The mission of the European Community and later the European Union was to take all actions that reduce disparities in economic development among Member States and their regions. These objectives were achieved through creating a customs union, a single European market and economic and monetary union, and the introduction and implementation of trade, agricultural, cohesion, competition policies. The problem of obtaining financial resources that would allow the EU to fulfill the tasks assigned to it by treaties and other legal acts is inseparable from the functioning of the European Union. The EU needs to raise new own resources. In recent years there have been proposals for the introduction of new own resources in the form of a uniform VAT which would apply equally to all Member States and in the form of a tax on financial transactions. The principal disadvantage of the new methodology for calculating own resource based on VAT on supplies of goods and services, acquisitions and imports subject to the standard rate of VAT in each Member State is its complexity. Despite the efforts made, the abovementioned taxes still will not be typical own resource that directly supplies the budget of the European Union. They will still be transferred through state agencies or economic entities for tax on financial transactions and they will continue to be dependent on the systems and tax rates of each Member State.

The purpose of the paper is to study the actions undertaken by the European institutions, aiming at a larger openness of resources, such as cultural works, scientific publications and educational materials, as well as to examine the motivations and results thereof. The European Union, being the area of production of a significant number of works belonging to each of the aforementioned categories, views these resources as strategic to its development. Thus it has taken diverse measures in order to maintain an appropriate balance between the public (social) interests, understood as open access to the resources, and the private interests, prioritising the protection of the owner's rights. The paper demonstrates that these actions are not uniform due to a diverse character and standing of these resources in the economy. The first instruments regarding scientific and educational resources had been implemented ten years before the implementation of legislative measures concerning the cultural products. Hence the public interests, meaning users' access, were treated as more important than the private proprietary rights.

Industry specialized journalism is essential for the creation and use of computer (video) games. They are representing one of industries from creative economy which is emerging on early XXI century. Media representatives inform about the progress in development of new titles, test them before their release date, show developers the advantages and disadvantages of their productions, impact on user feedback and describe events and trends related to the communities directly involved in the games, as well as with their surroundings. The article aims to present a case study of human resources management model in the Internet editorial absorbed in topics connected to computer games which is a part of big media company.

The article analyzes the impact of plant production on the protection of biosphere resources. Agriculture significantly affects the quality of resources and natural environment assets and shapes their character. The quality of environmental resources determines the size and directions of agricultural production, and agriculture changes ecosystems, shapes the landscape, affects the quality and quantity of natural resources. European integration has influenced the relationship between agriculture and the environment in many directions. EU legislation and the formulation of development strategies and economic programs contribute to the greening of agricultural land use and the protection of biosphere resources. The assessment of these activities is definitely positive due to the creation of conditions for conflict-free coexistence of the protective function and the agricultural function. ; Artykuł zawiera analizę wpływu produkcji roślinnej na ochronę zasobów biosfery. Rolnictwo w istotny sposób wpływa na jakość zasobów i walorów środowiska przyrodniczego oraz kształtuje ich charakter. Jakość zasobów środowiskowych determinuje wielkość i kierunki produkcji rolniczej, a gospodarka rolna zmienia ekosystemy, kształtuje krajobraz, wpływa na jakość i ilość zasobów naturalnych. Integracja europejska wielokierunkowo wpłynęła na relację rolnictwo – środowisko. Legislacja unijna oraz konstruowanie strategii rozwojowych i programów gospodarczych przyczyniają się do ekologizacji użytkowania gruntów rolnych i ochrony zasobów biosfery. Ocena tych działań jest zdecydowanie pozytywna ze względu na tworzenie warunków do bezkonfliktowego współistnienia funkcji ochronnej i funkcji rolniczej.

