summary: Based on a contextual analysis of the evolution of the paradigms surrounding spatial planning from a recent perspective, this work focuses on describing and analysing the political, regulatory and institutional process in terms of its potential impact on territorial planning for the regions from an interpretative approach. In particular, the implications of Law 21.074 in the various planning instruments at inter-communal or regional level are taken into account on the basis of certain criteria relating to political, administrative and fiscal decentralisation, for which some historical background preceding the new scenario for the exercise of regional governance in territorial planning is required. In short, this work shows that the possibilities for the regions to exercise ownership of spatial planning are only minimal in terms of their impact, even with the existence and approval of a Regional Spatial Planning Plan. ; Resumen: A partir de un análisis de contexto sobre la evolución de los paradigmas en torno al ordenamiento territorial desde una perspectiva reciente, este trabajo se enfoca en describir y analizar el proceso político, normativo e institucional en términos de su potencial incidencia en el ordenamiento territorial para las regiones desde un enfoque interpretativo. The South-South cooperation (SSC) dates back to the fifties, and since then it has evolved as a socially constructed idea by developing countries around a collective identity, the main principles on which it has been formed being horizontality, solidarity, reciprocity and independence. The ideological structure that has shaped it has been influenced by ideas and facts that are interrelated from different narratives. Norms and institutions have been the result of transformations in the international development cooperation architecture, especially after the end of the Cold War. As a political instrument, the SSC has gained greater scope for consultation and negotiation throughout the 21st century. From the discourse, it has been consolidated as a complement to North-South cooperation, in its practice is an instrument for the exchange of ideas, policies and experiences between developing countries that have, or think they have, related political, historical and socioeconomic characteristics. Norms, identities and interests are key concepts in the process of the SSC ideas construction. Therefore, the social constructivism of policy diffusion is the approach used for this analysis. It allows for asking questions and understanding world politics and its social structure, as well as the possibility of change in international relations, especially the place of the Southern countries. The main propose of this article is to understand the process of the regional governance formation process of the SSC in Latin America during the XXI century, analyzing the role of the Iberoamerican General Secretariat as an international organization that has allowed the political diffusion of ideas and practices between the countries of the region. As a vehicle for the political diffusion of ideas, practices and experiences among the countries of the region, this organization represents a step forward for the construction of a global SSC. To analyze it from the SSC ideational structures, the methodology used is a descriptive and interpretive analysis, for which a comprehensive review of the constructivist literatures is made to give shape to the theoretical and conceptual framework on the SSC study. Regarding the historical and conceptual approach to SSC, the most cited academic texts were mainly reviewed, as well as the official sources of the countries indicated in the third part and the annual reports of the Ibero-american General Secretariat. For constructivist scholars, the agent-structure problem raised by Wendt (1987) continues to be an object of investigative interest and also of division, and its study agenda extends to the understanding of various social phenomena, like the SSC case. In the field of international relations, the SSC has been studied to understand it from two perspectives: on the one hand, from the structure, to understand the changes in the distribution of power within international development cooperation, and on the other hand, from the agent (state), which is the focus of this article, to observe the rise of the emerging powers and their behavior in international politics. The SSC, beyond being a technical instrument for the exchange of good practices, is also a field of growing academic and research interest, as reflected by the development of the text with the bibliographic sources used for the analysis. Most of the elements that are included around the analysis are part of the constructivist research agenda, such as organizational structures, narratives, ideas, and even the way in which facts and ideas interrelate to shape the institution of the SCC, as well as the formation of identities and the action and behavior of the states. This article is developed in three sections. The first one, is a theoretical and conceptual review of social constructivism from the perspective of the transnational diffusion of ideas, policies and norms, something that has not been studied enough in the international relations agenda. This is structured as a fundamental guideline for the analytical research. To review the concept of diffusion, first the definition given by Dolowitz and Marsh (2002) of policy transfer is analyzed, a concept that is borrowed from political science, as well as the mechanisms for its diffusion (emulation, coercion, learning and competition), which is subsequently extended to the field of international relations as policy diffusion based on the analysis