Катиньський злочин, скоєний владою СРСР у 1940 р. стосовно військовополонених, має багато аспектів. Він був здійснений з політичних міркувань. Є трагедією близько 25 тисяч жертв та їхніх родин. Убивство представників польської інтелегенції, а також посадових осіб, котрі забезпечували громадський порядок та безпеку, має також цивілізаційний аспект. Жертви виконували важливі суспільні функції. Серед них були вчителі, юристи, а також численна група представників медичної сфери. Останні в мирний час займалися лікуванням цивільного населення. У статті вказано втрати, які зазнала система охорони здоров'я в південно-східних воєводств ІІ Речі Посполитої в результаті Катиньського злочину. The Katyn massacre, the homicide of POW, committed by the Soviet authorities in 1940, has a lot of dimensions. It was committed for political motives. It isn't just a tragedy of 25 thousand victims and their families. The homicide of representatives polish intelligentsia and people who had ensured a social order and safety has also the importance of civilization. The victims had acted important social functions. Among of them were teachers, lawyers and the large group of the representatives of medical professions. This last group was involved in the treatment of civilians. This article presents losses suffered by health service from the south-eastern voivodships of the second Polish Republic as a result of the Katyn Massacre.
The poems in The Voices of Babyn Yar convey the experiences of ordinary civilians going through unbearable events leading to the massacre at Kyiv's Babyn Yar. Conceived as a tribute to the fallen, the book raises difficult questions about memory, responsibility, and commemoration of those who had witnessed an evil that verges on the unspeakable.

This article explores the specifics of legal regulation of notarial activities in Ukrainian law XVIII - І part of the XІX century. Analyzing the provisions of Ukrainian law codification of this period, which regulate certain aspects of notarial activities. The law, which cause considerable interest discovers the formation and development of notaries in Ukraine, was contained in these sources in Ukrainian law XVIII - І part of the XІX century. As the instruction of Hetman Danylo Apostol courts from July 13, 1730, «The process of short clerks» 1734. «The court and the massacre of rights in Ruthenia» in 1750, «Rights, which have Ruthenia in the court» in 1743, «Extract of edicts, regulations and institutions» in 1786, «Collected rights of Ruthenia» in 1807, set local laws of western provinces in 1837.The order form and regulations, structure and competence of that notarial acts committed with their compilation and certification within the XVII - end early XIX century suffered evolution, as sources of notary law largely remained previously regulatory requirements. All rights monuments of this period, which give an idea of the current laws in Ukraine on the order concluding civil contracts in this part is almost entirely based on the position of the Lithuanian Statutes.Revealed that Part II in the book «Extract of edicts, regulations and institutions in 1786» «About the middle and lower Ruthenians previously and now existing courts and their posts» for the first time in the history of Ukraine we find mention of notaries public office, introduced by the organ of the provincial council.Because of political circumstances, the notary's beginning in the XIX century in Ukraine was far from European tendencies, but was connected with the history of Russian notary, which because of low economic development, the rules of serfdom, the combination of judicial and administrative authorities grew much slower than in Ukraine and generally in Europe. ; Досліджено закономірності та особливості правового регулювання нотаріальної діяльності в українському праві XVIII – І пол. On the basis of political activity attributes analysis it is proved in the research work that a high level of purposeful political activity as well as its subjects' capacity of their civic duty comprehension are the basis of state as a form of social organization functioning. In its general meaning political activity is interpreted by the author as a peculiar mechanism to protect rights and freedoms. Topicality of the research work is determined by the fact that in Ukrainian realities citizens do not consider political activity to be effective mechanism of their own will realization and that's why they cannot always understand the political situation on the basis of their own position.As a result most people are not able to take responsibility for their own political choice results. To overcome such tendencies in the article two types of political activity (political participation and political practice) are analyzed; it is also proved that political activity can be of conventional which are fixed in the legal system of rules and regulations and unconventional forms such as participation in unauthorized meetings and strikes, premises capture, massacres, property destruction, extremist and terrorist acts.In a globalized society political activity is systematically revealed in professional politicians' activity – leaders and their family members, deputies of representative bodies, officials of state bodies, leaders and members of public organizations, representatives of supranational political organizations. Together with such qualities as intelligence, wit, quick response, mobility, active political personality is characterized by will qualities (perseverance, determination, courage) as the basis of socially significant interests' achievement. To avoid political activity radicalization and its transformation into constructive one is possible on condition of its redirection into conventional