The Jobs Act (L. 10 December 2014, n. 183) represents the last Italian labor market reform, aimed at creating new stable employment through the adoption of the new form of open-ended contracts ("contratto a tutele crescenti") as the privileged form of recruitment. This goal is based on the idea that the structural rigidities of the labor market, such as the employment protection systems, the high firing costs and the strong trade union powers, are the main source of the mismatching between labor demand and supply and the persistent unemployment registered since the 90's. For this reason, over the past 20 years, the implemented policy (Treu Law, Biagi Law and Fornero Reform) has been addressed to remove this kind of rigidities, following the guidelines outlined by the flexicurity regimes used in northern Europe. However, they have not achieved the goal for which they were designed, but they have rather produce a dualist labor market with an increasing share of precarious workers, without reducing the unemployment rate. Indeed, as shown by Blanchard et al., the success of the flexicurity model in the Nordic countries reflects underlying factors, like the degree of trust between firms and workers, that may not be easily replicable in other countries as Italy. The Jobs Act tries to stimulate the long-term employment by simplifying the procedure to establish a working relationship and redefine the dismissals regime through the reduction of the cases of reinstatement and the decrease of the firing costs for the firms. At the same time, the Italian government introduced with the Budget Law (Legge di Stabilità, L. 23 December 2014, n. 190) temporary incentives lasting three years targeting those firms hiring workers according to the new labor-market regime. Employing the data collected by Italian National Institute of Statistics in February 2015 and 2016, I estimate through the pscore matching method the average effect of the treatment on the treated, i.e. the average effect of the reform -the treatment- on those firms who have applied it -the treated-, by comparing with the untreated. Estimation results show that an increase in the probability of being hired with a fixed-term contract after the introduction of the Jobs Act reform. Particularly, the 31,1 % of firms who took advantage of the reform have hired a worker with a fixed-term contract. The reasons behind these results could be several. First of all, the reform has also introduced some measures (such as vouchers as a method of payment and the abrogation of some substantial requirements to use fixed-term contracts) which contribute having fewer constraints and fewer costs for the adoption of those contracts. Secondly, we have found a significant impact of the incentives from Budget Law on the new hires. Namely the result of the cross-firm evidence is that the incentives are associated with an increase, on average, of 43,4 percentage points in the probability of hiring. Indeed these monetary incentives are exploitable not only by the firms which hire workers with an open-ended contract, but also by the firms which hire with a fixed-term contract that has to be transformed in an open-ended one in the future, considering the possibility that after those three years the workers could be easily fired given the extremely cheap dismissal conditions. The evidence provided by this study casts some doubts about the effectiveness of the measures based on the flexibilization of the Italian labor market on the long-term employment, given that the precariousness emerged in the last 20 years after the first flexibility reforms seems not decreased at all after the Jobs Act. Nevertheless, given the limited information set provided by the dataset in use, one should take the results of the analysis as a sort of starting point for further research in different direction, both obtaining a more informative dataset and applying other treatment models.

The recent approval of the new Law that will govern the Brazilian Upper Secondary Education entailed a series of questions about its procedural strategy and about the very feasibility of its implementation. Issued as a Provisional Executive Order, it was quickly assessed and approved by the Chamber of Deputies and the Senate, excluding from the discussion the social sectors focused on education. The necessary communication processes, understood as dialogical processes – crucial to discussing a matter possibly affecting the practices of the whole level of basic education – were not pursued, resulting in a Law debated solely in ministerial offices and in the National Congress offices of government leaders. ; A recente aprovação da nova Lei que regerá o Ensino Médio brasileiro trouxe consigo uma série de indagações acerca da estratégia como foi encaminhada e da própria factibilidade quanto à sua implantação. Nascida como Medida Provisória, conheceu rápido trâmite na Câmara e no Senado, deixando à margem a participação dos setores sociais voltados ao tema da educação. Os necessários processos de comunicação, compreendidos como trânsitos dialógicos – decisivos para o tratamento de matéria com o alcance de uma mudança de rota em ciclo do ensino básico –, deixaram de ser acionados, resultando em uma Lei cujos interlocutores foram os gabinetes ministeriais e as salas de lideranças governistas do Congresso Nacional.

