The article highlights the trend of reinstitutionalisation of propaganda and counter propaganda after a brief historical era of international hiatus in the 1990s when the propaganda-related institutions were dismantled in many countries worldwide. The latter trend is exemplified by a number of processes, including the phenomenon of the Russian propaganda that has evolved after Putin took office, and the emergence of the strategic communications offices in Europe starting from 2015. The revival of propaganda 2.0 is a result of the hybrid wars that have engulfed leading countries worldwide. Propaganda is a systematic effort to manipulate other people's beliefs and spread chaos. Although the current propaganda aims resemble the ones used during the Cold War, the new tech abilities have enhanced its tactics. While the Internet, digitalization and social media platforms offer new opportunities for secret services and relevant experts, the phenomenon of "open consсiousness" allows an average consumer to be unwillingly affected by the messages that contain propaganda. It is argued that counter-propaganda tools should factor in media literacy efforts and building resilience among the general population to withstand disinformation messages. A number of organizations focused at countering propaganda has been created as a means of an institutional solution. Following a watershed moment in Ukraine two relevant organizations were established in 2021: Centre for Countering Disinformation (as part of the National Security and Defense Council) and Centre of Strategic Communications and Information Security (as part of the Ministry of Culture and Information Politics). These organizations aim at carrying out relevant work in line with their EU counterparts.
The territorial integrity of Ukraine and peace on its lands, preservation of state sovereignty are the main tasks of the Ukrainian government, society, and all Ukrainians. As for as today the real threats from the Russian Federation remain, the Kremlin's aggressive policy in the hybrid war against our state is aimed at returning Ukraine to the sphere of Russia's influence. For doing this the Russian Federation is using methods that destabilize the internal situation in Ukraine, first of all, it depletes the Ukrainian economy, uses a powerful propaganda arsenal to distort Ukrainian national values and national culture, and misleads the allies of the Ukrainian state. A large-scale propaganda campaign against our country in certain areas of the Ukrainian state made it possible to perceive events in Ukraine through the prism of the views of politicians, scientists and artists of the Russian Federation. In such a situation, it is possible to confront Russian aggression only by using a complex of military, political, economic, informational and socio-humanitarian actions. In these conditions, culture and art are becoming an important means of solving complex social conflicts. Modern technological development has created a wide field for cultural and artistic influences, which has the opportunity to play a stabilizing role in the state. The through the influence on social consciousness can achieve important results in creating of certain ideas, values, spiritual needs as well as stereotypes and patriotic ideals. Such special way of influence on social conscious is art. The art represents significant and value dimension of the national being of the Ukrainians, gives a vision of historical being of the Ukrainian national, reflects spiritual links between a personality and the national, spiritual unity and succession of generation; both imaginative-symbolic and significant attributes of the national values and ideals are characteristic of it. Therefore, the question of restoration of peace, consolidation of Ukrainians, de-occupation of Ukrainian territories is considered in the context of conducting various cultural state measures, in particular artistic ones. That is why such purposeful usage of art in modern conditions the can be a powerful factor of consolidation of Ukrainians.