This paper is a short commentary on Elinor Ostrom's criticism of 'The Tradegy of Commons', which is part of her research on Common Pool Resources (CPR) institutions. She delivered an institutional theory of Common Pool Resources governance and also seriously undermined so called social paradoxes, as Olsons' logic of collective action or prisoners dilemma as a model of social situations. The core of these social paradoxes and Garett Hardin's Tragedy of Commons respectively, is an assumption of rational choice taken by an isolated, selfish and egoistic individual. In Ostroms opinion such theories are not really wrong, but are very special cases in the World of interpersonal communication, customs and institutions. Ostrom has developed an institutional analysis of CPR governance and formulated basic rules of a good and durable CPR Institution. Ostroms' works takes account of both laissez-faire and centralized, government-run allocation as the wrong approach toward management of the Commons. These analyses seem useful in Poland, where nowadays CPR governance is highly centralized.

In the 21st century, information is golden. The question is whether in his book entitled Open Source Intelligence Techniques: Resources for Searching and Analyzing Online Information Michael Bazzell teaches us how to get it? This review answers this question by providing an objective overview on the publication. The introduction contains certain biographical information on the author, including information on his experience and its impact on the development of the open-source intelligence (OSINT). Next, the reviewer goes on to describe the solutions that M. Bazzell proposes to his readers, followed by the assessment of the work's goal and reasoning, the author's familiarity with the recent studies in the field, as well as the language of and the logic behind the statements. The review ends with a summary of the strengths and weaknesses of the publication and a clear view on the work.

Unia Europejska, w której tworzy się wiele dzieł należących do każdej z wymienionych dziedzin i która przyznaje, że są to zasoby strategiczne dla jej rozwoju, podejmuje działania w zakresie polityki publicznej w celu zachowania równowagi pomiędzy interesem publicznym (społecznym), czyli dostępem do owych zasobów, jak i interesem prywatnym, a więc prawami właścicieli. Ze względu na odmienny charakter i miejsce tych zasobów w gospodarce, działania te nie mają jednorodnego charakteru. Zasobami naukowymi i edukacyjnymi zajęto się około 10 lat wcześniej niż zasobami kultury. Również interes społeczny, czyli dostęp odbiorców, okazał się w ich wypadku ważniejszy niż prywatne prawa własności.

The article attempts to indicate the operational principles of local government units in connection with a public task related to housing resources. The assumption of the analysis was to narrow down the issues to only two aspects: legal and financial. First, issues related to the legal grounds of the so-called housing management at the local government level were discussed, and then, the methods of financing tasks in this field by local government units. It should be emphasized that, despite an attempt to refer to local government units operating at various levels, a special place for the discussion was given to the municipality, for which the legislator has reserved the greatest number of housing management tasks. In connection with the functioning of this local government level, the principles of financing the housing management were discussed, taking into account organizational and legal forms and their relationship with municipal budget funds as well as the possibilities of obtaining extra-budgetary funds. ; W artykule podjęto próbę wskazania zasad funkcjonowania jednostek samorządu terytorialnego w powiązaniu z zadaniem publicznym związanym z zasobami mieszkaniowymi. Założeniem analizy było zawężenie problematyki wyłącznie do dwóch aspektów: prawnego i finansowego. W pierwszej kolejności omówiono kwestie związane z podstawami prawnymi tzw. gospodarki mieszkaniowej na szczeblu samorządowym, w drugiej zaś sposoby finansowania zadań z tego zakresu przez jednostki samorządu terytorialnego. Na podkreślenie zasługuje fakt, że mimo podjęcia próby odniesienia się do jednostek samorządowych działających na poszczególnych szczeblach szczególne miejsce na rozważania przypadło gminie, na rzecz której ustawodawca zastrzegł najwięcej zadań z zakresu gospodarki mieszkaniowej. W powiązaniu z funkcjonowaniem tego szczebla samorządowego omówiono zasady dotyczące finansowania gospodarki mieszkaniowej przy uwzględnieniu form organizacyjnoprawnych oraz ich powiązania z gminnymi środkami budżetowymi, a także możliwościami pozyskania środków pozabudżetowych.