Il presente elaborato si prefigge l'obiettivo di verificare la reale e concreta applicazione delle disposizioni derivanti dall'ordinamento comunitario, all'interno della realtà portuale italiana, che, consapevole del fatto che i porti costituiscono forti infrastrutture nonché fonte di ricchezza per il paese, avverte l'esigenza di modificare fermamente il regime amministrativo dei propri porti. Le profonde innovazioni introdotte nel sistema portuale italiano a seguito della riforma del 1994, attraverso l'introduzione di assetti istituzionali ed organizzativi, hanno favorito la crescita dei traffici marittimi del paese. In ragione dei significativi mutamenti che hanno segnato la realtà economica mondiale negli ultimi anni, in cui si è assistito, al fenomeno della c.d. globalizzazione economica, che spinge verso la delocalizzazione produttiva e verso l'apertura di nuovi mercati di consumo, particolare attenzione è stata posta alle esigenze nascenti all'interno del sistema portuale, di apportare delle significative modifiche alla Legge 84/1994, per affrontare le nuove sfide poste dalla competizione comunitaria ed internazionale, e migliorare l'efficienza delle attività produttive ed uniformare l'impianto normativo. Nello specifico è stato esaminato il testo unificato della recente proposta di legge di riforma del settore portuale, le cui novità maggiormente rilevanti si sviluppano essenzialmente su tre livelli: la governance dei porti, la programmazione e la pianificazione delle aree, le attività economiche ed i servizi portuali. In maniera precisa e dettagliata, si è proceduto all'analisi dei servizi portuali tecnico-nautici, prestando attenzione alle prospettive di liberalizzazione del settore ed al principio di uniformità in materia tariffaria, al fine di rendere detti servizi funzionali e trasparenti. Infine, l'attenzione è stata posta alla realtà portuale a livello comunitario, esaminando le recenti disposizioni emanate dalle istituzioni comunitarie, al fine di verificare il miglior funzionamento dei porti marittimi e lo sviluppo della rete transeuropea di trasporto. ; The main research interest aims to study the the impact of the European principles and rules in the Italian port system with particular reference to the new Italian trends and developments in ports' legislation. Recently, the economic global situation had changed. In fact, the globalized economy lead to the outsourcing of the production processes and to the creation of new markets. For this reason, Italian Government felt the urgency to modify the Italian ports law, that is law no. 84/1994, in order to make Port Authorities more competitive in a international perspective. In particular has been analyzed the so called "unified text", that is a new project of law which reforms the Italian ports' system. Specifically, the most important novelties of the ports legislation reform are: the ports' governance matter; the planning of the port areas; the economical activities and the port services. The research also analyzes the analysis of technical-nautical port services, the prospects for liberalization and the principle of uniformity with regard to tariffs , in order to make these services functional and transparent. Finally, particular attention was paid to examining the recent regulations issued by the Community institutions , in order to ensure the best operation of seaports and the development of trans-European network transport.

Institutional reforms have long been a central focus of the European economic policy debate, and the labor market in particular has been subject to never definitive reforms in the past 20 years, mainly aimed at fostering wage moderation and flexible labor contracts. The employment effects of labor market institutions have been widely analyzed, but the focus on this aspect has overshadowed an equally important but scantily investigated element: their possible dynamic impact on innovation and productivity growth. This paper is a critical survey of the literature which may help shed light on this issue. Growth theory as well as the results of the empirical growth literature teach us that the main drivers of long run productivity growth in advanced countries are innovation, research and development, human capital accumulation. Reforms which enhance labor market flexibility can in principle affect these growth drivers through different channels, but the sign of the effects on productivity growth is ambiguous. Existing empirical evidence shows that wage and numerical flexibility have negative effects on research and development, innovation and firm sponsored training, suggesting that the dynamic effects of labor flexibility are negative. This suggests that the tradeoff between labor market flexibility and productivity growth which has been detected both within many European countries and across European countries is not just a temporary, static, short run effect linked to the employment effect of flexibility enhancing reforms, but may also reflect a more worrying permanent, dynamic, long run phenomenon. ; Quello delle riforme istituzionali è un tema da lungo tempo centrale nel dibattito Europeo di politica economica, e il mercato del lavoro in particolare è stato soggetto, negli ultimi 20 anni, a riforme mai definitive, principalmente rivolte a promuovere la moderazione salariale e la flessibilità dei contratti di lavoro. Gli effetti occupazionali delle istituzioni del mercato del lavoro sono stati ampiamente analizzati, ma la focalizzazione su questo punto ha messo in secondo piano un aspetto ugualmente importante ma scarsamente indagato: i loro possibili effetti dinamici sull'innovazione e sulla crescita della produttività. Il presente lavoro è una rassegna critica della letteratura che può aiutare a far luce su questo aspetto. La teoria della crescita, e i risultati della relativa letteratura empirica ci insegnano che i principali motori della crescita della produttività nel lungo periodo per le economie avanzate sono l'innovazione, la ricerca e sviluppo, l'accumulazione di capitale umano. Le riforme che aumentano la flessibilità del mercato del lavoro possono in linea di principio influenzare questi motori di crescita attraverso diversi canali, ma la direzione degli effetti sulla crescita della produttività è ambigua. L'evidenza empiria esistente mostra che la flessibilità salariale e numerica tendono ad avere effetti negativi sulla ricerca e sviluppo, sull'innovazione e sull'investimento in formazione da parte delle imprese, e dunque che gli effetti dinamici della flessibilità del lavoro sulla crescita tendono ad essere negativi. Questo suggerisce il trade off tra flessibilità del mercato del lavoro e crescita della produttività che è stata riscontrata sia all'interno di vari Paesi Europei che su dati longitudinali per vari paesi Europei non è solo un effetto statico di breve periodo legato all'impatto occupazionale delle riforme pro-flessibilità, ma potrebbe riflettere un più preoccupante fenomeno dinamico, permanente, di lungo periodo.

