaust pod nazivom Šoa - da se setimo. Svake godine, ovaj događaj, jednodnevna naučna konferencija, donosi toliko novog materijala, znanja i sinteze da možemo reći bez preterivanja: iako su slovenačke studije Jevreja i Holokausta ozbiljno finansijski nedovoljno finansirane, a nacionalna šema finansiranja osnovnih istraživanja jedva da postoji, ovaj, iako skroman projekat, jedan je od najzahtevnijih studija u Sloveniji. ; Although the Slovenian Jewish and Holocaust studies which have successfully consolidated during the past decade and a half does not enjoy any systematic support and financing from the part of the Slovenian state, they are nevertheless one of the most propulsive fields of scientific inquiry, with a proliferation of seminal publications. The yearly "Shoah - Let Us Remember" symposium organised by Synagogue Maribor as a central part of the commemorations of the Holocaust Remembrance Day regularly brings to light a wealth of new data, insights and syntheses. The reasons for such flourishing of the Slovenian Jewish and Holocaust studies are perhaps twofold: one, there exists a growing understanding especially among the engaged intellectuals in the social sciences and historiography that Slovenia has yet to embark on, and conclude the process of de-Fascistisation, the process that was nowhere in the western world a particularly swift or immediate one. Two, there exists a growing public awareness that history tends to repeat itself in a cyclic fashion and that the collapse of social and economic structures and the sharp decline of democratic principles such as we have witnessed especially since the 2008 world financial crisis bear striking resemblances to the circumstances that existed in the pre-WWII world, and that caused an unheard of genocide and global war. This volume is yet another in the series of very poignant publications on the Holocaust in Slovenia. It is especially commendable that the authors have taken a decisive step into studying the genocide perpetrated on the Romany who was, next to the Jews, principal victims of systematic Nazi extermination policies. Most appropriately, the volume also examines the more exceptional fates of the Jews who were veteran officers of WWII in the Austro-Hungarian armada, and a portrait of Slovenian resistance fighter Ali Kardoš. Two portraits of Slovenian "Righteous Among the Nations", customs officer Uroš Žun and Catholic priest Andrej Tumpej, complement these historical portraits. All these histories are cast against the backdrop of a huge, tragic canvas of Jewish refugees who have, following the Anschluss of Austria in 1938, flooded Europe, ex-Yugoslavia as well, in their frantic search of an exit from "mousetrap Europe". ; Zbornik je pripremljen u okviru projekta Šoa - da se setimo 2012/2013, koji je finansijski podržala Međunarodna alijansa za sećanje na holokaust (IHRA). V članku je prikazan poskus ureditve mednacionalnih odnosov na istrskem polotoku v letih pred prvo svetovno vojno v širšem kontekstu reševanja nacionalnih konfliktov v avstrijski polovici Habsburške monarhije. Poseben poudarek je na predstavitvi in analizi moravskega kompromisa leta 1905, ki je temeljil na osebnem načelu in je postal nekakšen model za urejanje mednacionalnih odnosov v Cislajtaniji ter na analizi istrskega kompromisa leta 1908, ki je temeljil na teritorialnem načelu. ; The Habsburg monarchy was an absolutist monarchy before 1848, and from the Theresian-Josephine period there was a tendency to introduce a centralised unitary state. However, this was resisted by Hungary, which was able to maintain its special position under constitutional law. In 1867, the Habsurg Monarchy accepted the Austro-Hungarian compromise to be organized as a dual monarchy, as a personal and real union of two equal and more or less centralized states. The Monarchy was renamed to Austro-Hungary, however, in both parts of the states, this caused various national groups to experience a sense of discomfort and threat and consequently revoked their historical rights and national law. After the establishment of the Dual monarchy, the Wienna governments first favoured the correctional measures plans leading to federalism, after the affirmation of the dualism and the centralization, however, the idea of compromises became the central focus of solving the national disputes in Cisleithania. In 1905, German and Czech politicians in Moravia managed to reach an agreement on how to regulate the national situation in the country. The Moravian Agreement, which was conceived by the Regional Committee, was not based on territorial but on personal principles and became a model for the regulation of international relations in Cislaitania. The Istrian peninsula was also a focal point of national conflict, where Slavic deputies, especially after 1883, strongly advocated the realisation of linguistic equality in the country. The Italian majority in the Istrian Regional Assembly consistently rejected linguistic equality in the Regional Assembly. The Italian side became more receptive to Slavic demands only after the introduction of universal male suffrage for the National Assembly (1907), when it became clear that the process of political democratisation was working in favour of the emancipation of the majority Slavic population. In 1908, the Istrian Agreement, or the Regional Electoral Reform, was signed. The Slavs on the Istrian peninsula have thus won a victory. The Istria Agreement was based on the territorial division of electoral districts according to the principle of nationality and ensured that neither side majorised the other.
