By modernizing society, corruption is becoming the global problem and is considered to be the main cause of state dysfunction. Widespread in a large number of countries, embracing political and social life, corruption has become the everyday life of citizens convinced that without corruption there was no proper functioning of the society. Countries in transition, with an unstable political system, are the fundament for the development of corruption. The fight against corruption is long lasting and painful issue with an unknown outcome. The enjoyment of media attention, the commitment of the European Union and the United Nations, the establishment of anti-corruption organizations and agencies within states are mechanisms to combat this global problem. Anticorruption culture as a preventive mechanism prevents the existing and emergence of new forms of corruption. Effective preventive action requires careful and long-term planning to result in a better quality of life in the future.
U savremenim društvima se smatra da visoko obrazovanje ima značajnu ulogu za ekonomski razvoj tako što obezbeđuje kvalifikovanu radnu snagu, ekonomsku konkurentnost, produktivnost, političku stabilnost i stvaranje demokratskog društva. Predmet rada je da se predstave i kritički ispitaju sociološka stanovišta koja pripadaju funkcionalističkoj i institucionalističkoj paradigmi koje na različite načine tumače značaj obrazovanja za razvoj društva. Prvi cilj je da se predstavi na koji način autori koji pripadaju ovim teorijskim pravcima opisuju ulogu obrazovanja u ekonomskom i političkom razvoju. Drugi cilj je da se ispita na koji način isti autori tumače značaj visokog obrazovanja za pojedince: za zaposlenje, napredovanje i životne šanse. Funkcionalistička paradigma smatra da je visoko obrazovanje neophodno za tehnološki, ekonomski i društveni napredak, jer priprema pojedince za rad u odgovarajućem segmentu kapitalističke ekonomije i povezana je sa shvatanjem progresa i pojmova: modernist, profesionalizacija i racionalizacija. Institucionalistička perspektiva takođe pokazuje da je obrazovni sistem strukturalno povezan sa nastankom moderne privrede i nacionalne države, da ima alokativnu funkciju i da na taj način utiče na životne šanse pojedinaca. Za razliku od funkcionalističke, institicionalistička perspektiva naglašava ideološku i legitimacijsku stranu ovih procesa i značaj pridaje političkim faktorima u odnosu na ekonomske faktore. Preispitivanjem i suočavanjem različitih teorijskih polazišta ukazuje se na kompleksan odnos obrazovanja i šireg društva. Stoga je potrebno kontinuirano ispitivati suprotstavljena stanovišta koja ovoj temi prilaze na različite načine. Jedino celovito i kritičko teorijsko promatranje ovih procesa može imati značajne implikacije za kreiranje obrazovnih politika, kao i sveobuhvatnijih reformi društva. ; In modern societies, higher education is considered to be playing a significant role in economic development by providing skilled labor, economic competitiveness, productivity, political stability and building a democratic society. The subject of this paper is to present and critically review sociological standpoints belonging to functionalist and institutionalist paradigm which interpret the importance of education for development of a society in a different way. The first objective is to present how authors belonging to these theoretical concepts describe the role of education in economic and political development. The second objective is to examine how these authors interpret the importance of higher education for individuals: for their employment, promotion and life chances. The functionalist paradigm holds that higher education is necessary for technological, economic and social progress, as it prepares individuals for work in the relevant segment of capitalist economy and is linked to understanding of progress and concepts of modernity, professionalization and rationalization. The institutionalist perspective also shows that education system is structurally linked to emergence of modern economy and the nation-state, that it has an allocative function and thus affects the life chances of individuals. Unlike the functionalist, the institutionalist perspective emphasizes the ideology and legitimacy of these processes and attaches importance to political rather than economic factors. By reviewing and confronting different theoretical starting points, a complex relationship between education and wider society is revealed. It is therefore necessary to continually examine the opposing viewpoints that approach this topic in a different way. Only a comprehensive and critical theoretical observation of these processes can have significant implications for creating educational policies and far-reaching societal reforms. ; Zbornik rezimea / 24. Corruption is considered to be a universal phenomenon as it is present in all countries, in all systems, and all the countries endeavor to suppress it, with more or less success. Corruption as an universal occurrence in the world is a particularly actual problem in the post-conflict countries which are also in transition (Serbia, B&H…). Processes of transition, privatization and the very process of creation of a state on completely new foundations, have favored expansion of corruption on all the levels and in all the areas of social life. Goal of this work was not to identify the negative or positive financial effects of privatization process or the necessity of social transition, but to point out to the shortcomings or misuses in the processes of privatization, either by the governmental bodies or by individuals, as well as to define the best privatization procedures and what should be done to reduce corruption in the privatization process.
