Partindo de um quadro teórico neo-gramsciano crítico à globalização, este artigo aplica a nova teoria do regionalismo (NTR) e a teoria do regionalismo regulatório (TRR) à sua análise e teorização dos tratados de comércio da Aliança Bolivariana para os Povos da Nossa América (ALBA-TCP) como regionalismo contra-hegemônico na América Latina e Caribe (ALC). A ALBA está centrada na ideia de um Socialismo do Século XXI, que, como (inicialmente) também a Revolução Bolivariana da Venezuela, substitui a 'vantagem competitiva' pela 'vantagem cooperativa'. Em seu caráter de conjunto de processos multidimensionais e transnacionais a ALBA-TCP opera dentro de/transversalmente a um número de setores e escalas, ao mesmo passo que as transformações estruturais são movidas pela interação de agentes do Estado e agentes não estatais. A política de Educação Superior para Todos (ESPT) do governo venezuelano rejeita a agenda neoliberal globalizada de mercadorização, privatização e elitismo e reinvindica educação pública gratuita em todos os níveis como um direito humano fundamental. A ESPT está sendo regionalizado em um espaço educacional emergente da ALBA e assume um papel-chave nos processos de democracia direta e participatória, dos quais a construção popular (bottom-up) da contra-hegemonia e a redefinição política e econômica da ALC dependem. Antes de produzir sujeitos empreendedores conformes ao capitalismo global, a ESPT procura formar subjetividades ao longo de valores morais de solidariedade e cooperação. Isso será ilustrado com referência a um estudo etnográfico de caso da Universidade Bolivariana da Venezuela (UBV). ; This paper employs new regionalism theory and regulatory regionalism theory in its analysis and theorisation of the Bolivarian Alliance for the Peoples of Our America (ALBA) as a counter-hegemonic Latin American and Caribbean (LAC) regionalism. As (initially) the regionalisation of Venezuela's Bolivarian Revolution, ALBA is centred around the idea of a 21st Century Socialism that replaces the 'competitive advantage' with the 'cooperative advantage'. ALBA, as a set of multi-dimensional inter- and transnational processes, operates within and across a range of sectors and scales whilst the structural transformations are driven by the interplay of state and non-state actors. The Venezuelan government's Higher Education For All (HEFA) policy, which is being regionalised within an emergent ALBA education space, assumes a key role in the direct democratic and participatory democratic processes upon which a bottom-up construction of counter-hegemony depends. HEFA challenges the globalised neoliberal higher education agenda of commoditisation, privatisation and elitism. Rather than producing enterprising subjects fashioned for global capitalism, HEFA seeks to form subjectivities along the moral values of solidarity and cooperation.

A decade after the rise of post-liberal regionalism, strong movements are emerging to the detriment of their survival, both in the case of UNASUR and ALBA. What factors explained the emergence of these post-liberal regionalism schemes? Can the weakening of these factors explain the current exhaustion of this wave of regionalism? We assume that ideological convergence and regional leadership are facilitators of regionalism. However, we conjecture that ideological affinity by itself cannot account for variable patterns in regional cooperation. Especially in the period of post-liberal regionalism, Brazil's and Venezuela's will (with Presidents Lula da Silva and Hugo Chávez) to lead was central, and therefore, both the emergence and the decline of ALBA and UNASUR can be explained predominantly by the swings of regional leadership.

This article analyzes the complex process that Latin American regionalism has experienced in the two decades of the 21st century and its current impasse. The first part of the paper discusses the era of post-hegemonic regionalism and its limitations. The second part contemplates the arrival of conservative governments and their impact on regionalist strategy, especially in South America. Finally, the response of the Latin American blocs to the Covid-19 pandemic is examined.

The article presents an analysis of the recent dismantling of the Union of South-American Nations (UNASUR) under the governments of the liberal-conservative turn recently experienced in South America. Through the mobilization of excerpts from speeches by Heads of State in the region, it is possible to note that the allegedly "ideological" character of UNASUR is presented as the main justification for leaving the institution. Having that in mind, the main objective of the article is to interrogate narratives about the 'ideological' character of UNASUL. For that, the article presents a literature review on regionalism, pragmatism and ideology to challenge this narrative. It is argued, first, that pragmatism and ideology in regionalism are not dichotomous, but complementary concepts. Moreover, despite UNASUR's ideological elements, the organization represents a series of alignments and pragmatic factors in its institutionalization and performance. Finally, it is argued that the proposals for "de-ideologization" and "pragmatic realignment" of the regionalism of the new rights in South America are, in fact, more ideological than pragmatic as they claim.