of Marsh and Sharman (2009). The second part of the article describes the historical evolution of the SSC from its ideational structures. Its purpose is to understand how ideas and facts influence each other and strengthen relations between states via cooperation. Finally, the third part analyzes the process of the national appropriation of SSC in Latin America based on political diffusion through mechanisms such as emulation and learning. From this approach, it is understood that the formation of organizational structures has also been a strength of the regional governance process, where the Latin America countries have used the institutionalization created by the Ibero-American General Secretariat for the systematization of CSS practices. In Latin America, the SSC is consolidated as a tool of regional governance (Ayllón, 2016), because through it, norms have been gradually built that facilitate the exchange of ideas, experiences, public policy development strategies and knowledge that spreads to other geographic regions like a norm cascade (Finnemore, Sikkink, 1998). Governance is a transversal concept within the analysis, this is understood from the classic definition of the Global Governance Commission (1995) that indicates that it is the sum of many ways in which individuals and institutions, public and private, manage common affairs. For the case that is analyzed on the regional governance of the SSC in Latin America, it is understood as the set of narratives, practices and low principles that integrate different agents around common interests. Inside the new architecture of development cooperation, the political and analytical notion of governance is fundamental. States are no longer capable of solving problems on their own (Karns, Mingst and Stiles, 2015), and moreover require the cooperation of others and the coordination of interests based on the perception of common problems. This serves to understand the regional governance process in Latin America, the SSC being an instrument for its formulation and management. Finally, it is concluded that the SSC in Latin America has advanced in the consolidation of technical factors, of how to define and execute it, as same as political factors of how to conceive and guide it based on the construction of a narrative that has been shaped around some common interests and principles. However, the SSC is still a subjective conception of the countries of the South, in which domestic factors determine the dynamism of the diffusion process, as well as their instrumentalization from the political sphere. ; La cooperación Sur-Sur se ha consolidado como una modalidad complementaria a la tradicional cooperación Norte-Sur que, en la práctica, se ha materializado como un instrumento para el intercambio de ideas, políticas y experiencias, que se ejecuta entre países en desarrollo que tienen, o creen tener, elementos políticos, históricos y socioeconómicos afines. Sus orígenes se remontan a la década de los cincuenta, y desde entonces, la estructura ideológica que le ha dado forma ha estado influenciada por ideas y hechos que se interrelacionan a partir de distintas narrativas construidas por los estados, subrayando intereses comunes sobre el lugar que ocupan dentro de la arquitectura de la cooperación al desarrollo. A lo largo del siglo XXI, dicha modalidad ha ido ganando mayores espacios de concertación y negociación como un instrumento político de los países en desarrollo que se sustenta en los principios de horizontalidad, solidaridad, reciprocidad e independencia. Desde un enfoque regional, América Latina, por ejemplo, ha favorecido la creación de instrumentos técnicos que, desde la conceptualización hasta el registro de datos, han llevado a la creación de estructuras normativas para la ejecución de la cooperación Sur-Sur. En esa línea argumentativa, desde un enfoque social constructivista de difusión de ideas, normas y prácticas, este artículo analiza de manera descriptiva y explicativa cómo la región ha fortalecido la práctica de la cooperación Sur-Sur a partir de la identificación de problemáticas comunes y discursos encaminados a definirla desde las estructuras ideacionales. El objetivo de este artículo es entender el proceso de formación de la gobernanza regional de la cooperación Sur-Sur en América Latina, para lo cual, se analiza el rol de la Secretaria General Iberoamericana desde cuya institucionalidad, los países de la región fortalecen la difusión de prácticas e ideas que podrían significar avances para la construcción de una gobernanza global de la cooperación Sur-Sur.
States increasingly lack the capacity to address current challenges, for they demand a coordinated answer on a transnational scale. In Europe, the need to face new scenarios has fostered transnational governance strategies at the European Union level which could possibly be implemented in other regions. This paper explores recent developments in a varying range of fields, from the more traditional area of economic and monetary policy to the postmodern fight against climate degradation, all the way up to security and defence policy. ; Los desafíos actuales escapan con frecuencia a la capacidad de los Estados para abordarlos adecuadamente y exigen una respuesta coordinada a nivel transnacional. Este trabajo plantea que las fórmulas recientemente empleadas por la UE para contribuir a la gobernanza transnacional son útiles y susceptibles de aplicación en otras regiones para responder a nuevos retos. Las áreas de estudio elegidas incluyen desde el ámbito más tradicional de la política económica y monetaria hasta el postmoderno de la lucha contra la degradación del medio ambiente, pasando por el área mixta de la seguridad y la defensa.