The article raises the issue of the subjects of the political propaganda as the forces, which are active in implementation of the propagandistic activities. The author proves that the subjects of propaganda control the process of regulating the political perception that society has. Thanks to it, they gets possible to achieve their political and power interests. The propagandistic process is the interaction between subjects and objects of propaganda about the distribution of power and the possibility of making certain political decisions. According to the author, it is advisable to account that the subject of propaganda conception includes those forces that have their own political and power interests and are interested in their implementation. The objects of propaganda notion should include social forces, due to the impact on which political opportunities are expanding and the effectiveness of the adoption and implementation of political decisions is increasing. The propagandist is an active, initiating, managing and / or controlling party of propagandistic relations. A propagandist is a person, group or entity that manages the dissemination of propaganda knowledge, perception models and reactions, which are imposed to the objects of propaganda as legitimate, most justified and natural in the conditions of a certain political reality. The objects of propaganda are the society, target audiences, social segments and groups that united by economic, cultural, religious and other interests, the public and political organizations, political leaders and officials. The author proves the idea that the distinction between subject and object of propaganda is that the subject of propaganda is capable of political thinking, while the object is only able to pseudo-thinking. The subject of the propaganda is always different from the object of the propaganda of high ability and creative ability to information processing based on their interests and goals, as well as value and psychological characteristics of recipients. A mandatory condition of the object of propaganda should be his political subjectivity. Propagandist designs political constructs imaginary political subjectivity of the mass man, assuring him that he can influence power, its election and redistribution. But this is a faked political subjectivity that is needed only for democratic political game. The subject of propaganda is easier and better to create context to report and then assign its opinion to the silent majority than to organize deliberative instance of argumentative discourse. ; Статья ставит проблему субъектов политической пропаганды как сил, которые выступают активным началом осуществления пропагандистской деятельности. The purpose of the article is to describe the participation of children and adolescents in the agitation and propaganda of the communist totalitarian regime ideas, as well as to analyze the specific features of the children's propagandistic literature and involvement of children in the repressive actions of the. The principles of historicism, objectivity, systematism and complexity were used in the article. The research is based on the micro-historical method. Through the comprehensive analysis of the sources for Chernihiv region history of the 1930s the authors reconstructed the social development of the mentioned period and defined its distinctive characteristics of Chernihiv region. Scientific novelty of the study includes the complex analysis of the problem of children's involvement into the propaganda campaigns of the communist totalitarian regime during the studied period. Conclusions. "Children's" propaganda in the early 1930s in Chernihiv region correlated with the general ideologemes of the Ukrainian SSR, but its specific features were connected with the social and economic development of the region. The propaganda for children and adults touched on the same topics (sowing campaign, grain procurements, investing into savings offices, elections, anti-religious movement, fighting with nationalism, etc.), but their styles were different. Children took part in the political economic campaigns of the communist regime both on the "ideological front"and on the kolkhoz fields, working together with adults. At the same time, children were intensively militarized, on the one hand, through the military preparation for a possible war in the nearest future, and, on the other hand, through the general militarization of everyday life. Organizations of Osoaviakhim (OAH) and pioneers' movement coordinated propagandistic work among the young generation. The research is relevant due to the need of successful solution of the domestic and foreign policy objectives of Ukraine in the current context of hybrid war. Understanding the nature of political propaganda on a theoretical level is a prerequisite for mastering this phenomenon in a practical way. This suggests that defiing the nature of political propaganda, one