V prvem delu magistrskega dela sem se osredotočil na zgodovino in organiziranost gasilcev v Sloveniji in Združenih državah Amerike, predstavil sem požarno preventivo in vzroke za požare. V svetu požari postajajo vedno večji problem, saj zaradi klimatskih sprememb, staranja prebivalstva, malomarnosti ljudi, nepazljivosti, novih tehnologij, različnih novih materialov in zmanjševanja vlaganj v požarno varnost lahko povzročijo vse večjo premoženjsko, materialno in človeško škodo. S tem lahko opozorimo na dejstvo, da je gasilstvo zelo pomembna družbena panoga, ki pa je v Sloveniji slabše cenjena kot v Združenih državah Amerike. K znanju in usposobljenosti gasilcev izjemno pripomorejo zgodovina, organiziranost in vlaganje denarja. Seveda ne smemo pozabiti tudi na izboljševanje zakonodaje področja požarne varnosti, ki zajema tako načrtovanje požarne varnosti in tudi samo gašenje požarov. Organiziranost gasilcev v Sloveniji in Združenih državah Amerike je različno, saj se zdi da so ameriški gasilci bolje tehnično in organizacijsko izurjeni. V zgodovini obeh držav se je zgodilo mnogo uničujočih požarov, ki so terjali veliko smrtnih žrtev in premoženja. V drugem delu magistrskega dela sem opravil statistično analizo števila požarov in škode, ki je pri tem nastala v Sloveniji in v Združenih državah Amerike v obdobju od leta 1992 do leta 2018. V Sloveniji se vsako leto zgodi od 4000 do 6000 požarov, v Združenih državah Amerike pa se v zadnjih letih zgodi od 1,3 milijona do 1,6 milijona požarov letno. Najpogostejši požari so požari v objektih, v prometu, v naravi in v komunalnih ali drugih zabojnikih. V Sloveniji se skozi leta število požarov drastično ni spremenilo, vendar pa število ves čas niha. V Združenih državah Amerike se je število požarov iz leta 1992 zmanjšalo za okoli 25 %. Število poškodovanih v požarih se v Sloveniji v zadnjih letih malce zvišuje, število smrtnih žrtev požara pa ostaja dokaj konstantno. V Združenih državah Amerike obe ti številki skozi leta padata. Izjema je le leto 2001, ko se je zgodil napad na World Trade Center. Premoženjska škoda, ki je nastala v požarih, je v Sloveniji v zadnjih letih okoli 7 milijonov evrov, v Združenih državah Amerike pa se ta številka že več kot 15 let vrti okoli 15 milijard dolarjev. Spet pa je izjema leto 2001 zaradi napada v New Yorku, ki je povzročil več kot 30 milijard denarne škode. ; In the first part of the master's degree thesis, I focused on the history and organization of firefighters in Slovenia and United States of America, I presented fire prevention and the causes of fires. In the world, fires are becoming an increasing problem, as they can cause increasing property, material and human damage due to climate change, population aging, human negligence, carelessness, new technologies, various new materials and reduced investment in fire safety. Therefore, firefighting is a very important social sector, which is less valued in Slovenia than in the United States. History, organization and investment of money contribute enormously to the knowledge and skills of firefighters. Of course, we must not forget to improve the legislation in the field of fire safety, which includes both fire safety planning and firefighting itself. The organization of firefighters in Slovenia and the United States is different, it seems that American firefighters are better technically and organizationally trained. In addition, this profession is also more valued there. There have been many devastating fires in the history of both countries, claiming many lives and property. In the second part of my master's degree thesis, I performed a statistical analysis of the number of fires and damage that occurred in Slovenia and the United States in the period from 1992 to 2018. In Slovenia, between 4,000 and 6,000 fires occur every year. In the United States, however, 1.3 million to 1.6 million fires have occurred in recent years. The most common fires are fires in buildings, in traffic, in nature, and in communal or other containers. In Slovenia, the number of fires has not changed drastically over the years, the number fluctuates all the time. In the United States, however, the number of fires