Les jeunes israéliens, palestiniens et palestiniens et israéliens qui vivent la récréation de conflits prolongés de multiples manières par la violence directe et non directe, en plus de l'injustice systémique intergroupes, doivent apprendre à en témoigner, à les nommer, à les défier et à les perturber les forces de la société comme moyen de transformer les conflits. L'apprentissage transférable, sous forme d'apprentissage pour et au sujet de la consolidation de la paix, de la coexistence, de la coresponsabilité, de la solidarité, des droits des personnes, de la communication non violente et de la résilience, peut être créé en ouvrant le processus d'apprentissage de la musique avec une pédagogie critique (Freire, 1970), des espaces (Allsup, 2013) et des perspectives dans lesquelles les jeunes peuvent construire des relations sociales égales. ; Israelische, palästinensische und palästinensisch-israelische Jugendliche, die die Wiedererschaffung des langwierigen Konflikts in einer Vielzahl von Wegen durch direkte und indirekte Gewalt erleben, müssen neben der intergruppenspezifischen Ungerechtigkeit lernen, diese äußerst mächtigen gesellschaftlichen Kräfte als Mittel zur Umwandlung von Konflikten zu erleben, zu benennen, sie herauszufordern und zu unterbrechen. Apprendimenti trasferibili in forma di comprensione per e della costruzione di pace, coesistenza, co-resistenza, soldarietà, diritti umani, comunicazione non violenta e resilienza, quando intrecciati nel processo di apprendimento della musica con una pedagogia critica (Freire, 1970), possono creare un'apertura di spazi (Allsup, 2013) e prospettive in cui i giovani costruiscono relazioni sociali di eguaglianza. ; Israeli, Palestinian, and Palestinian-Israeli youth who experience the recreation of protracted conflict in a multiplicity of ways through direct and non-direct violence, in addition to intergroup systemic injustice, must learn to witness, name, challenge, and disrupt these extremely powerful societal forces as a means to transform conflict. Transferable learning, in the form of learning for and about peacebuilding, coexistence, coresistence, solidarity, human rights, nonviolent communication, and resilience, when interwoven into the process of learning music with a critical pedagogy (Freire, 1970), can create an opening of spaces (Allsup, 2013) and perspectives in which youth can build equal social relationships.It is my belief through my own engagement with theory and practice while working with youth in locations of systemic injustice and locations of protracted conflict in Israel/Palestine with the music education-conflict transformation nonprofit Heartbeat, that musical spaces can have profound and enduring effects on youth and their communities. Within these musical spaces in which ensembles learn, rehearse, and co-write lyrics and melodies in dialogue and as reflections of their daily experiences, youth have the potential to author and re-author themselves through a creative process of musicking (Small, 1995). This location of possibilities (hooks, 1994), where youth can question and challenge their socialization, serves as an opening "to read their world" (Greene, 1995), develop critical thinking, and to reimagine their role in society as active participants and stakeholders in transforming conflict. This article also includes excerpts weaved throughout from the youth voices of Heartbeat in the form of their lyrics and actual stories of practice. Ultimately, how can Israeli and Palestinian youth musicians author and re-author themselves through being heard and co-creating musically within these shared dialogical musical spaces, enabling the generating and regenerating of equal social relationships?

This article analyzes the legal nature of humanitarian operations. Are studied various approaches to defining terms of different types of humanitarian interventions, their eligibility and legitimacy. The author notes that the issue of the role and place of humanitarian operations in modern international relations deserves attention and study because such actions are experiencing in our time growths rapidly. We believe that humanitarian operations is the first component of the peace process, which is used to interpret the large number of terms: (1) peacemaking, (2) peacekeeping activities, (3) activities (mission) of peacekeeping, (4) peacekeeping operations, (5) peacekeeping mission, (6)peacebuilding, (7) preventive actions (shares) in preserving peace,(8) operation on peace, (9) peacekeeping operations, (10) the operation to enforce peace, (11) the operation of the post-conflict peace-building, (12) humanitarian actions, (13) humanitarian intervention, (14) police operations in other countries, etc. It is worth to say that in different countries the concept of «humanitarian aid» is interpreted differently. Thus, in the US – is «assistance in meeting humanitarian needs, including the need for food, drugs, medicines, equipment, education and clothing. The UK has the law «On international cooperation» (International Development Act), in which humanitarian aid is defined as «the provision to any person or authority assistance for the purpose of mitigate the consequences of natural or man-made disaster or other emergency situation for the population of one or more countries outside the United Kingdom». Moreover,in the law «aid» means any form or by any nature, including financial, technical and assistance, which consists in delivering materials. Analysis of regulations the US, UK, EU and UN definition of «humanitarian