This article examines the current social problems in Macau - inequalities, problems in urban housing, traffic and transportation, air pollution, crime and deviant behaviour, and education. It does not focus on one social problem in detail; rather, it attempts to offer a broad picture of the issues from a sociological perspective. To help solve these problems, it seems that Macau has to build a stronger civil society and continue to democratise its political system. "Evaluierende Demokratieforschung ist mit zwei besonderen Typen von Problemen verbunden, solchen der Konzeptbestimmung und solchen der Konzeptanwendung. Die zentralen Fragen des ersten Problems lauten: Wie lässt sich ein Demokratiemaßstab vor dem Hintergrund des bestehenden normativen Pluralismus rechtfertigen und welchen Inhalt sollte ein solches Demokratiekonzept haben? Der zweite Typ von Problemen tritt auf, sobald das allgemeine normative Konzept mit konkreten Fragestellungen an konkreten Gegenständen gemessen werden soll. Die Autoren plädieren unter Verwendung von Rawls' kohärentistischer Rechtfertigungspragmatik für eine Demokratiekonzeption zweiter Ordnung als einer Art Konsensmodell zwischen den pluralen Demokratievorstellungen. Im Erfolgsfall erlaubt dies der empirischen Forschung, über die plurale Untersuchung unterschiedlichster Demokratieideale hinaus zu gelangen. Zudem wird gezeigt, wie sich ein solches Konsensmodell von den heute in der empirischen Demokratieforschung und der politischen Theorie prominenten Demokratievorstellungen unterscheidet. Anschließend wird argumentiert, dass normativ geladene Messkonzepte außerdem vor spezifischen Anwendungsproblemen stehen, die bisher in der empirischen Demokratieforschung keine hinreichende Beachtung gefunden haben: Die forschungspragmatische Entscheidung für ein eng spezifiziertes Messkonzept läuft seinem normativen Eigensinn zuwider. Deshalb plädieren die Autoren - in Abhängigkeit von genauen Fragestellungen und Anwendungszusammenhängen - für zusätzliche theoretische Überlegungen, die erst eine adäquate Umsetzung ermöglichen." Somalia is a country where problems seem to outnumber solutions. At least half the country is experiencing a food and livelihoods crisis, blurring the distinction between needy settlements of IDPs and the flourishing city where they are located. There are multiple causes of displacements, not only war. State and economic collapse and environmental degradation are some of the main drivers of displacement, as well as floods and droughts, and these causes of displacements must all be addressed. Measuring the democratic quality of political systems has to cope with the double challenge of specifying a convincing normative concept of democracy against the background of normative pluralism as well as adequately applying such a conception when research questions, objects of research etc. vary. The coherentist methodological framework that we employ to discuss the first challenge suggests a second-order conception of democracy that could allow empirical research to bridge the pluralism of existing conceptions or at least to identify and acknowledge normative trade-offs were they cannot be overcome. With regard to the second challenge, we address those issues, which arise during the application of democracy concepts in empirical research and which differ from typical problems of operationalization in that they follow from the concept's inherent normativity.