After the termination of war confrontations, on the basis of the UN Security Council Decision, a protectorate had been established in Kosovo and Metohia, including the engagement of international security and civil forces. The order of interim administration ended in 2008, when the self-proclaimed Kosovo assembly adopted the decision on declaration of independence from the Republic of Serbia, and the process of administrative mandate transfer started from international to local institutions. In the paper, first of all, general performances of social and political life were delineated, and then the complex architecture of security forces active there during previous eleven years was presented. Also, all the most important problems Kosovo and Metohia faces are enumerated. The post-war Kosovo and Metohia may be characterized as a society in disorganization. The old system of institutions was destroyed, and a new one has not been established. The number of Serbs is decreasing, and local Albanians have not maturated for a self-administration of the newly established state. The further maintenance of this circumstances or even its deterioration might move towards social riots, caused by the bad living conditions, large unemployment, impoverishment of significant social groups or the escalation of attacks at remaining non-Albanian population, which could induce serious security threats in the region.

'Glass ceiling' syndrome, which means invisible, but almost impenetrable border that women face in professional life, keeping them away from positions of influence and progress in career, is the main reason for the small number of women involved in politics. According to the focus of the research, there are three groups of barriers to women's political participation. Most researchers examine the influence of the political system, institutional and legal mechanisms, the question of their transparency and functional improvement. Significantly less frequent approach came from authors who are concentrated on the social and economic barriers, financial conditions and the broader social context. The third group consists of those who are considering the ideological and psychological barriers, patriarchal cultural patterns, traditional gender roles, self-confidence, ambition and women's desire to be involved in politics. Political parties are key actors in the process of discrimination against women, because they do not allow them to be selected in a number of political functions. There are many factors that determine that the issue of gender equality is variously interpreted in political parties. The most present are contextual and ideological factors, referring to a different definition of the status of women on the political agenda, the social climate in terms of gender equality and respect for human rights, the level of social development and political freedom. Then come organizational factors pertaining to the structure of parties, the manner in which the leadership is elected, whether there are internal women's pressure groups and lobbying, and are women leaders are visible on high positions in decision-making process. Finally, there are institutional-legal factors, which include the type of electoral system, the legal and constitutional framework and the prescribed quotas on national and / or party level.

After the end of the Cold War, civil defense was transformed into civil protection. This part of the state structure moved from the armed forces to the civilian sector. There are two reasons. First, direct threat of nuclear war was eliminated and the other reason were climate changes caused by natural disasters on a large scale. Today's civilan protection is organized in order to protect life and property in the event of a disaster caused by nature or man. End of the Cold War influenced the transformation of the social system in Poland. This was also reflected in the field of civil protection in this country. In Poland many sectors of civil society are now directly or indirectly involved in the system of civil protection. This was largely contributed by the decentralization of the state system, which allowed greater involvement of different actors in the system of civil protection. Decentralization has enabled a more efficient division of responsibility in case of emergencies. Regardless of the differences in size of territory and population, Poland has gone through similar challenges in transformation of the state and civil protection system like other new states of the European Union. This is especially important if we look other states of the former Warsaw Pact. Beside aforementioned transformation, Poland needed to eliminate communist legacy in many areas of society. This was precondition for stabilization and modernization of the state system. After that, Poland could put more effort in the reform of other areas of political, economic and social organization, which included area of civil protection.
The value of a social order is worth as much as it is ruled by satisfaction, security and well-being among people. The purpose of civilized and democratic systems is to guarantee and ensure the rights and freedoms of man and citizen, primarily through organized institutions. In an organized state, each of the institutions has a clear specific function that is more or less aimed at making life easier for citizens. One of them, which will be the topic of this paper and which has recently been introduced into our legal system, is the Protector of Citizens or the Ombudsman. The idea for this institution was born in Sweden, and after a number of years, it spread around the world. The ombudsman is an independent state body that takes care of a person, his rights, and above all protects him from irresponsible and illegal behavior of administrative bodies. Its significance today is immeasurable for the individual and society, as well as for the state and its reputation on the international platform. In addition to protection, its function is also control, in terms of constitutionality and legality of acts and actions of administrative bodies.

In his main oeuvre from the field of political philosophy ('Basic Traits of the Philosophy of Right'), Hegel wished to reconcile civil society with state. Civil society is for Hegel the way of abstract notion of property concretization. Subjective form of property is evolutioning into objective relationships among title holders. It is in the state where the will is set free from its particular interests and is becoming free in the widest sense of the word. Since civil society is established as per marketing principles, it is subject to inequalities. Since inequalities bear destructive effect on the life in community, civic particularism may be overcome only in institutional way. That institution is the state as the 'seriousness of the spirit', and the essence of civil society. Civil society is a liberal one, and the state is based on liberal principles. For Hegel, contrary to Hobbes and Locke, liberal society is not a social contract among individuals who possessed some natural rights (property), but reciproque and equal agreement among citizens and states which wish to recognize themselves mutually. It is not an own interest, but searching for rational recognition. The same as citizens, states also wish to reconcile themselves mutually, what in the situation in Kosovo and Metohia alike gets the original form.