El presente artículo se propone analizar los conceptos de regionalismo Post-Hegemónico y regionalismo Post-Liberal a la luz del recambio electoral que desde el año 2015 se ha ido desarrollando en diferentes países de América del Sur. Para ello, el trabajo intentará contribuir al debate y dar respuestas sobre algunos interrogantes, tales como: ¿A qué hacemos referencia cuando hablamos de regionalismo post- hegemónico y regionalismo post-liberal? ¿Cómo debemos considerarlos? ¿Se constituyen como una nueva fase de la integración regional latinoamericana o representan más bien un modelo de cooperación internacional? ¿Cómo afecta el supuesto final del ciclo progresista y la nueva reconfiguración política de la región a la supervivencia de este fenómeno? ; This article aims to analyze the concepts of post-hegemonic regionalism and post-liberal regionalism in light of the political reconfiguration that has been taking place since 2015 in different countries of South America. For this, the paper will try to contribute to the debate and give answers on some questions, such as: What do we refer to when we talk about post-hegemonic regionalism and post-liberal regionalism? How should we consider them? Do they constitute a new phase of Latin American regional integration or do they represent a model of international cooperation? How does the end of the progressive cycle and the new political reconfiguration of the region affect the survival of this phenomenon?
This work will address the existing problems in the Canary Islands through its particular form of institutional organization. The Island Councils as the highest political bodies of the island, have played an important role in the historical development of the Canary Islands, in some cases as mechanisms for resolving the so-called Canarian problem and, in others, as elements that empower the island itself. This has led to a confrontation between the community/regional element and the insular space. Through the empirical analysis of the valuations in the provision of public services provided by the different administrations in the archipelago, it will be observed what value Canarian society gives to the insular sand, and whether there are substantial differences with respect to the autonomous space. ; Este trabajo abordará la problemática existente en el archipiélago canario a través de su particular forma de organización política-institucional. Los Cabildos Insulares, como máximos órganos políticos de la isla, han ejercido un protagonismo importante en el devenir histórico de las Islas Canarias, en algunos casos como mecanismos de resolución al denominado problema canario y, en otros, como elementos que empoderan a la propia isla. Este hecho ha derivado en una confrontación entre el elemento comunitario/regional y el espacio insular. A través del análisis empírico sobre las valoraciones en la prestación de los servicios públicos que prestan las diferentes administraciones en el archipiélago se analizará qué valor otorga la sociedad canaria a la arena insular, y si existen diferencias sustanciales con respecto al espacio autonómico.
The main purpose of this article is to analyze the consequences that the Bologna process has had for Latin American universities in the context of the regional governance in education. Indeed, the reform processes that have been implemented in Latin America the last decades have been strongly influenced by the European universities reform. This has caused a series of debates, agreements and division between the universities, the society, and State institutions, as those processes have been designed from outside the countries, thus making them unable to respond adequatelyto the requirements of society. ; El objeto de este artículo es analizar las implicaciones que ha tenido para América Latina el proceso de Bolonia en el contexto de la gobernanza regional en educación. En efecto, los procesos de reforma de la educación superior que se han implementado en las últimas décadas en los países de América Latina han sido fuertemente influenciados por la reforma europea. Esto ha ocasionado múltiples debates, acuerdos y rupturas entre las universidades, la sociedad y el Estado, ya que, al haber sido pensados desde fuera, no les permiten responder adecuadamente a los requerimientos de la sociedad.
Within the framework of post-liberal regionalist strategies that emerge and consolidate in the 21st century, the Community of Latin American and Caribbean States (CELAC) represents one of the integrationist initiatives that attaches more importance to South-South Cooperation. The article argues, at the same time, that CELAC may become a future mechanism for regional governance due to its potential for integration, the advancement of political dialogue and diplomatic consensus as well as the promotion of development and international cooperation. ; En el marco de las estrategias regionalistas posliberales que surgen y se consolidan en el siglo XXI, la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) representa una de las iniciativas integracionistas que otorga más importancia a la Cooperación Sur-Sur, a la vez que podría constituirse en el futuro en un mecanismo de gobernanza regional gracias a su potencial para la integración, el diálogo político y la concertación diplomática, destacadamente en la promoción del desarrollo y la cooperación internacional.