in 1992 fell by about 25 percents. The number of people injured in fires in Slovenia has been rising slightly in recent years, while the number of fatalities in fires has remained fairly constant. In the United States, however, both of these numbers have been falling over the years. The only exception is 2001, when the attack on the World Trade Center took place. The property damage caused by fires in Slovenia in recent years is around 7 million euros, and in the United States this figure has been hovering around 15 billion dollars for more than 15 years. Again, the exception is 2001 due to the attack in New York, which caused more than 30 billion in monetary damage.
Cilj magistrskega dela je ugotoviti, ali je skupna zunanja in varnostna politika Evropske unije primeren okvir za izvajanje mirovnih operacij. V prvem sklopu sem preučil pogodbeni razvoj, institucionalni okvir ter glavni strateški dokument SVOP. V drugem sklopu sem se osredotočil na same vojaške operacije SVOP, v okviru katerega sem preučil zgodovino in razvoj operacij, vpliv vojaških operacij na podobo EU kot varnostnega akterja ter način planiranja in financiranja vojaških operacij. Na koncu drugega sklopa sem izpostavil tudi ključne izzive, ki se pojavljajo pri vzpostavljanju in izvajanju mirovnih operacij v sklopu SVOP. V tretjem sklopu sem se osredotočil na operacijo EUFOR Althea. V začetku sklopa na kratko opišem zgodovino samega konflikta in predstavim grožnje varnosti in stabilnosti Bosne in Hercegovine, nato pa se osredotočim na samo operacijo in opišem njen mandat, proces planiranja, obseg sil in njihovo organizacijo ter naloge, ki jih izvajajo. Tudi v tem sklopu na koncu izpostavim pomanjkljivosti in kritike, ki so se pojavile skozi obdobje izvajanja operacije. Pri analizi operacije Althea sem ugotovil, da se le-ta giblje med delno uspešno in uspešno. Pri primernosti SZVP za izvajanje mirovnih operacij sem ugotovil, da ima ta za izvajanje res širokega spektra mirovnih operacij kar nekaj pomanjkljivosti. Ker sta SZVP in z njo SVOP medvladne narave, je opaziti, da se področja, ki so v pristojnosti samih institucij EU, razvijajo hitreje od področij, na katerih imajo večjo prisotnost same države članice. Moja glavna ugotovitev je, da je SZVP primerna predvsem za izvajanje manjših in manj intenzivnih mirovnih operacij. ; The aim of the master's thesis is to determine whether the common foreign and security policy of the European Union is an appropriate framework for the launching of peacekeeping operations. The first content set analyses the contractual development, institutional framework, and the main strategic document of CSDP. In the second set, I focus on the CSDP military operations. In this context, I examine the history and development of operations, the impact of military operations on the image of the EU as a security actor, and the way in which military operations are planned and financed. At the end of the second set, I also point out the key challenges that arise in the establishment and implementation of CSDP peacekeeping operations. In the third set, I focus on the EUFOR Althea operation. At the beginning of this final set, I briefly describe the history of the conflict and the threats to security and stability of Bosnia and Herzegovina, followed by the focus on the operation itself—its mandate, planning process, force and organization as well as the tasks carried out. Furthermore, this section points out the shortcomings and criticisms that arise during the course of operation. Analysing operation Althea, I have found out that it ranges from semi-successful to successful. With regard to the suitability of CFSP for the conduct of peacekeeping operations, I have found that it has quite a few shortcomings for the conduct of a considerably wide array of peacekeeping operations. As CFSP and CSDP are intergovernmental in nature, it can be observed that the areas under the responsibility of the EU institutions are evolving faster than the areas where the majority of the responsibility lies upon the member states. My main finding is that CFSP is particularly suitable for carrying out smaller and less intensive peacekeeping operations.