forms. The most effective mechanism to stop extremism and terrorism extension is reorientation activists' willpower into legal field where they would be able not only express their position but also implement their desires into socially important political decisions on state level. ; На основании анализа атрибутивных характеристик политической активности рассмотрены два ее вида – политическое участие и политическая деятельность. Обосновано, что политическая активность может приобретать конвенциональные, закрепленные в правовой системе правилами и нормами, и неконвенциональные формы – участие в несанкционированных митингах и забастовках, захват помещений, погромы, уничтожение имущества, проявления экстремизма и терроризма. ; На основі аналізу атрибутивних ознак політичної активності розглянуто два її види – політичну участь і політичну діяльність. The article is devoted to the consideration of the Soviet power influence on the education of the period under study. The cult-regressivity of the influence of ideological principles on the historical and pedagogical conditions of the teaching staff functioning under the conditions of those days censorship has been rethought. The directions of close cooperation between students and mature intelligentsia were determined, which affected the change in the vector of Soviet education policy. The research tools for the study were historical, pedagogical, chronological, content, comparative and incremental methods. The use of a whole range of methodological tools made it possible to summarize that the period under the study "nominated" the strengthening of command-centralized management in the national education, which was the result of total Soviet influence on the territories under control. It is problematized that in order to increase the ideological pressure on the student youth and in order to support systematically the pro-communist propaganda, "reliable" leaders, in terms of the existing party layer, were appointed to the educational centres. It was noted that during the defined period, the most difficult issue was the selection of teaching staff of natural and technical specialties with the correct ideological mood, which were practically absent at that time. Such historical flow of events can be obviously explained, in particular, by the high level of scientific and pedagogical workload of representatives and indifference these specialties and indifference to the subjugation of ideological "peaks" by means of the existing didactic tools. In this regard, the cycle of social sciences (in particular, political economy) was chosen as a basis for the dissemination of communist ideas, the content of which was filled with new pro-Soviet sound. The publications of the particulars achievements and developments by the author in foreign media were censored, which became a certain limiting force on the way to the foreign-branch cooperation of the teaching staff with their foreign colleagues. The shades of conscious mental work have become increasingly gloomy in the overall picture of the pro-Soviet ideal of higher education. It is noted that Ukrainian history was filled with many tragic events that hit our society with mass violent massacres, evictions and executions. However, the red enemy failed to destroy the core of Ukrainian nationalism and patriotism, which marked the further gaining of our state's independence. ; Статтю присвячено розгляду питання впливу радянізації на освіту протягом досліджуваного періоду. In Ukraine, the long period of struggle for the autocephaly of the Orthodox Church from the Moscow Patriarchate has completed. January 6, 2019 the Patriarch of Constantinople granted Tomos to the head of the now canonical Orthodox Church of Ukraine. However, in the future, the Ukrainian Orthodoxy must pass a long period of controversial and conflicting self-determination. In Ukraine the church conflict will be stimulated by the special forces of the aggressor state. In order to reduce the tension in religious and ecclesiastical life, the history of Ukrainian Orthodoxy, especially of the twentieth century, should be actively studied and learned. During World War II, the Ukrainian Orthodoxy made another attempt to get autocephaly. The death of Metropolitan Alexei romadsky, the head of the Autonomous Orthodox Church, which opposed the Ukrainian Autocephalous Church in Nazi-occupied Ukraine, reflected the whole depth of the inter-church conflict and the influence of external factors on it. The main idea of the article is that the Metropolitan Alexei Gromadsky, who may have been recruited by the NKVD in Moscow in 1940, was liquidated for leaving the political line favorable for the Soviet regime by the members of the Soviet special services who were in the ranks of the Ukrainian rebel army.After Volyn's accession to Soviet Ukraine in 1939, Metropolitan Alexei Gromadsky as the ruling bishop of the Volyn diocese of the Polish Autocephalous Orthodox Church had to visit Moscow for an official canonical re-subordination to the Moscow Patriarchate, where he agreed to cooperate with the Soviet special services and took appropriate obligations. The main task of the bishop was to ensure the unity of Volyn Orthodoxy with the Russian Orthodox Church. Oleksiy Gromadsky successfully fulfilled this task during the first period of the Nazi occupation of Ukraine. He initiated the creation of the Autonomous Orthodox Church in a canonical unification with the Moscow Patriarchate which was proclaimed by the Cathedral of the Bishops in Volyn in the Pochayiv Lavra. The bishop resolutely refused to participate in the creation of the Ukrainian Autocephalous Orthodox Church and did his best to prevent it.October 8, 1942 the Metropolitan radically denied the