can optimize propaganda both in relation to political opponents, and effectively counter the opponents' propaganda inflence.The purpose of this article is to determine the nature of political propaganda, to examine what determines the role of propaganda as an effective instrument of control over consciousness and behavior of the masses.The author argues that the nature of political propaganda is manipulative. This means that political propaganda for the achievement of strategic outcomes should be based on the mechanism of manipulative inflence on public consciousness and behavior.Effective propaganda, by absorbing the mechanism of manipulation, inconspicuously seeks to change the perception of reality its recipient, directing its activity on keeping with interests of the propagandist through different kinds of motivating actions.The most effective instrument of propaganda is the manipulation in combination with the structuring of various discourses. This leads to the fact that the image of the political subject becomes more desirable for public opinion, if it acquires a positive interpretation in legal, domestic, mass-media, entertainment and any other discourses. However, any discourse be understood to the General public through the images that illustrate and give it life dimension. The nature of propaganda is not determined by social practices, which propaganda uses as carriers of their inflence. Propaganda operates in multiple dimensions simultaneously, using ideological, symbolic, mythological, verbal, visual, emotional, rational, communicative, entertainment, virtual, educational inflence on the perception of the target audience, which helps it to penetrate into all spheres of social interaction, including political relations. The role of propaganda as an effective instrument of control over consciousness andbehavior of the masses is defied by its following features: ability to motivate, tempt, confuse, intimidate the target audience; to give the target the illusion that one can choose actions freely and independently; to act invisibly on the decision-making process, during which one cannot understand, what is propaganda or what is not; to neutralize the critical ability of his recipient; to create a link between the intentional action (purpose of the propagandist) and satisfaction a strong desire of the target audience ; Статья посвящена раскрытию природы политической пропаганды. The socio-historical conditions of the emergence and existence of the propaganda play, its connection with the activities of amateur clubs and frontline theatres are examined. The attention is focused on the propaganda function of the theatre in the post-revolutionary society. Artistic traits of propaganda plays in particular the nature of the conflict, peculiarities of the characters and their speech are analyzed. Certain features, which are common to the propaganda play and expressionist drama such as fragmentation, mosaicism, mounting, undeveloped conflicts, posters, schematics, oversimplisity are defined. Understanding the technological dimension of political propaganda is one of the main objectives of its research. It is this dimension that makes it possible to define propaganda as a system of methods, techniques and technologies aimed at forming the context of perception of political reality that is desirable for its subject. In the context of the Russian aggression on the Ukrainian lands, which is accompanied by unheard of propaganda influence on the consciousness and behavior of the citizens of our state, the study of political propaganda in the technological aspect is certainly useful and relevant. Propaganda technologies focus on the introduction into the mass consciousness of the necessary stereotypes, patterns, opinions and ideas aimed at consolidating and forming a sense of psychological unity. These technologies may involve various messages, including advertising or entertainment ones. At the same time, the central part of propaganda technologies is the creation of cognitive schemes that allow to impose a certain interpretation of events, and the main task of propaganda content is to diffuse ideas about political reality, focus on a certain mode of action. The subjects of political propaganda may be the state, political parties and movements, public organizations, as well as opinion leaders, but in any case these subjects must have certain resources of power in order to influence the objects of propaganda. The typology of propaganda technologies depends on the criteria chosen. So, in accordance with the basis of the method of action there can be identified technologies of direct or indirect effects. In the first case, there is a direct communication of the subject with the object of propaganda through the organization and conduct of mass events: meetings, demonstrations, pickets, meetings, concerts. In the second case, the presence of the mediator is mandatory. Its role can be