Brazil grew 2.4 percent per year on average in the last 25 years-somewhat less than Latin America, a good deal less than the world, far less than the emerging countries of Asia in the same period, and indeed far less than Brazil itself in previous decades. If anything stands out favorably in recent Brazilian experience, it is not growth but stabilization and the successful opening of the economy. The purpose of this paper is more modest. It is limited to setting out the authors' particular view of recent efforts to consolidate democracy in Brazil while controlling inflation and resuming economic growth. At the same time the paper presents, as objectively as possible, some thoughts on the limits but also the relevance of action by political leaders to set a course and circumvent obstacles to that process. Here and there, the paper refers to the experiences of other Latin American countries, especially Argentina, Chile, and Mexico, not to offer a full fledged comparative analysis but merely to note contrasts and similarities that may shed light on the peculiarities of the Brazilian case and suggest themes for a more wide-ranging exchange of views.

Hrvatska Vlada nastavlja kontinuirani rad s ciljem kurikularne reforme na čelu s premijerom Plenkovićem koji je postavljen da bi se osigurao nastavak rada. Talijanska Vlada je usvojila Zakon o reformi nacionalnoga odgoja i obrazovanja, tzv. "Dobra škola". Jasno su bili definirani svrha i ciljevi, alati, načini realizacije i vrednovanja te dodaci za rad za nastavnike i školu te za sve one koji žele ulagati u školsku infrastrukturu. Postoje dvije vrlo slične realnosti u školama koje imaju potrebu za snažnom podrškom društva. ; The Croatian government has continued with its work aiming at curriculum reform with premier Plenković at its head: he has been given this task in order to ensure that this reform will continue. The Italian government has incorporated a law concerning the reform of national education tiltled as the "Good School". The aims and means have been clearly defined, the tools required, the means of realisation and evaluation, as well as additions for teachers, schools and all those who desire investing in school infrastructure. There are two very similar realities in schools that have the need for the strong support of the community. ; Il Governo croato sta continuando a lavorare alla Riforma curricolare e a capo della Commissione per l'attuazione della stessa è stato eletto il premier Plenković per garantire la continuità. Il Governo italiano ha approvato la Legge sulla Riforma del sistema nazionale di istruzione e formazione, la cosiddetta Buona Scuola. Sono stati chiaramente definiti gli scopi, gli obiettivi, gli strumenti, le modalità di attuazione e valutazione, i bonus per docenti e gli school bonus per coloro che vogliono investire nell'infrastruttura scolastica. Sono due mondi scolastici molto simili che abbisognano di un forte sostegno della società.

Teaching reforms are the object of research in Education. The 1920 reform of public teaching in the state of São Paulo was analyzed, led by Sampaio Dória, from a standpoint of legal prescriptions and its implementation in a specific reality, the Normal School of Piracicaba/SP. The implementation counted on a group of teachers, which is our privileged object of research. From such group, we learn the establishment of a power gradient producing social figuration out of recognized pedagogic, literary, artistic and political nationalistic domains. The power and figuration concepts proposed by Norbert Elias provide us with theoretical support. The 1920 reform, a network of interdependent people and its unfolding are analyzed in this article. ; As reformas de ensino são objetos de pesquisa em Educação. Analisou-se a Reforma de 1920 da instrução pública paulista, dirigida por Sampaio Dória, do ponto de vista das prescrições legais e de sua implantação em uma realidade específica, a Escola Normal de Piracicaba/SP. A implantação contou com um grupo de professores que é o nosso objeto privilegiado. Dele apreendemos a formação de uma figuração social produtora de gradientes de poder a partir de reconhecidos domínios pedagógicos, literários, artísticos e político-nacionalistas. Os conceitos de figuração e de poder propostos por Norbert Elias nos dão suporte teórico. A Reforma de 1920, uma rede de pessoas interdependentes e seus desdobramentos são analisados neste artigo.