political line of the Soviet regime concerning the religious and ecclesiastical life on Nazi-occupied territory of Ukraine. That day in Pochayev, together with several bishops of the UAOC he signed the "Act of Merging" of the two Orthodox denominations into a single unity canonically independent from the Russian Orthodox Church. Other bishops of the AOC severely criticized their leader and Alexei Gromadsky had to withdraw his signature from the "Act of Merging". Still from that time on he became one of those who betrayed the NKVD. Before World War II, the Soviet secret services had accumulated considerable experience of massacre on their apostates. This experience is being realized by the successors of the NKVD - Russian special services, employing poison to murder their former employees. It is also known that there were many NKVD agents in the units of the Ukrainian partisans who acted on Nazi-occupied territory of Ukraine. Max Scorupsky, who ordered the URA partisans detachment to shot the car with Metropolitan Alexei Hromadsky May 6, 1943, a few months earlier served in the Soviet partisan detachment. Perhaps, there was an agent of the Soviet secret services in Scorupsky's detachment, who provoked a terrorist attack on the Metropolitan to punish the apostates and intimidate other agents among the churchmen and Ukrainian partisans. ; У статті розкривається соціально-політичний і релігійно-церковний контекст Загибелі митрополита Автономної Православної Церкви періоду нацистської окупації України лексія (Громадського) у травні 1943 р. The Kholm Land (Chełm Land) is located to the east of the river Vepr to the Western Bug. From an ethnographic point of view, it is part of Volhynia. In the south it borders with Sokal region, in the west – with Lublin region, in the north – with Pidlasie. The Ukrainian population lived in this territory from ancient times. During the Middle Ages the Kholm Land was the part of the Galician-Volhynian state, and subsequently became part of the Polish Kingdom (from 1569 – the Polish-Lithuanian Commonwealth). After the division of Poland from 1772–1795, the economic and cultural life of the Ukrainians of the Kholm Land developed within the framework of the Habsburg monarchy. Her authorities tried to weaken the oppression of Ukrainians in the province to consolidate their influence on these lands: German and Ukrainian languages were studied in local schools. After the Vienna Peace (1809) the Kholm Land was in the Warsaw Principality, which was subject to the Russian Empire. It was the beginning of quite strict polonization and russification of Ukrainians in the region. In 1912, the Ukrainian districts were isolated in the separate Kholm province of the Russian Empire. Much of the suffering and misery of the Ukrainians of the Kholm Land brought the First World War. Russian troops, retreating, destroyed villages, and most people evacuated deep into the Russian Empire – up to Kazakhstan. In June-July 1915, the Ukrainian population of Bilhoray, Tomashiv, Zamostia, Kholm, Hrubeshiv and other counties was almost forcibly displaced. The remaining estates gradually populated the Poles. Kholmshchans from different regions of Russia and Ukraine returned to their region during 1918–1925.After the Soviet-Polish war in 1919 the Kholm Land was on the borders of the Second Polish Republic. Polonization of the Ukrainians of the Kholm Land was to a certain extent hampered by the international obligations of national minorities, signed by the Polish state in Versailles in 1919. However, in the 1930s, especially in 1937–1938, Ukrainian villages in Kholm Land were subjected to rigorous polonization. Ukrainians suffered from violence made by criminals from various Polish formations in the 1940s. In March 1944 the majority of Ukrainian villages of the Kholm Land were burned down. The Ukrainian population of the region was physically exterminated.On September 2, 1944, an agreement on the mutual relocation of Ukrainians from Poland to Soviet Ukraine, and Poles from Western Ukraine to the Polish Republic was signed between the governments of the Ukrainian Soviet Socialist Republic and Poland. Ukrainians of the Kholm Land did not want to move from their parents' land. But massacre was too cruel both from the side of the Poles and from the side of Soviet power. According to incomplete data, in 1944–1946, 482,880 people were evicted from the Ukrainian lands, which were transmitted to Poland, to the territory of the USSR (mainly in the southern regions). Those Ukrainians who escaped from the mentioned resettlement actions or were in mixed marriages, in 1947 – during the Operation "Vistula", were forcibly transferred to the western lands of the Polish Republic.This article contains some recorded recollections of the Ukrainians, born in Kholm Land, who in the 1940s fell victim to Polish aggression and had to move from their "small" motherland to Lviv region (directly to Lviv, Sokal and other cities). Based on oral accounts, it highlights the tragic pages of the ethnic history of Chelm Land residents, as well as the peculiarities of their traditional everyday culture (calendar and family rituals, folk nutrition etc) and their adjustment to the new land. ; У публікації представлено записи спогадів українців, уродженців Холмщини, які у 1940-х роках стали жертвами агресії з боку поляків та змушені були переселитися зі своєї малої батьківщини на терени Львівської\ обл. (безпосередньо до Львова, до Сокаля та ін.). На матеріалах усної історії висвітлено як трагічні сторінки етнічної історії холмщан, так й особливості їхньої традиційно-побутової культури (календарної та родинної обрядовості, народного харчування тощо), специфіку адаптації переселенців з Холмщини на нових для них землях.