played by various social actors – media, opinion leaders, public organizations, as well as other tools of mass communication. The main dominant feature of modern propaganda technologies is manipulation. Within the propaganda process, manipulation can be considered as the use of illegitimate influence by means of discourse: manipulators make others do what is in their interests and contrary to the interests of those who are objects of manipulation. Propaganda technologies are institutional in nature, they operate continuously and rely on propaganda mechanisms. If the propaganda technique is a simple reference to the culprit of a certain problem, a solution and a response, for example, in elections, any propaganda technology creates ideology, symbolism and imagination of interaction between the roles of the enemy, friend, their supporters and assistants. As a result of the propaganda technology another imaginary reality is created. The impact of technology is the creation of a special world. The author comprehends the peculiarities of such propaganda technologies: framing, priming, symbolization, ritualitization, mythologization, political mocking, virtualization, image-making, public relations, psychological, value-mobilizing, norm-setting and manipulative ones. ; Статья ставит проблему технологий политической пропаганды как эффективных инструментов ее осуществления. Благодаря применению технологического подхода автору удалось выделить и проанализировать основные технологии политической пропаганды. Автор доказывает, что технологии пропаганды выполняют важную роль в завоевании, удержании и реализации политической власти. Он обосновывает мысль, что технологии пропаганды бывают универсальными, которые могут быть эффективными в любой ситуации, и специфическими, что могут применяться в строго особых ситуациях, в частности, в условиях войны, выборов или подъема народного недовольства. На основе характера воздействия технологии пропаганды автор разделяет на жесткие и мягкие, исходя из ориентации влияния (на мышление или поведение человека) – на когнитивно-структурирующие и поведенческо-конституирующие. К когнитивно-структурирующим технологиям пропаганды он относит фрейминг, прайминг, символизацию, ритуализацию, мифологизацию, политический моккинг, виртуализацию. К поведенчески-конституирующим относятся такие технологии пропаганды как имиджмейкинг, паблик рилейшнз, ценностно-мобилизирующие, нормоустанавливающие и манипулятивные технологии. ; Стаття ставить проблему технологій політичної пропаганди як ефективних інструментів її здійснення. Завдяки застосуванню технологічного підходу автору вдалося виокремити та проаналізувати основні технології політичної пропаганди. Автор доводить, що технології пропаганди виконують важливу роль у здобутті, утриманні та реалізації політичної влади. Він обґрунтовує думку, що технології пропаганди бувають універсальними, які можуть бути ефективними в будь-якій ситуації, і специфічними, що застосовуються в строго особливих ситуаціях, зокрема, в умовах війни, виборів або підйому народного невдоволення. На основі характеру впливу технології пропаганди автор поділяє на жорсткі та м'які, за орієнтацією впливу (на мислення чи поведінку людини) – когнітивно-структуруючі і поведінково-конституюючі. До когнітивно-структуруючих технологій пропаганди він зараховує фреймінг, праймінг, символізацію, ритуалізацію, міфологізацію, політичний моккінг, віртуалізацію. До поведінково-конституюючих належать такі технології пропаганди, як іміджмейкінг, паблік рілейшнз, ціннісно-мобілізуючі, нормоутворюючі та маніпулятивні технології.
The article substantiates the essence of international mechanisms of counteraction to propaganda of war. Defines the following groups: legal mechanisms that are embodied in the norms of international legal acts and are of universal importance for the international community, which adopts and ratifies such acts in national legislation; organizational mechanisms are formed in the form of various types of interaction of subjects of international law in the field of counteraction to propaganda of war, in particular in the form of various strategic programs of the UN, conferences and other models of mutual relations of subjects of international law; institutional mechanisms that are implemented in the specific activities of individual UN agencies, regions and other organizations aimed at countering propaganda of war, or which emphasize that this is one of their activities, including the UN International Court of Justice, the International Criminal Court, etc. The author notes that the legal consolidation of any mechanisms, measures, means of international legal responsibility or measures to counter propaganda of war must be accompanied by appropriate support at the level of national legislation. the effectiveness of international law prosecution alone will be insufficient without the existence of legal grounds for the application to a person who has