Dottorato di ricerca in Storia d'Europa, società, politica, istituzioni (xix-xx) ; L'obbiettivo di questo lavoro è tracciare una storia istituzionale dell'università, inquadrandola nel più generale contesto sociale ed economico che determinò le politiche formative del paese dall'immediato dopo guerra, passando per gli anni dell'espansione economica e quelli successivi della stagnazione, giungendo fino ai primi anni ottanta. La ricerca ha seguito due direttive: da un lato l'evoluzione dell'università determinata dalla politica istituzionale e i cambiamenti della struttura universitaria, dall'altro lo stravolgimento del ruolo sociale dell'università, determinato dal passaggio dal modello liberale di università d'elitè funzionale alla formazione di una ristretta classe dirigente, a indispensabile strumento per la formazione di numerose e ampie categorie di forza lavoro in un paese avviato verso la completa industrializzazione, verso l'enorme sviluppo del settore terziario e in un contesto di profonda urbanizzazione e in generale di superamento dei rapporti sociali dei decenni precedenti alla guerra. La prima traccia di ricerca è stata sviluppata su due categorie di fonti principali: da un lato il dibattito politico-parlamentare intorno ai progetti di legge (le aperture degli accessi del '61 e specialmente del '69, le liberalizzazioni dei piani di studio dello stesso anno, i provvedimenti sulla docenza degli anni settanta), alle indagini conoscitive (quella promossa dal ministro Gonella nel '47 e quella varata da Medici e conclusa con Gui ministro tra il '63 e il '65), alle proposte di riforma (i progetti n. 2.314 del '65, n. 612 del '69, l'elaborazione della "Bozza Cervone" fra '77 e '78), alla regolazione dell'assetto giuridico ed economico del personale docente, ai piani di finanziamento e sviluppo dell'università; dall'altro attraverso lo studio del dibattito interno e fra i partiti utilizzando come fonti i periodici ad essi vicini o attenti al tema ("Riforma della Scuola" e "Rinascita" per il PCI, "Scuola e Città" e "Il Ponte" per il PSI, "La Discussione" e "Tuttoscuola" per la DC, in seguito riviste come "Universitas", ecc.), oltre che atti di convegni e pubblicazioni curate dai protagonisti dell'epoca. Nella ricerca, un ampio spazio è dato al tema della pianificazione scolastica (animato dagli studi di tecnici dell'economia e della formazione), strettamente connessa al dibattito sulla pianificazione economica sviluppatosi prevalentemente negli anni del centrosinistra. La seconda traccia di studio, quella relativa ai cambiamenti sociali e culturali causa ed effetto dell'espansione dell'utenza universitaria, è stata analizzata attraverso lo studio di fonti inconsuete per la storiografia tradizionale, come gli studi di sociologia e di scienze della formazione sviluppatisi a partire dagli anni settanta, i quali fecero largo uso delle cifre sistematizzate da ISTAT e CENSIS sistematizzate nelle tabelle statistiche che completano il presente lavoro. Analizzare l'evoluzione delle componenti sociali ha significato anche indagare le vicende legate alla docenza universitaria, al suo ruolo rispetto al dibattito politico, alle richieste portate avanti e alle funzioni assunte all'interno delle facoltà di fronte ai profondi cambiamenti descritti. Per quanto riguarda gli estremi cronologici della ricerca, la scelta di interrompere la ricerca alla prima metà degli anni '80 risponde all'analisi più complessiva che si fa di quel periodo della storia politica ed economica non soltanto italiana, le cui successive vicende di riforma dell'università rappresentano a mio avviso l'emblema del netto cambio di fase vissuto dalla politica e dalla società anche per quanto riguarda l'istruzione superiore. La suddivisione in capitoli rispecchia invece più fedelmente le fasi della politica universitaria. Nel primo capitolo si fa il punto sull'eredità dell'apparato normativo ereditato dal fascismo e sulle effettive possibilità che si aprirono o meno alle forze politiche per inaugurare una nuova fase, mettendo in luce anche le prime strategie d'intervento abbozzate dai principali partiti nel corso degli anni '50. Nel secondo capitolo sono affrontate le previsioni scolastiche e i progetti di riforma ad esse più o meno legate: dagli studi della SVIMEZ in poi (influenzati da quelli più ampi condotti dall'OCSE), la programmazione scolastica e le previsioni sullo sviluppo economico del paese assunsero un ruolo determinante per la politica di riforma di scuola e università, politica che nei primi anni sessanta si concretizzò nell'istituzione della scuola media unica (1962), nelle prime aperture dell'università ai diplomati di istituti e soprattutto nella prima vera proposta di riforma dell'università, quella di Luigi Gui del 1966, l'unica inserita in un progetto organico di riforma di tutta l'istruzione, il Piano Gui, dichiaratamente ispirato dagli studi di previsione (anche se non sempre coerente con essi). Con il terzo capitolo si