The article is devoted to the composition of the municipal government organs and Izmail government activities in the trade industry area. In the article we analyze the composition of Izmail municipal and executive Council and its activities in the trade sector of 1878–1917 in details.We give the names of mayors, who were the heads of the municipality and the municipal Council in 1882–1888, 1893–1899, 1901–1903, 1907, 1911, 1914–1916 years, their ranks, grades, deputies, secretaries. We give the composition of the Izmail municipal and executive Council in 1882, 1883, 1885, 1888, 1893, 1897, 1899, 1901–1903, 1907, 1914, 1916 years. We list the positions of Izmail city municipal Council: Secretary, Treasurer, accountant, the inspector of the meeting, the head of the cases of conscription and passport offices, the Registrar and archivist, veterinarian, head of urban massacre, city smallpox vaccination doctor, city water supply inspector.We analyze and provide stringent regulations, issued by Izmail municipal Council and claimed by the Bessarabian Governor regulating trade in the city of Ismail in 1878–1917. We give the content of compulsory regulations of Izmail municipal Council about the meat shops trading, also on holidays and weekends, in the city. We display three regulation about the provision of normal rest for the employees in retail establishments, warehouses and offices; about the structure of the beer store; about the time of trading in the tavern and tea establishments, beer stores and wine cellars on weekends and major holidays ; Статья посвящена персональному составу органов городского управления и деятельности Измаильского самоуправления в области торговли. В статье детально проанализировано состав Измаильского коммуналь-ного совета и городской управы и ее деятельность в области торговли в 1878–1917 гг. Перелі-чено посади в Ізмаїльській міській комунальній раді: секретар, скарбник, бухгалтер, приймальник зборів, завідуючий справами по військовій повинності та паспортним сто-лом, реєстратор і архіваріус, ветеринарний лікар, завідуючий міською бійнею, міський віспопрививач, контролер міського водопроводу.Детально проаналізовано та наведено обов'язкові постанови, які видавала Ізмаїльська комунальна рада та затверджував бессарабський губернатор, що регулювали розвиток торгівлі в місті Ізмаїлі в 1878–1917 рр. Приведемо зміст обов'язкових постанов Ізмаїльсь-кої комунальної ради за різні роки про відкриття в місті на площах і вулицях лавок для торгівлі м'ясом; про торгівлю в святкові і недільні дні; три постанови про забезпечення нормального відпочинку службовців в торгових закладах, складах і конторах в місті Ізмаї-лі, що детально регламентували здійснення торгівлі; про устрій пивної лавки; про час торгівлі в трактирних і чайних закладах, пивних лавках і винних льохах у вихідні дні і двунадесяті свята, що встановлювали правила торгівлі.