committed a crime in the form of propaganda of war, measures of state coercion within the framework of criminal prosecution and prosecution. Only this will characterize the effectiveness of the system of counteraction to such crimes. The author states the fact that war propaganda is becoming a stable tool for information and hybrid warfare, and therefore it is advisable to conduct a preliminary analysis and legal modeling of the search for new effective mechanisms of criminal prosecution for this crime, even with the possibility of its generic diversification and separation of new crimes for example, "information terrorism"; "Cyberterrorism" "information war". The author conducts the detailed analysis that the introduction of the ISO/IEC 27032 standard will significantly increase the monitoring, analytical and supervisory capabilities of domestic law enforcement agencies in the field of counteraction and criminal prosecution for war crimes. It is determined that the main value of Resolution of the EU Parliament of 23.11.2016 is that it enshrines at the European level the following important aspects of the implementation of anti-war propaganda policies to be applied in Ukraine. The necessity of increasing the intensity of interdepartmental cooperation and its consolidation at the level of the Strategy of cooperation between Ukraine and the EU in the field of counteracting war propaganda is substantiated. In particular, it is advisable to expand cooperation with the following institutions: East Strat Com Task Force, The European Center of Excellence for Countering Hybrid Threats; The NATO Strategic Communications Center of Excellence. ; У науковій статті обґрунтовано значення міжнародних механізмів протидії пропаганді війни. Визначено правові механізми, які втілюються в нормах міжнародно-правових актів та мають загальнообов'язкове значення для міжнародної спільноти, яка приймає та ратифікує такі акти в національних законодавствах; організаційні механізми формуються у вигляді різних форм взаємодії суб'єктів міжнародного права у сфері протидії пропаганди війни, зокрема у вигляді різноманітних стратегічних програм ООН, конференцій та інших моделей відносин суб'єктів міжнародного права; інституційні механізми, які реалізуються в конкретній діяльності окремих структурних підрозділів ООН, регіоналах та інших організаціях, метою яких є протистояння пропаганді війни, або які наголошують на тому, що це є одним із напрямів їх діяльності, зокрема Міжнародний суд ООН, Міжнародний кримінальний суд тощо. Автор зазначає, що правове закріплення будь-яких механізмів, заходів, засобів міжнародно-правової відповідальності чи заходів протидії пропаганді війни обов'язково повинно мати відповідний супровід на рівні національного законодавства. Ефективність лише міжнародно-правового переслідування буде недостатньою без наявності легальних підстав застосування до особи, яка скоїла злочин у вигляді пропаганди війни, заходів державного примусу в межах кримінального переслідування та притягнення до кримінальної відповідальності. Лише це характеризуватиме ефективність системи протидії таким злочинам. Автор констатує той факт, що пропаганда війни перетворюється на стійкий інструмент ведення інформаційної та гібридної війни, а тому доцільно проводити упереджуючий аналіз та правове моделювання пошуку нових ефективних механізмів кримінального переслідування за вказаний вид злочину, навіть із можливістю його родової диверсифікації та виокремлення нових складів злочину, наприклад, «інформаційний тероризм»; «кібертеро-ризм»» «інформаційна війна». У статті проаналізовано, що запровадження стандарту ISO/IEC 27032 суттєво підвищить моніторингові, аналітичні та наглядові можливості вітчизняних правоохоронних органів у сфері протидії та кримінального переслідування за скоєння злочинів із пропаганди війни. Визначено, що основна цінність Резолюції Парламенту ЄС від 23.11.2016 року в тому, що вона закріплює на загальноєвропейському рівні наступні важливі аспекти реалізації політики із протидії пропаганди війни, які повинні застосовуватись в Україні. Обґрунтовано необхідність підвищення інтенсивності міжвідомчої співпраці та її закріплення на рівні Стратегії взаємодії України та ЄС у сфері протидії пропаганди війни. In the article of Professor Marian Zhytaryuk, one of the components of the hybrid war – information propaganda and manipulation as an instrument for achieving the result – which is actively used by the highest political leadership of the Russian Federation is analyzed. It is also accentuated on the point that participants of the civilization war (Ukraine and the West) are not fully aware of the challenges and consequences of the activity by Russian information forces in the context of geopolitical transformations.The united Europe should set to effective and decisive steps, rather than to comment on its own losses and successes of the aggressor if it aspires to save the EU. States the EU members do not need to yield