This paper examines empirically a policy question whether or not there is a significant effect of the character of the relationships between the third sector organizations and public administration units for distribution of public resources at the local community level (gmina orcommunes). The key issue concerns the role of NGOs in making the level of community deprivation – measured by multidimensional index of local deprivation (MILD) – a factor in allocating resources to gmina (in the form of various subsidies accrued to it). An evaluation of the relative importance of the two competing criteria, equity andefficiency – which are typically, at least implicitly, involved in distribution of public resources – is conducted using public statistics data from the Bank of Local Data for years 2008 and 2010. Since it is usually assumed that the former remains of focus of the third sector units while the latter seems to remain under responsibility of the administration, one may expect that the type of relations between them will affect the prevalence of one of the two criteria over the others, without. however, knowledge of the circumstances conducive to it. Indeed, the results of empirical analysis reveal a clear pattern of the dependency –public resources obtained by gminas are shown to be on average both 'need-adjusted' and efficient when the relations are positive in character (however, not unconditionally – for instance, it is not true in the case of European Union's funds). And that there is a form of complementarity between the above mentioned principles (equity and efficiency) under a certain pattern of interaction between non-profit organizations and administrative units at the local community – some of the circumstances suitable for such a desired type of effects are discussed in the paper.

The article comprises an analysis of public opinion surveys concerning the environmental awareness in Polish society concerning natural resources and their protection, which issue has not been presented to date comprehensively in the literature on the subject. To this end, i.e. to present the degree of this awareness, the results of opinion surveys on the following topics have been presented and analysed: environmental protection as a social problem and the sources of knowledge on this subject, climate change, natural resources as sources of energy, attitude to the nuclear power plant construction, and air quality. The study has been based on representative surveys carried out by public opinion polling centres. The above-mentioned analysis has been preceded by terminological findings on such terms as "environmental security", "natural resources", "environmental awareness" and "public opinion", with a proposal for a new definition of environmental awareness, referring to elements of legal awareness. It has been assumed that the knowledge of the degree of public awareness is useful in designing legal solutions conducive to environmentally sound behaviour and in taking decisions on a gradual increase in the extent to which public participation in natural resource management is allowed. The research hypothesis that awareness of natural resources among the Polish population is not optimal but is gradually increasing was confirmed. It has been pointed out that legal measures to promote environmental measures need to be complemented and strengthened by instructional and educational measures. ; W artykule dokonano analizy badań polskiej opinii publicznej dotyczących świadomości ekologicznej polskiego społeczeństwa w odniesieniu do zasobów naturalnych i ich ochrony. Kwestia ta nie była dotąd w sposób zbiorczy prezentowana w literaturze przedmiotu. Dla realizacji celu, tj. przedstawienia poziomu owej świadomości, zaprezentowano i przeanalizowano wyniki badań opinii publicznej dotyczące: ochrony środowiska jako problemu społecznego i źródeł wiedzy na ten temat, zmian klimatycznych, zasobów naturalnych jako źródeł energii, stosunku do budowy elektrowni jądrowej i jakości powietrza. Oparto się na reprezentatywnych badaniach przeprowadzonych przez ośrodki badania opinii publicznej. Powyższe poprzedzone zostało ustaleniami terminologicznymi dotyczącymi takich terminów, jak "bezpieczeństwo ekologiczne", "zasoby naturalne", "świadomość ekologiczna" i "opinia publiczna", przy czym zaproponowano nowe ujęcie świadomości ekologicznej, nawiązujące do elementów konstrukcyjnych świadomości prawnej. Przyjęto, iż poznanie poziomu świadomości społecznej jest przydatne w konstruowaniu rozwiązań prawnych sprzyjających postawom proekologicznym oraz w podejmowaniu decyzji o stopniowym zwiększaniu stopnia dopuszczenia społeczeństwa do zarządzania zasobami naturalnymi. Potwierdzono hipotezę badawczą, zgodnie z którą poziom świadomości społeczeństwa polskiego w zakresie zasobów naturalnych nie jest optymalny, ale ulega stopniowemu podwyższeniu. Wskazano na potrzebę uzupełniania i wzmacniania rozwiązań prawnych sprzyjających działaniom proekologicznym poprzez działania edukacyjne i wychowawcze.

Th e problem is examined on the basis of websites of two Russian libraries – the National Library of Russia and the State Public Historical Library. Th e website of the Russian Ministry of Foreign Aff airs and the Google Books service were also taken into consideration. Th is provided the grounds for discussing the available source materials and literature related to the Russian foreign policy in the years 1894–1917.

