The aim of the article is to demonstrate the potential of sociological concepts by Italian political scientist and sociologist Donatella Della Porta and American sociologist Drew Halfmann, to analyze political participation and motivation for it, to determine a new perspective for understanding the essence of political participation, the factors by which political involvement can be transformed. Within the framework of the analysis of D. Della Porta's concept, the features of the organization of social movements and the mobilization of their participants in the information society are outlined, based on the emergence of horizontal ties between the participants of social movements based on the formation of identity, solidarity, collective actions and democratic innovations. The features of citizens' political participation and the process of opinion formation in connection with the functioning of communicative spaces with high discursive quality are described. Attention is drawn to the D. Della Porta's concept of political consumerism, which defines heuristic possibilities for studying political participation through the lens of political consumption and demonstrative behavior, as well as identifying factors influencing political participation (belonging to a group, hedonism, demonstration of a certain way of life, etc.). Within the framework of the analysis of the concept of D. Halfmann, the specificity of the implementation of social policy and its influence on citizens, the success of social movements depending on the political context are considered. D. Halfmann's argument regarding the conceptual advantages of using the term "political context" to identify institutional conditions and factors conducive to political participation is outlined, and the author's position on the expediency of using the term "political opportunity" is indicated, taking into account the institutional, structural and dynamic factors of the political system. The tools that can facilitate the mobilization of social movement participants, in particular the grotesque proposed by D. Halfmann and meme as its counterpart in modern society, are considered.

The paper presents a philosophical substantiation of certain ideas put forward by the participants of some new social movements, by which a reconstruction of the concept of an agent has been realized. The author emphasises a continuity between critical theory and post-modernism, and some prospects of a reconceptualisation on this basis the classical model of the subject of history. ; У статтi розглядається фiлософське обгрунтування iдей, висунутих учасниками нових соцiальних рухiв, в межах якого була здiйснена реконструкцiя поняття суб'єкт. Автор робить акцент на спадкоємностi критичної теорiї та постмодернiзму, на перспективi здiйснення на їх основi реконцептуалiзацiї класичної моделi суб'єкта iсторiї.

Preservation of historic heritage is a prevalent question in urban social movements in Ukraine. This article focuses on heritage preservation activists' experiences, including both movements to preserve specific historic sites and monuments, and movements against destruction of the historic environment more generally. We begin by conceptualizing key concepts of heritage preservation movement and offering a background of heritage preservation in a post-soviet setting. This overview is followed by a summary of research findings based on eleven semi-structured interviews with heritage protection activists in major Ukrainian cities. Their activity can be classified firstly based on the strategy of impact (top-down or bottomup); secondly, on the type of historic monuments that they want to preserve (classical architecture, modern (Soviet) architecture and small architectural forms); thirdly, on the territorial scale of their activity (local, municipal or regional); and finally, on their activities (cultural and artistic, political, media and awarenessraising, community-building, etc.).Challenges, identified by activists in their work, were classified as external (related to structural and contextual difficulties), and internal (individual challenges and group dynamics, related to lack of time, resources and institutional knowledge). More generally, the heritage preservation movement in Ukraine is identified by activists as fragmented, reactive, and marked by high institutionalization of grassroots activities and their cooptation. Activists are reflexive of their role in historic preservation and present themselves as the voice of the general public. They identify their impact as creating public resonance, a wide network of passive allies, institutional (as well as internal management) experience for activist initiatives. At the same time, however, they have little faith in the possibility of achieving broader strategic goals. Thus, despite their impact and efficiency in defending specific historic sites, activists are unable to preserve historic heritage in Ukrainian cities on their own. Potential future research includes conducting interviews not only with activists of large cities, but also of smaller towns, as well as using a multi-method approach and supplementing interviews with content-analysis of activists' public statements, as well as taking into consideration the voices of other interested agents in the heritage preservation movement. ; Статтю присвячено досвіду активістів та активісток пам'яткоохоронного руху. Концептуалі­зовано поняття пам'яткоохоронного руху; визначено мету, принципи та напрями діяльності акти­вістів(­ок) пам'яткоохоронного руху, а також перешкоди на їхньому шляху. Діяльність активіс­тів(­ок) класифіковано за впливом (згори­вниз або знизу­вгору), за типом історичних пам'яток, які активістські групи прагнуть захистити (класичну архітектуру, модерну (радянську) або малі архі­тектурні форми), за територіальним масштабом (локальним, місцевим та регіональним) і за ак­тивностями в межах своєї діяльності (культурно­мистецькі, політичні, медійно­просвітницькі, робота з громадою та ін.). The paper is devoted to analysis of the problem of the influence of totalitarian ideology on the spiritual and cultural life of society as well as of the reflection of these processes in the lexicographical works of the Soviet era. In recent years a scientific interest in the problems of interrelation between the language and ideology increased. However, the processes of the ideologization of the lexical items related to the sphere of art have become beyond the attention of researchers. The paper is aimed to reveal the peculiarities of the influence of Soviet ideological attitudes on the formation of the dictionary definitions of the nominative units related to the sphere of art, on the example of the names of art movements and streams recorded in the Dictionary of the Ukrainian Language in 11 volumes (1970–1980). The investigation uses the descriptive method and the component analysis method as the best suited to this study. The techniques for the classification and systematization of lexical material are also involved. Special attention is paid to the enlightenment of the official policy in the sphere of culture and art, namely to the imposition of a single method of the artistic reflection of reality, the socialist realism, and to the organization of revelatory campaigns against artists. Literature and art under the party control implemented the ideological and aesthetic programmes, needed to ensure the dictatorship of the Communist party. The whole history of the development of Soviet art was marked by opposition to global achievements, total domination of socialist realism, destruction of dissent, complete ideologization of art and its subordination to the requirements of the political order. It is proven that these processes are reflected in the dictionary interpretation of the semantics of the names of art movements and streams. Among the analyzed lexical items only the word "realism" is fixed in the dictionary having a positive appraisal meaning, while all the others with distinctly negative ones. A special role in giving negative connotations to the words belongs to the adjective of "formalistic", which is used in almost every dictionary entry of the studied concepts. This word performs the expressive function in that context that indicates its desemantization. The negative connotation of the lexemes was amplified by using illustrative material, chosen from various authoritative sources that demonstrated the features of the functioning of the words in the language. The use of ideological markers in the definitions and illustrative material as well as important for the Communist ideology citations indicates the ideologization and politicization of lexemes related to the sphere of art. It proves in addition that in the Soviet times the ideology influenced not only on the social and political nominative items, but also on other thematic groups of vocabulary.

The national and cultural activities of the Lusatian Serbs in the period of the revolution of 1848-1849 are one of the brightest and most controversial pages of the past of this small Slavic people ofGermany. During the revolution, the Lusatian Serbs, through their ideologues, with their locallyprovincial patriotism, were oriented towards supporting paternalistic relations with the royal authorities. To the main factors of the participation of the least numerous Slavic people in the revolutionary events of the middle of the XIX century national-cultural and ethnopolitical should be considered. During the revolution of 1848-1849, Serbs from the broad democratic program chose the path of humanization and moderate social liberalization. The first met the national and cultural needs of the people, and the second did not set the ethnic group in opposition to the monarchical power and democratic forces of Germany. In our opinion, the assumption of a possible ethnic minority of wider national rights or autonomy, subject to decisive action during the revolution, is unfounded. Already at the beginning of the XIX century the Lusatian Serbs ethnic group was a statistical minority in its ethnic region, which was divided between the two European states (Prussia and Saxony), therefore calls for more determined national requirements in ethnically mixed areas were not widespread, and the radicalization of thenational movement could lead to ethno-lateral consequences. ; Національно-культурна діяльність лужицьких слов'ян періоду революції 1848-1849 рр. – одна з найяскравіших та найсуперечливіших сторінок минулого цього малочисельного слов'янськогонароду Німеччини. Під час революції лужицькі серби через своїх ідеологів, з їхнім локальнопровінційним патріотизмом, були зорієнтовані на підтримку патерналістських відносин ізкоролівською владою. До головних чинників участі найнечисленнішого слов'янського народу у революційних подіях середини XIX ст. необхідно віднести національно-культурні та етнополітичні. Протягом революції 1848-1849 рр. серби з широкої демократичної програми обрали шлях гуманізації та поміркованої суспільної лібералізації. Перше відповідалонаціональним та культурним потребам народу, а друге не ставило етнос в опозицію до монархічної влади та демократичних сил Німеччини. Припущення щодо можливого отримання етноменшиною ширших національних прав або автономії за умови рішучіших дій під час революції, на нашу думку, є безпідставними. Вже на початку XIX ст. серболужицький етнос був статистичною меншістю у своєму етнічному районі, який поділявся між двома європейськими державами (Пруссією та Саксонією), тому заклики до рішучіших національних вимог у етнічно змішаних районах не мали поширення, а радикалізація національного руху могла призвести до етнолетальних наслідків.