In view of the prevailing tendencies in the direction of globalization and regionalism, new rules and disciplines introduced in GATT's Uruguay Round, proposals coming from the United States and from the European Union, respectively, to become a partner in Free Trade Agreements, Brazil is confronted with strategic choices which will determine its long-term development's possibilities. ; This article analyses the Brazilian trade policy and the dilemmas involved in the search of a more dynamic insertion in the world's international trade system. In 2020, a right coalitional government leaded by the National Party started in Uruguay, after 15 years of left governments. There are signs that show the beginning of a
eorientation of foreign policy towards greater trade openness and attracting
investment. As a counterpart, there seems to be a loss of the relative importance of the region in Uruguayan foreign policy, which includes demands for the opening up and flexibilitation of the Mercosur and a repositioning against regionalism. This change promoted by the new government may be counterintuitive in relation to the regional vocation traditionally attributed by literature to the National Party. However, through the analysis of a census and interviews with legislators, the article shows that in the last decade party preferences have already outlined this relegation of the region. In this way, we argue that a pragmatic, realistic and deeply liberal "neoherrerismo" is emerging in the National Party, as a predominant tendency in the international vision of the government

O presente artigo apresenta os principais resultados de um mapeamento básico do perfil de iniciativas institucionais sediadas no Brasil que compõem "campos especializados de produção e difusão de conhecimento e informação sobre a América Latina" no país. Toma-se como objeto um conjunto de 146 iniciativas institucionais em operação atualmente no país com este foco primário de atividade, agenda, projeto ou estratégia de missão. Tendo por referência teórica e metodológica a noção de "campo" de Bourdieu (1983), parte-se da hipótese da existência de um campo significativo de diversos tipos de iniciativas institucionais em operação no Brasil - com diferentes graus e formas de institucionalidade, de natureza pública e privada, com diversas agendas temáticas e interfacialidades em redes de cooperação e de vinculação institucional, inclusive com instituições de outros países - que possam contribuir para processos de integração regional na América Latina e no Caribe na dimensão científica e cultural, para além da econômica e comercial. O perfil do conjunto das iniciativas institucionais objeto da pesquisa foi mapeado segundo os seguintes aspectos: i) ano e década de criação, ii) tipo de organização e estrutura institucional, iii) natureza (pública e privada), iv) distribuição por estado e região no país, v) áreas e subáreas de conhecimento, vi) áreas e subáreas das ciências sociais.
The main proposal of this study is to develop and test an evaluation model of government communication grounded in the field's theoretical assumptions. The model was applied to the analysis of the Brazilian Policy on Solid Waste, given that this policy has encountered problems in its institutionalization process, when considering the new public management guidelines. Content analysis was applied to the interview transcriptions and to the documents released by different institutional actors from the Ministry of the Environment and municipalities in the Zona da Mata of Minas Gerais. From the data analysis, it is concluded that there is a demand for a particularized communication model that does not develop generalized strategies for public managers, but which considers the local peculiarities and the Brazilian regionalism. ; Mediante la comprensión de la comunicación como un mediador para el logro de los objetivos sociales y gubernamentales, este estudio ambiciona desarrollar y implementar un modelo de evaluación de la comunicación gubernamental fundamentado en las suposiciones teóricas del campo. Se aplicó el modelo en el análisis de la Política Brasileña de Residuos Sólidos, que enfrenta dificultades en su institucionalización por medio de las directrices recomendadas por el new public management. A partir del análisis de contenido de entrevistas y de documentos disponibles (del Ministerio de Medio Ambiente y de los municipios de Minas Gerais), los datos apuntan la necesidad de un modelo de comunicación particularizada que no produzca estrategias macizas para los administradores, sino que entienda las particularidades locales de las múltiples regiones brasileñas. ; Por entender a comunicação como mediadora para o alcance dos objetivos sociais e governamentais, objetivou-se neste estudo criar e testar um modelo de avaliação da comunicação governamental alicerçado nos pressupostos teóricos do campo. O modelo foi aplicado à análise da Política Nacional de Resíduos Sólidos uma vez que a mesma enfrenta dificuldades em seu processo de institucionalização ante as diretrizes preconizadas pelo new public management. A partir da análise de conteúdo das entrevistas e de documentos disponibilizados por diferentes atores institucionais no Ministério do Meio Ambiente e em municípios da Zona da Mata Mineira, os dados apontam para a necessidade de um modelo de comunicação particularizado e que não crie estratégias massificadas para gestores, mas que entenda as peculiaridades municipais e regionalismos brasileiros.