Magistrsko delo raziskuje dejavnike uspešnosti mednarodnih režimov, ki jih preverjam na primeru preprečevanja tihotapljenja ljudi v času migrantske krize. Ta režim je bil med leti 2015 in 2018 na največji preizkušnji v svoji zgodovini, saj je zaradi migrantske krize število migrantov, ki so nezakonito prečkali meje Evropske unije preraslo njene zmogljivosti. Ljudje so se v želji po osnovnih človekovih pravicah začeli množično zatekati k nezakonitim in mnogokrat smrtno nevarnim načinom migriranja. Režim proti tihotapljenju migrantov je prejemal vse več kritik, vendar ga niso razvijali z namenom regulacije problema tako velikih razsežnosti. Zaradi pomanjkanja interesa je njegov namen povečanje državnega nadzora nad migracijami in meddržavnega sodelovanja. Režim je namreč lahko najuspešnejši takrat, ko vsi akterji upoštevajo vse njegove sestavine: norme, načela, pravila in pravila odločanja. V delu preverjam upoštevanje teh sestavin na primeru štirih mednarodnih organizacij: Organizacija za varnost in sodelovanje v Evropi, Evropski policijski urad, Mednarodna organizacija kriminalistične policije in Urad Združenih narodov za droge in kriminal ter petih držav: Nemčija, Madžarska, Grčija, Francija in Slovenija. Trenutne politike, usmerjene k povečevanju povpraševanja po tihotapskih storitvah, je treba preoblikovati tako, da bodo identificirani dejavniki uspešnosti zaobjeli tudi izvorne države, ki bodo lahko začele prispevati svoj delež. ; This master's thesis explores the factors of effectiveness of international regimes that I test on the case of smuggling of migrants during the migrant crisis. This regime had its greatest trial in its history between the years 2015 and 2018 why because the migrant crisis increased the number of migrants that could legally cross the borders of the European Union. People, in the desire for basic human rights, began to massively resort to illegal and many times deadly ways of smuggling. The regime against the smuggling of migrants has begun to receive increasing criticism. However, it was not established with the aim to regulate the smuggling problem of such large proportions. Due to the lack of states' interest, its aim was to increase state control over migration and interstate cooperation. The regime can be most effective when all actors are concerned with all its components: norms, principles, rules and rules of decision-making. In the thesis I test the upkeeping of these components on four international organizations: Organization for security and cooperation in Europe, European union agency for law enforcement cooperation, International criminal police organization and United nations office on drugs and crime, and five countries: Germany, Hungary, Greece, France and Slovenia. Current policies are formed to increase the demand for smuggling services and need to be transformed in order for identified factors of effectiveness to capture countries of origin and make them contribute their share as well.