Mexican environmental policy has been studied from differets approaches of public policy through relative control to more integrated politics. This last policies have been supported by international tendencies as the Cumbre de Rio in 1992. This research paper explain how Mexican Environmental Institutions have changed as the North American Free trade Agreement was signed and because of global institutions as United Nations, the Organization for the Economic Development and Cooperation and the World Bank. This have to deal with institutional capacity and Mexican institutional challenges to design, implement and finance environmental policies. ; La política ambiental en México ha sido abordada desde diferentes enfoques de política pública. Ha pasado de políticas de comando y control hasta políticas más integrales. Esta últimas han sido impulsadas por las tendencias internacionales, especialmente a partir de la Cumbre de Río de 1992. Este trabajo de investigación argumentará que México ha creado y transformado sus instituciones ambientales como resultado de su participación en el Tratado de Libre Comercio de América del Norte y en instituciones de la gobernanza ambiental global como Naciones Unidas, la Organización para la Cooperación y el Desarrollo Económicos o el Banco Mundial. Una vez establecida la capacidad institucional con el modelo de esas organizaciones, ha podido tener una postura propositiva en otros grupos internacionales de negociación. A pesar de ello, nuestra política ambiental sigue presentando fallas de diseño, implementación y financiamiento.
La proliferación de entes intermunicipales e intralocales (que involucran actores sociales) que se ha dado en la última década, indica que los decisores políticos advierten la necesidad de avanzar en procesos de coordinación política. Sin embargo, pese a la importancia y cuantía de estas estrategias, la literatura indica que estos intentos no lograron consolidar estructuras institucionalizadas de coordinación y cooperación. Frente a la inestabilidad de estos procesos, el Gobierno Provincial en el 2001 lanzó un proyecto de constitución de Entes de Recaudación Fiscal y Gestión (primer mandato del gobernador De la Sota) y, ante el fracaso, diseñó una nueva iniciativa con la Ley de Regionalización 9602 del año 2005 y hoy en vigencia, que crea Comunidades Regionales en base a los "Departamentos de la Provincia". Este poyecto tiene como objetivo general estudiar los procesos de coordinación socio-política en dos comunidades regionales desde la prespectiva de la gobernanza. El enfoque problematiza dos cuestiones, la democracia de las estructuras y procesos y la efectividad de los mismos en la coordinación-conducción socio-política. En base a estos dos ejes de debate se plantean dos dimensiones de análisis que orientan las siguientes hipótesis de trabajo: A- la construcción de estructuras decisorias departamentales tienen una lógica de inclusión – exclusión que condiciona la representatividad democrática de las mismas. B- La lógica de inclusión-exclusión está enmarcada en una lucha de poder entre actores y grupos con intereses, quienes ven condicionado su éxito (y por tanto el resultado estructural del conjunto) por el capital social estructural que poseen. The aim of the study is to identify tools to assess the role of regional authorities in the development of municipalities. Methods. The paper analyzes the influence of federal, regional, and municipal levels of the state government hierarchy on the formation of own-made goods shipped, own works and services performed per capita volumes. The assessment of the indicator 's variability in the context of hierarchy levels bases on variational analysis. The study was conducted in the context of 344 municipalities (7 regions of two federal district). The analysis showed in most regions a low influence at the level of regional authorities on the variation of municipalities 'values. Results. In all regions, except for the Republic of Bashkortostan, there is a low influence of the regional governance level on the variation of the values of municipalities. In Bashkortostan, the contribution of the region as a whole is negative and it determines almost a third of the entire variation in the values of the development index of municipalities. In the Perm Region and Tatarstan, the effect of the region in absolute figures is significant, but given its low share (about 5% of the total variation), the total variation is determined by the municipalities themselves. Conclusions. In the context of municipal districts, there is a high variation in the value of the indicator in question. At the same time, the role of regional authorities is not always positive, which creates the need for a differentiated approach when assessing and developing regional policies. The analysis showed in most regions a low influence at the level of regional authorities on the variation of values of municipalities. Even less influence is rendered by authorities at the level of federal districts.
