This article delves into the transformative decade between 1999 and 2009, exploring the intricate web of Jewish-Arab relations in Israel and the consequential impact of Jewish-Arab tensions on Arab politics and Arab voter behavior in Israeli elections. During this decade, internal factors, such as generational shift, leadership changes, and political pluralism, played a pivotal role in reshaping the societal landscape in the Arab sector. On the other hand, external factors, including the collapse of the Israeli-Palestinian reconciliation process and the eruption of the Second Intifada, intensified the predicament of Israeli citizens of Arab origin, amplifying their national identity dilemma. The primary objective of this study is to analyze voting patterns within the Arab sector during the elections of 1999, 2001, 2003, 2006, and 2009, thereby highlighting the profound political implications of the Jewish-Arab tensions on Arab political engagement and voting behaviors. By doing so, this research provides insights into the changing patterns of Arab votes and their impact on the broader political landscape of Israel. The findings reveal that the growing social marginalization and disconnection from the Jewish sector significantly influenced the Arab sector's electoral participation. This period witnessed a decline in Arab voter turnout and a shift in support from left-wing Jewish-Zionist parties to Arab parties, paradoxically contributing to the electoral performances of both Arab parties and right-wing Jewish-Zionist parties.
Safet Zec is one of the most prominent Bosnian painters and graphic artists. For decades he has been creating works with a certain number of motifs and returning to them on several occasions during his active years. Above all, in his works he depicts landscapes, architectural motifs (the house, the homestead, room, window, door...), still life (bread, a cloth, table, flower pot...), and human figures. While his early work dates back to a peaceful time in his life in former Yugoslavia, marked by an atmosphere of happiness, fulfillment, and freedom, his later works, which date from the war in Bosnia and Herzegovina and its end, depict the tragedy and collective suffering of a people. This paper aims to present the importance of the works of Safet Zec and to view his opus from the aspect of his choice of motifs, their transformation, and the message the artist conveys depending on the social circumstances. We hope that this paper will introduce the work of this artist to the wider and expert public, and provide a contribution to a broader view of his work, encouraging researchers to further study.
The forced migration movement from Syria, which began in 2011, has brought about significant changes in civil society within Turkey. The already existing complex relationship between the state and civil society, is further diversified in the context of forced migration, presenting the need to focus on the provision of humanitarian assistance, access to services, and integration of Syrian refugees who are legally under temporary protection, without international refugee recognition. Furthermore, state-driven cross-border humanitarian operations and security-oriented state policies also shape this landscape. Therefore, the interplay between civil society actors –existing, government-supported, and newly emerging– and security-oriented state policies contributes to this transformation. Historical and political realities, alongside global-local crises, influence the trajectory of change within civil society, positioning authorities as pivotal decision-makers in managing individuals' movement. Through in-depth interviews in different cities of Turkey with NGOs and refugee-led civil society members in 2018, the article uncovers the formation and progression of relationships between civil society actors and the state, revealing adaptations and adjustments based on contextual circumstances. The article seeks to move beyond comprehensive liberal and developmental perspectives, instead focusing on the evolving dynamics of state control within migration-related civil society.
This study examines the complex dynamics of communication in the changing field of journalism influenced by the use of media. It specifically focuses on how thoughts and perceptions are expressed in this evolving landscape. Information and communication technologies significantly influence journalism by rapidly disseminating news, updates, and societal impacts. Utilizing critical discourse analysis, the study aims to reveal systematic language usages and uncover latent meanings beyond news texts. Focused on the 2023 Turkish Presidential Election, news texts from four prominent international newslets Al Jazeera, BBC, CNN, and Euronews are analyzed. The comprehensive analysis of international media coverage investigates the interplay of linguistic and thematic choices in shaping narratives. With a dual focus on macro and micro levels of discourse, the study uncovers diverse approaches among foreign media outlets. Each outlet adopts a distinctive thematic approach at the macro level, emphasizing key figures and sociopolitical contexts. Al Jazeera spotlights competition, BBC underscores post-election polarization, CNN focuses on Erdogan's victory, and Euronews provides insights into national challenges. Visual elements, like photographs, contribute significantly to framing events, offering nuanced political messaging. Micro-level analysis explores linguistic choices, syntax, and rhetoric, emphasizing the active voice to underscore leaders' agency. Deliberate use of the passive voice in presenting election results maintains a neutral tone. The way sentences are structured and the cause-and-effect connections help readers understand political developments by providing context. The study underscores the importance of media literacy in decoding political event representations, emphasizing the multifaceted complexities of media discourse.