Poljska predstavlja trg s skoraj štiridesetimi milijoni prebivalcev. Gre hkrati za državo izjemne geografske lege, zaradi česar je bilo to ozemlje v zgodovini predmet številnih vojn in konfliktov. V današnjem času pomeni ta lega predvsem prednost. Ima namreč neposreden dostop in možnost gospodarskega sodelovanja s številnimi gospodarsko ter tudi inovacijsko pomembnimi in uspešnimi državami. Inovativnost v podjetništvu se je posebej v zadnjih nekaj letih pokazala kot izjemna konkurenčna prednost. Postala je skoraj nuja, če želi podjetje rasti in se razvijati. Poljska se tega sicer zaveda, vendar v preteklosti njena inovacijska politika ni pokazala vidnejših pozitivnih učinkov. Ob pregledu dimenzij inovativnosti na Poljskem smo ugotovili, da so glede uspešnosti daleč pod povprečjem Evropske unije skoraj v vseh obravnavanih vidikih. Ugotovili smo, da bo morala država v prihodnosti storiti še veliko več, če želi izboljšati inovacijsko uspešnost. Država si je sicer skupaj z Evropsko unijo zastavila ambiciozne cilje in tudi konkretne ukrepe za izboljšanje stanja inovativnosti in nasploh gospodarske uspešnosti države. Lahko le upamo, da bodo tem ciljem aktivno sledili, saj iz izkušenj iz preteklosti vidimo, da ni bilo vedno tako. Če bi državi uspelo pri podjetjih vzbuditi pomen inovativne kulture, potem verjamemo, da bi se inovacijska uspešnost Poljske izboljšala. ; Poland represents a market of almost forty million inhabitants. It is also the country with exceptional geographical location and therefore in the history this territory was a place of numerous wars and conflicts. Nowadays its location is of foremost advantage. It has direct access and the possibility of economic cooperation with a number of economically and innovatively important countries. Innovativeness in entrepreneurship has been shown as a remarkable competitive advantage especially in the last few years. It has become almost a necessity if a company wants to grow and develop. Poland is aware of this, but in the past its innovation policy did not show big positive effects. When reviewing the dimensions of innovativeness in Poland we found that they are far below the European Union average in performance in almost all addressed viewpoints. We found that the state should do more in the future, if they want to improve innovation performance. The country, in cooperation with the European Union, has made ambitious goals as well as concrete measures to improve the state of innovativeness and economic performance generally. We can only hope that they will actively pursue these goals, because from the past experiences of this country we know that it was not always like that. If the country would like to be successful with its enterprises and increase the importance of an innovative culture, then we believe that the innovation performance of Poland can be improved.
Globalizirani svet, v katerem živimo danes, je zaznamovan z gospodarsko odvisnostjo, ki jo lahko merimo z medsebojnim sodelovanjem držav. Zaradi tega je tudi gospodarstvo z leti prevzelo osrednjo vlogo pri diplomatskem delovanju. Razlika med tradicionalno in moderno diplomacijo je vse manjša. Gospodarska diplomacija je postopoma postala osrednja aktivnost diplomacije in mednarodnih odnosov. Analizirana in obdelana je bila na teoretičnem področju, kjer jo lahko razumemo kot sredstvo zunanje politike. To velja tudi za Republiko Hrvaško, ki je država z zelo dolgo zgodovino diplomacije. Že v času Dubrovniške republike je oblast prepoznala pomen mednarodnega sodelovanja za doseganje medsebojnih koristi. Tudi danes, v globaliziranem svetu, lahko prepoznamo pomen gospodarske odvisnosti in s tem tudi intenziviranja gospodarskih odnosov med državami. Da bi gospodarsko dobro sodelovala z ostalimi državami, je tudi Hrvaška razvila model gospodarske diplomacije, s katerim lahko zaščiti svojo gospodarsko rast in razvoj ter se pozicionira v mednarodnem okolju. Veliko vlogo pri tem ima Hrvaška gospodarska zbornica, ki je odprla svoja Predstavništva v različnih delih sveta. Cilj tega delovanja je promocija hrvaških podjetnikov ter privabljanje tujih naložb in s tem tudi večanje ugleda države v mednarodni areni. Hrvaška gospodarska zbornica ima velik vpliv na hrvaško gospodarstvo zaradi delovanja v tretjih državah, kjer sodeluje pri organizaciji sejmov in celotni promociji države. Tako delovanje Hrvaške gospodarske zbornice predstavlja most med državo in gospodarstvom in je zaradi aktivne udeležbe na mednarodnih trgih njeno delovanje velikega pomena za hrvaško zunanjo politiko in (gospodarsko) diplomacijo. ; The globalized world we live in today is marked by economic dependance, which can be measured by the mutual cooperation of countries. As a result, the economy has also taken on a central role in diplomatic action over the years. The gap between traditional and modern diplomacy is getting weaker, since they often overlap. Economic diplomacy has gradually become a central activity of diplomacy and international relations. Economic diplomacy has been analyzed in the theoretical field, is understood as means of foreign policy. This also applies to the Republic of Croatia, a country with a long history of diplomacy. The authorities in the times of the Republic of Dubrovnik already recognized the importance of economic dependance and thus the intensification of economic relations between countries. In order to cooperate economically with other countries, Croatia has also developed a model of economic diplomacy with which it can protect its economic growth and development, while also positioning itself in the international environment. The Croatian Chamber of Commerce plays an important role with opening different Representative Offices all over the world. The aim of these operations is to promote Croatian enterpreneurs and attract foreign investment. The Croatian Chamber of Commerce has a great influence on the Croatian economy, especially because of its operations in third countries. Thus, operations of the Croatian Chamber of Commerce represent a bridge between the state and the economy, and due to its active participation in international markets, its operations are important for Croatian foreign policy and (economic) diplomacy.