The article is devoted to analyse of studying the Polish public and political movements in Ukrainian lands during the XIX and the beginning of XX century. The author had concluded that social and political history of the Poles in the Russian Empire was the part of modern imperial political-legal, socio-cultural and socio-economic transformations. The development of the Polish movement was a response to a threat for the preservation of national identity in terms of implementation nationalist imperial project, based on the perception of the Dnieper-region like a historic area of the state. ; Польський політичний рух виступав визначальним чинником суспільного і духовноультурного життя Наддніпрянської України в XIX – початку ХХ ст. В умовах відсутності легальних каналів національної комунікації і національного політичного життя саме суспільно-політична діяльність перетворювалася на один з фундаментальних принципів польського патріотизму. Вивчення польських суспільно-політичних практик сприятиме визначенню чинників формування і особливостей реалізації урядових стратегій вирішення «польського питання» у регіоні, дослідження специфіки впливу польського суспільного життя на публічний простір Наддніпрянщини.Метою статті є вивчення польського суспільно-політичного руху в українських землях в контексті досліджень сучасної історичної регіоналістики. Автором проаналізовані та узагальнені основні теоретико-методологічні підходи до вивчення проблем суспільної діяльності поляків, визначені фактори, які зумовили еволюцію польського руху, його вплив на регіональну політику царизму. Застосування методологічного апарату соціальної та регіональної історії, культурологічних, гендерних і фемінологічних студій, імперіології, етнополітології розширює межі наукового дискурсу і одночасно – дозволяє комплексно дослідити еволюцію суспільно-політичної діяльності поляків, визначити головні напрямки і форми активності, соціальний склад учасників, регіональну специфіку тощо.Автор дійшов висновку, що широкий спектр досліджень, присвячених проблемам генезису польських суспільно-політичних рухів модерного періоду, свідчить про актуальність цієї проблематики у контексті історичного розвитку Східної Європи. Історія суспільно-політичної діяльності поляків у межах Російської імперії знаходиться у центрі уваги як зарубіжних, так і вітчизняних вчених, оскільки є складовою імперських модерних політико-правових, соціокультурних і соціально-економічних трансформацій. Генезис польського руху став відповіддю на загрози збереженню національної ідентичності в умовах реалізації націоналістичного імперського проекту, в основі якого було сприйняття Наддніпрянщини як історичного простору Російської держави.

