This paper investigates the impact of geographical proximity to universities on educational attainment in Nigeria. We relate individuals level of schooling obtained from three rounds of the Nigeria's Living Standard Measurement Survey (LSMS) to spatial distance to university measured by pairing residential and university campuses GPS coordinates. To identify the effect of the distance to university, we exploit the theory of residential sorting to instrument residential proximity to university. Specifically, we instrument distance to university drawing on variations in households' proximity to state boundary posts and neighbourhood population density. The instrumental variable estimates show a negative and significant effect of distance revealing that geographical constraints during teenage years represent a barrier to the subsequent human capital acquisition. Additional results from a difference-indifference estimation strategy indicate that a large scale establishment of universities had beneficial trickle-down effects by decreasing the intention to drop out of secondary school, supporting evidence of the role of geographical constraints in the accumulation of human capital in Nigeria.

Significant regional inequalities of income and wealth exist in every Western European country and in North America, but their extent varies from country to country. In both Europe and the US, it is generally thought that they tended to narrow from the early 1900s until about 1980, since when they have widened. This widening has become associated with the rise of populism, while the Covid-19 crisis has thrown regional disadvantage into sharp relief. This article discusses measurement issues, traces developments over time, and explores the social and economic consequences of regional disparities. It describes the evolution of regional policy, and in particular the move to more localized approaches in Europe, analysing their strengths and weaknesses.

International audience Comparative research on youth employment has mostly focused on differences between countries or regimes of youth transitions. The territorial differentiation below country level has been less explored, notwithstanding the potential impact on youth-life chances and the territorial cohesion of the European Union. This paper aims at deepening into the investigation of regional variations in patterns of youth labour market chances. To do this, we build on a composite indicator measuring regional youth labour market integration (YLMI) as a comprehensive measure of contextual fragilities (or strengths) of regional youth labour markets. We provide both comparative and longitudinal views over 15 years (2004–18). Furthermore, we explore the impact of contextual factors related to economic conditions, labour market and demographic trends on the regional patterns of youth integration in the labour market.

Asia-Pacific countries must deal with the overlapping effects of a pandemic and natural hazards. This new riskscape has generated a focus on safe movement measures, securing supply chains, and building stronger relations with community leaders in order for governments and militaries to withstand shocks. Strategic resilience has emerged as a package which encapsulates these components by which countries may calibrate responses to future crises.

Leben in zwei oder mehr Sprachen bedeutet – vielen landläufigen Auffassungen zum Trotz – nicht per se ein Risiko für Bildungserfolg. Mit dieser Konstellation sind vielmehr Vorteile für das sprachliche Lernen und das Lernen überhaupt verbunden – aber selbstverständlich auch Nachteile. Ob die Vorteile genutzt werden können (und nicht in Nachteile umschlagen), hängt zu guten Teilen – mit zunehmendem "Entwicklungsalter" immer mehr – von der Rücksichtnahme auf Zwei- oder Mehrsprachigkeit bei der Gestaltung von Lehr- und Lernprozessen ab. Beim "Fernunterricht", der ein wesentliches Element der Krisenbewältigung in der Zeit der Pandemie darstellt, brechen viele Routinen solcher Rücksichtnahme weg, die für den "üblichen" Unterricht zur Verfügung stehen. In diesem Beitrag werden zunächst einige Besonderheiten der Sprachentwicklung in zwei oder mehr Sprachen in Erinnerung gerufen, die auf das weitere Lernen Einfluss nehmen. Aus ihnen ergeben sich Hinweise auf Bereiche, auf die beim Lehren und Lernen im Krisenbewältigungsmodus besonders achtzugeben ist, damit sich keine Benachteiligung aufgrund der sprachlichen Voraussetzungen der Kinder und Jugendlichen ergibt. Im zweiten Kapitel werden Erfahrungen vorgestellt, die sich auch beim "Fernunterricht" als hilfreich für Lernende, für die Deutsch nicht die einzige Lebenssprache ist, erweisen sollten. Der Beitrag ist konzentriert auf Schüler*innen, die in Deutschland aufgewachsen sind und leben – also auf den weit überwiegenden Teil der Kinder und Jugendlichen aus Migrantenfamilien. Zudem liegt der Fokus auf Förderung des Deutschen als Schul- und Unterrichtssprache, dem als "Notfallmaßnahme" hier Priorität eingeräumt wird. Bildung zur Mehrsprachigkeit ist ein weiterreichendes Innovationsvorhaben – die Chancen, die sich auch dafür vielleicht in der Krise eröffnen, müssen an anderer Stelle beschrieben werden. Rather, this constellation is associated with advantages for language learning and learning in general – but of course also with disadvantages. Whether the advantages can be exploited (and not turn into disadvantages) depends largely – and increasingly so as "developmental age" proceeds – on the attention to bior multilingualism in teaching and learning processes. During distance learning, which is an essential element of crisis handling since the pandemic, many routines of such consideration in "normal" teaching break off. In this paper, I will first recall specific features of language development in two or more languages that influence further learning. On this basis, I identify areas that need to be given special attention for teaching and learning in the crisis management mode in order to avoid additional disadvantage of learners due to their linguistic preconditions. Experiences that should prove helpful for learners of German as a second language, even when learning at a distance, will be presented in the second chapter. The article focuses on pupils who grow up and live in Germany – who constitute the vast majority of children and young people from immigrant families. Furthermore, the focus is on promoting German as a language of school and teaching, which I prioritize as an "emergency measure". Education for multilingualism is a more ambitious innovation project – the opportunities that may also open up for this in the crisis must be described elsewhere. (DIPF/Orig.)