Sub-Saharan Africa is a very diverse region with extensive natural wealth, great human potential, and a rich history. However, the majority of its countries are among the poorest in the world and about half of its 800 million inhabitants live in extreme poverty. Sub-Saharan Africa produces only 1.5% of the world's GDP and its share in world trade has fallen from 6% in 1980 to 2% today. The region's exports remain dominated by primary goods (fuels, ores, and agricultural products). The roots of the region's economic weakness lie variously in the past colonial relationships with European countries and in unjust global trade patterns as well as in misuse of power by ruling political elites in the post-independence era. Numerous civil wars and other conflicts have fragmented the sub-Saharan countries into many factions and parties fighting for domination. The region is lagging behind developed countries because of corruption, lack of infrastructure, weakness of its institutions, heavy indebtedness, lack of education and health services, and unfavorable natural conditions, among other factors. Subsistence agriculture is the source of livelihood for most Africans. Nevertheless, average yields per hectare are low and heavily dependent on climatic conditions. Compared to urban areas (except for slums), people living in rural areas have worse infrastructure and are further from achieving the UN's Millennium Development Goals. The recent increase in food prices is threatening the limited progress in reducing hunger and malnutrition (28% of children under age five are underweight and particularly vulnerable to infectious diseases). Little progress has been made in reducing child and maternal mortality; mortality rates remain the highest in the world. In the previous decade, life expectancy in sub-Saharan countries has fallen due to the spread of HIV/AIDS and it still remains below fifty. In addition, many negative socioeconomic effects are the result of malaria, which kills approximately one million people every year, 91% of whom live in sub-Saharan Africa. In order to promote gender equality and empower women, education is of vital importance. Compared to other (especially developed) regions, school enrollment rates are considerably lower and dropout rates considerably higher, particularly for girls. The majority of countries in subSaharan Africa will not be able to achieve their educational goals by 2015. Despite the fact that the region is not exceeding the carrying capacities of its environment (as measured by its ecological footprint), environmental problems in some areas are severe. Deforestation, desertification, coral bleaching, negative effects of climate changes (sea level rise, reduced freshwater availability, extreme weather events, etc.), loss of biodiversity, and soil degradation are the most worrying. Population growth is exacerbating these environmental problems and is making it more difficult to achieve a higher standard of living for all. Owing to the complexity of developmental problems, sub-Saharan Africa will have to use its own resources very wisely and make the most of development aid from developed countries.