У статті проаналізовано результати наукових досліджень, присвячених проблемі становлення і розвитку селянського руху у Харківській губернії протягом 1917–1921 рр. Автор вважає, що ідеологічний терор, який супроводжував перетворення УРСР на складову частину тоталітарної держави, змусив наукову громадськість поступитися принципом об'єктивності при вивченні тематики селянського руху. Для радянської історіографії були властивими прагнення довести керівну роль більшовиків у суспільно-політичному житті аграрного населення Харківщини, визначення заможного селянства як соціальної бази "націоналістичної контрреволюції" і однозначно негативна оцінка селянських антибільшовицьких виступів. Українська пострадянська історіографія відзначає позитивну роль заможного селянства у розвитку економіки регіону і негативно оцінює спроби більшовиків реалізувати комуністичну доктрину в українському селі. ; In the paper the research works on Kharkov region peasants' movement origin and development in 1917–1921 are analyzed. The subject of this article is the reflection of Kharkov province peasants' movement regional specific in the Soviet and Ukrainian post-Soviet historiography. Investigation of multiple historical sources gave the opportunity to expose the distinctive features of native scientists' interpretation of peasants' political, economic, military, national and cultural activity in the region in the context of Ukrainian revolution (1917–1921). Author supposes that ideological terror was the main misrepresenting factor of soviet historiography in the sphere of peasants' movement studying. Historians forced to show the leading role of bolshevist party in the countryside social and political life, to give a negative assessment of prosperous peasantry activity and anti-Bolsheviks' uprisings. Nevertheless, soviet historical science gathered large factual material and defined the main directions of the further Kharkov region agrarian history researches. The Ukrainian post-Soviet historiography positively estimates the prosperous peasantry influence on the region economical development and negatively characterizes Bolsheviks' attempts to realize the communist doctrine in the Kharkov countryside.

Günümüz toplumlarının karşı karşıya kaldığı en önemli krizlerden birini oluşturan çevre sorunları, insanlığın önünde aşılması gereken önemli bir meseledir. Çevre sorunlarının hava kirliliği, küresel ısınma, iklim değişikliği, su sıkıntısı, türlerin yok oluşu gibi farklı şekillerde gündeme gelmesi 20. yüzyılın ikinci yarısına rastlamış olmakla birlikte çevre sorunlarının bu yıllarda birdenbire ortaya çıktığını söylemek yanlıştır. Ekolojik tahribatın boyutları, sanayileşme ile birlikte yükselişe geçen tüketim toplumunda ciddi düzeye ulaşmakla birlikte, insanın doğaya müdahalesinin kökenleri daha da geridedir. Çevre sorunlarının geçmişi insanlık tarihi kadar eskidir. İnsanın doğaya müdahalede bulunması, sanayileşmenin ve makineleşmenin yaygınlaşmasıyla doğayı kendi dengesini sürdüremeyecek ölçüde yıpratmaya başlamıştır. Bu durum koruma amaçlı birçok örgütün kurulmasına ve hükümetleri çevre sorunlarına karşı önlemler almaya zorlamıştır. Çalışma üç bölümden oluşmaktadır. Birinci bölümde çevre sorunlarının düşünsel arka planı ve tarihsel gelişim süreci ele alınmaktadır. Bu bağlamda insan doğa ilişkisi ve ekolojik düşüncenin ortaya çıkışından bahsedilmektedir. İkinci bölümde Avrupa'da çevreci hareketin oluşumu ve siyasallaşma süreci ayrıntılı olarak ele alınmaktadır. Bu gelişim ve siyasallaşma süreci örneklem olarak seçilen; Almanya, İngiltere ve Amerika üzerinden incelenmektedir. İkinci bölümde Yeşil Partilere ayrıntılı olarak değinilmektedir. Çevre hareketinin toplumsal hareketten siyasal partilere dönüşmesi Yeşil Partiler aracılığı ile gerçekleşmiştir. Çalışmanın üçüncü bölümünde ise Türkiye'de çevre hareketinin gelişim süreci incelenmektedir. Özellikle Cumhuriyetin ilk yıllarından Yeşiller Partisi'nin kurulmasına kadar uzanan süreçte ortaya çıkan çevresel eylemlerin üzerinde durulmaktadır. Ayrıca çevreci hareketin siyasallaşmasını sağlayan Yeşiller Partisi de bu bölümde ele alınmaktadır. ; The environmental problems that constitute one of the most important crises facing today's society are an important issue that must be overcome for humanity. It is wrong to say that environmental problems such as air pollution, global warming, climate change, water stress, species disappearance are suddenly emerging in these years with environmental problems coming to light in the second half of the 20th century. The extent of ecological destruction, with industrialization, has reached a serious level in the consumer society that has risen, and the origins of man's intervention in nature are further back. The history of environmental problems is as old as the history of mankind. The discovery of human intervention in nature has begun to worsen nature with the widespread use of industrialization and mechanization, which can not sustain its own balance. This has forced many organizations to establish conservation-oriented organizations and to take measures against environmental problems. The study consists of three parts. In the first part, the intellectual background of environmental problems and the historical development process are discussed. In this context, human natüre relation and the emergence of ecological thought are mentioned. In the second part, the formation of the environmentalist movement and the process of politicization in Europe are discussed in detail. This development and politicization process was analyzed on a chosen sample; as Germany, England and America. In the second part, the Green Parties are mentioned in detail. The transformation of the environmental movement from the social movement into political parties has been realized through the Green Parties. In the third part of the study is examining the development of the environmental movement in Turkey. It focuses on the environmental actions that took place in the process, from the first years of the Republic to the establishment of the Green Party. In addition, the Green Party, which enables the politicization of the environmentalist movement, is also dealt with in this section.