The Japanese government is promoting overseas infrastructure investment especially in developing countries. The Infrastructure System Export Strategy formulated in 2013 by the government set the infrastructure investment target of 30 trillion yen to be achieved by 2020. Japanese overseas infrastructure investment has been increasing every year reaching 23 trillion yen in 2017. In Southeast Asia, Japan is still leading in infrastructure investment, but competitors such as China and Korea are catching up fast. Therefore, it has become essential for Japan to differentiate its infrastructure exports from competitors by leveraging the strengths of Japanese companies. In fact, the Japanese government strategy for overseas infrastructure investment has become more diversified, focusing on various and comprehensive ways to utilise Japan's knowledge and experiences for solving problems with urbanisation in developing countries.

In Germany, the dual system of apprenticeship training has traditionally been very strong. The dominant position of the dual system, however, is being challenged by other training routes gaining significance, particularly tertiary education. This article investigates the extent to which this is leading to a restructuring of the dual system. Developments in school-based vocational programmes, trends of academisation and challenges deriving from qualifying low achievers are discussed. The growing significance of school-based programmes is linked to the gender impact of the vocational education and training (VET) system and the gender segmentation of the German labour market, while academisation reflects labour market demands for high skills. With dual study programmes and three and a half-year dual training, the dual system seeks to provide attractive training options for highly skilled young people. This, however, has made access to fully-qualifying vocational programmes very difficult for low-achieving young people, including migrants and refugees, thereby challenging the integration function of the German VET system.

Mit der Studie ICILS 2013 konnte erstmals international vergleichend für Deutschland untersucht werden, inwiefern Unterschiede in den mittleren computer-und informationsbezogenen Kompetenzen zwischen Achtklässlerinnen und Achtklässlern mit und ohne Migrationshintergrund vorliegen. Im Ergebnis wurden zum Teil erhebliche Kompetenzunterschiede deutlich, die allerdings zumindest teilweise bzw. für bestimmte Schülergruppen unter Kontrolle weiterer Variablen statistisch an Bedeutsamkeit verloren. Das vorliegende Kapitel nimmt anknüpfend an ICILS 2013 erneut die migrationsspezifischen Disparitäten in den computer- und informationsbezogenen Kompetenzen von Achtklässlerinnen und Achtklässlern in den Blick und fokussiert in diesem Kontext nicht nur auf eine Beschreibung der Ergebnisse der Studie ICILS 2018, sondern auch auf einen Vergleich mit den Befunden aus ICILS 2013. Als Grundlage und zur Verortung der hier präsentierten Ergebnisse des zweiten internationalen Vergleiches im Rahmen der Studie ICILS 2018 zu computer- und informationsbezogenen Kompetenzen von Achtklässlerinnen und Achtklässlern mit und ohne Migrationshintergrund werden im Folgenden zunächst Einblicke in den nationalen und, wo möglich, internationalen Forschungsstand zu migrationsspezifischen Disparitäten in den Kompetenzen im Umgang mit digitalen Medien, der Nutzungshäufigkeit von sowie den Einstellungen zu digitalen Medien gegeben und vorliegende Forschungsbefunde zum Zusammenhang der Kompetenzen der Schülerinnen und Schüler mit und ohne Migrationshintergrund mit bisher schon als relevant identifizierten Prädiktoren fokussiert (Abschnitt 2). Bevor daran anknüpfend die ICILS-2018-Ergebnisse zu diesen Bereichen präsentiert werden, wird in Abschnitt 3 erläutert, mit welchen Indikatoren der Migrationshintergrund in ICILS 2018 erfasst wird. In Abschnitt 4 werden dann die zentralen ersten Ergebnisse der Studie ICILS 2018 zum Zusammenhang zwischen dem Migrationshintergrund und den computer- und informationsbezogenen Kompetenzen der Achtklässlerinnen und Achtklässler sowie zu ausgewählten Prädiktoren berichtet. Nicht zuletzt vor dem Hintergrund der ICILS-2013-Ergebnisse kann vermutet werden, dass die Begründung für Zusammenhänge in den unterschiedlichen an der Studie teilnehmenden Ländern sehr differenziert zu betrachten ist, da sich wie auch in anderen Schulleistungsstudien unterschiedliche Zugänge zur Einwanderungspolitik in den Ländern widerspiegeln. This article examines how the immigration and schooling systems in Canada intersect to deny access to migrant youth with precarious status throughout educational trajectories. While there are access policies at the primary and secondary school level, barriers increase in post-secondary education. We argue that such students transitioning to university experience a "double punishment" through racialized exclusion in the education and immigration systems. Our research draws from semi-structured interviews with migrant youth and our experience organizing an access program at York University that targets precarious status students for inclusion. We propose that Canadian universities and policymakers learn from such access programs to increase equitable inclusion at other institutions. ; Cet article examine la manière dont les systèmes d'immigration et d'éducation au Canada bloquent l'accès aux jeunes migrants au statut précaire tout au long de leurs parcours éducatifs. Bien que des politiques d'accès existent aux niveaux primaire et secondaire, les obstacles augmentent au niveau de l'éducation postsecondaire. À partir d'entretiens semi-structurés avec de jeunes migrants et de notre expérience dans l'organisation d'un programme d'accès visant l'inclusion d'étudiants au statut précaire à l'Université York, nous soutenons que les étudiants au statut précaire vivent une «double punition» lors de leur transition à l'université à travers leur exclusion racialisée dans les systèmes d'éducation et d'immigration. Nous suggérons que les universités canadiennes et les décideurs politiques apprennent des ces programmes d'accès afin d'accroître l'inclusion équitable dans d'autres institutions.