Magistrska naloga obravnava in analizira odnose med županom kot najvišjim političnim funkcionarjem in direktorjem občinske uprave kot najvišjim javnim uslužbencem. V prvem delu sta predstavljeni zgodovina lokalne samouprave v Sloveniji in Ustava Republike Slovenije, ki je najvišji splošni pravni akt in lokalni samoupravi posveča svoje poglavje. Načela, ki vodijo lokalno samoupravo in so pomembna za uspešno delovanje in razvoj lokalne samouprave, so načelo avtonomije, načelo subsidiarnosti in načelo regionalizacije. Slovenske občine se vedno bolj vključujejo v skupne občinske uprave za opravljanje posameznih nalog, saj so občinske uprave v manjših občinah kadrovsko nedohranjene. Prav tako se občine vključujejo v združenja občin, saj lahko na ta način bolje zagotavljajo svoj skupni interes na področju lokalne samouprave. Občine med seboj sodelujejo tudi na podlagi sporazumov o pobratenju, ki ima pozitivne učinke na lokalno samoupravo in lokalno okolje, saj gre za stik z mednarodnimi partnerji, izmenjavo izkušenj in pridobitev različnih novih znanj. V nadaljevanju naloge so predstavljene ravni lokalne samouprave v sosednjih državah Republiki Hrvaški in Republiki Avstriji. V drugem, raziskovalnem delu naloge je prikazana primerjava lokalnih skupnosti v dveh izbranih evropskih državah. Na podlagi intervjujev je bila izvedena primerjava odnosov med oblastjo v lokalni samoupravi in politiko. V intervjujih so sodelovali župani in direktorji občinskih uprav manjših slovenskih, hrvaških in avstrijskih občin. V nalogi so predstavljena tudi mnenja županov in direktorjev občinskih uprav o njihovih odnosih v občinah. ; This research work discusses and analyses the relationship between the mayor, as the highest political official and the director of municipal administration as senior civil servant. The first section presents the history of local government in Slovenia and the Constitution of the Republic of Slovenia, which is the highest general legal act and the local government has its own chapter in the Constitution. Principles that lead local government and are important for a successful operation and development of local self-government is the principle of autonomy, the principle of subsidiarity and the principle of regionalization. Slovenian municipalities are increasingly involved in Joint Municipal Administration to perform specific tasks, as the municipal administration in small municipalities are understaffed. In addition, the municipalities integrate themselves in the Association of Municipalities to ensure their common interests better in the field of local self-government. Municipalities cooperate with each other based on agreements of town, which has a positive impact on local government and the local environment, because of the contact with international partners, exchange of experience and the acquisition of various new skills. In the following part of the work levels of local government in the neighbouring countries, the Republic of Croatia and the Republic of Austria are presented. The second part of the research work, a comparison of local communities in the two selected European countries, is presented. A comparison was made about relations between the authorities and the local government policy based on interviews. In the interviews, the mayors and directors of municipal administrations of small Slovenian, Croatian and Austrian municipalities participated. The thesis also shows the opinions of mayors and the directors of municipal administrations of their relations in the municipalities.
This paper analyzes the issue of nations without states in contemporary Europe between the Atlantic and the Urals. The political map of the continent comprises forty-seven countries, most of which are nation-states. However, the cultural mosaic of Europe is far more complex; there are around fifty ethnic groups (in addition to historical, territorial, or indigenous ethnic minorities and an enormous number of immigrant ethnic communities) lacking a state-based organization. Together, these people add up to 78 million, or almost 15% of the European population. Twenty-seven groups can be considered nations without states; they are culturally and ethnically based and have various forms of territorial integrity and political organization. However, they did not create a state organization, despite many attempts by some through history. Without a state organization, those communities have poorer opportunities to protect their folk culture and to reproduce various elements of ethnic identity. This is why they seek territorial autonomy or independent statehood through nationalist movements. In many cases, these ambitions are encompassed in regional movements. These movements have been popular in Europe, particularly because the idea of a "Europe of regions" as part of the European Union has had broad political support and acceptance. However, it has not actually succeeded. The EU and Europe as a whole are still a Europe of (nation)-states. In general, regional movements have been successful and through this some nations without states have attained part of their political ambitions in the form of territorial autonomy. The regionalization of former centralist states (e.g., Spain and the United Kingdom) increased the chances of ethnic survival for the Catalans, Basques, Scots, and Welsh. On the other hand, the regionalization of nations without states represented territorial division, a kind of "divide and rule" strategy serving to reduce their ambitions towards national independence. The territorial and political reconstruction of nation-states has been successful, but it did not solve all ethnic problems. The European political map reveals another interesting phenomenon: a double state for some nations. These are particularly typical for the Balkans. Because of political and territorial development after the Second World War and during the transition period in the 1990s and beyond, the principle of immutable political borders (logically encompassing the creation of new nation-states as well) led to further political and territorial divisions and (in fact, paradoxically) fragmentation. Some of these "inner" autonomous territories are functioning as de facto states. The cases of the Turkish Republic of Northern Cyprus or Republika Srpska in Bosnia-Herzegovina are good examples of these processes. This development has not garnered much political support in most European countries or at the EU level. However, it is an undesirable reality and is certainly one of changes among the political and territorial (or even greater) challenges for the Europe of tomorrow. It forces a reexamination of the phenomenon and value of nations. The existence of nations without states represents a potential for the creation of new (nation) states.