The article analyzes the problem of Ukraine's development since independence. A comparison of the way of organizing social reality in modern Ukraine and in the Soviet period is carried out. The main regulatory factor in the life of Soviet society was the principle of domination. Ukraine has inherited the principle of domination and retains its leading role in the current social order. Its various manifestations that determine the structure of Ukrainian society, in particular the growth of the bureaucratic class and bureaucratic pressure on all spheres and sections of life, are analyzed. The dominance of bureaucracy contains latent violence, feeds corruption and minimizes social dynamics. It is also a phenomenon of power rent, which finds its expression in a kind of "privatization of the state." Another universal effect of the principle of domination is the doubling of social reality into apparent and hidden. The apparent reality becomes a space for the existence of ordinary citizens and the implementation of legal procedures, while the hidden one contains a system of real circulation of power, which is not regulated by any legal regulations, instead, controls all movements of the social body. The systemic role in the hidden society is played by cliques — informal groups of influential people who really control the course of events. The con- sequence of the principle of domination is the passivity and marginalization of the Ukrainian citizen, associated with the defect of political participation. Such non-participation in power is embodied in such forms of consciousness as hope, liking, and despair. Today, independence is not a given, but a chance that must be realized. The way to this is through the restoration of the role of the people as a sovereign power and the development of non-dominant regulatory factors of sociality. ; У статті аналізується проблема розвитку України за доби незалежності та здійснюється зіставлення способу організації соціальної дійсності в сучасній Україні та в радянський період. Головним реґулятивним чинником життя радянського суспільства був принцип панування. Україна успадкувала цей принцип панування і зберігає його чільну роль у чинному нині соціальному ладі. Автор аналізує його різноманітні вияви, що задають структуру української соціальності, зокрема зростання чиновницького класу та бюрократичний тиск на всі сфери та ланки життя. Засилля бюрократії містить латентне насильство, живить корупцію та мінімізує соціальну динаміку. Також ідеться про феномен владної ренти, що втілюється у своєрідній «приватизації держави». Ще одним універсальним ефектом принципу панування є подвоєння соціальної дійсності на позірну та приховану. Позірна дійсність перетворюється на простір існування пересічних громадян та здійснення леґальних процедур, тоді як прихована містить нереґламентовану жодною леґальною нормативністю систему реальної циркуляції влади, а відтак і керування всіма рухами соціального тіла. Системну роль у прихованій соціальності відіграють кліки — неформальні угруповання впливових осіб, що реально контролюють перебіг справ. Наслідком принципу панування є пасивність та марґіналізація українського громадянина, пов'язані з дефектом політичної участі. Втіленням цієї не-участі у владі стають такі форми свідомості, як сподівання, вподобання та зневіра. Отже, на сьогодні незалежність є не даністю, а шансом, який ще треба зреалізувати. Шлях до цього пролягає через відновлення ролі народу як суверена влади та розвиток відмінних від принципу панування реґулятивних чинників соціальності.