operation» gives reason to conclude no direct reference to this definition, Instead widely used term «humanitarian aid». However, there is another specific feature of the approach to the concept. Thus, the UK Secretary of State decides on such assistance, without charge or payment. Unlike these countries in the CIS, including Ukraine, the concept of «humanitarian aid» implicit prerequisite of such assistance – free of charge. Therefore, the author stresses that despite the difference in approach, understanding the role and place of humanitarian operations in world politics, аnd their impact on the promotion of human rights and freedoms as essential moral guidance is extremely large. ; Статья посвящена анализу правового характера гуманитарных операций. Рассматриваются различные подходы к определению терминологии различных видов гуманитарных интервенций, исследованы критерии приемлемости и законности. Автор отмечает, что проблема роли и места гуманитарных операций в современной системе международных отношений заслуживает внимания и изучения прежде всего потому, что подобные действия переживают в наше время бурный рост. Считаем, что гуманитарные операции это, прежде всего, составляющая миротворческих процессов, для интерпретации которых применяется большое количество терминов: (1) миротворчество, (2) миротворческая деятельность, (3) деятельность (миссия) по поддержанию мира, (4) миротворческие операции, (5) миротворческие миссии, (6) миростроительство (7), превентивные действия (акции) по сохранению мира, (8) операции по установлению мира, (9) операции по поддержанию мира, (10) операции по принуждению к миру, (11) операции по постконфликтному миростроительству, (12) гуманитарные акции, (13) гуманитарные интервенции, (14) полицейские операции на территории других государств и тому подобное. Анализ нормативных документов США, Великобритании, ЕС и ООН по определению «гуманитарная операция» дает основания констатировать отсутствие прямого указания на эту дефиницию, зато широко используется термин «гуманитарная помощь». Впрочем, здесь есть еще одна специфическая особенность подхода к этому понятию. Так, в Великобритании Госсекретарь решает вопрос о предоставлении такой помощи без оплаты или с оплатой. В отличие от указанных стран в странах СНГ, в т.ч. и в Украине, в понятие «гуманитарная помощь» заложено обязательное условие предоставления такой помощи - бесплатность. Так, автор отмечает, что несмотря на разницу в подходах, понимании роли и места гуманитарных операций в мировой политике, их влияние на утверждение прав и свобод человека, как важных нравственных ориентиров, является чрезвычайно большим. ; Стаття присвячена аналізу правового характеру гуманітарних операцій. Розглядаються різні підходи до визначення термінології різних видів гуманітарних інтервенцій, досліджено критерії прийнятності та законності. Автор зазначає,що проблема ролі і місця гуманітарних операцій у сучасній системі міжнародних відносин заслуговує на увагу і вивчення насамперед тому, що подібні дії переживають у наш час бурхливе зростання. Вважаємо, що гуманітарні операції це насамперед складова миротворчих процесів, для інтерпретації яких застосовують велику кількість термінів: (1) миротворчість, (2) миротворча діяльність, (3) діяльність (місія) з підтримки миру, (4) миротворчі операції, (5) миротворчі місії, (6) миробудівництво, (7) превентивні дії (акції) зі збереження миру, (8) операції зі встановлення миру, (9) операції з підтримки миру, (10) операції з примусу до миру, (11) операції з постконфліктної побудови миру, (12) гуманітарні акції, (13) гуманітарні інтервенції, (14) поліцейські операції на території інших держав тощо. Аналіз нормативних документів США, Великобританії, ЄС та ООН щодо визначення «гуманітарна операція» дає підстави констатувати відсутність прямої вказівки на цю дефініцію, натомість широко використовується термін «гуманітарна допомога». Втім, тут є ще одна специфічна особливість підходу до цього поняття. Так, у Великобританії Держсекретар вирішує питання про надання такої допомоги: без оплати чи з оплатою. На відміну від вказаних країн країнах СНД, в т.ч. і Україні, в поняття «гуманітарна допомога» закладена обов'язкова умова надання такої допомоги – безоплатність. Отож автор наголошує, що, незважаючи на різницю в підходах, розумінні ролі та місця гуманітарних операцій в світовій політиці, їх вплив на утвердження прав і свобод людини, як важливих моральних орієнтирів, є надзвичайно великим.

Religiöse Friedensinitiativen zeichnen sich durch spezifische Chancen aus, sind aber auch mit besonderen Schwierigkeiten konfrontiert. Während sich bisherige Forschungsarbeiten überwiegend mit dem Friedens- und vor allem Konfliktpotential von Religionen befassen, verfolgt dieses Werk einen völlig neuen Ansatz: Ausgehend von der Ambivalenz von Religionsgemeinschaften in Konfliktprozessen untersucht es Gründe ihres Scheiterns in konkreten Friedensprozessen. Einleitend wird ein Überblick über theoretische und empirische Befunde gegeben. Im Zentrum stehen jedoch ausgesuchte Fallstudien (Schwerpunkt Algerien und Irak), anhand derer maßgebliche Hindernisse identifiziert und analysiert werden. Darüber hinaus werden zentrale Herausforderungen für (potentielle) religiöse Friedensakteure zur Überwindung dieser Hürden formuliert. Die Ergebnisse skizzieren ein neues Forschungsfeld und geben damit Wissenschaft und Praxis neue Impulse. Die Autoren sind wissenschaftliche Mitarbeiter im Arbeitsbereich Frieden und Nachhaltige Entwicklung an der Forschungsstätte der Evangelischen Studiengemeinschaft FEST (Heidelberg).