The authorities of local government, under the laws, including the Constitution, have the right to freely decide to meet the needs of the local and regional community. These powers are not unlimited. Legislative access to financial resources as well as the legal limits of local government debt, imposed by the law, force the local government to limit the discretionary powers in financing the tasks. There are, however, questions about the causes of the excessive indebtedness of local governments in Poland, as well as the actions leading to illegal debt and the transfer of debt to subsequent periods. They are due to the lack of local authorities' orderliness in this area or the limited access of Polish local government to financial resources. The issues contained in the study, due to the framework of the article, do not allow a detailed solution to the above issues. However, they signal the basic problems of local government in Poland, also verifying them empirically. ; Władze samorządu terytorialnego na mocy ustaw (w tym ustawy zasadniczej) otrzymały prawo do swobodnego decydowania o zaspokajaniu potrzeb wspólnoty lokalnej i regionalnej. Te uprawnienia nie są jednak nieograniczone. Określony przepisami prawa dostęp do środków finansowych, a także prawne granice zadłużania się samorządu terytorialnego, wymuszają na władzach JST ograniczanie swobody decyzyjnej w zakresie finansowania zadań. Pojawiają się pytania, w czym tkwią przyczyny nadmiernego zadłużania się JST w Polsce oraz dotyczące podejmowania działań prowadzących do nielegalnego zadłużania się i przerzucania długu na kolejne okresy. Czy wynikają one z braku zdyscyplinowania władz lokalnych w tym zakresie czy też z nazbyt ograniczonego dostępu polskiego samorządu terytorialnego do środków finansowych? Zagadnienia zawarte w opracowaniu, ze względu na ograniczone ramy artykułu, nie pozwalają na szczegółowe rozwiązanie powyższych kwestii, jednakże sygnalizują podstawowe problemy samorządu terytorialnego w Polsce, weryfikując je również empirycznie.

The aim of this article is to present the number of barriers which the implementation of the policy of obtaining energy from renewable resources may encounter in the Middle East and North African states - in the context of the diversification need of electrical energy supplies to European Union states. Apart from obvious benefits for the European Union from obtaining clean energy from the states which are under southern dimension of the European Neighborhood Policy, there are still numerous economic and social difficulties, which undermine the cooperation on energy issues on both sides of the Mediterranean. The biggest barriers are still the economic policy and infrastructural neglect, which preclude the efficient and effective exchange of energy. However, it seems that on the wave of Arab Spring, at least in some parts of Middle East and North African states the awareness of the benefits of obtaining clean energy is rising. But it may be regarded as symbolic that various energy projects coordinated from the European side despite their extensive time span and the level of involvement still have not yet achieved any results. ; Niniejszy artykuł ma na celu przedstawienie szeregu barier, jakie stoją przed implementacją polityki w zakresie pozyskiwania energii ze źródeł odnawialnych (OZE) na obszarze państw Bliskiego Wschodu i Afryki Północnej, w kontekście potrzeby dywersyfikacji dostaw energii elektrycznej do państw Unii Europejskiej. Mimo dość oczywistych korzyści dla Unii Europejskiej z pozyskiwania czystej energii z państw objętych południowym wymiarem Europejskiej Polityki Sąsiedztwa, nadal istnieją liczne problemy gospodarcze oraz społeczne, które utrudniają wzajemną współpracę po obu brzegach Morza Śródziemnego w zakresie energetyki. Największymi barierami pozostają prowadzona polityka gospodarcza, ale także zaniedbania infrastrukturalne uniemożliwiające sprawną i efektywną wymianę energii. Wydaje się jednak, że na fali Arabskiej Wiosny, przynajmniej w części państw Bliskiego Wschodu i Afryki Północnej, wzrasta świadomość korzyści, jakie mogą płynąć z pozyskiwania czystej energii. Tym niemniej pewnym symbolem pozostaje szereg projektów energetycznych, koordynowanych ze strony europejskiej, które mimo upływu lat i stopnia zaawansowania nadal nie przełożyły się na konkretne rezultaty.