Partiendo de la vitalidad que tiene el bien hídrico para todos los procesos de los seres vivos, la presente investigación busca analizar la gobernanza del agua que ha dado el Distrito Capital al sistema Chingaza. Sobre este escenario se busca visibilizar la problemática que ha supuesto la gestión político-administrativa distrital del abastecimiento de agua en el sistema Chingaza para la región hídrica del Sistema. La complejidad de la problemática involucra la gestión del agua en esferas políticas y administrativas, las cuales están reflejadas en su ordenamiento territorial, la emisión de leyes y regulaciones, planes de desarrollo y relaciones interinstitucionales entre las diferentes escalas territoriales. En el estudio se usa un enfoque de gobernanza, el cual es entendido como concepto analítico entre las formas de interacción sociopolítica. Este permite abarcar el problema desde una teoría de sistemas que confronta las tensiones con las divisiones e instancias políticas. En este sentido se exploran las tres dimensiones de la gobernanza (institucional, instrumental y política) a través de una investigación descriptiva-explicativa con revisión documental y de mapas, entrevistas y encuestas. El estudio concluye que la gobernanza del agua en el sistema Chingaza no ha sido ejecutada con criterio de equidad, sino que ha profundizado las desigualdades territoriales en la región. Con base en ello se proponen rutas para una política pública de abastecimiento de agua acorde con parámetros de justicia social y desarrollo sostenible en la región. ; Water is one of the most important components in all natural process in planet earth, that´s why this investigation is looking to analyze the water governance giving by the Capital District to the Chingaza's system. On this scenario, we seek to make visible the problem of the political-administrative management of water supplies in the Chinganza system by the district towards the System´s water region. The problem´s complexity involves water management in the political and administrative world, which is reflected in its land use, the issuance of laws and regulations, development plans and inter-institutional relations between territorial levels. In this study we use a governance approach, which is known as an analytical concept in the socio-political interaction's ways. This allows embracing the problem from a theory that confronts tension with division and political demands in a systematical way. In that sense we explore the three dimensions of the governance (institutional, instrumental and political) through a descriptive and explanatory research, with paper reviews, maps, interviews and surveys. The study concludes that water governance in the Chingaza´s system has not been executed with equal judgment, but it made bigger the inequality at the regions. Este trabajo desarrollo un análisis de la viabilidad de la gobernación metropolitana en México. Por encima de los planteamientos teóricos enmateria de coordinación y gobernanza, aparecen limitantes de facto que hacen imposible la gobernación metropolitana. La argumentación se basa en la dificultad de alinear intereses, nosólo entre las unidades territoriales, sino también entre las agendas políticas de los actores que participan. El planteamiento teórico se contrasta con la construcción de una institucionalidad metropolitana en Guadalajara. La conclusión es que se requiere de un planteamiento que garantice la obligatoriedad de la coordinación y subordine los intereses de los funcionarios al interés general metropolitano.
La década del dos mil es sinónimo de cambio político para América Latina. Con razón o sin ella, la década quedará en la memoria colectiva como la de los años del "giro a la izquierda" tal como los ochenta y los noventa son considerados respectivamente como la "década perdida" y la época del "néoliberalismo". La ascensión al poder en la mayoría de los países latinoamericanos de gobiernos de sensibilidad progresista ha ocasionado una nueva legitimidad para el Estado, un rechazo al crecimiento en la desigualdad y una nueva política exterior. Por lo tanto la pregunta bicéfala que se plantea es la de saber si las alternancias electorales y los cambios políticos de estos últimos años contribuyen a la homogenización de las políticas nacionales y a la emergencia de un modelo común de gobernanza regional así como al desarrollo de una identidad común y a la proyección internacional de un espacio geoestratégico regional. ; The 2000s decade is synonymous with political change for Latin America. Rightly or wrongly, the decade is seen in the collective memory as the years of the "left turn" as the eighties and nineties are considered respectively as the "lost decade" and the era of "neoliberalism". The access to power of left parties in most Latin American countries has resulted in a new legitimacy for the State, a rejection of growth with inequality and a new foreign policy. The paper wonders whether this evolution is producing a homogenization of the national policies and the development of commonmodel of regional governance. The paper also analyzes the geopolitical implications of the left turn. Therefore the question that arises in this article is whether the political changes, which Latin America is going through during the recent years, have contributed to the development of a common identity and the international projection of a regional geo-strategic space. ; 17-38 ; sebastian.santander@ulg.ac.be