У раду је представљена група писама из преписке Корнелија Станковића која се налазе у Архиву Србије у Београду. У периоду између 1853. и 1865. године, Станковић је одржавао приватне и професионалне контакте са пријатељима, познаницима и сарадницима, међу којима су биле значајне личности из различитих друштвених кругова и културно-политичке јавне сфере на подручју Хабзбуршке монархије и Кнежевине Србије. Сачувана писма сведоче о многобројним композиторовим професионалним активностима, о условима у којима је живео и радио и културно-историјским приликама којима је био изложен. У раду се доноси листа најзначајнијих Станковићевих кореспондената и кратак преглед садржаја писама. ; The aim of the research offered in this article was to present a group of letters from the correspondence of Kornelije Stanković, kept in the Serbian Archive in Belgrade. In the period between 1853 and 1865, Stanković corresponded with a great number of his collaborators, connoisseurs and friends from different social groups. Many of them were important figures in the cultural and political sphere in the Habsburg Monarchy and the Princedom of Serbia. Besides a complete list of letters, parts of particular letters from the most important Stanković's correspondents were discussed in this article. They testify about numerous composer's artistic activities and his professional environment, as well as his intimate everyday life, his relationships with friends and family, the state of his health and finances. This part of Stanković's correspondence was observed as a source of important information about the composer's role in Serbian musical and cultural history.
Predmet rada su činioci i struktura političke kulture mladih u Srbiji. Politička kultura shvaćena je kao sveukupnost političkih i politički relevantnih orijentacija među pripadnicima jedne političke zajednice koja obuhvata nekoliko tipova orijentacije: kognitivne, afektivne, motivacione, vrednosne i ponašajne. ; The paper explores the factors and structure of youth political culture in Serbia. Political culture is defined as a comprehensive sum of political and politically relevant orientations of the members of a political community and comprises several types of orientations: cognitive, affective, motivational, evaluative and behavioural. Accordingly, five components of youth political culture were distinguished and operationalised by a large number of indicators. The empirical basis for the thesis is a survey conducted in 25 randomly selected secondary schools from the city of Belgrade. The total of 788 students from four different types of secondary school participated in the research: grammar schools (N=202), technical (N=207), economic (N=211) and medical (N=168). The sample was restricted to students of the final year (average age M=18.10, SD=.40). Three-quarters of students (75%) in the sample attend urban secondary schools and one quarter suburban (25%). There were more female participants (58%) than male (42%). Research results indicate that the level of youth political knowledge is low. The majority are not informed about topical social and political issues nor acquainted with certain basic rules regarding the functioning of the Serbian political system, such as the election threshold, government composition or the number of MPs. The prevailing feelings towards numerous analysed political objects are negative. Young people are highly dissatisfied with the current socioeconomic situation. The President, the Government, the Parliament, police, judiciary, the European Union or NATO, are not much trusted. Political cynicism is dominant, while for the majority politics is not the field of interest nor is considered important in life. Most students believe that they cannot influence political affairs (however, surprisingly, they are ready to vote in the following elections) while their opinions on social activism are divided. The attitude towards pro-system values is often ambiguous and vague. The attitude towards democracy is predominantly positive. However, the majority of students do not perceive favourably the newly established mechanisms and institutions of market economy and are hence more inclined towards the socialist than (pro-)market orientation. It can be said that they do not support the freedom of speech, multi-party system and rule of law.