The Museum of the Second World War in Gdansk was opened on the 23rd of March 2017 and one of the main aims of the institution was to represent the history of the war with the focus on the Eastern and Central Europe. However, from the very beginning, when the idea of creating of such museum developed in 2008, it has become the memory battleground for Polish intellectuals as well as for Polish politicians. The overall situation led to the change of the director of the museum and several pieces in the permanent exhibition after its official opening. From this point of view Ukrainian topics in the permanent exhibition do not only represent the Polish vision of the Second World War, but they also show the issues relevant for the Polish-Ukrainian dialogue nowadays. Among the main Ukrainian topics, which are represented in the main exhibition, there are several theme groups: 1) September 17, 1939; 2) occupation and collaboration; 3) violence against the Jewish population; 4) ethnic cleansing in Volyn and Eastern Galicia; 5) forced workers in the Third Reich; 6) deportations and resettlement. The analysis of the aforementioned historical themes shows that the exhibition presents the main events which are being investigated in the current Ukrainian historiography and not all of them have a direct connection with Polish history (for instance, forced labor or mass shootings of the Jews on the pre-war Soviet territory). At the same time, the event like Volyn massacre is represented as ethnic cleansing, while pogroms against the Jews in 1941 in Lviv are put in a wider context of violence at the beginning of the war alongside with other similar pogroms in Jedwabne. ; Muzeum II Wojny Światowej w Gdańsku otwarto 23 marca 2017 r., a jedną z głównych funkcji tej instytucji było pokazanie historii Drugiej Wojny Światowej z akcentem na Wschodniej oraz Centralnej Europie. Jednak od samego początku powstania pomysłu na stworzenie takiego muzeum w 2008 r. on się stał miejscem wojny pamięci zarówno wśród polskich intelektualistów, jak i wśród polskich polityków. Ta sytuacja doprowadziła do zmiany dyrektora instytucji oraz zmiany niektórych eksponatów w muzeum już po jego oficjalnemu otwarciu. Z tego punktu widzenia reprezentacja linii ukraińskiej na wystawie głównej jest nie tylko sposobem przedstawiania polskiej percepcji historii Drugiej Wojny Światowej, lecz również pokazaniem wydarzeń, które są ważne dzisiaj dla polsko-ukraińskiego dialogu. Spośród istotnych ukraińskich tematów obecnych na wystawie głównej jest kilka grup: 1) 17 września 1939; 2) okupacja i kolaboracja; 3) przemoc przeciwko ludności żydowskiej; 4) czystka etniczna na Wołyniu i w Galicji Wschodniej; 5) robotnicy przymusowi w Trzeciej Rzeszy; 6) deportacje oraz przesiedlenie. Analiza tematów historycznych wskazuje na to, że na wystawie przedstawiono główne wydarzenia, które obecnie badają się w historiografii ukraińskiej oraz to, że nie wszystkie wątki mają szczególne nawiązywanie się do polskiej historii (na przykład, pokazywanie robotników przymusowych lub masowe egzekucje Żydów na terenach przedwojennego Związku Radzieckiego). Natomiast wydarzenia na Wołyniu opisane jako czystka etniczna, a pogromy przeciwko Żydom 1941 r. we Lwowie wpisane do szerokiego kontekstu przemocy na początku wojny razem z podobnymi pogromami w Jedwabnym, Jassach oraz Kownie. ; Музей Другої світової війни у Гданську було відкрито 23 березня 2017 р. Однією з головних цілей інституції стало представлення історії Другої світової війни з фокусом на Східній та Центральній Європі. Однак від самого початку повстання ідеї про створення такого музею у 2008 р. він став місцем війни пам'ятей про цю подію як серед польських інтелектуалів, так і серед польських політиків. Результатом протистояння стала зміна директора інституції та деяких експонатів музею вже після його офіційного відкриття. Представлення української лінії на головній експозиції є не лише способом презентації польського бачення історії Другої світової війни, але також показом подій з історії війни, які є релевантними на сьогодні для польсько-українського діалогу. Серед головних українських тем, які представлені на основній експозиції можна виокремити кілька груп: 1) 17 вересня 1939 р.; 2) окупація та колаборація; 3) насилля проти єврейського населення; 4) етнічна чистка на Волині та Східній Галичині; 5) примусові робітники у Третьому Райху; 6) депортації та переселення. Аналіз історичних тем вказує на те, що на виставці охоплені головні сюжети, які на сьогодні активно досліджуються в українській історіографії та які не обов'язково мають прямий зв'язок з польською історією (наприклад, представлення примусових робітників або масові розстріли євреїв на теренах, які до Другої світової війни входили до складу Радянського Союзу). У той час, як події на Волині представлені як етнічна чистка, а погроми проти євреїв 1941 р. у Львові вписані у широкий контекст насилля початку війни разом з іншими подібними погромами у Єдвабному, Яссах і Каунасі.