International audience Employing a sociological actor-centred approach, this article explores the interrelations between individual and organisational dynamics by investigating how national civil society organisations' (CSOs) leaders, board and rank-and-file members' views of Europe(s) contribute to the CSOs' process of reaching consensus about going European. Bottom-up Europeanization and social movement studies are employed to analyse the case of a French CSO joining a European network of national CSOs in order to defend the rights of binational couples. These couples, composed of a European and an extra-European citizen, have been particularly affected since mid-1990 by restrictive policies that the EU has attempted to harmonise, but that remain nationally rooted. Thanks to an in-depth ethnography and drawing on the 'usages of Europe' and the 'Europeanness' literature, three views of Europe, arguments to use or not to use Europe in CSOs, have been identified. These views, defined as instrumental, pro-European and Euro-sceptical, depend on individuals' generation and education, as well as on their motives for engagement and their roles in the CSO. The national CSO leadership and board have to negotiate with this plurality of views before defining activities. In so doing, they have to consider economic and human resource shortages. Thus, beyond divergent positions towards Europe, consensus is reached on the possibility of using Europe as an instrument for national policy changes and CSO visibility. Such dynamics, employed to harmonise disparate views of Europe, are reproduced once national CSOs are acting in the European network and tend to create a weak experience of Europeanization, mainly based on the transnationalisation of the CSO's activities.

Die Sicherung der Daseinsvorsorge in ländlichen Räumen steht vor dem Hintergrund des
demografischen Wandels und der damit verbundenen Schrumpfung und Alterung der Bevölkerung vor großen Herausforderungen. Ländliche Grenzräume stellen hierbei aufgrund
ihrer räumlichen Lage eine besondere Situation dar und haben zusätzliche Herausforderungen zu meistern, wenn sie mit ihren Nachbarn im Bereich der Daseinsvorsorge kooperieren möchten. Der Artikel untersucht die grenzüberschreitende Zusammenarbeit im Bereich der Daseinsvorsorge in ländlichen Teilräumen der Großregion. Als Untersuchungsgebiet dienen die deutschen Gebietskörperschaften an der deutsch-französischen Grenze innerhalb der Großregion. Anhand der Auseinandersetzung mit den Zuständigkeiten und Verständnissen der Daseinsvorsorge in Deutschland und Frankreich, einer knappen Bestandsaufnahme der Daseinsvorsorgebereiche Bildung und Gesundheit, einer schriftlichen Befragung der deutschen Gebietskörperschaften im deutsch-französischen Grenzraum sowie anhand von Projektbeispielen (bspw. INTERREG A - Projekten), sollen Erfolge, Hemmnisse und Chancen grenzüberschreitender Ansätze aufgezeigt werden.