Osmanlı Devleti'nin son dönemi olan II. Meşrutiyet Dönemi'ni anlamakbugünün Türkiye'sinin siyasal hayatını anlamak için önemli bir adımdır. II.Meşrutiyet Dönemi yaklaşık on iki yıllık bir süreyi kapsamasına rağmenözellikle 1923 yılından itibaren Türkiye'nin yaşadığı siyasi ve demokrasitarihinin sıkıştırılmış bir şeklidir. Bu dönemdeki siyasal gelişmelerCumhuriyet tarihindeki gelişmelerin birer örneği ve benzeri konumundadır.Cinayetler ki hem gazeteciler hem de siyasilerin öldürülmesi, çok sayıdasiyasi partinin siyasal hayatta yer alması, seçimler, erken seçimler, darbeler,sürekli iktidar değişikliği ve tek parti iktidarları, muhalefetinetkisizleştirilmeye çalışılması veya yok edilmesi bu dönemin siyasalgelişimlerinin örneklerindendir. Ancak cumhuriyet dönemlerinden farklıolarak bu dönemde devlet Trablusgarp savaşı, I. ve II. Balkan Savaşları ve I.Dünya savaşları gibi olağanüstü dönemleri de içinde barındırmaktadır.Bu çalışmada II. Meşrutiyet Dönemi'nin siyasal gelişmelerine bakılarak bugelişmelerin Türkiye'nin demokrasi tarihine olumlu ve olumsuz etkilerivurgulanmaya çalışılacaktır. II. Constitutional Period is a compressed form of Turkey's politic and democracy history, especially since 1923, despite the fact that it covers only about 12 years process. The political developments of this term are examples and counterparts of the improvements in the history of the Republic. Political murders, the involvement of many political parties in political life, elections, early elections, coups, continuous power change and single-party governments, trying to neutralize or destroy the opposition are examples of the political developments of this period. However, unlike the republican periods, during this period, the state was involved in the Tripoli war, I. and II. It also includes extraordinary periods such as the Balkan Wars and the First World Wars. In this study, by examining the political events during the II. Constitutional Period the negative and positive effects of these occurrences to Turkey's democracy history will be emphasized. As positive effects of this term, the institutionalization of elections and parliament, the transformation of legitimacy perception from traditional to legal-rationalism, the emergence of political parties and multi-party elections which are essential tools in the functioning of democracies, the proliferation of newspapers in a freer environment and the existence of a pluralistic structure can be said. The negative impacts of this period on Turkey's democracy history can be expressed as the presence of the military in politics, the rigid structure of the power-opposition relationship, the formation of an elitist mass by the Committee of Union and Progress which sees itself as the owner of the state, and the continuous closure of newspapers, that is, the censorship and threat policies applied to the press, and the establishment of the coup tradition.
BRICS içerisinde yer alan (Brezilya, Rusya, Hindistan, Çin ve Güney Afrika) yükselen güçlerinin 21. Yüzyıldan itibaren uluslararası siyasette öne çıkışı kalkınma için işbirliğinin teşvik edilmesi fikrine yeni bir ivme kazandırmıştır. Bu süreçte BRICS'in yapmış olduğu dış yardımlar artırmış ve özellikle Güney ülkeleriyle Güney-Güney işbirliği yoluyla farklı ekonomik işbirliği yolları ve alanları ortaya çıkmıştır. Bu tez, genel olarak bu beş ülke ve özel olarak Çin tarafından Sahra Altı Afrika'da yürütülen ikili dış yardım faaliyetlerine ilişkin hali hazırda var olan ama oldukça kısıtlı olan mevcut literatüre katkı sağlamayı hedeflemektedir. Yükselen donörler olarak nitelendirilen bu devletler, son yıllarda uluslararası kalkınmada istikrarlı bir şekilde öne çıkarken esasen 1950'li yıllara kadar uzanan dış yardım programları ile kesinlikle bu alanda yeni değiller. Böyle olmakla birlikte söz konusu devletlerin dünyanın dört bir yanındaki yardım faaliyetleri kimi zaman Amerika Birleşik Devletleri, Batı Avrupa ve Japonya'nın hakim olduğu uluslararası yardım mimarisine bir tehdit olarak algılanmaktadır. Kalkınma yardımının Güney-Güney işbirliği çerçevesinde önemli bir dış politika aracı olduğu varsayımından yola çıkarak, bu tez söz konusu yükselen güçleri bu alanda harekete geçiren motivasyonların neler olduğunu sorgulamaktadır. Dış yardımın araçsallaştırılmasının arkasındaki temel motivasyonlar nelerdir? Yükselen donörler uluslararası kalkınmada geleneksel bağışçılardan farklı mı? Sahra altı Afrika'nın dış yardımın ana alıcısı olduğu ve doğal kaynaklar açısından zengin olduğu düşünüldüğünde, Çin dış politika araçlarını Sahra altı Afrika ile olan işbirliğinde nasıl ve ne amaçla kullanıyor? Son olarak, uluslararası politikada kalkınma yardımı farklı bağışçılar arasında bir rekabet unsuru olmakla birlikte, aynı zamanda farklı yönelim, teknik ve politik özelliklerine sahip olan bağışçıların her birinin kendi aralarında işi paylaştıkları ileri sürülebilir. This dissertation provides an overview of the small but growing literature on bilateral foreign aid activities carried out in Sub-Saharan Africa by these five countries in general and China in particular. While these so-called emerging donors are steadily growing in importance in international development, they are certainly not new to the field, with foreign aid programs dating back to the 1950s. The recent increase in the size and scope of their aid activities around the world is seen by some as a threat to the international aid architecture dominated by the United States and its allies in Western Europe and Japan. Starting from the assumption that development aid represents an instrument of foreign policy within the framework of South-South cooperation, our objective is to ask ourselves what are the motivations that drive these emerging countries? What are the main motivations behind the instrumentalization of foreign aid? Are they different from traditional donors in providing aid? Given that sub-Saharan Africa is the main recipient of foreign aid and rich in natural resources, how and for what purposes is China using its foreign policy tools in its collaboration with the latter? On the international scene, development aid can indeed be an element of competition between different donors; on the other hand, we sometimes have the impression that the donors share the work, each with its own tropisms and technical and political characteristics.