affronta la lunga discussione dentro e fuori il Parlamento in merito al più ambizioso progetto di riforma del periodo, il n. 612, sostenuto dai socialisti proprio mentre l'esperienza dei governi di centrosinistra andava esaurendosi nei primi anni settanta; dello stesso periodo (1969) è l'apertura degli accessi all'università a qualsiasi tipologia di diplomato e le liberalizzazioni dei piani di studio, veri spartiacque della storia dell'università italiana. Il terzo capitolo si chiude infine con l'analisi dei "provvedimenti urgenti" del 1973, emblema di un modello di sviluppo dell'università fortemente precario, sintomo dell'incapacità di riformare e investire seriamente nella qualità dell'istruzione universitaria a vantaggio di una strategia prettamente quantitativa. Le tematiche affrontate nel quarto e ultimo capitolo sono invece determinate dall'inedita fase politica vissuta dal paese dalla metà degli anni settanta, caratterizzata dall'avvicinamento fra maggioranza e opposizione fino alla creazione dei governi di "solidarietà nazionale", nati ufficialmente per far fronte a crisi economica e terrorismo politico. Mentre l'attenzione sulla riforma universitaria andava velocemente calando (nonostante un ennesimo dibattito durato anni in Parlamento su un altro complesso progetto di riforma, la "bozza Cervone"), si verificarono gli ultimi cambiamenti sostanziali della struttura accademica attraverso l'ultimo capitolo del riformismo per decreti, tramite il quale furono istituiti i dipartimenti e le figure di ricercatore e docente associato nei primi anni ottanta. Chiude il lavoro l'Appendice Statistica in cui sono raccolte le cifre dell'università italiana (studenti, docenti, rapporti quantitativi e distribuzione, finanziamenti) dal 1946 al 1985. ; The aim of this study is tracing an istitutional history of university, by focusing in the wider social and economic context that determined the higher education policies after Second World War – spanning from the economic espansion years and the later stagnation to the early eighties. The research follows two main paths: on the one hand the university evolution and change of structure as determined by institutional factors; on the other hand the revolutionized social role of universities over the period under investigation. Indeed, the passage from a liberal model of élite universities – destined to the education of ruling classes – to a mass university – an essential instrument in training numerous labor force categories – took place in a rapidly and profoundly changing context. At that time Italy was headed towards full industrialization, was experiencing a massive development of the third sector and mass urbanization. In general, Italy was overcoming the social relations of the decades before Second world war. The First research line was developed on the basis of two main sources. On the one hand I analyzed the political-parliamentary debate on Education Bill proposals (the opening of the access of 1961 and especially of 1969, the curriculum liberalizations of the same year, the measures on univerity teaching in the seventies), on the investigations (the one proposed by Minister Gonella in 1947, launched from Minister Medici and concluded by Gui which was Education Minister from 1963 to 1965), on the various reform proposals of the analyzed decades (projects n. 2.314 of '65, n. 612 of '69, the elaboration of the "Bozza Cervone" between '77 and '78) and about the regulation of the legal and economic framework of higher education teachers and the plans of university funding and development. On the other hand, I studied the internal party debates by employing periodicals close to political parties or particularly sensitive to higher education issues ("Riforma della Scuola" and "Rinascita" for the communist party PCI, "Scuola e Città" and "Il Ponte" for the socialist party PSI, "La Discussione" and "Tuttoscuola" for the Christian democrat party DC, for more recent years periodical such as "Universitas", etcetera). Furthermore I used as sources conference proceedings and pubblications edited by the key actors of the debate. In the research I gave a significant space to the scholastic planning issue. This debate was strictly connected to the one on the economic planning of the country, developed mostly in the center-left wing years. The second part of the study, as said above, focuses on the social and cultural changes which were cause and consequences of the widening of the university students. This was analyzed through the study of source that are unusual to the tradition historiography, such as sociology or higher education studies which were developed from the 1970s and largely employed ISTAT and CENSIS data and researches. I have rationalized these studies in the statistics tables present in this thesis. The analysis of the evolution of social components regarded also university teaching activity issues, its role in relation to the political debate, and the