Ovaj rad bavi se životom slikara Save Šumanovića koji je pre 80 godina, 30. avgusta 1942. streljan na pravoslavnom groblju u Sremskoj Mitrovici, zajedno sa 120 građana Šida, mesta u kojem je u roditeljskoj kući proveo najvažnije formativne, kao i poslednje godine svog života. Do danas mu se ne zna grob. Bio je jedna od najpoznatijih žrtava ustaškog režima u Drugom svetskom ratu u Jugoslaviji. Rad ne tumači slikarstvo Save Šumanovića, već nastoji da oslika milje u kojem je slikar živeo i radio te kroz njegovu biografiju i događaje pokušava da objasni istorijski kontekst koji je doveo do tragičnog kraja Šumanovića. Slike i skice Save Šumanovića danas se nalaze u Parizu, gradu u kojem je živeo u tri navrata, u Zagrebu, gde se školovao, u Beogradu, gde je priređena njegova poslednja samostalna izložba, pred sam početak Drugog svetskog rata, u Novom Sadu u Spomen-zbirci Pavla Beljanskog te u Šidu u kojem je nastao najveći deo njegovog opusa i u kojem je 1952. osnovana Galerija slika "Sava Šumanović", zahvaljujući daru Savine majke, Perside Šumanović. U radu su, osim biografskih knjiga i zapisa savremenika o Savi Šumanoviću, korišćena i ekskluzivna pisma Save Šumanovića, koja su ljubaznošću porodice kolekcionara Milana Vereša bila dostupna autoru. Autor je koristio i intervjue koje je radio sa poznavaocima života i dela Šumanovića, kao i arhivske novinske članke, arhivu Televizije Beograd, te knjigu služavke Marije Demšar koja je tokom Drugog svetskog rata radila u kući Šumanovića u Šidu. ; This article is about the life of painter Sava Šumanović, who was executed 80 years ago (on 30 August 1942) at the Orthodox cemetery in Sremska Mitrovica, together with 120 other citizens of Šid, the city in which he spent his most important formative years. У овој студији пажња је фокусирана на реконструкцију пијанистичког репертоара Корнелија Станковића, како би се испитао однос његових и дела иностраних композитора, као и колико је концепција програма била условљена срединама у којима je наступао. Након увида у написе у оновременој штампи, као и у сачуване плакате са концерата, издвојене су композиције које су се налазиле на његовом пијанистичком репертоару. Циљ овога рада био је и да се укаже на актуелност извођених композиција, што је, између осталог, омогућио и увид у немачку штампу разматраног периода. ; Of particular importance for the artistic commitment and maturation of Kornelije Stanković, was his training in Vienna, which at that time represented the center of the Slavic elite. The whole cultural and social atmosphere of Vienna left a strong imprint on the young artist: a rich cultural and political life of the city, contacts with Serbian and Slavic circles and their ideas, especially studies under distinguished professor at the Conservatory – a composer, pianist and theorist Simon Sechter. By studying the inscriptions in the Serbian press from the 19th century (Srbski list, Vidovdan, Južna pčela, Danica, Trgovačke novine, Šumadinka) and preserved posters of Stankovic's concerts, we have selected the compositions that were part of the Kornelije Stanković piano repertoire. Besides his own compositions, his repertoire included some works of Franz Liszt and Sigismund Thalberg, and even, then popular and now forgotten salon composers-pianists: Jacob Blumenthal, Louis Lacombe, Rudolf Willmers, Eduard M. Pirkhert, and a certain man named Wald. It is possible that this selection of works was influenced by Sechter himself. Blumental and Lacombe were his students. However, the fact remains that the compositions of those authors, which Stanković performed, also represented the most famous works of those composers, as well as the standards of the salon repertoire at the time. The aim of this paper is to highlight the equal importance and representation of the foreign composers within Stankovic's piano repertoire, as well as the actuality of performed compositions, which has allowed us to gain an insight into the German press of the considered period.
The Mediation Act has been applied in the Republic of Serbia since 2005. In the past period, the application of this Act has pointed out to a number of drawbacks and deficiencies in the system of resolving disputes through mediation. The dominant features of the current mediation system are some inadequate legal solutions, poor organization and insufficient preparation of the courts to internalize mediation, failure to provide relevant information about mediation to litigants and other participants in the judicial process, insufficient judicial training and education of lawyers and parties on mediation and other ADR methods, etc. Considering that the primary purpose of mediation is to diminish the litigation caseload and reduce the costs of court proceedings, the basic goal of introducing mediation into the Serbian legal system has not been accomplished. In order to improve the mediation system, the Serbian authorities launched a public debate in 2010 on designing a new legislative act which would eliminate the shortcomings of previous act and improve the efficiency of mediation. After nearly four years, the extensive debate and confrontation of different mediation concepts led to adopting a new Draft Mediation Act in 2013. As compared to the applicable 2005 Mediation Act, the Draft Mediation Act contains some innovations, such as the enforceability of a mediation agreement under specific conditions and the opportunity of introducing mandatory mediation in some cases. In this paper, the author analyzes the above issues on the basis of findings of economic theory and the results of the empirical study on the efficiency of mediation in Serbia in civil matters. In this context, the author argues that the achievement of the above objectives (to reduce the caseload and legal costs] calls for establishing a sustainable mediation system. In addition to instituting good legal solutions (such as mandatory mediation], the system should be supported by joint efforts and financial resources of responsible institutions and individuals. In a nutshell, mediation may come to life only if the legislative efforts are accompanied by a large-scale social action aimed at promoting this form of dispute resolution.