to provocations, misleading proposals, but they should to use effective counterpropaganda to the RT channel (former Russia Today) – the Kremlin's mouthpiece the state-owned multilingual television company (in English, Arabic, Spanish, Russian and German) which is aimed at foreign audience and national broadcasters who distribute Moscow's interests and promote Moscow's political or cultural values within the EU (through articles, interviews, films). Акцентовано також на тому, що учасники цивілізаційної війни (Україна та Захід) не зовсім адекватно усвідомлюють виклики і наслідки діяльності інформаційних військ РФ в контексті геополітичних трансформацій. The article is devoted to the reconstruction of the Leonard Doob's theory of propaganda. The aim of the article is to reveal the peculiarities of the theory of propaganda by Leonard Doob to determine his contribution to researching of propaganda. The study allowed the author to reconstruct the theoretical and conceptual provisions of the heritage of the American scientist regarding the propaganda. It is established that American scientist Leonard Doob created the original concept of propaganda, which, for his time, was pretty groundbreaking. Undoubted positive aspects of this concept is that propaganda acts as value-neutral, objective and universal phenomenon. It is proved that propaganda, according to the concept of the American scholar, is a tool to overcome the difficulties of the individual, in particular, while one make decisions, the choice in favor of a certain political force or a politician as well those or those social values. The author argues that according to L. Doob, propaganda should be determined by social values. They can only justify its existence. To L. Doob, the main role in the functioning and management of the psychological mechanism of propaganda belongs to attitudes, depending on the situation, social environment of the individual, his stereotypes and values should be aroused by propagandist. It is pointed out that L. Doob cites and analyzes the principles of propagan-da, which are actually propagandist tools by which it achieves its goals. Such principles-tools include repetition, sim-plification, pleasure, and the suppression of unwanted attitudes through the fabrication and distortion of messages. ; Работа посвящена реконструкции теории политической пропаганды Леонарда Дуба. Целью статьи было поставлено раскрыть особенности теории пропаганды Леонарда Дуба, определить его вклад в изучение пропа-гандистской проблематики. В результате исследования автору статьи удалось реконструировать теорети-ко-концептуальные положения наследия американского ученого относительно пропаганды. Было установлено, что Леонард Дуб создал оригинальную концепцию пропаганды, которая для своего времени была довольно но-ваторской. Несомненными позитивными моментами этой концепции является то, что пропаганда за Л. Ду-бом выступает как ценностно нейтральное, объективное и всеобщее явление. Пропаганду Л. Дуб интерпрети-рует скорее в психологическом, чем в социальном измерении. Главную роль в функционировании и управлении психологическим механизмом пропаганды отводит установкам, которые в зависимости от ситуации, соци-ального окружения индивида, его стереотипов и ценностей, должны возбуждаться пропагандистом. Было установлено, что Л. Дуб приводит и анализирует принципы пропаганды, которые фактически являются свое-образными инструментами пропаганды, благодаря которым она достигает своих целей. К таким принципам-инструментам американский ученый относит повторение, упрощение, удовольствие, а также подавления нежелательных установок через фабрикацию и искажения сообщений. ; Робота присвячена реконструкції теорії політичної пропаганди Леонарда Дуба. Ме-тою статті було поставлено розкрити особливості теорії пропаганди Леонарда Дуба, визначити його внесок у вивчення пропагандистської проблематики. У результаті до-слідження автору статті вдалося реконструювати теоретико-концептуальні поло-ження спадщини американського вченого стосовно пропаганди. Було встановлено, що Леонард Дуб створив оригінальну концепцію пропаганди, яка для свого часу було до-сить новаторською. Безсумнівними позитивами цієї концепції є те, що пропаганда за Л. Дубом виступає як ціннісно нейтральне, об'єктивне та загальне явище. Пропаганду він інтерпретує швидше в психологічному, ніж в соціальному вимірі. Головну роль у фун-кціонуванні та управлінні психологічним механізмом пропаганди він відводить настано-вам, які у залежності від ситуації, соціального оточення індивіда, його стереотипів та цінностей, мають збуджуватися пропагандистом. Було встановлено, що Л. Дуб наво-дить та аналізує принципи пропаганди, які фактично є своєрідними інструментами пропаганди, завдяки яким вона досягає своїх цілей. До таких принципів-інструментів американський вчений відносить повторення, спрощення, задоволення, а також приду-шення небажаних настанов через фабрикацію та викривлення повідомлень.