role of teaching staffs within faculties in the profoundly changing circumstances described above. For what concerns the historical time range of this work, the choice to stop in the early eighties answers to a more general analysis of a chapter of the political and economic history that started in that eighties, not only in Italy. In my opinion, the following sequence of events regarding higher education reforms represent the symbol of the clear and abrupt phase change that politics and society experienced at that time. The thesis is organized as follows. The first chapter takes stock of the legislation inherited from the fascism and of the first debates on university in the Assemblea Costituente and in the Parliament, sheding light on the first intervention strategies of major political parties during the fifties. The second chapter addresses the forecasts on school attendendence and the consequent projects of reform. On the basis of first studies of SVIMEZ – influenced by the broader ones of OCSE – the education planning and the forecasts on the country development played a crucial role for the reform policies of schools and universities. Policies embodied in the early sisxties by the institution of the scuola media unica in 1962, by the first opening of access to professional high school graduates; and, in particolar, in 1966 by the first real proposal of university reform, the Piano Gui of Luigi Gui, the only one included in an integral reform plan of all education levels and explicitely inspired from the educational planning studies. The third chapter focuses on the long discussion – inside an outside the Parliament – concernig the most ambitiuos reform project of the period, the n. 612. The latter, while the experience of the center-left wing goverments were extinguishing, was backed by the socialists. However, the socialist were responsabile for the actual watershed in Italian university history, the opening of university accesses to any category of high school graduated students. Lastly, the third chapter ends with the analysis of 1973's "provvedimenti urgenti", emblem of a model of university development heavily based on precarious work. A synthom of the incapacity both in reforming and in seriously invest in education quality, favoring only quantitative strategies. While, in the fourth and last chapter, focuses on the second halph of the seventies a complete new political phase for the country, characterized by the approach between the parliamentary majority (hold by Christian democrat) and the communist opposition until the creation of natonal solidarity governments, ufficially borned to tackle the economic crisic and political terrorism. In the early eighties, while the attention on university reforms was rapidly decreasing, the last substantial change to the academic structure were made after those of 1969. During the last chapter of the "reformism by decrees", the departments and the roles of researcher and associate professor were established. The statistical appendix ends the thesis. RESUMO Objetivo: analisar de maneira contextual as faces da Reforma Psiquiátrica Brasileira pelas dimensões teórico-conceitual, técnico-assistencial, jurídico-política e sociocultural. Método: ensaio teórico, utilizando-se o referencial teórico de Hinds, Chaves e Cypress. Resultados: a dimensão teórico-conceitual da Reforma Psiquiátrica Brasileira caracteriza-se pelo conjunto de conhecimentos sobre o saber/fazer psiquiátrico. A dimensão técnico-assistencial refere-se à reorganização dos serviços de saúde mental. A dimensão jurídico-política consiste em uma revisão das legislações civil, penal e sanitária dos conceitos sobre doença mental. A dimensão sociocultural corresponde ao conjunto de práticas sociais para transformar a concepção de doença mental junto à sociedade. Conclusão: as quatro dimensões da Reforma Psiquiátrica Brasileira revelam obstáculos e desafios na busca pela melhoria no atendimento ao portador de transtorno mental pela (re) formulação conceitual, legal e operacional do doente e da doença mental. Method: it is a theoretical essay, which makes use of the theoretical benchmark of Hinds, Chaves and Cypress. Results: the theoretical-conceptual dimension of the Brazilian Psychiatric Reform is characterized by the set of knowledge about knowledge the psychiatric know/how. The technical-assistential dimension refers to the reorganization of mental health services. The legal-political dimension is a review of the civil, criminal and sanitary legislations of the concepts about mental illness. The socio-cultural dimension corresponds to a set of social practices to transform the concept of mental illness together with society. Conclusion: the four dimensions of the Brazilian Psychiatric Reform reveal barriers and challenges in the quest for improvement in care for patients with mental disorders by means of conceptual, legal and operational (re) formulation of the patient and the mental illness.