Raziskovalni problem primerjalne analize je preveriti, ali je stopnja razvitosti e-uprave povezana z izbranimi kazalniki razvitosti države ter kakšen je vpliv zgodovine razvoja e-uprave v Sloveniji na povezanost med stopnjo razvitosti e-uprave in izbranimi kazalniki razvitosti države. Trije izbrani kazalniki razvitosti države so: indeks bruto domačega proizvoda na prebivalca, odstotek posameznikov z doseženo terciarno izobrazbo in odstotek posameznikov, ki uporabljajo internet za interakcijo z javnimi organi. V primerjalno analizo sem vključila podatke v obdobju od 2014 do 2017 za 28 držav članic Evropske unije. Pri primerjalni analizi za Slovenijo sem uporabila podatke v obdobju od 2004 do 2017. Uporabila sem metodo linearne regresije in Pearsonov koeficient korelacije. Ugotovitve analize nakazujejo, da glede na Pearsonov koeficient korelacije nimajo vse države članice Evropske unije pozitivne povezanosti med razvitostjo e-uprave in izbranimi kazalniki razvitosti države. Pri linearni regresiji po državah članicah Evropske unije med stopnjo razvitosti e-uprave in indeksom bruto domačega proizvoda na prebivalca ter med stopnjo razvitosti e-uprave in odstotkom posameznikov z doseženo terciarno izobrazbo je povezanost med spremenljivkama neizrazita. Povezanost med stopnjo razvitosti e-uprave in odstotkom posameznikov, ki uporabljajo internet za interakcijo z javnimi organi, je zmerna. Slovenija ima pri vseh izbranih kazalnikih razvitosti države negativno moč linearne povezanosti s stopnjo razvitosti e-uprave. Zmerno povezanost za Slovenijo opazujemo med stopnjo razvitosti e-uprave in indeksom bruto domačega proizvoda na prebivalca ter med stopnjo razvitosti e-uprave in odstotkom posameznikov, ki uporabljajo internet za interakcijo z javnimi organi. Neizrazita povezanost je med stopnjo razvitosti e-uprave in odstotkom posameznikov z doseženo terciarno izobrazbo. ; Research goal of comparative analysis is to check if there is any connection between level of e-government maturity and selected indices of country development and what impact of history of e-government maturity in Slovenia is on connection between level of e-government maturity and selected indices of country development. Three selected indices of country development are: index of gross domestic product per capita, percentage of population with tertiary education and percentage of population using the Internet to interact with public authorities. In comparative analysis I included data for 28 member states of European Union from years 2014 to 2017. In comparative analysis for Slovenia I used data from years 2004 to 2017. I used linear regression method and Pearson correlation coefficient. Result of analysis, according to Pearson correlation coefficient, shows that not all member states of European Union has positive correlation between level of e-government maturity and selected indices of country development. For member states of European Union is linear correlation weak or relatively low between level of e-government maturity and index of gross domestic product per capita and also between level of e-government maturity and percentage of population with tertiary education. Correlation is moderate when compared level of e-government maturity with percentage of population using the Internet to interact with public authorities. Slovenia has negative linear correlation at all selected indices of country development compared to level of e-government maturity. Moderate correlation for Slovenia is noticed between level of e-government maturity and index of gross domestic product per capita and between level of e-government maturity and percentage of population using the Internet to interact with public authorities. Relatively low correlation is between level of e-government maturity and percentage of population with tertiary education.