Propaganda is one of the defining components of Russia's security policy. In order to understand the intentions and specific goals of propaganda, it is important to identify the thematic structure of propaganda messages. The study is devoted to the analysis of the thematic structure of analytical reports on the website of the RF network of information channels RT in a certain period of Russia's hybrid warfare against Ukraine (namely, from September 2018 to April 2020). Thematic modeling based on STM model makes the research methodological basis. The results of the study have made it possible to identify at least 12 hidden topics that do not intersect in content and are easy to be interpreted unambiguously and clearly. For each of them the list of the most probable topics outlining words is defined. The range of topics covers both exclusively domestic issues, problems, and Ukraine's relations with Russia and its western neighbors. The most frequently used methods of presenting thematic material have been singled out, specifically, the use of "long-playing record", "linking" topics to specific events or the context of individual messages / set of messages, updating old messages in a new context, etc. The analysis has enabled to identify a thematic network of topics that appear in one document, or documents close in time, thus increasing the overall impact on the audience. The same effect is achieved through the alternate use of mono-topic and multi-topic documents. The analysis of propaganda messages in the time-thematic dimension is also important. It is shown that in the researched period in terms of content and goals of propaganda two periods are clearly distinguished, i.e., the period of P. Poroshenko's Presidency and the period of V. Zelensky's Presidency, each can also be divided into two subperiods with their characteristic messages. In this article the author examines the information policy of Ukraine that counters the information warfare of Russia, from the beginning of the formation of an independent Ukraine. It lasted with different intensity in different periods, but particularly exacerbated at the beginning of the XXI century. The illusions of peaceful co-operation gradually dispelled, and the beginning of the second Cold War became apparent. The war between the West and Russia is already going on, but it is not the war we are used to. Blood is no longer spilled, and opponents are maintaining almost continuous communication. The main purpose is not to seize territories, but to gain influence both on the enemy's political elites and upon the ordinary people.What can be considered as a formal starting point of this war, which is predominantly in the information space, is the April message of the President of the Russian Federation Vladimir Putin to the Federal Assembly of the Russian Federation in 2005, in which he regarded the collapse of the USSR as "the greatest geopolitical catastrophe of the century".Analyzing events that happened 15 years ago, one can easily find the origins of the Kremlin's modern revenge policy. Undoubtedly, Russia is conducting an aggressive geopolitical campaign to regain the status of a great power. However, the term "hybrid war", which has become widespread in recent years, does not reveal the full nature of the conflict, as it can range from green men's invasion up to fabricated news and bot activity on social media.For a long time information manipulation and propaganda have been used to influence public consciousness. The use of new technologies has made the organization of such campaigns more accessible, more effective and risk-free. On the other hand, the use of technology leaves a trail for investigation and detection of these crimes.This article covers the analysis of "information impact", the review of the current state of information confrontation between Russia and Ukraine, investigates the features of the Russian information influence and the main directions of counteracting information aggression.Key words: propaganda; information war; information policy. ; Розглянуто інформаційну політику України в протидії інформаційної війни Росії, що почалася від початку утворення незалежної України і тривала з різною інтенсивністю в різних періодах. Особливо загострилась на початку XXI століття. Ілюзії щодо мирного співробітництва поступово розвіювались, і став очевидним початок другої «холодної війни». Війна між Заходом і Росією вже триває, проте це не та війна, до якої ми звикли. Кров уже не проливається, а опоненти підтримують майже безперервний зв'язок. Головною метою є не захоплення територій, а набуття впливу як на політичні еліти супротивника, так і на звичайне населення.Формальною точкою відліку цієї війни, яка точиться переважно в інформаційному просторі, можна вважати квітневе Послання президента РФ В. Путіна Федеральним Зборам РФ 2005 року, у якому він розцінив розпад СРСР як «найбільшу геополітичну катастрофу століття». Аналізуючи ці події 15-річної давності, можна легко знайти витоки сучасної реваншистської політики Кремля. Безперечно, Росія веде агресивну геополітичну кампанію задля повернення собі статусу великої держави. Однак термін «гібридна війна», який останніми роками набув значного поширення, не розкриває всієї сутності конфлікту, адже він може включати широкий спектр подій – від вторгнення «зелених чоловічків» до сфабрикованих новин та діяльності ботів у соціальних мережах.Інформаційні маніпуляції та пропаганду здавна використовували у впливі на свідомість суспільства. Застосування нових технологій зробило організацію таких кампаній доступнішою, ефективнішою та позбавленою майже будь-яких ризиків. З іншого боку, використання технологій лишає за собою слід, який дає змогу розслідувати та розкривати ці злочини.Проаналізовано «інформаційний вплив», охарактеризовано сучасний стан інформаційного протистояння між Росією та Україною, дослідено особливості російського інформаційного впливу та основні напрями протидії інформаційній агресії.Ключові слова: пропаганда; інформаційна війна; інформаційна політика.