The article analyzes the historical aspects of the formation of community social work in Germany. It was found that social work in the community as one of the varieties of professional social work is at the stage of theoretical and methodological studies, study and synthesis of existing practices, including foreign. The models of practical work in the community was defined: the organization of neighborhood communities and the public; organization of functional communities; social and economic development of the community; social planning; development programs and community relations; political and social actions; coalitions; social movements. Specified models was characterized by the following parameters: the expected results, problems to solve is directed activities, objects and subjects of action. These models reflect the diversity of the participation of social workers in community development and protecting the interests of its members. Social work in Germany characterized by decentralisation and significant regional and local differences due to the peculiarities of the federal structure of the state. The German practice of social work with the community focuses on the fact that the main problems and difficulties associated with the formation of community maladaptive environment, which is often the result of segregation and social imbalances within the community. Solving problems requires consolidation of efforts of the community, social workers and representatives of the responsible authorities. The experience of the community and family centers as a model of effective cooperation of the community, social workers and representatives of the responsible authorities is analyzed. ; У статті проаналізовано особливості становлення соціальної роботи з громадою у Німеччині. З'ясовано, що соціальна робота в громаді перебуває на етапі теоретико-методологічного обґрунтування, вивчення й узагальнення існуючого практичного досвіду, у тому числі зарубіжного. Виділено ряд моделей практичної роботи у громаді: організація сусідських спільнот та громадськості; організація функціональних громад; соціальний та економічний розвиток громади; соціальне планування; розвиток програм і зв'язків у громаді; політичні та соціальні дії; коаліції; соціальні рухи. Зазначено, що соціальна робота в Німеччині відрізняється децентралізованістю і значними регіональними відмінностями, зумовленими особливостями федерального устрою держави. У німецькій практиці соціальної роботи з громадою акцентується увага на тому, що основні проблеми громади пов'язані з виникненням дезадаптивного середовища, яке найчастіше є наслідком сегрегації та соціального дисбалансу всередині громади. Вирішення проблем громади вимагає консолідації зусиль самої громади, соціальних працівників і відповідальних представників органів влади. Проаналізовано досвід Центрів громади та сім'ї як зразка ефективної співпраці самої громади, соціальних працівників і органів влади.

The main directions (kinds) of the public movements for the protection of human rights in Ukraine and other states of the Central and Eastern Europe (CEE) in the period of 1989–1991 are analyzed. The employment of an interdisciplinary approach allowed to study the influence of these movements on the change of the social consciousness and on the increase of patriotic and opposition sentiments in the society. It is indicated that such movements appeared in different spheres of the society life and had dissimilar intensity. In particular, in the article, the following most significant directions of the public movements are being analyzed, which took place, in fact, in all CEE countries including Ukraine: Helsinki Human Rights Movement; youth movements aimed at fighting for democracy and the state independence as well as the protection of rights for education; public movements for protection of religious, ecological, and employment rights (labor and trade union movements). The political and legal analysis conducted demonstrates that the new public movements and public organizations in their first years of activity did not always have the directly protesting or clearly oppositional character. The conditions imposed by them concerned rather enhancement of the rights and freedoms, limitation of the state intrusion into particular spheres of life, improvement of the conditions of the social and political development, etc. Nevertheless, with the flow of time, such public movements in different spheres of public life very often gained political and opposing character. As a result, the conclusion has been made that the indicated movements have played the key role in the realization of antitotalitarian revolutions, the overthrow of totalitarianism, and building the new democratic regimens in the CEE countries. The paper analyzes the approaches of several notable researchers to the issue whether social media promotes democracy. It generalizes some of the crucial theoretical arguments, elaborated by these scholars, and divides them into two groups – cyber-optimists and cyber-skeptics. The fi rst group of scholars argues that social media has become coordinating tools for almost all modern world political movements – from broad and nationwide to small and local, – while the second questions its ability to produce any pro-democratic changes per se. In the end the paper proposes a theoretical framework, in which the relationship between social media and political institutions can be analyzed. In particular, it argues that social media causes merging between mass and interpersonal communication, and, in doing so, challenges the link between media and political institutions, which, according to the classic book "Four Theories of the Press" (F. Siebert, T. Peterson and W. Schramm), characterized media in the epoch of traditional broadcast and printed outlets.
